    British Tourists Return to Portugal, Unleashed but (Mostly) Masked

    Sorely in need of sun and a change of scene, British travelers returned to the newly “green-listed” country and were met by relief, exasperation — and hardly anyone.After enduring a winter of strict lockdown, and a spring that saw a gradual reopening but lousy weather to spend it in, the first British tourists to Portugal since the country was “green-listed” for quarantine-free travel were elated by the thrill of escape, even if their trips were not quite as carefree as in past summers. “We just wanted to go anywhere that wasn’t London, basically,” said the singer and songwriter Celeste Waite, 27, as she climbed a hilly street in Lisbon’s Alfama district last Saturday with Sonny Hall, 22, a model and poet.“It’s been nice finally getting back to normal,” said Karen Kaur, 35, of Kent, England, after she and Jay Singh, 38, downed shots of ginjinha, a cherry liqueur, from a street vendor in Praça da Figueira, a large square in the city’s center. But British travelers expecting a kind of pre-pandemic travel experience found something different in Lisbon during the first weekend it reopened to them. Though the Portuguese capital still offered its signature food, museums, picturesque vistas and attractions, stringent mask rules and curfews reminded visitors this would not be an unfettered escape. The opening weekend for Britons offered a preview of what a broader return to international travel may look like for others, including vaccinated Americans when they are welcomed to Europe this summer: A mixture of joy, relief, and at times awkward interactions as cultures converge after a year of disparate pandemic experiences. More than 2.1 million people visited from Britain in 2019, the most from any country except Spain, according to Turismo de Portugal, the national tourist board.Now, Portugal is one of Britain’s only tourist destinations. Earlier in May, Britain included Portugal on its “green list” of 12 countries and territories that residents could travel to from May 17 without quarantining for up to 10 days upon return. But flying now means accepting expensive, and, at times, confusing extra steps, highlighting the tentative nature of international travel’s reopening. Tourists need to fill out multiple forms and submit a negative PCR test taken less than 72 hours before the flight. Before returning to Britain, they must take another test within 72 hours of their flight, and prove they have booked a third test to be taken on their second day back in Britain. The tests add up to hundreds of dollars per person, for many people exceeding the cost of the flight. Some tourists on a British Airways flight from London last Saturday said the extra steps were a pain, but they needed to get out of Britain after a difficult winter. From December to late March, the country experienced one of the world’s strictest and longest nationwide lockdowns, with socializing permitted only through walks in the cold with one other person. Pubs and restaurants didn’t open for outdoor dining until mid-April, and overnight travel within the country wasn’t permitted until last week.“No one else is going, so I’ve been rubbing it in with my friends,” said Anna De Pascalis, 23, before boarding a flight to Lisbon with her mother, Julie De Pascalis. “Everyone’s pretty jealous.” After a winter of rising coronavirus cases, Portugal has been down to a few hundred cases and single-digit deaths per day since late March. My Cod in Lisbon, said being indoors with unmasked tourists while eating does not worry her, though she’s heard concerns from other Portuguese people that the return of foreigners could threaten Portugal’s low case numbers, despite tourists testing negative before they can fly.“You have people thinking about it, of course,” she said. But, she added: “I think people in general are quite happy to see the tourism come back.”One month ago, she would run maybe one tour per week. Now it’s up to 10 per week, with about 70 percent of her bookings from Britain, she said. In addition to British tourists, Portugal has also welcomed back visitors from the European Union. For Sara Guerreiro, who owns a ceramics shop in the Feira da Ladra flea market in the winding Alfama district, last Saturday was more of a tease of normality. Those who made the trip were able to enjoy the city as few have: without swarms of other tourists to jostle with. At the ornate Praça do Comércio, a historic square typically packed with visitors, just a few dozen lingered. You could easily take a wide-angle photo outside Belém Tower, a popular landmark, at noon on Sunday with no other people in it. The line for custard tarts at nearby Pastéis de Belém, typically an out-the-door affair, passed in a few brief minutes Sunday morning. At Tasco do Chico, renowned for its live fado music, a spot at the bar was available one minute before Saturday night’s first performance began. Belém Tower, one of the most famous monuments in Lisbon, has few tourists still. Ana Brigida for The New York TimesIn one lively scene reminiscent of pre-pandemic freedom, tourists and locals alike converged Saturday night in Bairro Alto, with bars and restaurants packed with revelers until the 10:30 p.m. curfew. Nicci Howson, 65, said she was surrounded by Portuguese people dancing in Cervejaria do Bairro, a restaurant in that neighborhood, the first time she had danced outside her home in a year.