    Here is a partial list of electric and plug-in hybrid vehicles that will qualify for federal tax credits in 2023.The Treasury Department on Thursday published a partial list of new electric and plug-in hybrid cars that will qualify for tax credits of up to $7,500. The list is expected to be updated over the coming days and weeks.The credits will apply to sedans that cost no more than $55,000 and sport utility vehicles and pickup trucks that cost up to $80,000. In addition, only buyers who earn less than $150,000 a year as an individual or $300,000 a year as a couple can claim the credits.The list could change in March, when new rules take effect that require automakers to use battery raw materials and components from North America or a trade ally.     Workers at E.V. Battery Plant in Ohio Vote to Unionize

    The result, at a plant owned by General Motors and a South Korean company, is a milestone for the auto union in organizing electric vehicle workers.In an early test of President Biden’s promise that the transition to electric vehicles will create high-paying union jobs, employees at a battery plant in eastern Ohio have voted to join the United Automobile Workers union.The outcome appears to create the first formal union at a major U.S. electric car, truck or battery cell manufacturing plant not owned entirely by one of the Big Three automakers. The factory, known as Ultium Cells, is a joint venture of General Motors and the South Korean manufacturer LG Energy Solution.A union statement early Friday said the result was 710 to 16 in two days of balloting.“As the auto industry transitions to electric vehicles, new workers entering the auto sector at plants like Ultium are thinking about their value and worth,” said Ray Curry, the U.A.W. president, in the statement. “This vote shows that they want to be a part of maintaining the high standards and wages that U.A.W. members have built in the auto industry.”The National Labor Relations Board said it had received the tally and would move to certify the result if no objections were filed.Mr. Biden issued a statement after the vote saluting the Ultium workers and declaring, “In my administration, American and union workers can and will lead the world in manufacturing once again.”While existing plants owned by the three legacy U.S. automakers have maintained a union presence as they have shifted production to electric vehicles, the union must start from scratch at plants like the one in Ohio and joint ventures through which Ford Motor is building battery factories in the South. But whether the incentives will lead to good jobs, he added, is an open question.“There’s no real explicit subsidy or incentive to make these unionized or even high-wage,” Mr. Bivens said.Under the union’s contract with the Big Three automakers, veteran rank-and-file production workers make about $32 per hour. New hires start at a substantially lower wage and work their way up to that amount over several years.By contrast, companies that make electric vehicles or their components typically pay workers hourly wages in the midteens to the mid-20s.The union campaign at the Ohio plant was one of the easier tests facing U.A.W. organizers at electric vehicle facilities. The plant is in Warren, within a mile or two of a unionized General Motors facility in Lordstown that operated for decades before the company idled it and then sold it in 2019, making local residents familiar with the benefits of union membership.And while Ultium did not agree to a so-called card check process that could have bypassed a union election, it also did not wage a campaign seeking to dissuade workers from unionizing, according to a U.A.W. spokeswoman. Mary T. Barra, the General Motors chief executive, said in an interview on Bloomberg Television last week that the company was “very supportive” of the plant’s unionization.It is less clear how successful the union will be at organizing other new electric vehicle plants, such as an Ultium facility being built in Tennessee or three factories being built jointly by Ford and the South Korean battery maker SK Innovation in Kentucky and Tennessee, where the political culture is less hospitable to unions. Battery packs, which can cost around $15,000, are by far the most expensive component of an electric vehicle powertrain, the key parts and systems that power a car.The task may be even taller at plants owned solely by foreign manufacturers, such as an SK battery plant in Georgia or a huge plant that Hyundai is building in the state. The union has for decades struggled to organize so-called transplant facilities owned by foreign automakers in the South.Workers at the Ultium plant in Ohio, which began production this year, cited pay and safety issues as key reasons for unionizing. Dominic Giovannone, who helps fabricate battery cells, said he was now making about $16.50 per hour — a roughly $8 pay cut from his job at a plastic bag factory. He said the Ultium job attracted him because the plant was far closer to his home than his previous job had been.An Ultium spokeswoman said that hourly pay for rank-and-file workers ranged from $15 to $22 depending on experience and skills, and that the company paid