    Retailers’ Seasonal Hiring Plans Signal a Cooling Labor Market

    After scrambling to fill out work forces in recent years, many companies are reporting more modest goals for temporary employment.As the most important selling season for retailers approaches, job applicants may feel a chill.Macy’s and Dick’s Sporting Goods plan to hire fewer seasonal workers after a surge in the past two years, when shoppers thronged to stores after pandemic lockdowns and employers struggled to keep up. Many retailers have dropped the incentives they used over the past few years to bring workers in the doors, such as signing or referral bonuses and steeper employee discounts.The career site Indeed said that searches for seasonal jobs were up 19 percent from last year, but that listed positions were down 6 percent. Companies helping businesses find temporary workers note that major retailers have been slower to release hiring plans this year. And on Indeed, fewer job postings are described as urgent needs.Seasonal hiring helps retailers handle the increased shopping during the fourth quarter, often referred to as “peak season.” Sales in November and December can account for a quarter of some retailers’ annual revenue. In the weeks leading up to Christmas, foot traffic in stores and online shopping are usually at their height.Early estimates point to an increase in retail spending this holiday season, but not at the fast pace of recent years.Some economists and consultants see the trends in hiring and pay as a sign that the red-hot labor market of the past couple of years has cooled. Retailers’ work forces, unsteady throughout the Covid-19 pandemic, are starting to stabilize. As inflation erodes shoppers’ budgets and confidence — and savings from pandemic relief programs are drawn down — the hiring plans may be part of a cautious approach that extends to inventories and sales projections.“The seasonal hiring market looks a whole lot more like 2019 than those pandemic bounce-back years,” said Nick Bunker, director of North American economic research for Indeed. “I really do think this is emblematic broadly of what we’re seeing in the U.S. labor market, where demand for workers overall is fairly strong but down from where it was in the last year and a half.”Macy’s is aiming to hire 38,000 workers, 3,000 below its 2022 plan. In 2021, Macy’s said it aimed to hire 76,000 people — in both permanent roles and seasonal jobs — during the holiday season. Of those positions, 48,000 were temporary.Dick’s said it would hire up to 8,600 seasonal workers, down from targets of 9,000 last year and 10,000 in 2021 — and up only slightly from 8,000 in 2019.“The seasonal hiring market looks a whole lot more like 2019 than those pandemic bounce-back years,” said Nick Bunker, an economic researcher at Indeed.Nam Y. In a statement, Target said its seasonal associates would supplement the hiring it had done throughout the year to staff up its stores and supply chain facilities.“This year, we are starting the season with stability in our work force and a continued commitment to scheduling flexibility for our team, which has helped us retain team members and create a more experienced work force,” the company said in a post on its blog.Walmart, the nation’s biggest retailer, echoed that sentiment.“I’m also excited that we’re staffed and ready to serve customers this holiday season,” Maren Dollwet Waggoner, senior vice president of people at Walmart U.S., said in a post on LinkedIn. “We’ve been hiring throughout the year to be sure we’re ready to serve customers however they want to shop.”A Walmart spokeswoman added that if a store had additional staffing needs during the holiday season, it would offer extra hours to current employees before looking externally. Walmart did not say how many seasonal workers it planned to hire this year, as it did in years past. (In 2022, it said it was looking to fill 40,000 seasonal positions, including truck drivers and call center workers.)Amazon is a notable exception, saying it will hire more seasonal workers this year — 250,000, up from 150,000 last year. It also said that a $1.3 billion investment would bring the average hourly wage of those jobs to more than $20.50 and that it would still offer signing bonuses in some locations.Matching staffing to demand helps ensure that retailers eke out as many sales as they can.Seasonal workers are “the folks that are on the front lines of their business,” said John Long, North America retail sector leader at the consulting firm Korn Ferry, adding that aside from a store’s inventory, they “are going to be the make-or-break piece of the equation of whether the retailer makes their numbers or they don’t.”Amazon said it planned to hire 250,000 seasonal workers, up from 150,000 last year.Karsten Moran for The New York TimesAfter paring their work forces during the worst of the pandemic, employers in the retail and hospitality industries scrambled to fill open positions as workers sought more flexibility, switched companies frequently or stood on the sidelines. To get back to prepandemic staffing, retailers have used evergreen requisitions — continually displayed postings advertising essential roles that often need to be filled — and have started hiring seasonal workers as early as August.They have also given more hours to part-time workers and relaxed qualifications. To reduce turnover, many companies have bumped up their base wages for hourly positions.These factors have complicated the explanation for reduced seasonal hiring this year, said Melissa Hassett, a vice president at Manpower Group who works with large retailers, logistics and distributors across the country.“If you’re always hiring, you’re just not going to see an increase in postings happen very often,” she said. “So sometimes when you look at the increase in postings for retail it’s not as accurate as you think it is.”But there is also a feeling that the leverage of retail job applicants will fade.“In the past it felt like the workers had a lot more upper hand in terms of being able to demand what they need,” Yong Kim, founder of the staffing platform Wonolo, said. That dynamic has changed, especially for temporary positions.“There is definitely more tightening around companies wanting to hold off on hiring unless they really need to” and waiting to see how the fourth quarter pans out, Mr. Kim said.     A Silver Lining From the Pandemic: A Surge in Start-ups