“You could see the elation on people’s faces to just let loose,” she said.At 10:30 p.m., when some Portuguese might just be sitting down to dinner in normal times, the bars closed and sent packs of people dancing and singing tightly together in the narrow streets, until they were shooed away by police on motorcycles about five minutes later. The revelers lingered in the nearby Luís de Camões Square until 11:30 p.m., when officers dispersed the group. But during the day, there were no such crowds to contend with.Mark Boulle, 38, from Oxford, England, said he typically tries to avoid crowds while traveling, so the trip was in that respect a dream. When he took a day trip to Sintra, a nearby town with postcard-ready palaces and castles, on Monday, “for the first half of the day I virtually had the whole place to myself,” he said. But he was dismayed by the widespread use of masks outdoors in Lisbon — a sharp departure from behaviors in Britain, where the government has never suggested wearing masks outside and most people do not. It was a source of tension for both visitors and the Portuguese.British tourists in Lisbon did not have competition for a prime view at the ancient São Jorge Castle. Ana Brigida for The New York TimesUsing masks outdoors is mandatory in Portugal, with violators in some locations, including beaches, facing fines. At the Castelo de São Jorge, an 11th century castle with sweeping views of the city, a security guard roamed the grounds outside, instructing the few tourists there to put masks on while standing far away from others. A bookseller at an open-air market in Baixa grumbled that the tourists ought to comply with local attitudes and customs about masks, instead of bringing their own ideas abroad.But Mr. Boulle said he wanted the sun on his face. As he went to buy his ticket at the Jerónimos Monastery, a popular tourist attraction, he recalled, a security guard stopped him before he could buy his ticket, asking him to put a mask on. Mr. Boulle replied that he has asthma, and he couldn’t wear one because he’d have trouble breathing. “That isn’t true, but I just wanted to see,” he said. “In England you can always say that.” No such luck, as the security guard insisted. Frederico Almeida, the general manager of the Albatroz Hotel in the nearby beach town of Cascais, said he and his staff has had to remind visitors from Britain of the requirements.Despite these issues, he’s happy to see British tourists again. They are the top market for the area, he said, and their return has been swift. The 42-room hotel was at about 20 percent occupancy two weeks ago; now it’s up to about 80 percent. “All of a sudden, in the last two weeks, it’s as if we’ve turned back to normality,” he said. “It’s wonderful.”THE WORLD IS REOPENING.     Flight paths over Belarus should be assessed, the transportation secretary says.

    The transportation secretary said Monday that the safety of flights operated by U.S. airlines over Belarus should be reviewed after the Eastern European country forced a commercial flight to land in order to seize a dissident on board.“That’s exactly what needs to be assessed right now,” the secretary, Pete Buttigieg, told CNN. “We, in terms of the international bodies we’re part of and as an administration with the F.A.A., are looking at that because the main reason my department exists is safety.”The comments came after the authoritarian leader of Belarus dispatched a fighter jet on Sunday to intercept a Ryanair plane carrying the journalist Roman Protasevich. The plane was forced to land in Minsk, the Belarusian capital, where Mr. Protasevich was arrested.The secretary of state, Antony J. Blinken, condemned the forced diversion, saying it was a “shocking act” that “endangered the lives of more than 120 passengers, including U.S. citizens.” And Michael O’Leary, the chief executive of Ryanair, an Irish-based low-cost carrier, called the operation a “state -sponsored hijacking.”The International Air Transport Association, a global industry group, said Saturday on Twitter, “We strongly condemn any interference or requirement for landing of civil aviation operations that is inconsistent with the rules of international law.” The group called for “a full investigation by competent international authorities.”Officials in the region also criticized the action. Ursula von der Leyen, president of the European Commission, called the re-routing to Minsk “utterly unacceptable,” adding that “any violation of international air transport rules must bear consequences.”Though not a major European hub, Minsk is served by multiple international airlines, including Lufthansa, KLM, Turkish Airlines and Air France.     Belarus’s forced landing of airliner sends shock waves through industry.

