    Big Tech Makes a Big Bet: Offices Are Still the Future

    TEMPE, Ariz. — Early in the pandemic, when shops along Mill Avenue in downtown Tempe closed their doors and students at nearby Arizona State University were asked to go home, the roar of construction continued to fill the air. Now, gleaming in the sunlight and stuffed with amenities, towering glass office buildings have sprouted up all over the Phoenix metropolitan area.Arizonans are about to have new next-door neighbors. And they include some of the technology industry’s biggest names.DoorDash, the food delivery company, moved into a new building on the edge of a Tempe reservoir in the summer of 2020. Robinhood, the financial trading platform, rented out a floor in an office nearby. On a February morning, construction workers were putting the finishing touches on a 17-story Tempe office building expected to add 550 Amazon workers to the 5,000 already in the area.The frenetic activity in the Phoenix suburbs is one of the most visible signs of a nationwide recovery in commercial office real estate fueled by the tech industry, which has enjoyed unchecked growth and soaring profits as the pandemic has forced more people to shop, work and socialize online.Big tech companies like Meta and Google were among the first to allow some employees to work from home permanently, but they have simultaneously been spending billions of dollars expanding their office spaces. Doubling down on offices may seem counterintuitive to the many tech workers who continue to work remotely. In January, 48 percent of people in computer and math fields and 35 percent of those in architecture or engineering said they had worked from home at some point because of the pandemic, according to the Bureau of Labor Statistics.But companies, real estate analysts and workplace experts said several factors were propelling the trend, including a hiring boom, a race to attract and retain top talent and a sense that offices will play a key role in the future of work. In the last three quarters of 2021, the tech industry leased 76 percent more office space than it did a year earlier, according to the real estate company CBRE.A view of Camelback Mountain and Papago Park in Phoenix from 100 Mill. Adam Riding for The New York Times“I think there are a lot more companies that are saying, ‘You’re coming back to work’ — it’s not ‘if,’ it’s ‘when,’” said Victor Coleman, the chief executive of Hudson Pacific Properties, a real estate investment group. “The reality is that most companies are currently working from home but are wanting and planning to come back to the office.”Debates over whether workers should be required to return to the office can be thorny because some employees say they have been happier and more productive at home. One way companies are trying to lure them back is by splurging on prime office space with great amenities.Big Tech executives say that office expansions are to be expected and that modernized buildings will probably be spaces for people to collaborate rather than stare at screens. Meta, the parent company of Facebook, leased 730,000 square feet in Midtown Manhattan in August 2020, and has added space in Silicon Valley as well as in Austin, Texas; Boston; Chicago; and Bellevue, Wash.“We will continue to grow and expect many people to return to our offices around the world once it’s safe,” said Tracy Clayton, a Meta spokesman.Big Tech executives anticipate more office expansions, another sign that companies are shifting their expectations for employees.Adam Riding for The New York TimesGoogle said early last year that it would spend $7 billion on new and expanded offices and data centers around the country in 2021, including $2.1 billion to buy a Manhattan office building by the Hudson River, and growth in Atlanta; Silicon Valley; Boulder, Colo.; Durham, N.C.; and Pittsburgh. Google also said in January that it would spend $1 billion on a London office building.Offices “remain an important part of supporting our hybrid approach to work in the future,” Google said in a statement.During the pandemic, Microsoft has expanded in Houston; Miami; Atlanta; New York; Arlington, Va.; and Hillsboro, Ore. The company was growing to accommodate the many new employees it has hired over the last two years, said Jared Spataro, the vice president of modern work for Microsoft.