    New research suggests that big shifts in consumer and company behavior — and maybe federal stimulus dollars — have fueled entrepreneurship.The Covid-19 pandemic hurt the U.S. economy in a lot of ways. It choked global supply chains, sent consumer prices soaring and briefly knocked millions of people out of work. But it might have also broken America out of a decades-long entrepreneurial slump.New research from economists at the University of Maryland and the Federal Reserve, set to be presented on Friday at the Brookings Institution, a think tank in Washington, documents a new and potentially durable surge in Americans starting businesses during and after the pandemic. The new companies range from restaurants and dry cleaners to high-tech start-ups.That surge appears to be a direct response to how the fallout of the virus quickly but permanently changed how many Americans live and work.Those changes opened doors for entrepreneurs, who, economists often contend, are best able to respond to sudden business opportunities. The opportunities came when the federal government was showering Americans with trillions of dollars in pandemic assistance, which may have given many people the capital needed to start a company and hire workers.Federal statistics showed early signs of the business-creation burst. Some economists dismissed it initially as a fluke of the pandemic — one likely to quickly fade.That hesitancy was based in part on studies showing that start-up activity had been declining for several decades. A paper this month by economists at the University of Chicago and the Fed showed that start-up activity and employment, as a share of the economy, had fallen since the 1980s. A handful of large firms increasingly dominate industries.But the new paper by John Haltiwanger of the University of Maryland and Ryan Decker of the Fed, two of the nation’s leading researchers in the study of economic dynamism, suggests that the pandemic may have broken those trends.“We find early hints of a revival of business dynamism,” Mr. Decker and Mr. Haltiwanger wrote.They cautioned that “in many respects it is too early to ascertain whether a durable reversal of prepandemic trends is occurring,” in part because the revival is still so young.Champions of policies to increase dynamism were less restrained. “This is evidence of a genuine resurgence of economic dynamism led by a spike in start-up activity unlike anything we’ve seen in the post-Great Recession era,” said John Lettieri, the president and chief executive of the Economic Innovation Group, a think tank in Washington.Mr. Haltiwanger and Mr. Decker drew evidence from a wide variety of publicly available sources on new and existing businesses. They found evidence of a sustained increase in new-business activity — and job creation from those businesses.The maps of that entrepreneurship track closely with the new realities of an economy in which more Americans work from home, with fewer start-ups in downtowns and a large increase of them in suburban areas.Monthly applications for new businesses that are likely to create jobs are 30 percent higher than they were in 2019, on the eve of the pandemic, the economists report. Those applications spiked shortly after the pandemic hit, when Congress first pumped stimulus into the economy. They fell briefly and then jumped again around the end of 2020 and start of 2021, when lawmakers sent more money to people and companies. In that time, relatively young companies have grown to account for a larger share of employment and total firms in the economy.The paper suggests those trends might be an overlooked reason that businesses spent the past several years complaining of a labor shortage in the United States, even as workers returned to the labor force faster and in greater numbers than after any other recession this century. Put simply, existing companies may have suddenly found themselves competing for workers with many more start-ups than they were used to.One question the study does not address directly is whether President Biden can rightfully claim any credit for those developments, as he has repeatedly tried to do.“A record 10.5 million new business applications were filed in my first two years, the largest number ever on record in a two-year period,” Mr. Biden said this spring.White House officials said on Thursday that they were encouraged by the study and continued to believe that the $1.9 trillion American Rescue Plan, which Mr. Biden signed into law in early 2021, helped support an entrepreneurial surge.     Yellow, the Freight-Trucking Company, Declares Bankruptcy

    A pandemic-era lifeline that the Trump administration predicted would turn a profit for the federal government failed to keep Yellow afloat.Three years after receiving a $700 million pandemic-era lifeline from the federal government, the struggling freight trucking company Yellow is filing for bankruptcy.After monthslong negotiations between Yellow’s management and the Teamsters union broke down, the company shut its operations late last month, and said on Sunday that it was seeking bankruptcy protection so it can wind down its business in an “orderly” way.“It is with profound disappointment that Yellow announces that it is closing after nearly 100 years in business,” the company’s chief executive, Darren Hawkins, said in a statement. Yellow filed a so-called Chapter 11 petition in federal bankruptcy court in Delaware.The downfall of the 99-year-old company will lead to the loss of about 30,000 jobs and could have ripple effects across the nation’s supply chains. It also underscores the risks associated with government bailouts that are awarded during moments of economic panic.Yellow, which formerly went by the name YRC Worldwide, received the $700 million loan during the summer of 2020 as the pandemic was paralyzing the U.S. economy. The loan was awarded as part of the $2.2 trillion pandemic-relief legislation that Congress passed that year, and Yellow received it on the grounds that its business was critical to national security because it shipped supplies to military bases.Since then, Yellow changed its name and embarked on a restructuring plan to help revive its flagging business by consolidating its regional networks of trucking services under one brand. As of the end of March, Yellow’s outstanding debt was $1.5 billion, including about $730 million that it owes to the federal government. Yellow has paid approximately $66 million in interest on the