    Led by Believers in the City’s Future, Detroit Is on the Rebound

    Once the largest city in the U.S. to declare bankruptcy, this Midwestern metropolis is now thriving. But some obstacles still remain.On a sunny Friday morning last month, Mike Duggan, the mayor of Detroit, got behind thewheel of his black Jeep Grand Cherokee to give a tour of the city he has led for 10 years. Not far from Michigan Central Station, the former hulking ruin that was recently transformed into a gleaming office complex, he slowed to point to a construction site of vertical steel girders and yellow earth-moving machines. It will become a 600-room JW Marriott hotel, linked to the city’s convention center and scheduled to open by 2027, when college basketball’s Final Four will be played in Detroit.Farther west, more earth movers were crawling along a mile-long stretch of riverfront land, adding contours that will soon be a spacious, green recreation area, with elaborate play structures, a water park, basketball courts and outdoor workout equipment. It will be one of the final links in a 3.5-mile chain of parks, open spaces and bike paths that have replaced the warehouses and industrial yards that previously lined the Detroit River.Just beyond the park stood a vestige of Detroit’s troubled past — a crumbling, boarded-up building that was once the Southwest Detroit Hospital, which closed 18 years ago. Detroit City FC, a professional soccer club, hopes to raze it and build a new stadium.A mile or so away, Mr. Duggan, 66, pulled up at another construction site that will be the home of a University of Michigan research and innovation center focusing on software, artificial intelligence and other advanced technologies. “This is where we are going to create the jobs of the future,” he said.“I’m excited about how much pride is back among Detroiters,” said Mayor Mike Duggan.Nic Antaya for The New York TimesTwenty minutes later, Mr. Duggan stepped out of the Jeep at a small park off Rosa Parks Boulevard, north of downtown. In 1967, it was the site of an unlicensed after-hours club that was raided by the police. The action provoked a violent uprising that raged for five days, left 34 people dead, 1,200 injured, and more than 14,000 homes, buildings and stores burned or destroyed.     N.F.L. Draft Is Like Super Bowl for City of Detroit

    When the N.F.L. took its college draft on the road a decade ago, its first stops were Chicago, Philadelphia and Dallas, three of the league’s biggest markets.The concept was an instant hit, turning a show cloistered for a half century in hotels and theaters in Manhattan into a free, three-day football festival that drew hundreds of thousands of fans, many driving long distances to attend.Soon, more than a dozen cities were raising their hands to host the event. Unlike the N.F.L.’s marquee event, the Super Bowl, the draft does not require extensive public subsidies, hotels and security. It is also held in late April, when weather is less of a concern, even in cities with harsh winters. This allowed the N.F.L. in recent years to award the draft to Cleveland, Kansas City, Mo., and other cities that have never, and may never, host a Super Bowl.Detroit hosted the Super Bowl in 2006, as a reward to the Lions for moving into a new stadium. But city officials expect that being the site of this year’s draft, which begins on Thursday, will provide an economic jolt, though how much of one is unclear. They also hope the three days of exposure on television showcases the city to fans who might not otherwise visit. Detroit, they say, is not the Detroit of a decade ago, when the city was bankrupt, tens of thousands of homes had been abandoned and the automobile industry was pulling out of a long slump. Since then, new hotels, businesses and residents have flooded downtown; unemployment has fallen; and the city’s debt has returned to investment grade.“We have a chance to reintroduce ourselves to America,” Detroit’s mayor, Mike Duggan, said in an interview. “The last time this country paid any attention to us was 10 years ago when we were in bankruptcy. We haven’t had anything of this magnitude in a long time.     For Michigan’s Economy, Electric Vehicles Are Promising and Scary

    Last fall, Tiffanie Simmons, a second-generation autoworker, endured a six-week strike at the Ford Motor factory just west of Detroit where she builds Bronco S.U.V.s. That yielded a pay raise of 25 percent over the next four years, easing the pain of reductions that she and other union workers swallowed more than a decade ago.But as Ms. Simmons, 38, contemplates prospects for the American auto industry in the state that invented it, she worries about a new force: the shift toward electric vehicles. She is dismayed that the transition has been championed by President Biden, whose pro-labor credentials are at the heart of his bid for re-election, and who recently gained the endorsement of her union, the United Automobile Workers.The Biden administration has embraced electric vehicles as a means of generating high-paying jobs while cutting emissions. It has dispensed tax credits to encourage consumers to buy electric cars, while limiting the benefits to models that use American-made parts.But autoworkers fixate on the assumption that electric cars — simpler machines than their gas-powered forebears — will require fewer hands to build.     U.A.W. Reaches Tentative Deal With Stellantis, Following Ford