“The pandemic, I think, has just changed people’s perception of what’s possible in terms of geographic distribution,” Mr. Spataro said.In April, Apple said it would build a campus near Raleigh, N.C., and has added space in San Diego and Silicon Valley. The company, which has battled with its employees over its plan for a majority of workers to return to offices most days each week, referred to its April news release about expansion but declined to comment further.Salesforce, whose signature tower looms over the San Francisco skyline, is moving forward with four new office towers planned before the pandemic, in Tokyo, Dublin, Chicago and Sydney, Australia. The company said last February that many employees could be fully remote, but shifted its messaging months later, saying that “something is missing” without office life and urging workers to come back in.Salesforce’s thinking about the office has evolved, said Steve Brashear, the company’s senior vice president in charge of real estate. At the start of the pandemic, the feeling was that “being remote sounds so great and so safe,” Mr. Brashear said. Tech companies have tried to coax their workers back to the office by offering amenities.Adam Riding for The New York TimesThe industry’s search for land has been so extensive that it has surged through longtime tech hubs like Silicon Valley and into areas not traditionally known for their tech scenes.In Phoenix, for instance, tech leasing activity grew more than 300 percent from mid-2020 to mid-2021. New leases, subleases and renewals in the area totaled more than one million square feet from April through September last year, up from about 260,000 square feet a year earlier, according to CBRE.Other locations not normally associated with tech also saw growth. In Vancouver, British Columbia, tech leasing activity doubled in growth in mid-2021, to 561,000 square feet from 268,000, as did activity in Charlotte, N.C., to 143,000 square feet from 71,000.Amazon has been one of the most prolific in expansion, announcing in 2020 that it would increase its white-collar work force in half a dozen cities. In Phoenix, its logo is ubiquitous, and it will occupy five floors in the new Tempe office building expected to be finished this year.Holly Sullivan, Amazon’s vice president of economic development, said adding to its regional hubs allowed the company “to tap into wider and more diverse talent pools, provide increased flexibility for current and future employees, and create more jobs and economic opportunity across the country.”For developers, the focus on offices is good for business, and some interpret the growth as an indictment of the fully remote model.The thinking on remote work is “like a pendulum — it swung a little bit too far, and now it’s come back a little bit,” said George Forristall, the Phoenix real estate director at Mortenson Development.The Watermark office building at the edge of Tempe Town Lake, home to WeWork, Robinhood and some Amazon employees.Adam Riding for The New York TimesThe flurry of expansions also highlights how much better tech has fared than other industries during the pandemic. In some cities, remote work and high vacancy rates continue to hurt restaurants and retailers.Office vacancy rates in San Francisco climbed to 22.4 percent at the end of 2021 from 21.5 percent in the third quarter of the year, according to Jones Lang LaSalle, a real estate firm. The city’s economists called tourism and office vacancies “special areas of concern in the city’s economic outlook.” In New York, office vacancy rates declined to 14.6 percent, according to JLL, but areas dependent on office workers to power local businesses, like Midtown Manhattan, are recovering more slowly.Smaller tech companies, given their financial constraints, might have to choose whether to invest in physical spaces or embrace a more flexible strategy. Twitter has continued to add offices in Silicon Valley, and video game developers like Electronic Arts and Epic Games have expanded in places like Canada and North Carolina. But others have cut back.Zynga, a gaming company, offered up its 185,000-square-foot San Francisco headquarters for sublease last summer because it decided that shrinking its physical office and moving would make life easier for employees, said Ken Stuart, vice president of real estate at Zynga. Its new building in San Mateo, Calif., will be less than half the size.“The reality is that people are frustrated by the commute and getting into the city, and also people feel like they can do better work by being hybrid,” Mr. Stuart said.By contrast, the largest tech giants “have so much money that it doesn’t matter,” said Anne Helen Petersen, a co-author of “Out of Office,” a recent book about the remote-work era. Because of their huge budgets, Ms. Petersen suggested, such companies can continue constructing offices without worrying about how much money they stand to lose if the buildings become obsolete.“They’re hedging their bets,” Ms. Petersen said. “If the future’s going to be fully distributed, ‘we’ll be setting up an apparatus for that.’ If the future’s going to rubber-band back to everyone back to the office, the way it was in 2020, ‘we’ll go back to that.’”In Tempe, the two-floor WeWork co-working space at the Watermark, one of the premier office spaces, was buzzing with activity on a recent afternoon. Upstairs, Amazon has rented an entire floor.Below, amid leafy plants and colorful lighting, employees at tech start-ups clacked away on MacBooks and sketched on whiteboards. Many said it had become more crowded in recent months, and more companies were renting the small office spaces within the WeWork.The WeWork co-working space at Tempe’s Watermark office.     Ifeoma Ozoma Blew the Whistle on Pinterest. Now She Protects Whistle-Blowers.

