Even famous Los Angeles buildings are fetching roughly half their prepandemic prices.From San Francisco to Washington, D.C., the story is the same. Office buildings remain stuck in a slow-burning crisis. Employees sent to work from home at the start of the pandemic have not fully returned, a situation that, combined with high interest rates, is wiping out value in a major class of commercial real estate. Prices on even higher-quality office properties have tumbled 35 percent from their early-2022 peak, based on data from Green Street, a real estate analytics firm.Those forces have put the banks that hold a big chunk of America’s commercial real estate debt in the hot seat — and analysts and even regulators have said the reckoning has yet to fully take hold. The question is not whether big losses are coming. It is whether they will prove to be a slow bleed or a panic-inducing wave.The past week brought a taste of the brewing problems when New York Community Bank’s stock plunged after the lender disclosed unexpected losses on real estate loans tied to both office and apartment buildings.So far “the headlines have moved faster than the actual stress,” said Lonnie Hendry, chief product officer at Trepp. “Banks are sitting on a bunch of unrealized losses.     Remote Work Gives Amazon Workers a Common Cause

    At Amazon, warehouse workers have shown support for corporate colleagues, noting they have nothing to gain if office workers lose flexibility that the pandemic proved possible.Eric Deshawn Lerma felt waves of anxiety when he sat down to tally the new costs in his routine since Amazon’s return to the office this spring. There’s parking. There’s fuel. There’s lunch. They add up to at least $200 extra a month, all to support a policy whose justification he can’t fully understand — after three years in which he and his teammates have been doing their jobs from home.Still, when Mr. Lerma heard that some of his colleagues were organizing a walkout to protest the return-to-office policy, which asks employees to come in at least three days a week, he initially wavered on whether to participate. After all, he realizes that thousands of Amazon workers have no flexibility to work from home. Their jobs require them to go into warehouses to do physically taxing labor each day.“It really provided me with a sense of internal conflict about working from home being a luxury or a right,” said Mr. Lerma, 27, who is an executive assistant in Seattle and joined the company, where he feels he has grown personally and professionally, in 2022. “There are different rights and amenities afforded to my role.”He ultimately decided, though, that he would probably join virtually. “While warehouse workers have much harsher working conditions than I do,” he said, “I should still be able to reserve the right to protect my autonomy as an employee.”Thousands of corporate employees, across industries, who remain adamant that they do not want to return to the office are now confronting a tension: How do their demands compare with those of the millions of workers whose jobs have never permitted them the ease of remote work? And can a corporate employee’s advocacy be of use to workers, including those trying to unionize, outside the corporate sphere?This tension follows a pandemic that exacerbated the divide between white-collar workers who could do their jobs from the safety of their homes and workers who often could not and were exposed to higher Covid risks.Simultaneously, workers in both the corporate and noncorporate realms have re-evaluated their working conditions, quit their jobs in waves and called for higher wages, amid a tight labor market at one point called a “workers economy.” The unemployment rate this spring has remained low, at 3.4 percent, with wages rising.Most Amazon workers have been working at company facilities throughout the pandemic.Hiroko Masuike/The New York TimesAt Amazon, hundreds of corporate employees plan to walk off the job on Wednesday, for one hour during lunchtime, in protest of the company’s return-to-office rule, among other issues including layoffs and the company’s impact on the climate. Weeks earlier, employees voiced their frustrations with the R.T.O. policy in a Remote Advocacy channel, with over 30,000 members, on the Slack workplace messaging system.The company has more than 350,000 corporate and tech employees globally. More than 800 in Seattle and 1,600 globally have pledged to participate in the walkout. Some employees, particularly working parents, pin some of their frustration to the financial toll of returning to the office, especially the cost and pressures of child care.The vast majority of Amazon’s more than one million workers, including those who formed a union at a Staten Island warehouse, have been working in person throughout the pandemic.Apple, where employees issued open letters protesting in-person work, and at the Gap have encountered a similar dynamic. At Starbucks, more than 70 named employees, along with others who remained anonymous, released a petition this year urging the company to permit them to keep working remotely. Members of the union representing Starbucks baristas have been supportive of these corporate workers, even though most of the company’s roughly 250,000 U.S. employees, including those across more than 300 unionized stores, cannot work from home.Indeed, many workers in warehouses and stores have been quick to show support for their corporate colleagues, noting that they have nothing to gain from seeing office workers lose out on the flexibility that the pandemic proved was possible.