    China’s Economy Is Slowing, a Worrying Sign for the World

    Economic output climbed 4 percent in the last quarter of 2021, slowing from the previous quarter. Growth has faltered as home buyers and consumers become cautious.BEIJING — Construction and property sales have slumped. Small businesses have shut because of rising costs and weak sales. Debt-laden local governments are cutting the pay of civil servants.China’s economy slowed markedly in the final months of last year as government measures to limit real estate speculation hurt other sectors as well. Lockdowns and travel restrictions to contain the coronavirus also dented consumer spending. Stringent regulations on everything from internet businesses to after-school tutoring companies have set off a wave of layoffs.China’s National Bureau of Statistics said Monday that economic output from October through December was only 4 percent higher than during the same period a year earlier. That represented a further deceleration from the 4.9 percent growth in the third quarter, July through September.The world’s demand for consumer electronics, furniture and other home comforts during the pandemic has produced record-setting exports for China, preventing its growth from stalling. Over all of last year, China’s economic output was 8.1 percent higher than in 2020, the government said. Making matters worse, the Omicron variant of the coronavirus is now starting to spread in China, leading to more restrictions around the country and raising fears of renewed disruption of supply chains.The slowing economy poses a dilemma for China’s leaders. The measures they have imposed to address income inequality and rein in companies are part of a long-term plan to protect the economy and national security. But officials are wary of causing short-term economic instability, particularly in a year of unusual political importance.Next month, China hosts the Winter Olympics in Beijing, which will focus an international spotlight on the country’s performance. In the fall, Xi Jinping, China’s leader, is expected to claim a third five-year term at a Communist Party congress.Mr. Xi has sought to strike an optimistic note. “We have every confidence in the future of China’s economy,” he said in a speech on Monday to a virtual session of the World Economic Forum.But with growth in his country slowing, demand slackening and debt still at near-record levels, Mr. Xi could face some of the biggest economic challenges since Deng Xiaoping began lifting the country out of its Maoist straitjacket four decades ago.“I’m afraid that the operation and development of China’s economy in the next several years may be relatively difficult,” Li Daokui, a prominent economist and Chinese government adviser, said in a speech late last month. “Looking at the five years as a whole, it may be the most difficult period since our reform and opening up 40 years ago.”China also faces the problem of a rapidly aging population, which could create an even greater burden on China’s economy and its labor force. The National Bureau of Statistics said on Monday that China’s birthrate fell sharply last year and is now barely higher than the death rate. Private Sector StrugglesAs costs for many raw materials have risen and the pandemic has prompted some consumers to stay home, millions of private businesses have crumbled, most of them small and family owned.That is a big concern because private companies are the backbone of the Chinese economy, accounting for three-fifths of output and four-fifths of urban employment.Kang Shiqing invested much of his savings nearly three years ago to open a women’s clothing store in Nanping, a river town in Fujian Province in the southeast. But when the pandemic hit a year later, the number of customers dropped drastically and never recovered.As in many countries, there has been a broad shift in China toward online shopping, which can undercut stores by using less labor and operating from inexpensive warehouses. Mr. Kang was stuck paying high rent for his store despite the pandemic. He finally closed it in June.“We can hardly survive,” he said.Another persistent difficulty for small businesses in China is the high cost of borrowing, often at double-digit interest rates from private lenders.Chinese leaders are aware of the challenges private companies face. Premier Li Keqiang has promised further cuts in taxes and fees to help the country’s many struggling small businesses.On Monday, China’s central bank made a small move to reduce interest rates, which could help reduce slightly the interest costs of the country’s heavily indebted real estate developers. The central bank pushed down by about a tenth of a percentage point its interest rate benchmarks for one-week and one-year lending.Construction StallsThe building and fitting out of new homes has represented a quarter of China’s economy. Heavy lending and widespread speculation have helped the country erect the equivalent of 140 square feet of new housing for every urban resident in the past two decades.This autumn, the sector faltered. The government wants to limit speculation and deflate a bubble that had made new homes unaffordable for young families.China Evergrande Group is only the largest and most visible of a lengthening list of real estate developers in China that have run into severe financial difficulty lately.     Supply Chain Woes Could Worsen as China Imposes Covid Lockdowns