loan, but it has repaid just $230 of the principal owed on the loan, which comes due next year.The fate of the loan is not yet clear. The federal government assumed a 30 percent equity stake in Yellow in exchange for the loan. It could end up assuming or trying to sell off much of the company’s fleet of trucks and terminals. Yellow aims to sell “all or substantially all” of its assets, according to court documents. Mr. Hawkins said the company intended to pay back the government loan “in full.”The White House did not immediately respond to a request for comment after the filing.Yellow estimated that it has more than 100,000 creditors and more than $1 billion in liabilities, per court documents. Some of its largest unsecured creditors include Amazon, with a claim of more than $2 million, and Home Depot, which is owed nearly $1.7 million.Yellow is the third-largest small-freight-trucking company in a part of the industry known as “less than truckload” shipping. The industry has been under pressure over the last year from rising interest rates and higher fuel costs, which customers have been unwilling to accept.Those forces collided with an ugly labor fight this year between Yellow and the Teamsters union over wages and other benefits. Those talks collapsed last month and union officials soon after warned workers that the company was shutting down.After its bankruptcy filing, company officials placed much of the blame on the union, saying its members caused “irreparable harm” by halting its restructuring plan. Yellow employed about 23,000 union employees.“We faced nine months of union intransigence, bullying and deliberately destructive tactics,” Mr. Hawkins said. The Teamsters union “was able to halt our business plan, literally driving our company out of business, despite every effort to work with them,” he added.In late June, the company filed a lawsuit against the union, asserting it had caused more than $137 million in damages by blocking the restructuring plan.The Teamsters union said in a statement last week that Yellow “has historically proven that it could not manage itself despite billions of dollars in worker concessions and hundreds of millions in bailout funding from the federal government.” The union did not immediately respond to a request for comment after Yellow’s bankruptcy filing.“I think that Yellow finds itself in a perfect storm, and they have not managed that perfect storm very well,” said David P. Leibowitz, a Chicago bankruptcy lawyer who represents several trucking companies.The bankruptcy could create temporary disruptions for companies that relied on Yellow and might prompt more consolidation in the industry. It could also lead to temporarily higher prices as businesses find new carriers for their freight.“Those inflationary prices will certainly hurt the shippers and hurt the consumer to a certain extent,” said Tom Nightingale, chief executive of AFS Logistics, who suggested that prices would likely normalize within a few months.In late July, Yellow began permanently laying off workers and ceased most of its operations in the United States and Canada, according to court documents. Yellow has retained a “core group” of about 1,650 employees to maintain limited operations and provide administrative work as it winds down. Yellow said it expected to pay about $3.4 million per week in employee wages to operate during bankruptcy, which “may decrease over time.” None of the remaining employees are union members, the company said.The company also sought the authority to pay an estimated $22 million in compensation and benefit costs for current and former employees, including roughly $8.7 million in unpaid wages as of the date of filing. Yellow had readily accessible funds of about $39 million when it filed for bankruptcy, which it said would be insufficient to cover its wind-down efforts, and it expected to receive special financing to help support the sale process and payment of wages.Jack Atkins, a transportation analyst at the financial services firm Stephens, said that Yellow’s troubles had been mounting for years. In the wake of the financial crisis, Yellow engaged in a spree of acquisitions that it failed to successfully integrate, Mr. Atkins said. The demands of repaying that debt made it difficult for Yellow to reinvest in the company, allowing rivals to become more profitable.“Yellow was struggling to keep its head above water and survive,” Mr. Atkins said. “It was harder and harder to be profitable enough to support the wage increases they needed.”The company’s financial problems fueled concerns about the Trump administration’s decision to rescue the firm.It lost more than $100 million in 2019 and was being sued by the Justice Department over claims that it defrauded the federal government during a seven-year period. Last year it agreed to pay $6.85 million to settle the lawsuit.Federal watchdogs and congressional oversight committees have scrutinized the company’s relationships with the Trump administration. President Donald J. Trump tapped Mr. Hawkins to serve on a coronavirus economic task force, and Yellow had financial backing from Apollo Global Management, a private equity firm with close ties to Trump administration officials.Democrats on the House Select Subcommittee on the Coronavirus Crisis wrote in a report last year that top Trump administration officials had awarded Yellow the money over the objections of career officials at the Defense Department. The report noted that Yellow had been in close touch with Trump administration officials throughout the loan process and had discussed how the company employed Teamsters as its drivers.In December 2020, Steven T. Mnuchin, then the Treasury secretary, defended the loan, arguing that had the company been shuttered, thousands of jobs would have been at risk and the military’s supply chain could have been disrupted. He predicted that the federal government would eventually turn a profit from the deal.“Yellow had longstanding financial problems before the pandemic, was not essential to national security and should never have received a $700 million taxpayer bailout from the Treasury Department,” Representative French Hill, a Republican from Arkansas and member of the Congressional Oversight Commission, said in a statement last week. “Years of poor financial management at Yellow has resulted in hard-working people losing their jobs.” More

    How to Catch Pandemic Fraud? Prosecutors Try Novel Methods.