“The work that we’re doing is in two separate fields,” said Anna Ortega, 23, who is active in Inland Empire Amazon Workers United, a group of warehouse workers, and has been working at an Amazon facility in San Bernardino, Calif., for almost two years. “It’s just showing us that Amazon has a problem with workers and listening to us.”Ms. Ortega spends her days lifting 50-pound packages — a task she could never do from home. But she said she supported the Amazon workers who were asking for the flexibility to keep working remotely.“If your employees are happy and are able to work productively from home, I think they would be able to bring better results,” Ms. Ortega said.An Amazon spokesman, Brad Glasser, said that the company respected “employees’ rights to express their opinions and peacefully assemble,” but that it had felt “good energy” since more employees returned to the office.Members of a union representing Starbucks store staff have offered support to corporate employees who petitioned in favor of remote work.Audra Melton for The New York TimesAt Starbucks, members of the union representing store workers have corresponded with corporate employees on Discord and other platforms, offering their support. And when corporate employees released their petition, they asked the company both to reverse its return-to-office policy and to allow free and fair union elections across stores.Jake Sklarew, 34, a software engineer at Starbucks who signed the petition, was frustrated by the return-to-office policy because during the pandemic he had bought a home in an affordable area, 30 miles from the office, thinking he’d be able to keep working remotely. Earlier in his career, when he worked in restaurants, he commuted as much as three hours a day, and he sees his current calls for fairer company policies as connected to the struggles of baristas demanding workplace respect.“The people that are working in stores, when you talk to them, they’re not asking for other people to have to work in person,” he said, adding that it wouldn’t make sense for Starbucks to end remote work for some just because not everyone can do it. “It feels to me like kind of an eye-for-an-eye situation: You’re not helping anyone — you’re just hurting everyone.”Starbucks has suggested that its policy, which requires its 3,750 corporate workers to come in three days a week, contains an element of equity for its employees, or “partners,” because “many partners didn’t have the privilege of working remotely.” But some union members have rejected this logic.To Sarah Pappin, 32, a Starbucks shift supervisor in Seattle, what corporate employees are asking for is directly related to what store employees are demanding, such as increased Covid safety protections.“Even jobs that you might think of as dream jobs can be exploited,” she said. “I think there is a growing understanding that we’re all workers.”But that sense of solidarity doesn’t erase the guilt that some office workers feel as they ask to hold on to the freedom of a workday in their living room. Many office workers have realized, too, all the advantages they have even in their organizing efforts.“We’re so much closer to leadership,” Mr. Lerma said. “I have access to a work-issued laptop that has provided me with the complete address book of everyone within Amazon. I have access to Slack, which can give me any contact I want. A warehouse employee doesn’t have that luxury.” More

    Stress Builds as Office Building Owners and Lenders Haggle Over Debt

    A real estate investment fund recently defaulted on $750 million of mortgages for two Los Angeles skyscrapers. A private equity firm slashed the value of its investment in the Willis Tower in Chicago by nearly a third. And a big New York landlord is trying to extend the deadline for paying down a loan for a Park Avenue office tower.Office districts in nearly every U.S. city have been under great stress since the pandemic emptied workplaces and made working from home common. But in recent months, the crisis has entered a tense phase that could damage local economies and cause financial hits to real estate investors and scores of banks.Lenders are increasingly reluctant to make new loans to owners of office buildings, especially after the collapse of two banks last month.“They don’t want to make new office building loans because they don’t want more exposure,” said Scott Rechler, a New York landlord who is a big player in the city’s office market and sits on the board of the Federal Reserve Bank of New York.The timing of the pullback in lending couldn’t be worse. Landlords need to refinance about $137 billion of office mortgages this year and nearly half a trillion dollars in the following four years, according to Trepp, a commercial real estate data firm. The Federal Reserve’s campaign to fight inflation by raising interest rates has also substantially raised the cost of loans still on offer.Banks’ unwillingness to lend and building owners’ desperation for credit have created a standoff. Lenders want to extend loans and make new ones only if they can get better terms. Many landlords are pushing back, and some are threatening to default, effectively betting that banks and investors stand to lose more in a foreclosure. Defaults could heap pressure on regional banks and help push the economy into recession. Local property tax revenue, already under pressure, could plummet, forcing governments to cut services or lay off workers.