    The United Automobile Workers union announced the deal with Stellantis, the parent of Chrysler, Jeep and Ram. It also expanded its strike against G.M.The United Automobile Workers union announced on Saturday that it had reached a tentative agreement on a new labor contract with Stellantis, the parent company of Chrysler, Jeep and Ram.The agreement came three days after the union and Ford Motor announced a tentative agreement on a new contract. The two deals contain many of the same or similar terms, including a 25 percent general wage increase for U.A.W. members as well as the possibility for cost-of-living wage adjustments if inflation flares.“We have won a record-breaking contract,” the U.A.W. president, Shawn Fain, said in a video posted on Facebook. “We truly believe we got every penny possible out of the company.”Shortly after announcing the tentative agreement with Stellantis, the union expanded its strike against General Motors, calling on workers to walk off the job at the company’s plant in Spring Hill, Tenn. The plant makes sport utility vehicles for G.M.’s Cadillac and GMC divisions.Under the tentative new contract with Stellantis, Mr. Fain said, the company has agreed to reopen a plant in Belvidere, Ill., to produce a midsize pickup truck and to rehire enough workers to staff two shifts of production.The union also won commitments to keep an engine plant in Trenton Mich., open, and to keep and expand a machining plant in Toledo, Ohio. According to the union, these moves will create up to 5,000 new U.A.W. jobs.The union also won the right to strike if the company closes any plant and if it fails to follow through on its promised investment plans, Mr. Fain said.“If the company goes back on their words on any plant, we can strike the hell out of them,” he said.Mr. Fain said Stellantis workers would now return to their jobs.In a statement, Stellantis said, “We look forward to welcoming our 43,000 employees back to work and resuming operations to serve our customers.”The tentative agreement with Stellantis will require approval by a union council that oversees negotiations with the company, and then ratification by U.A.W. members. The council will meet on Thursday, Mr. Fain said.The deal with Stellantis means that only General Motors has not yet reached an agreement with the U.A.W.Erik Gordon, a business professor at the University of Michigan who follows the auto industry, said the new contracts impose higher labor costs on the Detroit manufacturers as they are ramping up production of electric vehicles and are competing with rivals who operate nonunion plants.“The Detroit Three enter a new, dangerous era,” he said. “They have to figure out how to transition to EVs and do it with a cost structure that puts them at a disadvantage with global competitors.”The union’s contracts with the three automakers expired on Sept. 15. Since then, the union has called on more than 45,000 autoworkers at the three companies to walk off the job at factories and at 38 spare-parts warehouses across the country.The most recent escalation of the strike at Stellantis came on Monday when the U.A.W. told workers to go on strike at a Ram plant in Sterling Heights, Mich., that makes the popular 1500 pickup truck. The strike has halted the production of Jeep Wranglers and Jeep Gladiators at a plant in Toledo, Ohio, and 20 Stellantis parts warehouses.For decades, the union has negotiated similar contracts with all three automakers, a method known as pattern bargaining. Like the contract it hammered out with Ford, the tentative Stellantis deal would lift the top U.A.W. wage from $32 an hour to more than $40 over four and a half years. That would allow employees working 40 hours a week to earn about $84,000 a year.Stellantis, G.M. and Ford began negotiating with the U.A.W. in July. The companies have sought to limit increases in labor costs because they already have higher labor costs than automakers like Tesla, Toyota and Honda that operate nonunion plants in the United States.The three large U.S. automakers are also trying to control costs while investing tens of billions of dollars to develop new electric vehicles, build battery plants and retool factories.Stellantis, which is based in Amsterdam, was created in 2021 by the merger of Fiat Chrysler and Peugeot, the French automaker. The company’s North American business, based near Detroit, is its most profitable.Stellantis surprised analysts recently by posting much stronger profits than G.M., which is the largest U.S. automaker by sales.     Bernie Sanders Condemns Corporate Greed at U.A.W. Detroit Rally