    Federal prosecutors are scrambling to recoup billions of dollars in pandemic aid from people who falsely obtained funds from government programs that were intended to keep the economy afloat during the Covid shutdowns.In some districts, prosecutors are screening those suspected of a violent crime for potential involvement in pandemic fraud schemes. Other investigators are putting together “strike force teams” to unravel the most sophisticated enterprises or leaning on local officials to steer them toward potential fraudsters in their areas.The moves come as the federal government looks for novel ways to root out what officials say was an enormous number of fraudulent claims that were submitted and approved during the pandemic. Many of the programs that were set up to dole out relief money required minimal proof from those seeking funds and approved applications quickly in order to pump money into the economy.While the exact amount that was stolen is unknown, the Small Business Administration’s inspector general estimated that more than $200 billion — or at least 17 percent of the roughly $1.2 trillion in pandemic loans the agency doled out — was disbursed to “potentially fraudulent actors.” Nearly $30 billion has been seized or returned to the agency, according to the office.Thousands of investigations are still underway. The Labor Department’s inspector general has about 160,000 open investigations focused on unemployment-insurance fraud from the pandemic.But rooting out those who defrauded pandemic-relief programs has proved difficult, given the sheer amount of fraud. So far, the federal government has charged more than 2,230 defendants with schemes and offenses related to pandemic fraud, according to the Justice Department. More than 550 convictions have been made related to fraud involving funds from the Paycheck Protection Program and the Economic Injury Disaster Loan program, according to the S.B.A.’s office of inspector general.Michael Galdo, the acting director of Covid-19 fraud enforcement at the Justice Department, said there was a “wide variety of different approaches across U.S. attorney’s offices,” which have a large amount of freedom to determine the most effective way to catch fraudsters.Power in Local ConnectionsIn the Northern District of Mississippi, officials at the U.S. attorney’s office are traveling to individual counties and asking local officials to review lists of people who received pandemic loans. That approach can help prosecutors catch recipients they might not otherwise find, since local officials typically know, for example, whether someone owned a business, overstated the number of employees on an application or listed an address that was actually an empty lot.Clay Joyner, the U.S. attorney for the district, said the approach had helped uncover more cases than the district had the resources to criminally prosecute, so the office is pursuing civil cases in many investigations that involve smaller loans.“Thousands of the loans are for those lower-tier amounts,” Mr. Joyner said. “If you were trying to pursue all of these cases criminally, it would almost be impossible.”The office’s civil division has reached over 200 judgments, more than any other district in the country. Officials have recovered over $2.2 million so far, although they expect to recover more than $23 million through their civil judgments so far.Mr. Joyner said the office had also pursued civil cases because the financial consequences could be severe. Under a federal law commonly used for civil fraud cases, individuals could be required to pay three times the amount of a stolen loan, in addition to penalties and fees. Although the money usually has been spent already, most fraudsters agree to return the full amount through a repayment plan, Mr. Joyner said.Officials said they did not initially plan to pursue more civil cases, but they realized they could take advantage of the district’s small-town, rural nature after an attorney in the office recognized the names of loan recipients and suspected that many did not own businesses because he had grown up in the same area.Scrutiny of Other SuspectsOfficials at the U.S. attorney’s office in Maryland have started screening all new suspects of violent crime and illegal possession of firearms for pandemic fraud. Erek L. Barron, the U.S. attorney for the district, said the method had allowed officials to pursue investigations they normally would not have the capacity to take on.“We can’t take each and every case, so we have to be very thoughtful about the dollar amounts and the individuals that we investigate and prosecute,” he said.Since officials instituted the process in 2021, more than 60 percent of screened cases have turned up reasonable suspicion of pandemic-related fraud, Mr. Barron said, adding that the overlap had “presented an opportunity to go after two priorities in one.”