“What we are seeing is this dance between lenders and owners,” said Joshua Zegen of Madison Realty Capital in New York, a firm that specializes in financing for commercial real estate projects. “No one knows what the right value is. No one wants to take a building back,” he said, adding that building owners don’t want to put in new capital, either.He added that the office sector was feeling far more stress than other kinds of commercial real estate like hotels and apartment buildings.Some industry experts are optimistic that given enough time, building owners and their lenders will hammer out compromises, avoiding foreclosures or a big loss in property tax revenue because everybody wants to minimize losses.“I don’t see it as something that is going to result in systematic risk,” said Manus Clancy, a senior managing director at Trepp. “It’s not going to bring down banks, but you could see some banks that have problems. Nothing gets resolved quickly in this market.”Loans on commercial buildings are typically easier than home mortgages to extend or modify. Negotiations are handled by bank executives or specialized finance firms called servicers, which act on behalf of investors that own securities backed by one or more commercial mortgages.But striking a deal can still be hard.Mr. Rechler’s company, RXR, recently stopped making payments on a loan it used to finance the purchase of 61 Broadway in downtown Manhattan. His company got its original investment in the building back after selling nearly half its stake to another investor several years ago, he said. He added that the lender, Aareal Bank, a German institution, was considering selling the loan and the building.“In this illiquid market, can they sell that loan? Can they sell the building?” Mr. Rechler said. He has been embroiled in nearly seven months of negotiations with a bank to extend a $30 million loan on a building in Union Square, and just two months are left on the mortgage.“I’m trying to get a one-year extension on an existing loan so I can see what interest rates look like next year, which is likely to be better than they are now,” Mr. Gural said. “Hybrid work has created fear in the banks.”Though many workers have returned to offices at least a few days a week, 18.6 percent of U.S. office space is available for rent, according to Cushman & Wakefield, a commercial real estate services firm, the most since it started measuring vacancies in 1995.Public pension funds, insurance companies and mutual fund firms that invest in bonds backed by commercial mortgages also have an interest in seeing problems resolved or put off. A wave of foreclosures would lower the value of their securities.Many of the mortgages that analysts are most worried about involve buildings in Chicago, Los Angeles, New York, San Francisco and Washington — cities where there is a glut of vacant space or where workers are reluctant to return to offices.One such property is the 108-story Willis Tower in Chicago — the third-tallest building in the country, after One World Trade Center and Central Park Tower, both in Manhattan. The giant private equity firm Blackstone bought it for about $1.3 billion in 2015 and committed to spending $500 million on renovating the 50-year-old building, formerly the Sears Tower, including adding retail space and a rooftop terrace.But in December, United Airlines, the building’s largest tenant, paid an early termination fee and vacated three floors; the company still occupies 16 floors. That month, about 83 percent of the building was occupied, according to KBRA Analytics, a credit data and research firm. Blackstone disputes those numbers; Jeffrey Kauth, a company spokesman, said that “approximately 90 percent of the office space is leased.”Blackstone recently notified some of its real estate fund investors that it had written down the value of its equity investment in Willis Tower by $119 million, or 29 percent, said a person briefed on the matter, who spoke on the condition of anonymity to discuss sensitive financial information. The property is owned by a joint venture including Tishman Speyer and several unnamed investors.The 25-story building, built in 1955, is the headquarters for Colgate-Palmolive.     Disney Is Bringing Employees Back Four Days a Week

Iger, said in a memo that he thought the move would benefit the company’s culture and creativity.Starting on March 1, the Walt Disney Company will require employees to report to the office four days a week, a relatively strict policy among large companies.Robert A. Iger, who came out of retirement in November to retake Disney’s chief executive reins, said in a memo to employees on Monday that a return to mostly in-person work — for the first time in nearly three years — would benefit the company’s culture in general and movie and TV creative processes in particular. Since his return, Mr. Iger has been trying to boost morale and galvanize Disney’s creative engines.