    At a rally in downtown Detroit on Friday, just a couple of hundred yards from the headquarters of General Motors, Senator Bernie Sanders of Vermont addressed a cheering crowd of United Auto Workers members, capping a day of walkouts by the union with an effort to rally support for the strike.Mr. Sanders echoed the populist talking points of his campaigns for president in 2016 and 2020, speaking about income inequality in the United States, and he criticized the chief executives of the Big Three automakers — G.M., Stellantis and Ford Motor — for their compensation.“The fight you are waging here is not just about decent wages and working conditions and pensions in the auto industry,” Mr. Sanders said. “It’s a fight to take on corporate greed and tell the people on top the country belongs to all of us, not just the few.”The rally took place along Detroit’s riverfront, near the city’s iconic Renaissance Center towers, home to G.M. headquarters. Also nearby is the Huntington Place convention center, where auto executives were gathering for a black-tie charity ball to kick off the 2023 Detroit auto show.Several hundred U.A.W. members, most of them clad in labor’s red shirts and waving picket signs, crowded in front of the rally’s small stage. A dozen television cameras were jammed together on another small, raised platform to record the event. As the crowd awaited the first speakers, a sound system blared upbeat anthems like Sister Sledge’s “We Are Family“ and “We’re Not Going to Take It” by Twisted Sister.Throughout Mr. Sanders’s speech, they erupted into chants of “Bernie, Bernie!”Mr. Sanders spoke about the growing gap between C.E.O. and worker pay. The U.A.W. has said that one of the driving forces behind its demands for higher pay is the growth in compensation for the top leaders at the Big Three automakers.Addressing the Big Three leaders, Mr. Sanders said, “Understand, C.E.O.s, the sacrifices your workers have made over the years.”In a comment directed at Mary T. Barra, G.M.’s chief executive, Mr. Sanders said, “Do you understand what it’s like to live on $17 an hour?” Mr. Sanders went on to make pointed remarks about the growth in compensation for Ms. Barra, as well as Carlos Tavares and Jim Farley, her counterparts at Stellantis and Ford.Mr. Sanders also lamented the gap in pay between newer and more veteran workers at the automakers. “Time is long overdue to end the two-tiered system,” he said.Among Mr. Sanders’s talking points was the country’s decline in well-paying union jobs.     How The Trucker Protests Are Snarling the Auto Industry

    Blockades of U.S.-Canada border crossings could hurt the auto industry, factory workers and the economy, which are still recovering from pandemic disruptions.After two years of the pandemic, semiconductor shortages and supply chain chaos, it seemed as if nothing else could go wrong for the auto industry and the millions of people it employs. But then came thousands of truckers who, angry about vaccine mandates, have been blocking major border crossings between Canada and the United States.With Canadian officials baffled about what to do, the main routes that handle the steel, aluminum and other parts that keep car factories running on both sides of the border were essentially shut down Wednesday and Thursday.Ford Motor, General Motors, Honda and Toyota have curtailed production at several factories in Michigan and Ontario, threatening paychecks and offering a fresh reminder of the fragility of global supply chains and of the deep interdependence of the U.S. and Canadian economies, which exchange $140 million in vehicles and parts every day.No one knows how this is going to end. The protests are expected to swell in the coming days and could spread, including to the United States. Canada’s transport minister has called the bridge blockades illegal. Marco Mendicino, Canada’s minister of public safety, said on Thursday that the Royal Canadian Mounted Police, the national force, was sending additional officers to the Canadian capital, Ottawa, and to Windsor, Ontario. The mayor of Windsor has threatened to remove the protesters. But those statements have seemed to have little impact. Gov. Gretchen Whitmer of Michigan pleaded with Canadian officials to quickly reopen traffic.“They must take all necessary and appropriate steps to immediately and safely reopen traffic so we can continue growing our economy,” Ms. Whitmer said in a statement on Thursday.The chaos is already starting to take an economic toll. The pain is likely to be most acute for smaller auto parts suppliers, for independent truckers and for workers who get paid based on their production. Many of these groups, unlike large automakers like G.M., Ford and Toyota, lack the clout to raise prices of their goods and services. Companies and workers in Canada are more likely to suffer because they are more dependent on the United States.The longer crossings between the countries remain blocked, the more severe the damage, not only to the auto industry but also to the communities that depend on manufacturing salaries. Workers at smaller firms typically receive no compensation for lost hours, said Dino Chiodo, the director of auto at the giant Canadian union Unifor. Workers who have been sent home early because of parts shortages will spend less at stores and restaurants.