The University of Michigan consumer sentiment index has been hovering near lows not reached since the slow jobs recovery after the 2008 financial crisis.Ultimately, this cranky disconnect between strong jobs data and the national mood may stem from an initial lag between relative winners and losers in this robust-but-rocky recovery: The economic benefits of tightening an already-tight labor market are, in the short run, relatively concentrated — accruing to those with lower starting wages and less formal education, and to demographic cohorts like Black Americans, who are often “last hired, first fired” during business cycles. In the meantime, the downsides of even temporary high inflation are diffuse — spread broadly across the population, though frequently damaging the finances of lower-income groups the most.It remains true that the increased demand for labor has helped millions of workers come out ahead. After adjusting for inflation, wages have fallen for middle- and high-income groups but risen for the bottom third of earners on average: The wages of the typically lower-paid employees of the leisure and hospitality industry — the broad sector focused on travel, dining, entertainment, recreation and tourism — have risen nearly 15 percent over the past year, far outpacing inflation.A substantial bloc of economists are contending that wages are receiving too much blame for inflation. A recent analysis across 110 industries by the Economic Policy Institute, a progressive think tank based in Washington, concluded that wage growth wasn’t correlated with the surge in costs that suppliers dealt with last year, suggesting that much of inflation could still be stemming from other forces, like supply chain imbalances.Many analysts believe that if unemployment stays low enough for long enough, the fruits of a hot labor market will widen — creating a virtuous cycle in which employers increase pay for various rungs of workers, while economizing their business models to become more efficient, increasing capacity, productivity and the health of corporate balance sheets.That hope is under threat, as the Federal Reserve proceeds with a plan to increase borrowing costs by quickly raising interest rates to rein in some lending, consumer spending, business investment and demand for labor.Despite various challenges, the most optimistic market participants predict that employers, workers and consumers can experience a so-called “soft landing” this year, in which the Fed increases borrowing costs, helping inflation and wage growth moderate without a painful slowdown that kills off the recovery: Morgan Stanley strategists, for instance, expect real wages to turn positive overall by midyear, outpacing price increases, as inflation eases and pay rates maintain some strength. That could be a boon for stocks as well.“It’s possible that over the next few quarters the labor market continues to be tight despite the Fed hiking,” said Andrew Flowers, a labor economist at Appcast, a tech firm that helps companies target recruitment ads. He still sees an “overwhelming appetite” for hiring.Although especially low unemployment isn’t typically a bullish sign for stocks, some recent years have bucked the trend. In 2019, when the S&P 500 returned roughly 30 percent, unemployment by year’s end had fallen to 3.6 percent, in line with present levels.In such an uncertain environment, forecasts for how stocks will fare by the end of the year are varying widely among top Wall Street firms. By several technical measures, the market’s trajectory is currently near “make or break” levels.Public companies have “become massively efficient, so from an operating performance basis, they’ve been able to take on these extra costs,” said Brian Belski, the chief investment strategist at BMO Capital Markets. The outlook from Mr. Belski’s bank is among the most confident, with a call that the S&P 500 index will finish 2022 at 5,300 — 27 percent above Tuesday’s close, and far above most estimates.“At the end of the day, I think for the economy it’s good that we are seeing these sort of wages,” he said. “Don’t ever bet against the U.S. consumer, ever.” More

    Senate Confirms Biden Fed Nominee, Lael Brainard, as Vice Chair

    The Senate voted to confirm one of President Biden’s nominees to the Federal Reserve’s Board of Governors, making Lael Brainard the central bank’s vice chair.Ms. Brainard, a Fed governor since 2014 who was originally nominated to the institution by President Barack Obama, was a key architect of the central bank’s response in 2020 as state and local lockdowns tied to the pandemic roiled markets and sent unemployment rocketing higher. She has been a close adviser to Jerome H. Powell, the Fed chair.Ms. Brainard received some bipartisan support, and passed the Senate in a 52-to-43 vote.The White House has also nominated Mr. Powell to another four-year term as chair.     The prospect of lockdowns in Beijing fuels more concerns about supply chain disruptions.