“Those who are involved in violence, it’s not a stretch to imagine that they’re also willing participants in other wrongdoing,” he said.One recent case involved Jerry Phillips of Capitol Heights, Md., who was sentenced to seven years in federal prison after admitting to obtaining more than $1 million in relief funds using fake and stolen identities. After he was arrested and officials searched his residence, they recovered four “ghost guns,” including one he had illegally modified into a machine gun. Mr. Phillips had purchased the guns online, in part with an alias and address he used for fraud schemes, according to court documents.Special Teams for FraudThe Justice Department has also established “strike force teams” in several U.S. attorney’s offices. Phillip A. Talbert, the U.S. attorney for the Eastern District of California, said its joint strike force with the Central District of California used a data-driven approach to identify large fraud schemes. Analysts from the F.B.I. and at least five other federal agencies work with the offices, searching databases for patterns of suspicious activity.“If you just looked at one application or a couple applications, it may not be apparent that’s just a little piece of the fraud scheme,” Mr. Talbert said.The office’s earlier fraud cases originated mostly from referrals by banks and state and federal agencies. One case involved Andrea M. Gervais of Roseville, Calif., who was sentenced to 36 months of probation after pleading guilty to theft of government money in a scheme involving more than 90 fraudulent unemployment claims. The case began after investigators discovered someone had filed a claim using the identity of a sitting U.S. senator, which was processed for payment. The official was Senator Dianne Feinstein of California, according to a person familiar with the investigation. Senator Feinstein’s office confirmed that a person had used the senator’s name to file fraudulent unemployment claims, but it declined to provide additional comment.Mr. Talbert said the strike force would help the office investigate cases that are harder to detect, such as those involving international fraud rings.Dan Fruchter, an assistant U.S. attorney in the Eastern District of Washington, said officials initially focused on cases that were less complicated to prove, such as those involving fake businesses, but he also expected the office to prosecute more complex cases in the coming years. Investigations can take longer if people with legitimate businesses overstated facts in their applications or made improper purchases, for instance.Since forming its own strike force last year to strengthen coordination with federal law enforcement, the office has charged 19 defendants and recovered about $4 million.A Broad SweepIn addition to U.S. attorney’s offices, hundreds of people across more than 40 offices of inspectors general are working on pandemic fraud investigations, as are agents from the F.B.I., the Secret Service, the Postal Inspection Service, Homeland Security Investigations and Internal Revenue Service Criminal Investigation.Brian Miller, the country’s special inspector general for pandemic recovery, said he expected to uncover new leads over the next few years as more borrowers defaulted on pandemic loans, a “red flag” for potential fraud. He said default rates on interest payments for some programs had already been alarmingly high, and he urged Congress to fund the office past 2025, when many final payments are due.Michael Horowitz, the Justice Department’s inspector general and chairman of the Pandemic Response Accountability Committee, which is composed of 20 agency inspectors general, said investigators had prioritized mostly multimillion-dollar fraud cases, but he anticipated prosecutors would pursue more lower-dollar cases in the coming years.“They’re still big numbers,” Mr. Horowitz said. “In any other time, they would be viewed as bigger frauds.” More

    Las Vegas Suffers as Nevada Economy Droops, Costing Jobs

    Pedro Alvarez never imagined his high school job delivering filet mignon and sautéed lobster tail to rooms at the Tropicana Las Vegas would turn into a longtime career.But in a city that sells itself as a place to disappear into decadence, if for only a weekend, providing room service to tourists along the Strip proved to be a stable job, at times even a lucrative one, for more than 30 years.“Movie stars and thousands of dollars in tips,” Mr. Alvarez, 53, said. “If it was up to me, I was never going to leave.”Yet when the Strip shut down for more than two months early in the coronavirus pandemic, Mr. Alvarez became one of tens of thousands of hospitality workers in Nevada to lose their jobs. After the hotel reopened, managers told him that they were discontinuing room service, at least for a while. Since then, he has bounced between jobs, working in concessions and banquets.“It’s been an uphill climb to find full-time work,” he said.Nevada is an outlier in the pandemic recovery. While the U.S. economy has bounced back and weathered a steep ratcheting-up of interest rates — and even as many Americans catch up on vacation travel that the coronavirus derailed — the Silver State has been left behind.Job numbers nationwide have continued to increase every month for more than two years, but the unemployment rate has remained stubbornly high in Nevada, a political swing state whose economic outlook often has national implications.The state has had the highest unemployment rate in the nation for the past year, currently at 5.4 percent, compared with the national rate of 3.6 percent; in Las Vegas, it’s around 6 percent.Because of Nevada’s reliance on gambling, tourism and hospitality — a lack of economic diversity that worries elected officials amid fears of a nationwide recession — the state was exceptionally hard hit during the shutdowns on the Strip. Unemployment in the state reached 30 percent in April 2020.And although the situation has improved drastically since then — over the past year, employment increased 4 percent, among the highest rates in the country — Nevada was in a deeper hole than other states.