“As you’ve heard me say many times, creativity is the heart and soul of who we are and what we do at Disney,” Mr. Iger said in the memo, which was viewed by The New York Times. “And in a creative business like ours, nothing can replace the ability to connect, observe and create with peers that comes from being physically together.”The memo said that employees would likely be asked to work from Disney offices Monday through Thursday. “Stay tuned for additional details,” Mr. Iger said.The shift did not come as a complete surprise to Disney employees; Mr. Iger signaled that a change was coming during a Nov. 28 meeting with them. But it is the TikTok-famous “quiet quitting” and live-tweeted resignations that really explained what was going on in America’s job market in 2022, a moment of renewed worker power and remarkable upheaval.While government data can tell us that the world is rapidly changing three years into the pandemic, internet trends — the ones that took off and the apps we’ve come to rely on — illustrate how people are responding to a new and evolving normal.Negroni sbagliatos catapulted into fame and onto cocktail menus, underlining the fact that people were ready to get back to spending on fancy happy hours. Instagram feeds filled with beach and mountain pictures as “revenge travel” took flight.     N.Y.C. Companies Are Opening Offices Where Their Workers Live: Brooklyn

    Before the pandemic, Maz Karimian’s commute to Lower Manhattan was like that of many New Yorkers’: an often miserable 30-minute journey on two subway lines that were usually crammed or delayed.By comparison, when he returned to the office last week for the first time since the coronavirus began sweeping through the city, his commute felt serene: a leisurely bicycle ride from his home in Carroll Gardens to his company’s relocated office about 10 minutes away in Dumbo.“I love the subway and think it’s a terrific transit system but candidly, if I can be in fresh air versus shared, enclosed air, I’ll choose that 10 times out of 10,” said Mr. Karimian, the principal strategist at ustwo, a digital design studio.More than 26 months after the pandemic sparked a mass exodus from New York City office buildings, and after many firms announced and then shelved return-to-office plans, employees are finally starting to trickle back to their desks. But remote work has fundamentally reshaped the way people work and diminished the dominance of the corporate workplace.Companies have adapted. Conference rooms got a makeover. Personal desks became hot desks, open to anyone on a first-come basis. Managers embraced flexible work arrangements, letting employees decide when they want to work in person.And some are taking more drastic measures to make the return to work appealing: picking up their offices and relocating them closer to where their employees live. In New York City, the moves reflect an effort by organizations to reduce a major barrier to getting to work — the commute — just as they start to call their workers back.Before the pandemic, workers in New York City had the longest one-way commute on average in the country, nearly 38 minutes.About two-thirds of ustwo’s employees live in Brooklyn, so it made sense to move the office to Dumbo, on the Brooklyn waterfront, after a decade in the Financial District in Manhattan, said Gabriel Marquez, its managing director.The new space is about 11,500 square feet, slightly smaller than its former office, and was less expensive per square foot to lease than most offices in Manhattan. It is also better suited for when employees do come into the office, featuring an open-air rooftop with Wi-Fi for meetings, he said.“We didn’t need the same relationship with the office and have everyone in five days a week,” said Mr. Marquez, who said that employees are mandated to be there twice a week, on Tuesdays and Wednesdays. “It felt like, culturally, it is a good fit and for a lot of companies like ours in our area.”Before the pandemic, the morning commute for Maz Karimian, who works at ustwo, took about 30 minutes on two separate subway lines into Manhattan. Tourists are visiting New York at a greater rate than last year, hotel occupancy has increased and earlier this month, daily subway ridership set a pandemic-era record of 3.53 million passengers.Despite those promising signals, a vital piece of the city’s economy remains battered: office buildings.Before the pandemic, office towers sustained an entire ecosystem of coffee shops, retailers and restaurants. Without that same rush of people, thousands of businesses have closed and for-lease signs still hang in many storefronts.Despite pleas for months from Mayor Eric Adams and Gov. Kathy Hochul for companies to require people return to the office, so far, many have heeded demands by their employees to maintain much of the job flexibility that they have come to enjoy during the pandemic.Just 8 percent of Manhattan office workers were in-person five days a week from the end of April to early May, according to a survey from the Partnership for New York City, a business group.About 78 percent of the 160 major employers surveyed said they have adopted hybrid remote and in-person arrangements, up from 6 percent before the pandemic. Most workers plan to come into the office just a few days a week, the group said.The seismic shift in office building usage has been one of the most challenging situations in decades for New York real estate, a bedrock industry for the city, and has upended the vast stock of offices in Manhattan, home to