a quarterly bonus and provided benefits as soon as employment began.Mr. Giovannone said that while the health care benefits were “phenomenal,” he wished the 401(k) match were more generous. He also said workers in his department were frequently required to handle harsh chemicals without enough information from the company to ensure that they did so safely.The lack of specific guidance on chemicals “is a big concern in the plant,” he said, adding that supervisors had not been very responsive when he and his co-workers prodded them on the issue.Ethan Surgenavic, a heating, ventilation and air-conditioning specialist at the plant, whose department is responsible for indoor conditions such as keeping humidity extremely low around certain components, said he, too, had taken a large pay cut to work there. He now makes $29 per hour, down from about $42, but he said the job also substantially reduced his commute.He agreed that the health benefits were strong but shared Mr. Giovannone’s concerns about safety. Mr. Surgenavic said that when workers raise questions about safety rules, “it feels like it lands on deaf ears.” He cited worries about having to change a machine’s air filter in a room that contains toxic material.The Ultium spokeswoman said that signs were posted throughout the plant with QR codes linking to safety information, and that paper handouts were also available. She said that the company had specific safety standards for issues like respiratory protection and chemical control and that it encouraged all workers to report concerns.The union campaign at Ultium took place against the backdrop of a recent U.A.W. election in which reformist candidates defeated several members of the longtime leadership caucus, citing rampant corruption within the union and members’ frustrations with limited improvements in their contracts over the past decade.In an interview, Shawn Fain, who will face the incumbent president, Mr. Curry, in a runoff election, said the union’s relative lack of progress in organizing electric vehicle plants reflected years of complacency with the union’s leadership.Mr. Fain said the Big Three automakers pursued electric vehicle joint ventures with foreign companies to make it harder for workers there to unionize. “The whole system is put together to circumvent the U.A.W. and any type of relationships with current members and employees,” he said. “At the first sign of that, our leadership should have went to war.”General Motors said it relied on joint ventures to bring in expertise that complemented its existing battery technology and to help meet the projects’ enormous capital requirements.     Global Car Supply Chains Entangled With Abuses in Xinjiang, Report Says

    A new report on the auto industry cites extensive links to Xinjiang, where the U.S. government now presumes goods are made with forced labor.The global auto industry remains heavily exposed to the Xinjiang region of China for raw materials, components and other supplies, a new report has found, despite a recent U.S. law intended to restrict purchases from the area, where the Chinese government has committed human rights abuses against mostly Muslim minorities.The report, from a team of researchers led by Laura T. Murphy, a professor of human rights and contemporary slavery at Britain’s Sheffield Hallam University, details the links between Chinese companies with deep ties to Xinjiang and the automakers that use their supplies, such as metals, batteries, wiring and wheels.The report identifies major Chinese companies that the researchers determined have participated in coercive labor programs in Xinjiang, or have recently sourced their materials and products from the region, where China has engaged in mass internment of Uyghurs and other minorities. Those Chinese firms are major participants in the global supply chain for auto parts, the report says, raising the likelihood that automakers like Volkswagen, Honda, Ford Motor, General Motors, Mercedes-Benz Group, Toyota and Tesla have sold cars containing raw materials or components that have at some point touched Xinjiang.“There was no part of the car we researched that was untainted by Uyghur forced labor,” Dr. Murphy said. “It’s an industrywide problem.”Such links could pose serious problems for the international auto brands. The Biden administration, like the Trump administration before it, has taken an increasingly aggressive posture toward Chinese trade violations and imports of goods made with forced labor, which the United Nations estimates affects 28 million people worldwide.Under the Uyghur Forced Labor Prevention Act, products made wholly or partly in Xinjiang are now assumed to have been produced with forced labor, making them vulnerable to seizure by the federal government if they are brought into the United States. Customs officials say that since the law went into effect in June, they have stopped roughly 2,200 shipments — valued at more than $728 million — that were suspected of having Xinjiang content. More than 300 of those products were ultimately released into the United States.Federal officials did not disclose what kinds of products have been seized. But the new rules have been particularly