    The prospect of further lockdowns in China prompted a fresh wave of economic anxiety on Monday as investors and companies whose supply chains run through China contemplated the impact of 70 new virus cases that the Beijing government said it had detected over the weekend.The city government ordered one of its districts to test all 3.5 million of its residents for coronavirus in the coming days, a move that may be a prelude to a larger lockdown in China’s capital city. Shanghai, a major port and business center, has been locked down for roughly a month, part of China’s “zero Covid” strategy. Other Chinese cities both large and small have announced their own restrictions on the movement of residents in a bid to keep the virus from spreading.The lockdowns present yet another challenge for global supply chains that have been stressed by pandemic shutdowns and the war in Ukraine, leading to greater competition for goods and higher prices that are fueling inflation worldwide.While the Chinese authorities have sought to keep factories and especially ports operating by keeping workers on the premises in so-called closed-loop systems, the lockdowns have interrupted shipments and lengthened delivery times for many of the global companies that depend on Chinese factories.Phil Levy, the chief economist at Flexport, a freight forwarder, said in an email that while Beijing is an important city, “it is not at the heart of factory production or supply chain operations.” He said lockdowns there would have a more limited impact than previous restrictions in Shanghai and Guangdong, where ports continued to mostly operate.But the effects would depend on where outbreaks occurred — for example whether they shut down a port — and how long lockdowns persisted, Mr. Levy added. “This is a relatively slow part of the year, but there is plenty of catch-up to be done, and things will soon be due to build. The costs will mount the longer this lasts.”The disruptions that are still unfolding in Shanghai and other Chinese cities are likely to reverberate along global supply chains in the coming months. Andrea Huang, a senior director at Overhaul, which monitors company supply chains, said with lockdowns not expected to ease until early or mid-May, the ripple effects for industries like auto and consumer electronics would extend into June or July.In Shanghai, the local authorities on Friday selected some companies in the automotive, semiconductor and other key industries to restart production, but the vast majority of enterprises remain shuttered.Activity at the port has also slowed. According to data from Project44, a logistics platform, the number of vessels that were berthing at the Shanghai port last week had dropped by about half since the lockdown began, while the number of vessels seeking to call at the nearby port of Ningbo jumped as shipping companies tried to get around restrictions. The time that imported containers were spending in the port had also risen sharply, from 4.6 days on March 28 to 14 days on April 23, the company said, as coronavirus testing requirements for truck drivers limited the ability to get containers in and out of the port.Fears of broader lockdowns weighed on global stocks on Monday, while oil and other commodities also fell in anticipation of lower demand.Elisabeth Waelbroeck-Rocha, chief international economist at S&P Global Market Intelligence, said that, in addition to disrupting global supply chains and fueling inflation, coronavirus outbreaks and accompanying lockdowns had undermined Chinese economic growth in March and April, making China unlikely to reach its target of 5.5 percent growth in gross domestic product in 2022.The epicenter of the outbreak shifted from Jilin Province in the northeast to Shanghai, a manufacturing base for high-end auto components, but smaller-scale outbreaks in other regions have largely been brought under control, she wrote in a note.     Rapid Inflation, Lower Employment: How the U.S. Pandemic Response Measures Up

    The United States spent more on its policy response than other advanced economies. Now economists are revisiting how that worked.The United States spent more aggressively to protect its economy from the pandemic than many global peers, a strategy that has helped to foment more rapid inflation — but also a faster economic rebound and brisk job gains.Now, though, America is grappling with what many economists see as an unsustainable worker shortage that threatens to keep inflation high and may necessitate a firm response by the Federal Reserve. Yet U.S. employment has not recovered as fully as in Europe and some other advanced economies. That reality is prodding some economists to ask: Was America’s spending spree worth it?As the Fed raises interest rates and economists increasingly warn that it may take at least a mild recession to bring inflation to heel, risks are mounting that America’s ambitious spending will end up with a checkered legacy. Rapid growth and a strong labor market rebound have been big wins, and economists across the ideological spectrum agree that some amount of spending was necessary to avoid a repeat of the painfully slow recovery that followed the previous recession. But the benefits of that faster recovery could be diminished as rising prices eat away at paychecks — and even more so if high inflation prods central bank policymakers set policy in a way that pushes up unemployment down the road.“I’m worried that we traded a temporary growth gain for permanently higher inflation,” said Jason Furman, an economist at Harvard University and a former economic official in the Obama administration. His concern, he said, is that “inflation could stay higher, or the Fed could control it by lowering output in the future.”The Biden administration has repeatedly argued that, to the extent the United States is seeing more inflation, the policy response to the pandemic also created a stronger economy.“We got a lot more growth, we got less child poverty, we got better household balance sheets, we have the strongest labor market by some metrics I’ve ever seen,” Jared Bernstein, an economic adviser to President Biden, said in an interview. “Were all of those accomplishments accompanied by heat on the price side?     Labor board issues complaint against Starbucks in firing of 7 workers.