the two largest business districts in the country, the Financial District and Midtown.About 19 percent of office space in Manhattan is vacant, the equivalent of 30 Empire State Buildings. That rate is up from about 12 percent before the pandemic, according to Newmark, a real estate firm. Office buildings have been more stable in Brooklyn, where the vacancy rate is also about 19 percent but has not fluctuated much since before the pandemic, Newmark said.Daniel Ismail, the lead office analyst at Green Street, a commercial real estate research firm, predicted that the office market in Manhattan would worsen in the coming years as companies adjusted their work arrangements and as leases that were signed years ago started to expire. In general, companies that have kept offices have downsized, realizing they do not need as much space, while others have relocated to newer or renovated buildings with better amenities in transit-rich areas, he said.Even before the pandemic, it was not uncommon for companies to move offices throughout the city or to open separate locations outside of Manhattan. The city offers a tax incentive for businesses that relocate to an outer borough, with up to $3,000 in annual business-income tax credits per employee.Nearly 200 companies received it in 2018, for a total of $27 million in tax credits, the most recent data available, according to the city’s Department of Finance. But some office developers are betting on neighborhoods outside Manhattan becoming attractive in their own right, luring companies that specifically want to avoid the hustle-and-bustle of Midtown.More than 1.5 million square feet of office space is under construction in Brooklyn, including a 24-story commercial building in Downtown Brooklyn.Two Trees Management, the real estate development company that transformed Dumbo, is turning the former Domino Sugar Refinery in Williamsburg into a 460,000-square-foot office building. Steinwurtzel, the co-chief executive at GFP Real Estate, whose firm largely owns properties in Manhattan, said that office markets in Queens and Brooklyn could attract certain niches of companies, such as biomedical and life science companies in Long Island City, Queens, where GFP has several sites.But overall, Mr. Steinwurtzel offered a curt assessment of the outer-borough markets: “It’s terrible.”Still, just being able to have panoramic views of Manhattan is enough for some companies.When the European advertising firm Social Chain opened an office in the United States before the pandemic, the group settled in the Flatiron area, an epicenter of the marketing world made famous decades ago by advertising giants on Madison Avenue.But after the pandemic struck and the firm decided to revisit its location, the prestige of being in Manhattan lacked the same magnetism — or necessity, said Stefani Stamatiou, the managing director of Social Chain USA.She toured office locations in Manhattan but none felt like the right fit. Then she traveled across the East River into Williamsburg and found 10 Grand Street, also a Two Trees property.     Big Tech Makes a Big Bet: Offices Are Still the Future

    TEMPE, Ariz. — Early in the pandemic, when shops along Mill Avenue in downtown Tempe closed their doors and students at nearby Arizona State University were asked to go home, the roar of construction continued to fill the air. Now, gleaming in the sunlight and stuffed with amenities, towering glass office buildings have sprouted up all over the Phoenix metropolitan area.Arizonans are about to have new next-door neighbors. And they include some of the technology industry’s biggest names.DoorDash, the food delivery company, moved into a new building on the edge of a Tempe reservoir in the summer of 2020. Robinhood, the financial trading platform, rented out a floor in an office nearby. On a February morning, construction workers were putting the finishing touches on a 17-story Tempe office building expected to add 550 Amazon workers to the 5,000 already in the area.The frenetic activity in the Phoenix suburbs is one of the most visible signs of a nationwide recovery in commercial office real estate fueled by the tech industry, which has enjoyed unchecked growth and soaring profits as the pandemic has forced more people to shop, work and socialize online.Big tech companies like Meta and Google were among the first to allow some employees to work from home permanently, but they have simultaneously been spending billions of dollars expanding their office spaces. Doubling down on offices may seem counterintuitive to the many tech workers who continue to work remotely. In January, 48 percent of people in computer and math fields and 35 percent of those in architecture or engineering said they had worked from home at some point because of the pandemic, according to the Bureau of Labor Statistics.But companies, real estate analysts and workplace experts said several factors were propelling the trend, including a hiring boom, a race to attract and retain top talent and a sense that offices will play a key role in the future of work. One way companies are trying to lure them back is by splurging on prime office space with great amenities.Big Tech executives say that office expansions are to be expected and that modernized buildings will probably be spaces for people to collaborate rather than stare at screens. Meta, the parent company of Facebook, leased 730,000 square feet in Midtown Manhattan in August 2020, and has added space in Silicon Valley as well as in Austin, Texas; Boston; Chicago; and Bellevue, Wash.