disruptive for companies making clothing and solar panels, which source raw materials like cotton and polysilicon from Xinjiang.The New York Times has not independently verified the entire contents of the new report, which names roughly 200 companies, both Chinese and international, with potential direct or indirect links to Xinjiang. Many of the Chinese industrial giants named in the report have multiple production sites, meaning they could be supplying international automakers with metal, electronics or wheels made from their factories outside Xinjiang.The global supply chain for auto parts is vast and complex. According to estimates by McKinsey and Company, the average automotive manufacturer may have links to as many as 18,000 suppliers in its full supply chain, from raw materials to components.Many of those suppliers run through China, which has become increasingly vital to the global auto industry and the United States, the destination for about a quarter of the auto parts that China exports annually. Xinjiang is home to a variety of industries, but its ample coal reserves and lax environmental regulations have made it a prominent location for energy-intensive materials processing, like smelting metal, the report says.Chinese supply chains are complicated and opaque, which can make it difficult to trace certain individual products from Xinjiang to the United States. Over the past three years, Xinjiang and other parts of China have been intermittently locked down to keep the coronavirus at bay. Even before the pandemic, the Chinese government tightly controlled access to Xinjiang, especially for human rights groups and media outlets.Determining the extent of coercion that any individual Uyghur worker may face in Xinjiang’s mines or factories is also difficult given the region’s restrictions. But the overarching environment of repression in Xinjiang has prompted the U.S. government to presume that any products that have touched the region in their production are made with forced labor unless companies can prove otherwise.Workers in the region “don’t have a chance to say no,” said Yalkun Uluyol, a Xinjiang native and one of the report’s authors. Goods coming from Xinjiang “are a product of the exploitation of the land, of the resources and of the people,” he said.The report’s researchers identified numerous documents — including Chinese-language corporate filings, government announcements and ocean import records — indicating that international brands, at the very least, have multiple potential exposures to programs in Xinjiang that the U.S. government now defines as forced labor.Dr. Murphy said her team had identified nearly 100 Chinese companies mining, processing or manufacturing materials for the automotive industry operating in the Uyghur region, at least 38 of which had publicized their engagement in repressive state-sponsored labor programs through their social media accounts, corporate reports or other channels.International automakers contacted by The Times did not contradict the report but said they were committed to policing their supply chains against human rights abuses and forced labor.G.M., Volkswagen and Mercedes said their supplier codes of conduct prohibited forced labor. Honda said its suppliers were required to follow global sustainability guidelines. Ford said it maintained processes to ensure that its global operations, including in China, complied with all relevant laws and regulations.Toyota, in a statement, said, “We expect our business partners and suppliers to follow our lead to respect and not infringe upon human rights.”Tesla did not respond to repeated requests for comment.The Chinese government has insisted that there are no human rights violations in Xinjiang, and has called accusations of forced labor in Xinjiang “the lie of the century.”“‘Forced labor’ in Xinjiang is a lie deliberately made up and spread by the U.S. to shut China out of the global supply and industrial chains,” Liu Pengyu, the spokesman at the Chinese Embassy in Washington, said in a statement.Some of the Chinese companies named in the report are enormous industry suppliers that have proudly advertised their role in carrying out the Chinese government’s policies toward Uyghurs in social media postings, or in glossy annual reports.They include China Baowu Steel Group, the world’s largest steel maker, which has a subsidiary in Xinjiang that accounts for at least 9 percent of its total steel production, according to the report. Baowu and its subsidiaries make springs for car suspension systems, axles and body panels, as well as various kinds of steel that feed the supply chains of most international carmakers.In its 2020 corporate social responsibility report, which pledges adherence to China’s leader and the Communist Party, Baowu Group said that its subsidiary had “fully implemented the party’s ethnic policy” and that 364 laborers from poor families from villages in southern Xinjiang had “been arranged with employment.” Human rights advocates say the terms are euphemisms for organized mass transfers of Uyghur laborers into factories.According to the report, Baowu Group subsidiaries have participated in other transfers of workers