“People say, ‘I have $200 less this week, what do I do?’” Mr. Chiodo said. “It affects the Canadian and U.S. economy as a whole.”Auto factories and suppliers in the United States generally keep at least two weeks of raw materials on hand, said Carla Bailo, the president of the Center for Automotive Research in Ann Arbor, Mich. If the bridges remain blocked for longer than that, she said, “then you’re looking at layoffs.”The blockades came after a demonstration in Ottawa that started nearly two weeks ago. The protests began over a mandate that truck drivers coming from the United States be vaccinated against the coronavirus and have grown to include various pandemic restrictions. Some have demanded that Prime Minister Justin Trudeau resign. The truckers have been joined by various groups, including some displaying Nazi symbols and damaging public monuments. Police in Ottawa said on Thursday that the protesters and their supporters, including some in the United States, had almost overwhelmed the city’s 911 system with calls.The crossing that has the auto industry and government officials most concerned is the Ambassador Bridge, which connects Windsor and Detroit. It carries roughly a quarter of the trade between the two countries, which has been relatively unrestricted for decades. While food and other products are also affected, about a third of the cargo that uses the bridge is related to the auto industry, Ms. Bailo said.The blockade has been felt as far south as Kentucky, where production has been disrupted at a Toyota factory, the company said on Thursday. The company also sent workers from the first shift at a plant in Flint, Mich., home early. Ford said Thursday that plants in Windsor and Oakville, also in Ontario, were running at reduced capacity.Shortages of semiconductors and other components have not been all bad for giant automakers, creating scarcity that has driven up prices of cars in the last year. Ford and G.M. both reported healthy profits for 2021. And the economic damage will not be severe if the bridge and other crossings reopen soon, industry experts said.But the last two years have shown that, because supply chains are so complex, problems at obscure parts makers can have far-reaching and unpredictable impact. Last year, Ford had to shut down plants for weeks at a time in part because of a fire at a chip factory in Japan.“If it stretches on for weeks it could be catastrophic,” said Peter Nagle, an analyst who covers the car industry at IHS Markit, a research firm.Mr. Nagle said the bridge blockade was worse than the semiconductor shortage for carmakers. They “were already running pretty tight because of other supply chain shortages,” he said. “This is just bad news on top of bad news.”The auto industry operates relatively seamlessly across Canada, the United States and Mexico. Some parts can travel back and forth across borders multiple times as raw materials are processed and are turned into components and, eventually, vehicles.An engine block, for example, might be cast in Canada, sent to Michigan to be machined for pistons, then sent back to Canada for assembly into a finished motor. The blockades have stranded some truckers on the wrong side of the border, creating a chain reaction of missed deliveries.The slowdown in Canadian trade will disproportionately affect New York, Michigan and Ohio, said Arthur Wheaton, the director of labor studies at Cornell’s School of Industrial and Labor Relations. At the same time, he added, the protests were “certainly raising concerns for all U.S. manufacturers.”“There is already a shortage of truck drivers in North America, so protests keeping truckers off their routes exacerbates problems for an already fragile supply chain,” Mr. Wheaton said.Carmakers had hoped that shortages of computer chips and other components would ease this year, allowing them to concentrate on the long-term: the transition to electric vehicles.A larger fear for many elected officials and business executives is that the scene at the Ambassador Bridge could inspire other protests. The Department of Homeland Security warned in an internal memo that a convoy of protesting truckers was planning to travel from California to Washington, D.C., potentially disrupting the Super Bowl and President Biden’s State of the Union address on March 1.“While there are currently no indications of planned violence,” the memo, which was dated Tuesday, said, “if hundreds of trucks converge in a major metropolitan city, the potential exists to severely disrupt transportation, federal government operations, commercial facilities and emergency services through gridlock and potential counter protests.”Mr. Chiodo, the Canadian union leader, said that “the people who are demonstrating are doing it for the wrong reasons. They want to get back to the way things were before the pandemic, and in reality they are shutting things down.”The scene in Ottawa remained a raucous party Thursday, with hundreds of people on the street, many wearing Canadian flags like capes. The song “Life Is a Highway,” by the Canadian musician Tom Cochrane, pumped from loudspeakers set up on the back of an empty trailer that had been converted into a stage.But there was a thinning out of protesters — with some empty spaces where trucks had been the day before.Johnny Neufeld, 39, a long-haul trucker from Windsor, Ontario, said the vaccine mandate would spell the end of his job transporting molds into the United States since he had chosen not to be inoculated out of fear the shots had been developed too quickly. He got his first ticket from the police Thursday morning, a fine of 130 Canadian dollars (about $100) for being in a no-stopping zone.“This is a souvenir,” he said.Dan Bilefsky More