“We will continue to grow and expect many people to return to our offices around the world once it’s safe,” said Tracy Clayton, a Meta spokesman.Big Tech executives anticipate more office expansions, another sign that companies are shifting their expectations for employees.Adam Riding for The New York TimesGoogle said early last year that it would spend $7 billion on new and expanded offices and data centers around the country in 2021, including $2.1 billion to buy a Manhattan office building by the Hudson River, and growth in Atlanta; Silicon Valley; Boulder, Colo.; Durham, N.C.; and Pittsburgh. Google also said in January that it would spend $1 billion on a London office building.Offices “remain an important part of supporting our hybrid approach to work in the future,” Google said in a statement.During the pandemic, Microsoft has expanded in Houston; Miami; Atlanta; New York; Arlington, Va.; and Hillsboro, Ore. The company was growing to accommodate the many new employees it has hired over the last two years, said Jared Spataro, the vice president of modern work for Microsoft.“The pandemic, I think, has just changed people’s perception of what’s possible in terms of geographic distribution,” Mr. Spataro said.In April, Apple said it would build a campus near Raleigh, N.C., and has added space in San Diego and Silicon Valley. The company, which has battled with its employees over its plan for a majority of workers to return to offices most days each week, referred to its April news release about expansion but declined to comment further.Salesforce, whose signature tower looms over the San Francisco skyline, is moving forward with four new office towers planned before the pandemic, in Tokyo, Dublin, Chicago and Sydney, Australia. The company said last February that many employees could be fully remote, but shifted its messaging months later, saying that “something is missing” without office life and urging workers to come back in.Salesforce’s thinking about the office has evolved, said Steve Brashear, the company’s senior vice president in charge of real estate. At the start of the pandemic, the feeling was that “being remote sounds so great and so safe,” Mr. Brashear said. New leases, subleases and renewals in the area totaled more than one million square feet from April through September last year, up from about 260,000 square feet a year earlier, according to CBRE.Other locations not normally associated with tech also saw growth. In Vancouver, British Columbia, tech leasing activity doubled in growth in mid-2021, to 561,000 square feet from 268,000, as did activity in Charlotte, N.C., to 143,000 square feet from 71,000.Amazon has been one of the most prolific in expansion, announcing in 2020 that it would increase its white-collar work force in half a dozen cities. In some cities, remote work and high vacancy rates continue to hurt restaurants and retailers.Office vacancy rates in San Francisco climbed to 22.4 percent at the end of 2021 from 21.5 percent in the third quarter of the year, according to Jones Lang LaSalle, a real estate firm. The city’s economists called tourism and office vacancies “special areas of concern in the city’s economic outlook.” In New York, office vacancy rates declined to 14.6 percent, according to JLL, but areas dependent on office workers to power local businesses, like Midtown Manhattan, are recovering more slowly.Smaller tech companies, given their financial constraints, might have to choose whether to invest in physical spaces or embrace a more flexible strategy. Twitter has continued to add offices in Silicon Valley, and video game developers like Electronic Arts and Epic Games have expanded in places like Canada and North Carolina. But others have cut back.Zynga, a gaming company, offered up its 185,000-square-foot San Francisco headquarters for sublease last summer because it decided that shrinking its physical office and moving would make life easier for employees, said Ken Stuart, vice president of real estate at Zynga. Its new building in San Mateo, Calif., will be less than half the size.“The reality is that people are frustrated by the commute and getting into the city, and also people feel like they can do better work by being hybrid,” Mr. Stuart said.By contrast, the largest tech giants “have so much money that it doesn’t matter,” said Anne Helen Petersen, a co-author of “Out of Office,” a recent book about the remote-work era. Because of their huge budgets, Ms. Petersen suggested, such companies can continue constructing offices without worrying about how much money they stand to lose if the buildings become obsolete.“They’re hedging their bets,” Ms. Petersen said. “If the future’s going to be fully distributed, ‘we’ll be setting up an apparatus for that.’ If the future’s going to rubber-band back to everyone back to the office, the way it was in 2020, ‘we’ll go back to that.’”In Tempe, the two-floor WeWork co-working space at the Watermark, one of the premier office spaces, was buzzing with activity on a recent afternoon. Upstairs, Amazon has rented an entire floor.Below, amid leafy plants and colorful lighting, employees at tech start-ups clacked away on MacBooks and sketched on whiteboards.