    American manufacturers are worried that China’s zero-tolerance coronavirus policy could throw a wrench in the global conveyor belt for goods this year.WASHINGTON — Companies are bracing for another round of potentially debilitating supply chain disruptions as China, home to about a third of global manufacturing, imposes sweeping lockdowns in an attempt to keep the Omicron variant at bay.The measures have already confined tens of millions of people to their homes in several Chinese cities and contributed to a suspension of connecting flights through Hong Kong from much of the world for the next month. At least 20 million people, or about 1.5 percent of China’s population, are in lockdown, mostly in the city of Xi’an in western China and in Henan Province in north-central China.The country’s zero-tolerance policy has manufacturers — already on edge from spending the past two years dealing with crippling supply chain woes — worried about another round of shutdowns at Chinese factories and ports. Additional disruptions to the global supply chain would come at a particularly fraught moment for companies, which are struggling with rising prices for raw materials and shipping along with extended delivery times and worker shortages.China used lockdowns, contact tracing and quarantines to halt the spread of the coronavirus nearly two years ago after its initial emergence in Wuhan. These tactics have been highly effective, but the extreme transmissibility of the Omicron variant poses the biggest test yet of China’s system.So far, the effects of the lockdowns on Chinese factory production and deliveries have been limited. Four of China’s largest port cities — Shanghai, Dalian, Tianjin and Shenzhen — have imposed narrowly targeted lockdowns to try to control small outbreaks of the Omicron variant. As of this weekend, these cities had not locked down their docks. Still, Volkswagen and Toyota announced last week that they would temporarily suspend operations in Tianjin because of lockdowns.Analysts warn that many industries could face disruptions in the flow of goods as China tries to stamp out any coronavirus infections ahead of the Winter Olympics, which will be held in Beijing next month. On Saturday, Beijing officials reported the city’s first case of the Omicron variant, prompting the authorities to lock down the infected person’s residential compound and workplace.If extensive lockdowns become more widespread in China, their effects on supply chains could be felt across the United States. That was up from fewer than 50 days at the beginning of 2019.The Biden administration has undertaken a series of moves to try to alleviate bottlenecks both in the United States and abroad, including devoting $17 billion to improving American ports as part of the new infrastructure law. Major U.S. ports are handling more cargo than ever before and working through their backlog of containers — in part because ports have threatened additional fees for containers that sit too long in their yards.Yet those greater efficiencies have been undercut by continuing problems at other stages of the supply chain, including a shortage of truckers and warehouse workers to move the goods to their final destination. A push to make the Port of Los Angeles operate 24/7, which was the centerpiece of the Biden administration’s efforts to address supply chain issues this fall, has still seen few trucks showing up for overnight pickups, according to port officials, and cargo ships are still waiting for weeks outside West Coast ports for their turn for a berth to dock in.West Coast ports could see further disruptions this year as they renegotiate a labor contract for more than 22,000 dockworkers that expires on July 1.     Supply Chain Woes Prompt a New Push to Revive U.S. Factories

    Companies are testing whether the United States can regain some of the manufacturing output it ceded in recent decades to China and other countries.When visitors arrive at the office of America Knits in tiny Swainsboro, Ga., the first thing they see on the wall is a black-and-white photo that a company co-founder, Steve Hawkins, discovered in a local antiques store.It depicts one of a score of textile mills that once dotted the area, along with the workers that toiled on its machines and powered the local economy. The scene reflects the heyday — and to Mr. Hawkins, the potential — of making clothes in the rural South.Companies like America Knits will test whether the United States can regain some of the manufacturing output it ceded in recent decades to China and other countries. That question has been contentious among workers whose jobs were lost to globalization. But with the supply-chain snarls resulting from the coronavirus pandemic, it has become intensely tangible from the consumer viewpoint as well.Mr. Hawkins’s company, founded in 2019, has 65 workers producing premium T-shirts from locally grown cotton. He expects the work force to increase to 100 in the coming months. If the area is to have an industrial renaissance, it is so far a lonely one. “I’m the only one, the only crazy one,” Mr. Hawkins said.But as he sees it, bringing manufacturing back from overseas — a move often called onshoring or reshoring — has found its moment. “America Knits shows it can be done and has been done,” he said.Some corporate giants are keen on testing that premise, if not for finished goods then certainly for essential parts.General Motors disclosed in December that it was considering spending upward of $4 billion to expand electric vehicle and battery production in Michigan. Experts say the trend is also encouraging manufacturing in northern Mexico, a short hop to the United States by truck.Called near-shoring, the move to Mexico is paralleled in Europe with factories opening in Eastern Europe to serve Western European markets like France and Germany.