from poor regions of Xinjiang, and in so-called poverty alleviation programs, which the United States now recognizes as a guise for forced labor. Under the new law, companies that participate in such programs can be added to a blacklist that blocks the products they make anywhere — even outside Xinjiang — from coming to the United States.The new report also builds on a June investigation published by The Times into Xinjiang’s role in producing electric vehicle battery minerals like lithium and nickel, as well as previous research by a firm called Horizon Advisory into the aluminum industry in Xinjiang. The report identifies recent transfers of Uyghur laborers at some of the world’s biggest aluminum companies, and traces these products to major auto industry suppliers, some of whom made shipments to the United States, Canada or Europe as recently as November, shipping records show.It also documents ties to Xinjiang and transfers of Uyghur workers for dozens of other significant auto industry suppliers, such as Double Coin, a tire maker that sells widely in the United States, including online at Walmart and Amazon.And it documents a recent investment by CATL — a Chinese firm that produces roughly a third of the world’s electric vehicle batteries and supplies Tesla, Ford, G.M., Volkswagen and other brands — in a major new lithium processing company in Xinjiang.Zhang Yizhi, a spokesman for CATL, said the company was a minority shareholder in the Xinjiang company and was not involved in its operations or management. CATL is committed to building a responsible supply chain and strictly opposes and prohibits any form of forced labor in its suppliers, he said.Baowu Group, Double Coin and its parent, Shanghai Huayi Group, did not respond to repeated requests for comment. Amazon declined to comment about its sale of Double Coin tires, while Walmart did not respond.The research suggests that the United States still has far to go in stopping the flow of goods linked to Xinjiang. Customs officials say they are working to enforce a ban on such products, but they are still hiring aggressively and working to build out the department’s capacity to identify and stop these goods.“We’re still in an upward trajectory,” said AnnMarie R. Highsmith, the executive assistant commissioner of the Office of Trade at Customs and Border Protection, in an interview in October.“Unfortunately,” she added, “the situation globally is such that we are going to have full employment for a while.” More

    Michael Pertschuk, Antismoking and Auto Safety Crusader, Dies at 89

    As an obscure but muscular congressional staffer and chairman of the Federal Trade Commission, he helped usher into law a raft of consumer protections.Few people outside Washington had ever heard of the consumer advocate Michael Pertschuk by the mid-1970s, but he was considered so influential in Congress that friends and foes alike anointed him “the 101st senator,” and the cigarette maker Philip Morris proclaimed him the company’s “number one enemy.”While he never held elective public office, Mr. Pertschuk occupied, as The Washington Post wrote in 1977, “the top stratum of an invisible network of staff power and influence in the Senate, with impact on the life of every citizen of the United States.”Probably more than any other individual, he was responsible for the government’s placing warning labels on cigarettes, banning tobacco advertising from television and radio, requiring seatbelts in cars and putting in place other consumer protections — all by helping to draft those measures into law as the chief counsel and staff director of the Senate Commerce Committee and later as the chairman of the Federal Trade Commission under President Jimmy Carter.“I spent a good part of my life making life miserable for the tobacco companies,” Mr. Pertschuk had said, “and I’m not sorry about that.”He died on Nov. 16 at his home in Santa Fe, N.M. He was 89. His father, David, opened a fur store in Manhattan. His mother, Sarah (Baumgarten) Pertschuk, was a homemaker.He graduated from Woodmere Academy on Long Island, where he grew up, earned a bachelor’s degree in literature from Yale in 1954, served in an Army artillery unit from 1954 to 1956 and was discharged as a first lieutenant. He received his law degree from Yale Law School in 1959.After clerking for Chief Judge Gus J. Solomon of the U.S. District Court in Oregon, he was hired in Washington in 1964 as a legislative assistant to Senator Maurine B. Neuberger, an Oregon Democrat. About the same time, the United States surgeon general released his groundbreaking report linking smoking to cancer and probably heart disease, and a year later Mr. Nader published his book “Unsafe at Any Speed,” which labeled the compact Chevrolet Corvair, with its engine mounted in the rear, as a “One-Car Accident.” Emerging as the Senate’s leading staff expert on tobacco control legislation, Mr. Pertschuk was recruited by Senator Warren G. Magnuson, the Oregon Democrat who was chairman of the Commerce Committee. Mr. Pertschuk served as a counsel to the committee from 1964 to 1968 and as chief counsel and staff director from 1968 to 1977, when he was named chairman of the Federal Trade