“This leads to a bit of a paradox,” said David Schmidt, the chief economist for the Nevada Department of Employment, Training and Rehabilitation. “We are seeing rapid job gains, but have unemployment that is higher than other states.”Nearly a quarter of jobs in Nevada are in leisure and hospitality, and international travel to Las Vegas is down by about 40 percent since 2019, including drops in visits from China, where the economy is slowing, and the United Kingdom, according to an estimate from the Las Vegas Convention and Visitors Authority.Tourists on the Strip. Joe Lombardo acknowledged the state’s high unemployment in a statement, saying that “many of our businesses and much of our work force are still recovering from the turmoil of the pandemic.”“The long-term economic solution to Nevada’s employment and work force challenges begins with diversifying our economy, investing in work force development and training,” said Mr. Lombardo, a Republican, who unseated a Democrat last year in a tight race in which he attacked his opponent and President Biden over the economy.The state is making progress toward those diversification goals, Mr. Lombardo said, citing Elon Musk’s announcement in January that Tesla would invest $3.6 billion in the company’s Gigafactory outside Reno to produce electric semi trucks and advanced battery cells, vowing to add 3,000 jobs.Major League Baseball is preparing for the relocation of the Oakland Athletics to Las Vegas, where a stadium to be built adjacent to the Strip will, by some projections, create 14,000 construction jobs. The Las Vegas Grand Prix — signifying Formula 1 racing’s return to the city for the first time since the 1980s — is expected to draw huge crowds this fall, as is the Super Bowl in 2024.Despite the state’s unemployment rate, the fact that the economy is trending in the right direction, both locally and nationally, bodes well for Mr. Biden’s chances in the state as the 2024 campaign begins, said Dan Lee, a professor of political science at the University of Nevada, Las Vegas.“Should it remain on the right track,” Mr. Lee said, “that’s clearly good for the incumbent.”But a potential complication lies ahead.The Culinary Workers Union Local 226, which represents 60,000 hotel workers, has been in talks since April on a new contract to replace the five-year agreement that expired in June. The union could take a strike authorization vote this fall in an attempt to pressure major hotels, including MGM Resorts International, Caesars Entertainment and other casino companies, to give pay raises and bring back more full-time jobs.More than a potential strike, the union, which estimates it has 10,000 members who remain out of work since the pandemic started, is a critical bloc of Mr. Biden’s Democratic base in Nevada. In 2020, Mr. Biden won the state by roughly two percentage points in part because of a huge ground operation by the culinary union. But when the pandemic hit and businesses closed, she realized she would need to pivot.“I’m now looking anywhere, for anything,” Ms. Miles, 49, recalled.In late 2020, she took a $19-an-hour job as a part-time dishwasher at the Wynn Las Vegas, Ms. Miles said, but the hotel soon reduced its staff and she lost her job. She returned, for a time, to working security at hotel pools, nightclubs and apartment complexes.But Ms. Miles started to feel increasingly unsafe on the job during her night shifts, she said, recounting the time a man who appeared to be high on drugs followed her onto her bus home early one morning after a shift.“I was no longer willing to risk my life,” Ms. Miles said inside an air-conditioned casino along the Strip where she had stopped for a respite from the 110-degree heat outside.As slot machines clanged in the background and people packed around craps tables, Ms. Miles reflected on the job interview she had just come from at a nearby Walgreens.She thought it had gone well, she said, and she hoped it would pan out. The $15-an-hour pay would help cover her $1,400 rent, as well as the other monthly bills — cellphone, $103; utilities, $200; groceries, $300 — that she splits with her husband, who works at a call center.“Things are going to be tight no matter what,” Ms. Miles said, adding that if offered the job, she still hoped to eventually find something with higher pay.Her dream, she said, is to open a day care center — a fulfilling job that would allow her to alleviate some of the pressure she knows rests on many parents.A worker busing a table at a restaurant inside a hotel. The hotel, which opened in 1957, is on track to be demolished to make space for the new Athletics baseball stadium.“The city and the state seem to be on the rise,” he said. “But workers cannot be left behind.”After he lost his job at the Tropicana, Mr. Alvarez started working at Allegiant Stadium when it opened to fans in fall 2020.He helped set up platters of food in the stadium’s suites during football games, but the work, which was part time, ended when the season was over.“I was putting together two and sometimes three jobs, just to make enough to live,” he said.Several times during the pandemic, he said, he has feared he might lose his home in North Las Vegas, which he bought in 2008.     Tech Firms Once Powered New York’s Economy. Now They’re Scaling Back.