“We’re starting to see it in Mexico as well as in the U.S.,” said Theresa Wagler, chief financial officer of Steel Dynamics, a steel maker based in Fort Wayne, Ind. “Many companies now prefer security of supply over cost.”Mr. Knizek of EY-Parthenon expects industries with complex and more expensive products to lead the resurgence, including automobiles, semiconductors, defense and aviation and pharmaceuticals. Anything that requires large amounts of manual labor, or that is difficult to automate, is much less likely to return.For items like shoes or furniture or holiday lights, for example, “the economics are daunting,” said Willy C. Shih, a professor at Harvard Business School. “It’s hard to beat wages of $2.50 an hour.”Although trade tensions and shipping delays are making headlines, Professor Shih added, China retains huge advantages, like a mammoth work force, easy access to raw materials and low-cost factories. “For a lot of what American consumers buy, there aren’t a lot of good alternatives,” he added.But as the moves by auto and tech companies show, the United States can attract more sophisticated manufacturing. That has been a goal shared by Republican and Democratic administrations, including President Biden’s, which supports $52 billion in subsidies for domestic chip manufacturing.“Incentives to help level the playing field are a key piece,” said David Moore, chief strategy officer and senior vice president at Micron. “Building a leading-edge memory fabrication facility is a sizable investment; it’s not just a billion or two here and there. These are major decisions.”In the aftermath of the coronavirus and restrictions on exports of goods like masks, moving manufacturing closer to home is also being viewed as a national security priority, said Rick Burke, a managing director with the consulting firm Deloitte.“As the pandemic continues, there’s a realization that this may be the new normal,” Mr. Burke said. “The pandemic has sent a shock wave through organizations. It’s no longer a discussion about cost, but about supply-chain resiliency.”Despite the big announcements and the billions being spent, it could take until the late 2020s before the investments yield a meaningful number of manufacturing jobs, Mr. Burke said — and even then, raw materials and some components will probably come from overseas.Still, if the experts are correct, these moves could reverse decades of dwindling employment in American factories. A quarter of a century ago, U.S. factories employed more than 17 million people, but that number dropped to 11.5 million by 2010.Since then, the gains have been modest, with the total manufacturing work force now at 12.5 million.But the sector remains one of the few where the two-thirds of Americans who lack a college degree can earn a middle-class wage. In bigger cities and parts of the country where workers are unionized, factories frequently pay $20 to $25 an hour compared with $15 or less for jobs at warehouses or in restaurants and bars.Even in the rural South, long resistant to unions, manufacturing jobs can come with a healthy salary premium. At America Knits, a private-label manufacturer that sells to retailers including J. Crew and Buck Mason, workers earn $12 to $15 an hour, compared with $7.50 to $11 in service jobs.The hiring is being driven by strong demand for the company’s T-shirts, Mr. Hawkins said, as well as by a recognition among retailers of the effect of supply-chain problems on foreign sources of goods.“Retailers have opened their eyes more and are bringing manufacturing back,” he said. “And with premium T-shirts selling for $30 or more, they can afford to.”A few years ago, Julie Land said she would naturally have looked to Asia to expand production of outerwear and other goods for her Canadian company, Winnipeg Stitch Factory, and its clothing brand, Pine Falls.Instead, the 12-year-old business is opening a plant in Port Gibson, Miss., in 2022. Fabric will be cut in Winnipeg and then shipped to Port Gibson to be sewn into garments like jackets and sweaters. The factory will be heavily automated, Ms. Land said, enabling her company to keep costs manageable and compete with overseas workshops.“Reshoring is not going to happen overnight, but it is happening, and it’s exciting,” she said. “If you place an order offshore, there is so much uncertainty with a longer lead time.     U.S. Effort to Combat Forced Labor Targets Corporate China Ties

    The Biden administration is expected to face scrutiny as it decides how to enforce a new ban on products made with forced labor in the Xinjiang region of China.A far-reaching bill aimed at barring products made with forced labor in China became law after President Biden signed the bill on Thursday.But the next four months — during which the Biden administration will convene hearings to investigate how pervasive forced labor is and what to do about it — will be crucial in determining how far the legislation goes in altering the behavior of companies that source products from China.While it is against U.S. law to knowingly import goods made with slave labor, the Uyghur Forced Labor Prevention Act shifts the burden of proof to companies from customs officials. Firms will have to proactively prove that their factories, and those of all their suppliers, do not use slavery or coercion.The law, which passed the House and Senate nearly unanimously, is Washington’s first comprehensive effort to police supply chains that the United States says exploit persecuted minorities, and its impact could be sweeping. A wide range of products and raw materials — such as petroleum, cotton, minerals and sugar — flow from the Xinjiang region of China, where accusations of forced labor proliferate. Those materials are often used in Chinese factories that manufacture products for global companies.