Commission.He relinquished the chairmanship after Ronald Reagan was elected president in 1980 but remained a commissioner until 1984. During his tenure he forced the funeral industry to itemize its charges, but as the climate for regulation cooled, he failed in his effort to ban TV commercials aimed at marketing sugary foods to children.On leaving office, Mr. Pertschuk blamed the Republican administration for fostering de-regulaton, he said, whose “extremism and ideological blindness led to a new era of regulatory nihilism and just plain nuttiness.”Mr. Pertschuk’s first marriage, in 1954, to Carleen Joyce Dooley, ended in divorce in 1976. He married Anna Phillips Sofaer in 1977.In addition to his wife, he is survived by two children from his first marriage, Amy and Mark Pertschuk; a stepson, Daniel Sofaer; and three grandchildren.He and his wife moved from Washington to Santa Fe in 2003.Asked what motivated Mr. Pertschuk to embark on his consumer crusade, Joan Claybrook, who headed another of his progenies, the National Highway Traffic Safety Administration, during the Carter administration, said in a phone interview: “The facts. The more he learned, the more adamant he became. The more he learned about tobacco, the more outraged he became and the more determined he was to do something about it. And he was in a position of enormous power to do something about it.”After leaving government, Mr. Pertschuk founded, with David Cohen, a former president of Common Cause, the Advocacy Institute, which trained social justice adherents in the United States and emerging democracies.Mr. Pertschuk explained why he hadn’t capitalized on his enormous congressional and commission experience by going to work for a law firm, or for corporate clients or for foreign governments.“There is a career to be made out of the craft of lobbying for things you believe in,” he told The New York Times in 1987. “You may lag behind your contemporaries in BMW’s, if not Cuisinarts, but it really is worth it.”“This is more fun,” he said.     As the Fed Raises Rates, Worries Grow About Corporate Bonds

    Executives, analysts and bond traders are all wondering if corporate finance is about to unravel as interest rates rise.As the Federal Reserve raises interest rates in an effort to tame inflation, the corporate bond market, which lends money to many companies, has been hammered particularly hard.The steep rise in interest rates has caused bond values to tumble: From October 2021 to October 2022, an index that tracks investment-grade corporate bonds is down by roughly 20 percent. By some measures, overall bond market losses have been worse than at any time since 1926.Even the price of bonds issued by the highest-rated corporations have cratered this year.The ICE BofA US Corporate Index, which tracks the performance of U.S. dollar denominated investment grade rated U.S. corporate debt, has severely declined.

That number indicates how high of an interest rate rock-solid corporations would have to pay to borrow more money right now; rates are even higher for smaller businesses or those that investors consider risky.Corporate bankruptcies and defaults remain low by historical standards, but a growing number of companies are struggling financially. Businesses in industries like retail, manufacturing and real estate are especially vulnerable because their sales are weak or falling. In many cases, their customers have also been hurt by higher interest rates because the higher borrowing costs have effectively raised the costs of big-tickets items like homes and cars.Until recently, for example, Carvana was a fast growing used car retailer with a soaring stock. The number of cars the company sold fell 8 percent in the third quarter, and its spending on interest payments tripled compared with the same period a year earlier. The interest rate on a big chunk of its debt issued this year that matures in 2030 is 10.25 percent. Its bonds are trading at less than 50 cents to the dollar, suggesting that investors would require Carvana to pay an interest rate of nearly 30 percent if it were to borrow more money for the same amount of time.     Lucid Said It Will Raise Up to $1.5 Billion in Capital

    The electric carmaker made the announcement on the same day it reported losing $670 million in the third quarter.Lucid Group, an electric car company that has struggled to ramp up manufacturing, said on Tuesday that it had reached agreements to raise up to $1.5 billion, shoring up its financial position as it works to streamline and expand its production operations.The company said in a regulatory filing that it planned to sell up to $600 million in new shares through Bank of America, Barclay’s Capital and Citi. It also said it reached an agreement to sell up to $915 million in stock to the sovereign wealth fund of Saudi Arabia, which already owns a majority of Lucid’s stock.Shares of Lucid were down about 12 percent in after-hours trading on Tuesday following the disclosure of its plans in the securities filing. The company’s stock was trading at just under $12, down from more than $50 last November.Separately on Tuesday, Lucid said that it had lost $670 million in the third quarter, compared with a loss of $524 million in the same period a year earlier. The company said it had significantly increased production in the third quarter.Revenue rose significantly to $195.5 million, from $97.3 million in the second quarter and just $232,000 in the third quarter of 2021.     