    Ifeoma Ozoma, who accused Pinterest of discrimination, has become a key figure in helping tech employees disclose, and fight, mistreatment at work.Last month, Gov. Gavin Newsom of California signed a bill to expand protections for people who speak up about discrimination in the workplace.A new website arrived to offer tech workers advice on how to come forward about mistreatment by their employers.And Apple responded to a shareholder proposal that asked it to assess how it used confidentiality agreements in employee harassment and discrimination cases.The disparate developments had one thing — or, rather, a person — in common: Ifeoma Ozoma.Since last year, Ms. Ozoma, 29, a former employee of Pinterest, Facebook and Google, has emerged as a central figure among tech whistle-blowers. The Yale-educated daughter of Nigerian immigrants, she has supported and mentored tech workers who needed help speaking out, pushed for more legal protections for those employees and urged tech companies and their shareholders to change their whistle-blower policies.She helped inspire and pass the new California law, the Silenced No More Act, which prohibits companies from using nondisclosure agreements to squelch workers who speak up against discrimination in any form. Ms. Ozoma also released a website, The Tech Worker Handbook, which provides information on whether and how workers should blow the whistle.“It’s really sad to me that we still have such a lack of accountability within the tech industry that individuals have to do it” by speaking up, Ms. Ozoma said in an interview.Her efforts — which have alienated at least one ally along the way — are increasingly in the spotlight as restive tech employees take more action against their employers. Last month, Frances Haugen, a former Facebook employee, revealed that she had leaked thousands of internal documents about the social network’s harms. (Facebook has since renamed itself Meta.) She has also met with activists and organizations that want to pass legislation similar to the Silenced No More Act elsewhere. And she is constantly in touch with other activist tech workers, including those who have organized against Google and Apple.Much of Ms. Ozoma’s work stems from experience. In June 2020, she and a colleague, Aerica Shimizu Banks, publicly accused their former employer, the virtual pinboard maker Pinterest, of racism and sexism. Pinterest initially denied the allegations but later apologized for its workplace culture. Its workers staged a walkout, and a former executive sued the company over gender discrimination.“It’s remarkable how Ifeoma has taken some very painful experiences, developed solutions for them and then built a movement around making those solutions a reality,” said John Tye, the founder of Whistleblower Aid, a nonprofit that provides legal support to whistle-blowers. He and Ms. Ozoma recently appeared on a webinar to educate people on whistle-blower rights.Meredith Whittaker, a former Google employee who helped organize a 2018 walkout over the company’s sexual harassment policy, added of Ms. Ozoma: “She has stuck around and worked to help others blow the whistle more safely.”Ms. Ozoma, who grew up in Anchorage and Raleigh, N.C., became an activist after a five-year career in the tech industry. A political science major, she moved to Washington, D.C., in 2015 to join Google in government relations. She then worked at Facebook in Silicon Valley on international policy.In 2018, Pinterest recruited Ms. Ozoma to its public policy team. There, she helped bring Ms. Banks on board. They spearheaded policy decisions including ending the promotion of anti-vaccination information and content related to plantation weddings on Pinterest, Ms. Ozoma said.Yet Ms. Ozoma and Ms. Banks said they faced unequal pay, racist comments and retaliation for raising complaints at Pinterest. They left the company in May 2020. A month later, during the Black Lives Matter protests, Pinterest posted a statement supporting its Black employees.Ms. Ozoma and Ms. Banks said Pinterest’s hypocrisy had pushed them to speak out. On Twitter, they disclosed their experiences as Black women at the company, with Ms. Ozoma declaring that Pinterest’s statement was “a joke.”In a statement, Pinterest said it had taken steps to increase diversity.By speaking out, Ms. Ozoma and Ms. Banks took a risk. That’s because they broke the nondisclosure agreements they had signed with Pinterest when they left the company. California law, which offered only partial protection, didn’t cover people speaking out about racial discrimination.Peter Rukin, their lawyer, said he had an idea: What if state law was expanded to ban nondisclosure agreements from preventing people speaking out on any workplace discrimination? Ms. Ozoma and Ms. Banks soon began working with a California state senator, Connie Leyva, a Democrat, on a bill to do just that. It was introduced in February.“I’m just so proud of these women for coming forward,” Ms. Levya said.Along the way, Ms. Ozoma and Ms. Banks fell out. Ms. Banks said she no longer spoke with Ms. Ozoma because Ms. Ozoma had recruited her to Pinterest without disclosing the discrimination there and then excluded her from working on the Silenced No More Act.“Ifeoma then cut me out of the initiative through gaslighting and bullying,” Ms. Banks said.Ms. Ozoma said she had not cut Ms. Banks out of the organizing.     ‘A Perfect Positive Storm’: Bonkers Dollars for Big Tech