“I anticipate that there will be many companies — even entire industries — that will be taken by surprise when they realize that their supply chains can also be traced back to the Uyghur region,” said Laura Murphy, a professor of human rights and contemporary slavery at Sheffield Hallam University in Britain.If the law is enforced as written, it could force many companies to rework how they do business or risk having products blocked at the U.S. border.     Biden’s China Dilemma: How to Enforce Trump’s Trade Deal

    The Biden administration must decide whether to enforce a Trump-era trade deal that has not fulfilled its promise.WASHINGTON — When he assumed the White House, President Biden promised to take a different approach to China than his predecessor, saying that the Trump administration’s trade war had hurt American farmers and consumers, and failed to address significant concerns about China’s economic practices.But nearly a year into his presidency, Mr. Biden is stuck with ensuring that China lives up to the promises it made to President Donald J. Trump in a trade deal signed in January 2020.China is expected to fall far short of the trade deal’s target for purchasing an additional $200 billion of American products, including energy, services, food and manufactured goods, over the course of 2020 and 2021.According to tracking by Chad P. Bown of the Peterson Institute for International Economics, China is on pace to fulfill only 60 percent of the purchasing commitments it made in the trade deal by the end of 2022, after buying fewer airplanes, automobiles, crude oil and other American goods than anticipated.Chinese officials, in conversations with their American counterparts, have cited the global pandemic, factory stoppages and shipping disruptions as reasons for the shortfalls, according to people familiar with the talks. It is unclear how receptive the Biden administration is to that argument or whether the president will take action against China for not living up to its end of the deal.The text of the trade deal calls for further consultations if an “unforeseeable event outside the control of the parties delays a party from timely complying with its obligations.” It also allows the United States to take “remedial measures,” like imposing tariffs, if China violates the agreement and the governments cannot reach a consensus on how to move forward.But many U.S. businesses and consumer groups have been calling for the Biden administration to reduce the tariffs that Mr. Trump imposed on Chinese goods, which have driven up costs for American companies and consumers. The United States already has tariffs on roughly two-thirds of Chinese imports. Expanding tariffs to other goods could place a heavier burden on households and businesses at a time when prices are already rising.In a discussion with reporters last month, Katherine Tai, the U.S. Trade Representative, said that China’s “performance hasn’t been perfect, so what do we do about it?”“That’s the million dollar question. That’s the whole point of engaging with China right now.”“We’re working on it,” she added.The decision illustrates the perils for Mr. Biden of succeeding a president with a penchant for one-upmanship and a love of big round numbers.Mr. Trump received political credit, at least from his supporters, for signing the deal, which was arguably the most economic concessions the United States had secured from the Chinese government since it joined the World Trade Organization 20 years ago. But it is Mr. Biden and his deputies who now must decide the path forward — and incur the political risk — when the deal’s terms are not fully met.Liu Pengyu, a spokesman for the Chinese Embassy, declined to discuss the negotiations, but said in a statement that the economic and trade relationships between the two countries were “essentially mutually beneficial.”“Issues in bilateral economic and trade relations should be properly dealt with in the spirit of mutual respect and equal-footed consultation,” he added.Trade experts say it’s not particularly surprising that China has failed to meet such ambitious purchasing targets. According to Mr. Trump’s own telling, some of the targets in his “big beautiful monster” of a trade deal with China were basically made up.Discussing the origin of the agricultural targets in a cabinet meeting in October 2019, Mr. Trump said he had pushed for China to commit to between $60 billion and $70 billion a year in farm purchases, before settling on a figure of between $40 billion and $50 billion.“My people had $20 billion done, and I said, ‘I want more.’ They said, ‘The farmers can’t handle it.’ I said, ‘Tell them to buy larger tractors. It’s very simple,’” Mr. Trump said to laughter.