Just before 4 o’clock on a Tuesday morning, the sky still black save for the reddish glow of the freeway, Marshawn Jackson rolls over in his bed at his home in Southern California and reaches for his iPhone.He clicks on an app used by truck drivers seeking assignments. The notification he absorbs is both familiar and disheartening: “No jobs available.”Mr. Jackson is paid per delivery. No work means no income. His day is already booked with two assignments, but the rest of his week is dead. Over the next 15 hours, he refreshes the app constantly, desperate to secure more jobs — an exercise in vigorous futility.He refreshes after he pulls his tractor-trailer into a nearby storage yard to pick up an empty shipping container, and again while he rolls down the freeway, toward the Port of Los Angeles — one hand on the wheel, one hand on his phone.He refreshes as he drops off the empty box, and a dozen more times while he waits for a crane to deposit another container on the chassis behind his rig, this one loaded with toys from factories in Asia. He refreshes while he fuels his truck.Each time, the same result.“You reach a point where you’re like, ‘Man, am I even making money?’” Mr. Jackson says. “Is it worth even getting up in the morning?”The sudden disappearance of work is an unexpected turn for Mr. Jackson, 37, and the rest of Southern California’s so-called dray operators — the drivers who transport shipping containers between the twin ports of Los Angeles and Long Beach and the sprawl of warehouses filling out the Inland Empire to the east.For much of the pandemic, as the worst public health crisis in a century tore at daily life, these drivers were inundated with work, even while they contended with excruciating delays at the ports. Americans sequestered in their homes filled bedrooms with office furniture and basements with exercise equipment, summoning record volumes of goods from factories in Asia. The flow overwhelmed the ports of Los Angeles and Long Beach, the gateway for roughly two-fifths of the nation’s imports.As dozens of ships sat at anchor miles off the coast, awaiting their chance to unload, dray operators like Mr. Jackson idled for hours on land before they could enter port gates. You’ve still got to be positive. But when the company failed in the aftermath of the long recession that began in 2007, Mr. Jackson sought a reliable way to support his partner and their then-infant daughter.A friend told him there were good jobs in long-haul trucking. He signed up for a training program arranged by Swift, a giant in the industry.He hopped the Greyhound to Phoenix for the three-week program, sharing a motel room full of scorpions with two other trainees. They practiced on aging rigs that lacked air conditioning despite summer heat reaching 117 degrees.He was soon earning $1,000 a week hauling trailers from a Dollar Store distribution center in Southern California to Phoenix and back.But as the routes grew longer, the strains on his family life intensified. He was hauling refrigerated trailers full of lettuce from the fields of central California to a distribution center in North Carolina. He was routinely away for two and three weeks at a stretch.When his daughter graduated from kindergarten in 2016, he pleaded with the company to schedule him to be home, just for that day. One dispatcher — a gruff, former Marine — mocked him.“This is what you signed up for,” he said.Mr. Jackson did not make it to the ceremony.“I felt like I was letting my whole family down,” he says. “It changed my whole outlook.”He drove back to California and turned in the keys on the truck he leased from the company. He used savings to buy a used rig and began picking up routes as an independent contractor, limiting his time away to no more than three days.Then he figured out how to sleep at home every night. He began working in and out of the port.He eventually bought the other trucks and took on the pair of drivers, paying them a share of the proceeds on the loads they deliver.“It was one of those things where you’ve got to take a risk,” he says. “Why wouldn’t I bet it all on myself? It was something I knew I could do.”He and his family moved into a rented apartment in the Inland Empire, east of Los Angeles, and then into a modest house they bought just off the freeway. They vacationed in Mexico and Hawaii.His daughter’s name, Bailey Jackson, is painted in white letters on the door of his rig. She is the reason he keeps rolling, he says. He guides it into a Shell station and climbs down to the pavement.Diesel is selling for $6.19 a gallon, an eye-popping number. He puts $100 in the tank, enough to get to Los Angeles to drop off the empty trailer he has picked up this morning from a warehouse for a home appliance company.Fifteen minutes later, as the sun glimmers through hazy skies, he is headed west on I-60.He wonders what the day will bring.A year ago, he could take his pick