    Some airlines in Eastern Europe began diverting their planes to avoid Belarus airspace on Monday, a day after that country’s leader sent a fighter jet to force down a Ryanair flight, allowing authorities to seize an opposition journalist on board.The shocking move has unleashed a storm of criticism against Aleksandr G. Lukashenko, the Belarus president who has clung to power despite huge protests last year. The European Union is considering penalties against the country. At least two airlines said that they were diverting flights away from Belarus airspace as a precaution, but most carriers seem to be waiting to be told what to do by the European authorities.In an interview on Monday with an Irish radio broadcaster, Ryanair’s chief executive, Michael O’Leary, condemned the actions of the Belarus authorities, who ordered the plane, flying from Athens to Vilnius, Lithuania, to land in the Belarus capital of Minsk and then arrested a dissident journalist on board, Roman Protasevich, and his companion.“This was a case of state-sponsored hijacking, state-sponsored piracy,” Mr. O’Leary told interviewers on Newstalk.Mr. O’Leary, however, said he was waiting for instructions from European Union authorities in Brussels about whether to steer other flights away from Belarus.“We, like all the European airlines, are looking for guidance today from the European authorities and from NATO,” he said.He added that it would be an easy matter for his flights to avoid Belarus. “We don’t fly over Belarus much,” he said. “It would be a very minor adjustment to fly over” Poland instead, he added.     Signs of Economic Hope Are Growing, Some With Superlatives

    Soaring retail sales and a sharp drop in jobless claims are the latest reflection of a quickening recovery and suggest a year of remarkable growth.The American economic recovery is gathering steam, renewing confidence that a vibrant revival awaits as the pandemic recedes.After months of false starts, evidence is mounting that the economy has definitively turned a corner, with more growth on the horizon. Job gains last month were the strongest since August. There are signs that the snarled global supply chain may be untangling.And in dual reports on Thursday, the government reported more good news: Retail sales in March blew past expectations, rising nearly 10 percent, and jobless claims last week fell to their lowest level of the pandemic.Even as the country is still straining to contain the virus, as millions of people remain unemployed and as a large portion of the population remains unvaccinated, the data suggests that the long-heralded economic rebound is within reach.“I’m feeling quite optimistic,” said Gregory Daco, chief U.S. economist at Oxford Economics. “I think what we’re seeing is evidence of this booming economy that we’re going to be seeing over the coming months.”In the year since the coronavirus smothered the economy, economists have held out hope for a significant turnaround defined by plentiful job opportunities, higher wages and supercharged spending after months of pent-up demand. But the tantalizing promise at times appeared unlikely at best: After a period of growth over the summer, job gains largely stalled heading into the new year. With a fresh round of federal payments in their pockets and vaccines in their arms, many Americans have begun shopping and dining out with renewed alacrity, driving retail sales. A 9.8 percent increase last month was a strong comeback from the nearly 3 percent drop in February, when previous stimulus money had dissipated and a series of winter storms made travel difficult across much of the United States.The increase was broad-based, including big-ticket purchases like cars and discretionary spending on sporting goods, which economists interpreted as a sign of strong household income and growing optimism. Sales of clothing and accessories rose 18 percent, while restaurants and bars recorded a 13 percent increase — demonstrating how many areas of consumption are bouncing back.“I found it very encouraging that there are signs that people are waking up from hibernation, buying new clothes and going out to restaurants,” said Beth Ann Bovino, U.S. chief economist at S&P Global. “I think people are feeling optimistic that the United States will win the war on the virus. And they have good reason to be hopeful.”Many economists said the strong retail sales were likely to continue through the spring, even after the new stimulus payments are used up.The gradual return to normal activities as business restrictions ease has in turn prompted employers to recall workers — and this time, to hold on to them.The Labor Department reported on Thursday that the number of first-time claims for state unemployment benefits fell sharply last week, to about 613,000, the lowest level since the start of the pandemic. That was a decline of 153,000, the largest week-over-week decrease since the summer.In addition, 132,000 new claims were filed for Pandemic Unemployment Assistance, a federal program that covers freelancers, part-timers and others who do not routinely qualify for state benefits. That was a decline of 20,000 from the previous week.