    The dictionary doesn’t have enough superlatives to describe what’s happening to the five biggest technology companies, raising uncomfortable questions for their C.E.O.s.In the Great Recession more than a decade ago, big tech companies hit a rough patch just like everyone else. Now they have become unquestioned winners of the pandemic economy.The combined yearly revenue of Amazon, Apple, Alphabet, Microsoft and Facebook is about $1.2 trillion, according to earnings reported this week, more than 25 percent higher than the figure just as the pandemic started to bite in 2020. In less than a week, those five giants make more in sales than McDonald’s does in a year.The U.S. economy is cranking back from 2020, when it contracted for the first time since the financial crisis. But for the tech giants, the pandemic hit was barely a blip. It’s a fantastic time to be a titan of U.S. technology — as long as you ignore the screaming politicians, the daily headlines about killing free speech or dodging taxes, the gripes from competitors and workers, and the too-many-to-count legal investigations and lawsuits.America’s technology superpowers aren’t making bonkers dollars in spite of the deadly coronavirus and its ripple effects through the global economy. They have grown even stronger because of the pandemic. It’s both logical and slightly nuts.The wildly successful last year also raises uncomfortable questions for tech company bosses, the public and elected officials already peeved about the industry: Is what’s good for Big Tech good for America? Or are the tech superstars winning while the rest of us are losing?Americans have more money in their pockets thanks to government stimulus checks and pandemic savings, and the tech giants are getting a significant share. Their combined revenue is equivalent to roughly 5 percent of the gross domestic product of the United States.Big Tech’s pandemic big bucks have an understandable root cause: We needed its services.People gravitated to Facebook’s apps to stay in touch and entertained, and businesses wanted to pay Facebook and Google, which Alphabet owns, to help them find customers who were stuck at home. People preferred to buy diapers and deck chairs from Amazon rather than risk their health shopping in stores. Companies loaded up on software from Microsoft as their businesses and work forces went virtual. Apple’s laptops and iPads become lifelines for office workers and schoolchildren.Before the pandemic, America’s technology superpowers were already influential in how we communicated, worked, stayed entertained and shopped. Now they are practically unavoidable. Investors have scooped up Big Tech shares in a bet that these companies are nearly invincible.“They were already on the way up and had been for the best part of a decade, and the pandemic was unique,” said Thomas Philippon, a professor of finance at New York University. “For them it was a perfect positive storm.”Times weren’t so good for these companies in the last economic rough patch. In the downturn from 2007 to 2009, Microsoft’s sales dropped slightly, and its stock price fell 60 percent from the fall of 2008 to March 2009, a low point for U.S. stocks. Google and Amazon each lost as much as two-thirds of their market value.One sign of how this time is different: Amazon’s revenue is growing much faster in 2021 than it did in 2009, when the company was one-fifteenth its current size. Sales in the first quarter rose 44 percent from a year earlier, and Amazon’s profits before taxes — which have never been exactly robust — more than doubled to $8.9 billion. Businesses are addicted to Amazon’s cloud computer services, where sales rose 32 percent, and shoppers can’t live without Amazon’s delivery. Investors love Amazon, too. The company’s stock market value has nearly doubled since the beginning of 2020 to $1.8 trillion.For the other tech giants, it’s as if their brief pandemic nosedive never happened. Advertising sales typically rise and fall with the economy. But as other types of ad spending shrank when the U.S. economy contracted last year, ad sales rose for Google and Facebook. The growth was even better for them in the first three months of this year.A year ago, analysts worried that Apple would be crippled as the pandemic gripped China, which is the hub of the company’s manufacturing operations and its most important consumer market. The fears didn’t last long. In the first three months of 2021, Apple’s revenue from selling iPhones increased at the fastest rate since 2012. America’s big banks have also been on a tear. So have some younger technology companies, such as Snap and Zoom, the maker of the pandemic-favorite videoconferencing app. The crisis forced all sorts of businesses to go digital fast in ways that could help them thrive. Restaurants invested in online sales and delivery, and doctors went full bore into telemedicine.But the dictionary doesn’t have enough superlatives to describe what’s happening to the five biggest technology companies. It’s all a bit awkward, really. It’s rocket fuel for critics, including some regulators and lawmakers in Europe and the United States, who say the tech giants crowd out newcomers and leave everyone worse off.Big Tech companies say they face stiff competition that leads to better products and lower prices, but their bank statements might suggest otherwise. Facebook’s profit margins are higher now than they were before the pandemic.Some of their success is explained by the peculiarities of the pandemic economy. Some people and sectors are doing awesome, while other families are lining up at food banks