    The National Labor Relations Board issued a complaint against Starbucks on Friday for what the agency said was the unlawful firing of seven employees in Memphis in retaliation for seeking to unionize.The labor board said the company fired the workers in February because they “joined or assisted the union and engaged in concerted activities, and to discourage employees from engaging in these activities.”The employees are part of a wave of organizing at Starbucks in which workers have voted to unionize at more than 20 stores and filed petitions to hold votes at more than 200. The company has roughly 9,000 corporate-owned locations nationwide.Complaints are issued after a labor board regional office concludes that there is merit to accusations against employers or unions and are litigated before an administrative law judge. The regional office is seeking to require that Starbucks make the fired employees whole — for example, by reimbursing them for lost wages. The company could appeal an adverse decision to the national labor board in Washington.“Although we are excited about the news, we knew from the moment each of us were terminated that this would be the outcome,” Nikki Taylor, one of the fired workers, said in a statement. “We are excited for the public to know the truth and to return to work at our soon-to-be-unionized Starbucks.”Starbucks did not immediately comment but said at the time that it had fired the workers for violating safety and security policies, including allowing members of the media into the store to conduct interviews after hours and failing to wear masks during the encounter.     Fed's Mester casts doubt on the need for 'shock' interest rate hikes ahead

    Cleveland Fed President Loretta Mester said she’s in favor of raising interest rates by 50 basis points, perhaps multiple times, but wouldn’t favor going higher than that.
    Mester called the Fed’s pivot from the historically high levels of accommodation during the pandemic era “the great recalibration of monetary policy.”

    Cleveland Federal Reserve President Loretta Mester said Friday she’s in favor of raising interest rates quickly to bring down inflation, but not so quickly as to disrupt the economic recovery.
    That means a strong likelihood of backing a 50 basis point rate hike at the next Fed meeting and perhaps a few more after, but not going to 75 basis points, as St. Louis Fed President James Bullard suggested earlier this week. A basis point is 0.01 percentage points.

    “My own view is we don’t need to go there at this point,” Mester said on CNBC’s “Closing Bell” when asked by host Sara Eisen about the 75-basis-point move. “I’d rather be more deliberative and more intentional about what we’re planning to do.”
    Mester said she would like to see the Fed get its benchmark overnight borrowing rate to 2.5% by the end of this year, a rate that she and many Fed officials see as being “neutral,” or neither stimulating nor repressing growth.
    The fed funds rate sets what banks charge each other for overnight borrowing, while also serving as a benchmark for many forms of consumer debt. It currently is set in a range between 0.25%-0.5%, following a quarter-percentage point increase in March.
    “I would support at this point where the economy is a 50 basis point rise and maybe a few more to get to that 2.5% level by the end of the year,” Mester said. “I think that’s a better path. … I kind of favor this methodical approach, rather than a shock of a 75 basis point [increase]. I don’t think it’s needed for what we’re trying to do with our policy.”
    Her comments mesh with what Chair Jerome Powell said Thursday.

    Though the statements from both officials also were in line with recent Fed communications, they coincided with a fresh round of selling on Wall Street in both stocks and bonds.
    Mester called the Fed’s policy pivot from the historically high levels of accommodation during the pandemic era “the great recalibration of monetary policy.”
    “We are trying to let the markets know where we see the economy going and why monetary policy needs to move off of that real extraordinary level of accommodation that was needed at the start of the pandemic,” she said.
    “Of course, our goal is to do that in a way that sustains the expansion and sustains healthy labor markets,” Mester added.
    According to the CME Group’s FedWatch tracker, market pricing currently indicates the Fed taking the funds rate a bit past where Mester indicated — possibly to 2.75% following anticipated hikes of 50, 75, 50, 25, 25 and 25 basis points respectively at its six remaining meetings through the end of the year.

    Powell says taming inflation 'absolutely essential,' and a 50 basis point hike possible for May

    Fed Chairman Jerome Powell on Thursday said the central bank is committed to raising rates “expeditiously” to bring down inflation.
    That could mean an interest rate hike of 50 basis points in May as prices rise at their fastest pace in more than 40 years.
    “It’s absolutely essential to restore price stability,” he added.