“We’re gaining momentum here, which is just unquestionable,” said Diane Swonk, chief economist at the accounting firm Grant Thornton.There are also broader signs of a comeback.After a devastating year, airlines are growing increasingly hopeful as travelers return. Over the past month, more than one million people were screened each day at federal airport checkpoints, according to the Transportation Security Administration, a signal that a sustained travel recovery is underway.As a result, American Airlines said this week that it expected to sell more than 90 percent as many tickets within the United States this summer as it did in the summer of 2019. Delta Air Lines said Thursday that it had recovered about 85 percent of its domestic leisure sales. If trends hold, the airline said, it could be profitable again by the summer.“A year after the onset of the pandemic, travelers are gaining confidence and beginning to reclaim their lives,” Ed Bastian, the company’s chief executive, said in announcing the airline’s first-quarter financial results. “Delta is accelerating into the recovery.”Moreover, the nation’s ports are handling record cargo volumes as consumers stock up. March was the busiest month on record for the Port of Oakland, while the Port of Los Angeles, the main point of entry for goods from Asia, said the first three months of the year were the busiest first quarter in its 114-year history.“As more Americans get vaccinated, businesses reopen and the economy strengthens, consumers continue to purchase goods at a dizzying pace,” Gene Seroka, the port’s executive director, said in a statement.For months, the port, like others around the world, has been overwhelmed by an influx of cargo, forcing container ships to wait days offshore to unload their goods. In many cases, the containers are unloaded and immediately sent back so they can be filled for another eastbound trip. Morgan Stanley said Thursday that it expected the economy to grow 7.5 percent in 2021, after shrinking 3.5 percent in 2020. That would be the strongest growth rate for a calendar year since the 1950s.But if the economy appears to be on the upswing, the recovery is still fragile. Weekly applications for unemployment claims have remained stubbornly high for months, causing frustration even as businesses reopen and vaccination rates increase. They have also been a volatile economic indicator, temporarily dipping to their lowest level of the pandemic in mid-March before rising again in recent weeks.“You’re still not popping champagne corks,” Ms. Swonk said. “I will breathe again — and breathe easy again — once we get these numbers back down in the 200,000 range.”What’s more, concerns about workplace safety persist, especially for younger workers who have just become eligible for vaccinations. Many children are still attending schools remotely, complicating the full-time work prospects for their caregivers.Jobless claims for the next few months could remain significantly elevated as the labor market adjusts to a new normal.“The job market conditions for job seekers have really improved extremely quickly between January and now,” said Julia Pollak, a labor economist at the job site ZipRecruiter. “But there are still huge barriers to returning to work.”The rebound in March sales also shows how consumer spending — and the economic rebound as a whole — remains highly dependent on government support.President Biden’s $1.9 trillion American Rescue Plan, which was signed into law last month, provides $1,400-a-person payments to most households. The payments began arriving around March 17, and by the end of the month, economists saw signs that spending was ramping up again, such as increased hotel occupancy and travel through airports.Economists at Morgan Stanley had predicted that core retail sales would jump 6.5 percent in March, driven by the payments. The investment bank said only 30 percent of consumers tended to spend their payments within 10 days, suggesting that many have money on hand that could strengthen April sales as well.Other factors are contributing to the brightening recovery prospects. Mr. Biden moved up the deadline for states to make all adults eligible for vaccination to April 19, and every state has complied, laying the groundwork for more people to rejoin the work force. Students who have been learning remotely are increasingly returning to the classroom, a shift that will especially benefit women, who have been disproportionately sidelined during the pandemic by caregiving duties.Echoing the general perception that post-pandemic life is beckoning, American consumers are feeling increasingly upbeat. One measure of sentiment, tabulated by the Conference Board, showed that consumer confidence in March recorded its biggest one-month gain in nearly a decade, fueled by increased income and stronger business and employment expectations.“This was the deepest, swiftest recession ever,” said Ms. Pollak, the ZipRecruiter economist. “But it’s also turning into the fastest recovery.”Ben Casselman contributed reporting.