“I want the farmers to come tell me, ‘Sir, we can’t produce that much,’” he added.When Mr. Trump signed the trade deal with China in January 2020, those estimates became enshrined as the word of the U.S. government. And though Mr. Biden and his deputies have criticized the trade deal for failing to address many of the most pressing trade issues that the United States has with China, they have since promised to uphold it.In a call last month with President Xi Jinping of China, President Biden underscored the importance of China fulfilling the commitments, and his desire for “real progress” in conversations between Ms. Tai and her counterpart, Vice Premier Liu He, a senior administration official said.Both Chinese and American officials have stressed that purchasing commitments are just one component of the trade deal. The deal also contained promises to streamline China’s import process for U.S. farm goods, ramp up penalties for intellectual property infringement and ease barriers for American financial firms doing business in China, among other reforms.Ms. Tai has said she is pressing Chinese leaders on those other commitments, as well as on important trade issues that were not covered in the deal, like China’s use of industrial subsidies to bolster its industries.But she called the trade deal, which is often referred to as Phase 1, “a living agreement.”“This is the commitment that we bring as an administration to the agreements that the United States enters into with our trading partners, which is, yes, we are holding them accountable,” Ms. Tai said.China has come closest to satisfying its target commitments on agriculture, fulfilling 83 percent of the purchases it was expected to have made by the end of October under the deal, according to tracking by Mr. Bown.Corn and pork sales to China have been particularly strong, after an epidemic of African swine fever decimated China’s pig herds. But exports of American soybeans, lobster and other products appear to have fallen short, according to Mr. Bown’s estimates.For manufactured goods, including Boeing airplanes, cars, medical instruments, pharmaceuticals and industrial machinery, China had purchased only 60 percent of what it promised to buy by the end of October, Mr. Bown said. In that category, aircraft and automotive sales have disappointed, in part because of the grounding of Boeing’s 737 Max airplane. But China’s purchases of American semiconductors and medical products to fight coronavirus, which are also included in that category, have been stronger.At the end of October, China had purchased 37 percent of the energy products it should have purchased under the deal, following slow sales of crude oil, coal and refined energy products. But Mr. Bown said the targets in that particular sector were “astronomically large.”China has also made commitments on services, but Mr. Bown said the United States did not publish clear monthly data on services exports, making Beijing’s progress difficult to evaluate.“Even from the earliest months of the phase one agreement, China was not on track,” Mr. Bown said. “Obviously the pandemic started early in 2020, but a big chunk of it was just that the targets were unrealistic to begin with.”The Biden administration has sought to de-emphasize the purchases, saying they are developing other more important trade policies related to China.Several trade agreements with Europe that were announced in recent months show how the administration plans to pursue its China trade strategy beyond Mr. Trump’s deal. American and European leaders have announced that they plan to strengthen their trade ties in technology, civil aircraft and steel, setting new standards that benefit free-market democracies and welcoming more like-minded countries to join their trading club.Last week, the Biden administration announced a partnership with several other countries meant to control the export of sensitive technologies to authoritarian countries, and encourage other like-minded countries to adopt sanctions for corruption and human rights offenses.Daniel H.     How Inflation Affects Turkey's Struggling Economy

    Even before the pandemic, Turkey was trying to ward off financial meltdown. The crisis has accelerated as President Recep Tayyip Erdogan has doubled down on his unorthodox policies.The signs of Turkey’s disastrous economy are all around. Long lines snake outside discounted bread kiosks. The price of medicine, milk and toilet paper are soaring. Some gas stations have closed after exhausting their stock. Angry outbursts have erupted on the streets.“Unemployment, high living costs, price increases, and bills are breaking our backs,” the Confederation of Progressive Trade Unions said last month.Even before the coronavirus pandemic and supply chain bottlenecks began walloping the world’s economies nearly two years ago, Turkey was trying to ward off a recession as it struggled with mountainous debt, steep losses in the value of the Turkish lira, and rising inflation. But in recent weeks that slow-moving train wreck has sped up with a ferocious intensity. And the foot that’s pushing hardest on the accelerator belongs to the country’s authoritarian president, Recep Tayyip Erdogan.Why is this happening now?Turkey’s economic problems have deep roots but the most recent crisis was caused by Mr. Erdogan’s insistence on lowering interest rates in the face of galloping inflation — precisely the opposite tactic of what economists almost universally prescribe.Mr. Erdogan, who has ruled Turkey for 18 years, has long resisted that particularly painful prescription, but his determination to keep cutting interest rates even as the country’s inflation rate tops a staggering 21 percent appears to be pushing Turkey past a tipping point.Normally, investors and others look to a nation’s central bank to keep inflation