    Federal Reserve Chairman Jerome Powell affirmed the central bank’s determination to bring down inflation and said Thursday that aggressive rate hikes are possible as soon as next month.
    “It is appropriate in my view to be moving a little more quickly” to raise interest rates, Powell said while part of an International Monetary Fund panel moderated by CNBC’s Sara Eisen. “I also think there is something to be said for front-end loading any accommodation one thinks is appropriate. … I would say 50 basis points will be on the table for the May meeting.”

    Powell’s statements essentially meet market expectations that the Fed will depart from its usual 25 basis point hikes and move more quickly to tame inflation that is running at its fastest pace in more than 40 years. A basis point equals 0.01 percentage point.
    However, as Powell spoke, market pricing for rate increases got somewhat more aggressive.
    Expectations for a 50 basis point move in May rose to 97.6%, according to the CME Group’s FedWatch Tool. Traders also priced in an additional hike equivalent through year’s end that would take the fed funds rate, which sets the overnight borrowing level for banks but also is tied to many consumer debt instruments, to 2.75%.
    Stocks also fell, sending the Dow industrials down more than 400 points and the Nasdaq, with its rate-sensitive tech stocks, lower by more than 2%. Treasury yields pushed higher, with the benchmark 10-year note most recently at 2.9%.

    At its March meeting, the Fed approved a 25 basis point move, but officials in recent days have said they see a need to move more quickly with consumer inflation running at an annual pace of 8.5%.

    “Our goal is to use our tools to get demand and supply back in synch, so that inflation moves down and does so without a slowdown that amounts to a recession,” Powell said. “I don’t think you’ll hear anyone at the Fed say that that’s going to be straightforward or easy. It’s going to be very challenging. We’re going to do our best to accomplish that.”

    “It’s absolutely essential to restore price stability,” he added. “Economies don’t work without price stability.”
    The Fed had resisted raising rates through 2021 even though inflation was running well above the central bank’s 2% longer-run target. Under a policy framework adopted in late 2020, the Fed said it would be content with letting inflation running hotter than normal in the interest of achieving full employment that was inclusive across income, racial and gender demographics.
    Until several months ago, Powell and Fed officials had insisted that inflation was “transitory” and would dissipate as Covid pandemic-related factors such as clogged supply chains and outsized demand for goods over services abated. However, Powell said those expectations “disappointed” and the Fed has had to change course.
    “It may be that the actual [inflation] peak was in March, but we don’t know that, so we’re not going to count on it,” he said. “We’re really going to be raising rates and getting expeditiously to levels that are more neutral and then that are actually tight … if that turns out to be appropriate once we get there.”
    These will be Powell’s last remarks before the May 3-4 meeting of the Federal Open Market Committee, which sets interest rates. He is the latest Fed official to say rapid action is needed to take down inflation.
    Along with the rate hikes, the Fed is expected soon to start reducing the amount of bonds it is holding. The central bank’s balance sheet now stands at close to $9 trillion, primarily consisting of Treasurys and mortgage-backed securities.
    Discussions at the March meeting indicated the Fed eventually will allow $95 billion of proceeds from maturing bonds to roll off each month.
    Powell noted that the other than pernicious inflation, the U.S. economy is “very strong” otherwise. He characterized the labor market as “extremely tight, historically so.”
    Earlier in the day, he referenced former Fed Chairman Paul Volcker, who battled inflation in the late 1970s and early ’80s with a series of rate hikes that ultimately led to a recession. Volcker “knew that in order to tame inflation and heal the economy, he had to stay the course,” Powell said.
    The Volcker Fed ultimately took the benchmark rate to nearly 20%; it currently sits in a range between 0.25% and 0.50%.

    The event is part of the IMF’s Debate on the Global Economy. Participants also will include European Central Bank President Christine Lagarde along with representatives from the IMF, Indonesia and Barbados.
    With inflation running at 40-year highs, rising prices are seen as the biggest danger to economic growth in the pandemic era. Like other global central banks, the Powell Fed is expected to tighten monetary policy considerably this year, with a series of interest rate hikes and a reduction in asset holdings.
    Other Fed officials this week mostly said they want to combat inflation without going so far as to derail the recovery. Markets expect a series of rate hikes and a reduction in assets at a pace that eventually could reach $95 billion a month.