from scores of jobs at the Dray Alliance, the online platform where he secures assignments. Not anymore. Whenever a new job appears, he clicks immediately, knowing that dozens of other drivers are also keeping vigil on the site.The uncertainties of the trade are wearying. Three times in the past week, Mr. Jackson has wound up on so-called dry runs — journeys aborted because of a glitch. Sometimes, the paperwork is not in order. Other times, a pickup appointment has been made incorrectly. He heads home with a $100 fee from the shipper. It barely covers the cost of gas.Last year, when dozens of container ships were waiting their turns to unload, he sometimes sat parked in lines for as long as five hours to pick up and drop off, even as the Dray Alliance’s app steered him to jobs with the least congestion. He would grab his neck pillow and pass out in the front seat.Now, no app can redress a basic reduction in demand. Not only are jobs scarce, but compensation has fallen.Less than a year ago, Mr. Jackson was earning about $700 to haul a container from San Bernardino to the port of Los Angeles, a 70-mile journey that can take more than two hours when traffic is bad. We’ve got to survive.”At 7:20, a vivid sun gathering force, Mr. Jackson pulls into the container storage yard near the port, rumbling over bumpy pavement. He backs into a space between two other containers, steps out of the cab, and turns a crank handle to lower the landing gear on the chassis. Then he detaches the box.He quickly finds the empty container he is picking up. But he notices that the chassis below it is painted pale yellow — an indication that it is old. This could trigger an inspection.He drives to port, entering the gates of APM Terminals at 7:40. The terminal is controlled by Maersk, a Danish company that is one of the two largest container shipping operations on earth.The security guard waves him through. A few minutes later, a dockworker driving a top loader — a machine that lifts containers — motions for Mr. Jackson to pull up to an appointed space so he can pluck the box off the rig and add it to a stack.Mr. Jackson scans the app on his phone for his next destination: space E162, the letters painted white on the dock. He pulls in tight, his passenger-side mirror grazing the container to his right. A crane lifts a box off the stacks and deposits it onto his chassis. It lands with a thunderous boom.The morning is proceeding so smoothly that Mr. Jackson indulges visions of dropping the container, at a Mattel warehouse, with time enough to spare for a proper meal — his first of the day — before heading back to the port.But then a dockworker notices the old chassis. He diverts him to a special maintenance area. There, Mr. Jackson sits for more than an hour while a mechanic administers a repair.He pulls in to a truck stop in Long Beach, and adds another $400 worth of diesel to his tank.He walks across the lot, stepping between other tractor-trailers, on his way to the restroom — his first pit stop since dawn.One of his drivers calls to report that he has accepted an assignment from Dray Alliance to drop off an empty container at the port, and is now headed back to the Inland Empire, pulling nothing.Mr. Jackson is distressed. He had arranged for the driver to pick up a load at the port this evening. He should have waited to do both jobs on a single journey. Instead, he is burning gas on two round trips — at Mr. Jackson’s expense.“How does that cover the cost of me paying you?” Mr. Jackson asks. “The rates are down. He drops the container, picks up an empty, and returns to the freeway, headed back to the port for the second half of his long day.Many truck drivers obsessively consume caffeine, perpetually fearful that they might otherwise descend into a dangerous state known as highway hypnosis.Mr. Jackson abstains. “I drink a lot of this,” he says, taking a swig from a bottle of Fiji water.To stay alert, he relies on the vibrations of his $6,000 sound system. He cranks up the dial on an old Isley Brothers classic, “Work to Do.” “I’m taking care of business, woman can’t you see. I’ve gotta make it for you, and gotta make it for me.”He rolls past a billboard for Fastevict.com, past tent cities full of homeless people, past self-storage units.He makes it to the port in time for a meal before his 3 p.m. pickup.He winds through the cracked streets of Long Beach, looking for a curb long enough to park a tractor-trailer. He finds a spot around the corner from the truck stop. He waits for an Uber Eats driver, who arrives bearing a Chipotle bowl — brown rice, chicken and avocado.He drops the container, picks up another, and parks again in Long Beach, taking a nap in the back in the cab while waiting for rush hour traffic to ease.At 6:30 in the evening, twilight settling over the parched land, he rolls toward home while again on the phone with his wife.The mortgage underwriter does not understand the division between Mr. Jackson’s personal finances and his business — a blurry line. The closing appears in danger. (He will eventually pull it off, though that will leave him staring at mortgage payments with diminished income.)Darkness fills his cab. Brake lights flicker ahead.