in check and set interest rates. But Mr. Erdogan has repeatedly shown that if Turkey’s central bankers and finance ministers won’t do what he wants, he will get rid of them, having already fired three in two years.The value of the lira has nose-dived in recent weeks, and on Monday hit a record low — reaching 14.3 to a dollar, from about 7 to the dollar earlier this year — pushing some businesses and households that have borrowed money from abroad into bankruptcy. The currency’s steep decline means prices for imported goods keep rising. Shortages are common and people are struggling to afford food and fuel. The youth unemployment rate is 25 percent. The president’s popularity is sinking and his opponents have become emboldened.With an election coming up in 18 months, Mr. Erdogan seems convinced that his strategy will enable the Turkish economy to grow out of its problems. Since he began governing Turkey in 2003, he has undertaken expensive infrastructure projects, courted foreign investors and encouraged businesses and consumers to load up on debt. Growth took off.“Turkey was considered to be an economic miracle” during the first decade of Mr. Erdogan’s rule, said Kadri Tastan, a senior fellow at the German Marshall Fund based in Brussels. Poverty was sliced in half, millions of people swelled the ranks of the middle class, and foreign investors were eager to lend.But Mr. Erdogan’s relentless push to expand became unsustainable. Rather than pull back, however, the giddy borrowing continued.The increasingly unstable economy was caught in a bind. High interest rates attracted foreign investors to accept the risk and keep lending, but they would stunt growth. Mr. Erdogan was unwilling to accept that trade-off, and continued to support cheap borrowing as inflation took off and the currency’s value declined.And he insists that high interest rates cause inflation — even though it is low interest rates that put more money into circulation, encourage people to borrow and spend more, and tend to drive up the prices.“Erdogan has his own economic philosophy,” said Henri Barkey, a fellow at the Council on Foreign Relations.The economy seesawed between these conflicting goals until 2018 when growing political tensions between Turkey and the United States caused the value of the lira to topple.The political standoff eased, but the underlying economic problems remained. Mr. Erdogan kept pushing state banks to offer cheap loans to households and businesses and the borrowing frenzy continued. “Things never really normalized,” said Selva Demiralp, an economist at Koc University in Istanbul.When the chief of the central bank resisted pressure from the president to lower the 24 percent interest rate in 2019, Mr. Erdogan fired him, the beginning of a pattern.To prop up the lira, Turkish banks began selling off their reserves of dollars. Those stocks of dollars are now running low.The global economic slowdown caused by the coronavirus pandemic has added to the strains by limiting the sales of Turkish goods around the world. Turkey is quite dependent on imports like automobile parts and medicine, as well as fuel and fertilizer and other raw materials. When the lira depreciates, those products cost more to buy.At the same time, Mr. Erdogan’s disdain for conventional economic theory has scared off some foreign investors, who had been eager to loan Turkish businesses hundreds of millions of dollars but now are losing faith in the currency.And the lower rates go, the faster inflation rises. Over the past year, the lira has lost more than 45 percent of its value, and the official inflation rate has surged past 20 percent, although many analysts believe the rate on the streets is much higher.By comparison, an inflation rate of 6.8 percent so far this year in the United States (the highest in nearly four decades) and a 4.9 percent rate in the eurozone are enough to set off alarms.In Turkey, skyrocketing prices are causing misery among the poor and impoverishing the middle class.“We can’t make a living,” said Mihriban Aslan, as she waited on a long line to buy bread in Istanbul’s Sultangazi district. “My husband is 60 years old, he can’t work much now.” He has a small pension of 1,800 lira — which at the moment is worth about $125. “I sometimes do needle work at home to bring in extra money,” she said.Businesses would rather hoard goods than sell them because they don’t think they will be able to afford to replace them.Ismail Arslanturk, a 22-year-old cashier at a neighborhood grocery shop, complained that the price of green lentils has nearly doubled. “I don’t believe the economy will be fixed after this point,” said Mr. Arslanturk, who added he was forced to leave high school to help support his family. “I am hopeless.’’A currency exchange office in Turkey.     