and while companies like airlines are begging for cash. Unlike the stock market clobbering in the Great Recession, stock indexes in the United States have reached new highs.The tech superstars have also capitalized on this moment. Alphabet and Facebook have used the pandemic to cut back in places that matter less, such as promotional costs and travel and entertainment budgets. And the tech giants have generally increased spending in areas that extend their advantages.Alphabet is now spending more on big-ticket projects, like building computer complexes, than Exxon Mobil spends to dig oil and gas out of the ground. Amazon’s work force has expanded by more than 470,000 people since the end of 2019. That deepens the moat separating the tech superstars from everyone else.Big Tech is emerging from the pandemic lean, mean and ready for a U.S. economy expected to roar back to life in 2021. Meanwhile, there are still long lines at food banks. Some American workers who lost their jobs last year may never get them back. Housing advocates are worried that millions of people will be evicted from their homes. And being Big Tech is an invitation for everyone to hate you — but you do have towering piles of money. More

Its anchor tenant, Neiman Marcus, filed for bankruptcy and closed permanently, and at least four other stores, as well as several restaurants, have also gone out of business.The development’s centerpiece, the 150-foot-tall scalable structure known as the Vessel, closed to visitors in January after a third suicide in less than a year. The office buildings, whose workers sustained many of the shops and restaurants, have been largely empty since last spring.Even more perilous, the promised second phase of Hudson Yards — eight additional buildings, including a school, more luxury condos and office space — appears on indefinite hold as the developer, the Related Companies, seeks federal financing for a nearly 10-acre platform on which it will be built.Related, which had said the entire project would be finished in 2024, no longer offers an estimated completion date.The project’s woes are in many ways a microcosm of the broader challenges facing the city as it tries to recover.Related said it was counting on wealthy buyers filling its condos and deep-pocketed customers packing the mall to make Hudson Yards financially viable.But that was before the coronavirus arrived in New York.With the pandemic forcing white-collar workers to stay home — and keeping foreign buyers and tourists away — it is not clear when, or if, demand will reignite for the vast supply of upscale aeries and blue-chip office space crowding the city’s skyline.“The challenges facing Hudson Yards aren’t unique,” said Danny Ismail, an analyst and lead of office coverage for the real estate research firm Green Street Advisors. “All commercial real estate in New York City has been impacted by Covid-19. Even with the subway expansion, Hudson Yards is still relatively isolated from the rest of Manhattan, off the beaten path from the busiest avenues for tourists, shoppers and workers.Related acknowledged that it was facing the same financial problems as the rest of the city, but said tenants were still moving into the project’s office buildings and that Hudson Yards would eventually rebound.Four office buildings at Hudson Yards — including 50 Hudson Yards, which is under construction — are 93 percent leased, a spokesman for Related said, though it is unclear how much of that occurred last year. Facebook signed a lease in late 2019 for roughly 1.5 million square feet.“Our strong office leasing, even during the pandemic, is why we’re well positioned to lead New York’s comeback from Covid and why the adjacent neighborhoods and the entire West Side will recover faster,” the spokesman, Jon Weinstein, said.The mall on a recent weekday. Ross, the company set out to build Hudson Yards in two phases. The first phase, which opened in 2019, has four office towers, two residential buildings, a hotel and the mall.The second part was supposed to include 3,000 residences across eight buildings closer to the Hudson River, as well as a 750-seat public school and hundreds of low-cost rental units. At least 265 apartments are meant to be “permanently affordable,” according to a 2009 agreement between City Hall and Related.In total, Hudson Yards was expected to stretch 28 acres over existing rail yards and encompass 18 million square feet of space, roughly double the size of downtown Phoenix.The developer has considered an array of new options, including even a casino, though that idea is no longer front and center, according to Mr. Weinstein.Related cannot construct the second half until it builds a deck over the rail yard. The company, along with Amtrak, has been in discussions with the federal Department of Transportation about a low-interest loan to finance the platform and preserve the right of way for a new rail tunnel under the Hudson that Amtrak is planning to build.Related has been seeking more than $2 billion, according to two officials briefed on the proposal who were not permitted to discuss it publicly.