    For much of the last two decades, including during the pandemic, technology companies were a bright spot in New York’s economy, adding thousands of high-paying jobs and expanding into millions of square feet of office space.Their growth buoyed tax revenue, set up New York as a credible rival to the San Francisco Bay Area — and provided jobs that helped the city absorb layoffs in other sectors during the pandemic and the 2008 financial crisis.Now, the technology industry is pulling back hard, clouding the city’s economic future.Facing many business challenges, large technology companies have laid off more than 386,000 workers nationwide since early 2022, according to layoffs.fyi, which tracks the tech industry. And they have pulled out of millions of square feet of office space because of those job cuts and the shift to working from home.That retrenchment has hurt lots of tech hubs, and San Francisco has been hit the hardest with an office vacancy rate of 25.6 percent, according to Newmark Research.New York is doing better than San Francisco — Manhattan has a vacancy rate of 13.5 percent — but it can no longer count on the technology industry for growth. More than one-third of the roughly 22 million square feet of office space available for sublet in Manhattan comes from technology, advertising and media companies, according to Newmark.Consider Meta, which owns Facebook and Instagram. It is now unloading a big chunk of the more than 2.2 million square feet of office space it gobbled up in Manhattan in recent years after laying off around 1,700 employees this year, or a quarter of its New York State work force. The company has opted not to renew leases covering 250,000 square feet in Hudson Yards and for 200,000 square feet on Park Avenue South.Spotify is trying to sublet five of the 16 floors it leased six years ago in 4 World Trade Center, and Roku is offering a quarter of the 240,000 square feet it had taken in Times Square just last year. Twitter, Microsoft and other technology companies are also trying to sublease unwanted space.“The tech companies were such a big part of the real estate landscape during the last five years,” said Ruth Colp-Haber, the chief executive of Wharton Property Advisors, a real estate brokerage. “And now that they seem to be cutting back, the question is: Who is going to replace them?”Ms. Colp-Haber said it could take months for bigger spaces or entire floors of buildings to be sublet. The large amount of space available for sublet is also driving down the rents that landlords are able to get on new leases.“They are going to undercut every landlord out there in terms of pricing, and they have really nice spaces that are already all built out,” she said, referring to the tech companies.The tech sector has been a driver of New York’s economy since the late-90s dot-com boom helped to establish “Silicon Alley” south of Midtown. And those jobs paid very well: The average tech salary in 2021 was $228,620, nearly double the average private-sector salary in the city, according to the comptroller.The growth in jobs fueled demand for commercial space, and tech, advertising and media companies accounted for nearly a quarter of the new office leases signed in Manhattan in recent years, according to Newmark.Microsoft and Spotify declined to comment about their decision to sublet space. Twitter and Roku did not respond to requests for comment. Meta said in a statement that it was “committed to distributed work” and was “continuously refining” its approach.A few big tech companies are still expanding in New York.Google plans to open St. John’s Terminal, a large office near the Hudson River in Lower Manhattan, early next year. Including the terminal, Google will own or lease around seven million square feet of office space in New York, up from roughly six million today, according to a company representative. (Google leases more than one million square feet of that space to other tenants.) The company has more than 12,000 employees in the New York area, up from over 10,000 in 2019.Amazon, which in 2019 canceled plans to build a large campus in Queens after local politicians objected to the incentives offered to the company, has nevertheless added 200,000 square feet of office space in New York, Jersey City and Newark since 2019. The company will have added roughly 550,000 square feet of office space later this summer, when it opens 424 Fifth Avenue, the former Lord & Taylor department store, which it bought in 2020 for $1.15 billion.“New York provides a fantastic, diverse talent pool, and we’re proud of the thousands of jobs we’ve created in the city and state over the past 10 years across both our corporate and operations functions,” Holly Sullivan, vice president of worldwide economic development at Amazon, said in a statement.And though many tech companies continue to let employees work from home for much of the week, they are also trying to woo workers back to the office, which could help reduce the need to sublet space.Salesforce, a software company that has offices in a tower next to Bryant Park, said it was not considering subletting its New York space.“Currently I’m facing the opposite problem in the tower in New York,” said Relina Bulchandani, head of real estate for Salesforce. “There has been a concerted effort to continue to grow the right roles in New York because we have a very high customer base in New York.”New York is and will remain a vibrant home for technology companies, industry representatives said.“I have not heard of a single tech company leaving, and that matters,” said Julie Samuels, the president of TECH:NYC, an industry association. “If anything, we are seeing less of a contraction in New York among tech leases than they are seeing in other large cities.”Google plans to open St. John’s Terminal, right, a new campus near the Hudson River in Lower Manhattan, early next year.Tony Cenicola/The New York TimesFred Wilson, a partner at Union Square Ventures, said tech executives now felt less of a need to be in Silicon Valley, a shift that he said had benefited New York. “We have more company C.E.O.s and more company founders in New York today than we did before the pandemic,” Mr. Wilson said, referring to the companies his firm has invested in.David Falk, the president of the New York tristate region for Newmark, said, “We are right now working on several transactions with smaller, young tech firms that are looking to take sublet space.”Many firms are still pulling back, however.In 2017 and 2019, Spotify, which is based in Stockholm, signed leases totaling more than 564,000 square feet of space at 4 World Trade Center, becoming one of the largest tenants there. It soon had a space with all the accouterments you would expect at a tech firm — brightly colored flexible work areas, eye-popping views and Ping-Pong tables.But in January, Spotify said it was laying off 600 people, or about 6 percent of its global work force. The company, which allows employees to choose between working fully remotely or on a hybrid schedule, is also reducing its office space, putting five floors up for sublet.“On days when I’m by myself, I end up sitting in a meeting room all day for focus time,” said Dayna Tran, a Spotify employee who regularly works at the downtown office, adding that the employees who come in motivate themselves and create community by collaborating on an office playlist.     The Pandemic’s Job Market Myths