A partnership with Australia, Denmark, Norway, Canada, France, the Netherlands and the United Kingdom aims to stem the flow of key technologies to authoritarian governments.WASHINGTON — The Biden administration announced a partnership on Friday with Australia, Denmark, Norway, Canada, France, the Netherlands and the United Kingdom to try to stem the flow of sensitive technologies to authoritarian governments.The partnership, named the Export Controls and Human Rights Initiative, calls for the countries to align their policies on exports of key technologies and develop a voluntary written code of conduct to apply human rights criteria to export licenses, according to a White House statement.The effort is aimed at combating the rise of “digital authoritarianism” in countries like China and Russia, where software and advanced surveillance technologies have been used to track dissidents and journalists, shape public opinion and censor information deemed dangerous by the government.The announcement was part of the last day of the Summit for Democracy, the White House’s virtual gathering of officials from over 100 countries aimed at bolstering democracies.By working to synchronize export controls across countries, American officials hope to cast a wider net to prevent authoritarian nations from accessing important technologies, as well as help companies with U.S. operations operate on a more even playing field.While a decade ago the internet was seen as a force for democracy and openness, authoritarian governments today have learned that big data, internet controls, artificial intelligence and social media “could make them even more powerful,” Samantha Power, the administrator for the U.S. Agency for International Development, said at the virtual summit on Friday.Ms. Power said the United States would undertake a suite of new measures over the next year to help set global norms around technology and human rights. Those steps include investing up to $20 million annually to drastically expand the digital democracy work of the Agency for International Development, working with like-minded countries to establish principles for open source technology products, and introducing an initiative with Canada and Denmark to lay out how governments should use surveillance technology in a manner consistent with human rights and the rule of law. The United States will also provide up to $3.75 million to fund new “democracy affirming” technologies, like privacy-preserving artificial intelligence, and establish a separate fund for anti-censorship technology, Ms. Power said. The government’s use of export controls, especially against China, greatly ramped up during the Trump administration, which imposed restrictions on ZTE, Huawei and other Chinese technology firms to prevent Beijing from gaining access to sensitive technologies like quantum computing, advanced semiconductor chips and artificial intelligence that could give its military an advantage or build up the Chinese surveillance state.But critics say those measures, by focusing only on American exports, fell short of their goals. While companies that manufacture products in the United States no longer ship certain goods to China, competitors in Japan, Europe and elsewhere have continued to make sales. That has encouraged some high-tech companies to devote more spending on research and development outside the United States, to maintain access to the lucrative Chinese market.American-developed technology has also been used by authoritarian governments for more nefarious purposes, like monitoring and censoring their citizens.In a joint statement issued Friday, Australia, Denmark, Norway and the United States said that “authoritarian governments increasingly are using surveillance tools and other related technologies in connection with serious human rights abuses, both within their countries and across international borders, including in acts of transnational repression to censor political opposition and track dissidents.”They added, “Such use risks defeating the benefits that advanced technologies may bring to the world’s nations and peoples.”The work at this week’s summit included exploring how best to strengthen domestic legal frameworks, share information on threats and risks, and share and develop best practices for controlling technology exports, a White House statement said.In the coming year, the countries are expected to consult with academics and industries on their efforts. Any decisions on controls of specific technologies will be voluntary and left up to individual countries to carry out.The Biden administration has continued a trend, begun in the Trump administration, of leveling export controls at companies engaged in human rights violations, including those that have supported China’s repression of Muslim minorities.This week, the Biden administration announced new restrictions on Cambodia to address human rights abuses, corruption and the growing influence of China’s military in the country. In November, the administration blacklisted the NSO Group, an Israeli technology firm, saying the company knowingly supplied spyware used to target the phones of dissidents, human rights activists and journalists.The administration has also accelerated discussions of export controls with Europe, through a partnership set up this year called the Trade and Technology Council. But given that there is no legal basis for imposing import bans across the European Union, decisions on those restrictions fall to its member states.The United States is already part of a multilateral arrangement on export controls called the Wassenaar Arrangement, which was established in 1996. But critics say the grouping, which has more than 40 members, including Russia, has moved too slowly to match the pace of technological development. More

The Consumer Price Index for services is up 3.6 percent from the previous year. For durable goods, it is up 13.2 percent. And those goods represent a much larger share of America’s consumer spending than they did before Covid-19 hit.On the eve of the pandemic, about 31 percent of American consumer spending went toward goods, and the rest toward services. In September, that share had risen to about 35 percent, down just slightly from its pandemic highs.