“The residential is going to have to recover, or they switch it up and look at a different product mix over there,” said Robert Alexander, chairman of the tristate region for the real estate brokerage CBRE, which is marketing space at Hudson Yards. “To me, it’s a major development site and there’s very, very, very few major development sites in New York.”Related is also facing pressure from its investors to deliver a fuller accounting of the project’s finances. A group of 35 investors from China — a sliver of the roughly 2,400 who contributed $1.2 billion to Hudson Yards — sued the company last year, accusing it of refusing to open its books or say when it might repay their investments.The developer, the Related Companies, is seeking $2 billion in federal financing to build a 10-acre platform over an existing rail yard for the second phase of the project.Credit…Todd Heisler/The New York TimesAn arbitrator in the case recently denied the investors’ claims and ruled that Related was not required to disclose detailed financial information.The company’s lawyers said that Hudson Yards was facing “significant headwinds as a result of Covid-19” and that because of the economic downturn and lockdown restrictions, it may be unable to recoup its investment in at least one property there, 35 Hudson Yards, a mixed-use tower with a hotel, according to filings in the case obtained by The New York Times.Another group of Chinese investors, whose contributions of $500,000 per person were part of a United States visa program that can grant them a path to citizenship, are said to also be considering filing a similar lawsuit against Related, according to a person familiar with the situation who was not authorized to speak publicly.Related made it clear before the outbreak that it intended to earn the bulk of its money at Hudson Yards through its condos and mall since Mr. Ross said it had been leasing office space at cost, without taking a profit.The pandemic has laid bare the tough road Related faces. In 2020, 30 residential units sold at Hudson Yards, compared with 157 the year before, according to an analysis for The Times by the appraisal firm Miller Samuel.So far this year, several condos are under contract at Hudson Yards, according to Related, a possible sign that the market may be stabilizing.Still, Manhattan has a record number of condos for sale right now, especially luxury units like those at Hudson Yards, and it could take years for sales to truly bounce back, according to Nancy Wu, an economist at StreetEasy.“Hudson Yards was built for a buyer that’s no longer there and maybe partly a tenant that’s no longer there, and that was someone who wanted to live in Manhattan but not live in the city per se,” said Richard Florida, a professor at the University of Toronto’s Rotman School of Management and School of Cities, referring to the development’s homogeneity and somewhat isolated location.Several stores at Hudson Yards have closed and customers have been in short supply.Credit…Todd Heisler/The New York TimesThe retail picture is also bleak. The vast space occupied by the failed Neiman Marcus store will no longer be taken by another retailer. Instead, Related will convert it into more offices.In the meantime, the company has intervened in Neiman Marcus’s bankruptcy case claiming that the department store owes $16 million for breaking its lease and an additional $129,000 for the removal of its signage throughout the mall, including a giant sign that hung in a five-story glass atrium.While the mall was closed by lockdown orders from mid-March to early September, shoppers are still largely absent.Related has battled its other beleaguered retail tenants, even threatening stores with $1,500 per day fines for failing to stay open after the mall reopened.Several stores, including Forty Five Ten, a luxury clothing store from Dallas that opened alongside Neiman Marcus, have shuttered permanently. The mall opened with 79 stores and now has 89, Related said.Related said the mall had added at least 11 stores since September, including Herman Miller, Levi’s and Sunglass Hut.In the weeks before Christmas, tourists and office workers were in short supply and some stores were still closed, while others like Rolex were open by appointment only. Mall employees far outnumbered shoppers inside the cavernous building, where the most crowded spot seemed to be the line at Blue Bottle Coffee.Weekday traffic at the Hudson Yards subway station, part of the No. 7 line extension the city paid for to help make the development possible, plunged to an average of 6,500 riders in December, a sharp drop from the 20,000 daily average in 2019, according to the Metropolitan Transportation Authority, which runs the subway.The lack of shoppers at the mall has cut into Related’s revenue because the company structured some retail leases so that shops pay rent based on a percentage of their monthly sales. In addition, a number of leases were specifically tied to the fate of Neiman Marcus — if it closed, smaller stores would not have to pay rent or could break their leases without penalty.Hudson Yards was meant to transform the Far West Side into a bustling business district. Credit…Todd Heisler/The New York TimesRelated would not comment about its terms with tenants, including whether any were withholding rent payments.Mr. Weinstein, the company spokesman, said that retail would “always be a key element of our new neighborhood.”Despite the uncertainty, Hudson Yards has already helped turn the neighborhood into a key business district and part of a stretch of Manhattan along the West Side that is becoming a major tech corridor.The development has attracted a who’s who of companies, including HBO, CNN, L’Oréal USA, BlackRock and Tapestry, the parent company of Coach, Kate Spade New York and Stuart Weitzman.“I think New York City will be fine, and Hudson Yards will be fine,” Mr. Florida said. “Will Hudson Yards be the same as it is envisioned?