    Remember the “she-cession”? What about the early-retirement wave, or America’s army of quiet quitters?For economists and other forecasters, the pandemic and postpandemic economy has been a lesson in humility. Time and again, predictions about ways in which the labor market had been permanently changed have proved temporary or even illusory.Women lost jobs early in the pandemic but have returned in record numbers, making the she-cession a short-lived phenomenon. Retirements spiked along with coronavirus deaths, but many older workers have come back to the job market. Even the person credited with provoking a national conversation by posting a TikTok video about doing the bare minimum at your job has suggested that “quiet quitting” may not be the way of the future — he’s into quitting out loud these days.That is not to say nothing has changed. In a historically strong labor market with very low unemployment, workers have a lot more power than is typical, so they are winning better wages and new perks. And a shift toward working from home for many white-collar jobs is still reshaping the economy in subtle but important ways.But the big takeaway from the pandemic recovery is simple: The U.S. labor market was not permanently worsened by the hit it suffered. It echoes the aftermath of the 2008 recession, when economists were similarly skeptical of the labor market’s ability to bounce back — and similarly proved wrong once the economy strengthened.“The profession has not fully digested the lessons of the recovery from the Great Recession,” said Adam Ozimek, the chief economist at the Economic Innovation Group, a research organization in Washington. One of those lessons, he said: “Don’t bet against the U.S. worker.”Here is a rundown of the labor market narratives that rose and fell over the course of the pandemic recovery.True but Over: The ‘She-cession’Women lost jobs heavily early in the pandemic, and people fretted that they would be left lastingly worse off in the labor market — but that has not proved to be the case.

So when millions of Americans in their 50s and 60s left the labor force early in the pandemic, many economists were skeptical that they would ever come back.

Americans between ages 55 and 64 returned to work just as fast as their younger peers and are now employed at a higher rate than before the pandemic. Americans who are past traditional retirement age — 65 and older — still haven’t come back to work in large numbers. That is helping to depress the size of the overall labor force, especially because the number of Americans in their 60s and 70s is growing rapidly as more baby boomers hit their retirement years.Questionable: The White-Collar RecessionTechnology layoffs at big companies have prompted discussion of a white-collar recession, or one that primarily affects well-heeled technology and information-sector workers. While those firings have undoubtedly been painful for those who experienced them, it has not shown up prominently in overall employment data.

Unemployment remains very low both for information and for professional and business services — hallmark white-collar industries that encompass much of the technology sector. And layoffs in tech have slowed recently.Nuanced: The Missing MenIt looked for a moment like young and middle-aged men — those between about 25 and 44 — were not coming back to the labor market the way other demographics had been. Over the past few months, though, they have finally been regaining their employment rates before the pandemic.That recovery came much later than for some other groups: For instance, 35-to-44-year-old men have yet to consistently hold on to employment rates that match their 2019 average, while last year women in that age group eclipsed their employment rate before the pandemic. But the recent progress suggests that even if men are taking longer to recover, they are slowly making gains.False (Again): The Labor Market Won’t Fully Bounce BackAll these narratives share a common thread: While some cautioned against drawing early conclusions, many labor market experts were skeptical that the job market would fully recover from the shock of the pandemic, at least in the short term. Instead, the rebound has been swift and broad, defying gloomy narratives.This isn’t the first time economists have made this mistake. It’s not even the first time this century. The crippling recession that ended in 2009 pushed millions of Americans out of the labor force, and many economists embraced so-called structural explanations for why they were slow to return. Maybe workers’ skills or professional networks had eroded during their long periods of unemployment. Maybe they were addicted to opioids, or drawing disability benefits, or trapped in parts of the country with few job opportunities.In the end, though, a much simpler explanation proved correct. People were slow to return to work because there weren’t enough jobs for them. As the economy healed and opportunities improved, employment rebounded among pretty much every demographic group.The rebound from the pandemic recession has played out much faster than the one that took place after the 2008 downturn, which was worsened by a global financial blowup and a housing market collapse that left long-lasting scars. But the basic lesson is the same. When jobs are plentiful, most people will go to work.“People want to adapt, and people want to work: Those things are generally true,” said Julia Coronado, the founder of MacroPolicy Perspectives, a research firm.
