    Dollar Stores Hit a Pandemic Downturn

    Sandra Beadling was fed up with the 70-hour workweeks, the delivery trucks running days behind schedule, and the wear and tear on her knees from all the stooping to restock the bottom shelves.The manager of the Dollar General store in Wells, Maine, Ms. Beadling, 54, had tried to hire more help. But that was a tough sell when Walmart was offering $16 an hour and her store was paying $12.Ms. Beadling had spent long stretches this summer as one of only a few workers in the store, tending to the register and trying to help shoppers. She had pleaded with her managers to allow the store’s part-time workers to have more hours, but to no avail.One night last month, Ms. Beadling closed up the Dollar General at 10, got home at 11:30 and then left her house at 4 a.m. to be back at the store for an inventory check. “I was so tired I couldn’t find words,” she said. She sent her assistant manager a text saying she had quit and then blocked her co-workers’ numbers so they couldn’t call back and persuade her to stay.“It wasn’t sustainable,” Ms. Beadling said.Some wonder whether the same can be said for the unbridled success of dollar stores and their business model, which has benefited from the prevalence of poverty and disinvestment in the inner cities and rural America. Dollar stores, which pay among the lowest wages in the retail industry and often operate in areas where there is little competition, are stumbling in the later stages of the pandemic.Sales are slowing and some measures of profit are shrinking as the industry struggles with a confluence of challenges. They include burned-out workers, pressure to increase wages, supply chain problems and a growing number of cities and towns that are rejecting new dollar stores because, they say, the business model harms their communities.Just this week, Dollar Tree, which also operates Family Dollar stores, said it would start selling more products above $1. The move has broad significance beyond the discount retail industry, analysts say, because it signals that a company that has built its brand on selling $1 merchandise feels the need to shift its model to account for higher wages and an unreliable supply line from Asia.“It means these issues may be permanent,” said Scott Mushkin, a founder and an analyst at R5 Capital, a research and consulting firm focused on retail.The dollar store strategy has struggled in an economy like the current one.Edmund D. Roughly one in every three stores that have been announced to open in the United States this year is a dollar store, according to Coresight Research, a retail advisory firm, a sign of how well the industry did in 2020.The business model, which relies on relatively cheap labor and inexpensive goods, is designed to flourish even when its core customers are hurting financially. The strategy was honed during the high unemployment and wage stagnation of the Great Recession of 2008.But dollar stores are not as well equipped for the surreal economy of today, when workers like Ms. Beadling are quitting in protest and a single coronavirus case on a container ship can cause a two-month delay in getting Chinese-made merchandise to the United States.“This is another case of the pandemic laying bare the underlying vulnerabilities in how we’ve set up our economy,” said Stacy Mitchell, co-director of the Institute for Local Self-Reliance, an advocacy group that is critical of many large corporate retailers.While just about every retailer is dealing with shipping and distribution problems, the dollar stores may have difficulty passing on the increased costs to price-sensitive customers.Dollar Tree said it expected as much as $200 million in additional freight costs this year.In an August conference call with analysts, Dollar Tree’s chief executive, Michael Witynski, recounted how one of the shipping vessels the company had chartered was denied entry to a Chinese port after a crew member tested positive for the virus. Analysts say some of these additional expenses are driven by the pressure to raise wages.Still, the higher pay may not be enough to encourage employees to stay on the job. Workers say the stores are chronically understaffed and rely on part-time workers who are given unpredictable schedules and cannot afford the required employee contribution for health care benefits.In a statement, Dollar General said, “We pay competitive wages, which are determined based on several factors including the relevant labor market.” The company added that “our operating standards are designed to provide stores with sufficient labor hours, and it is not our expectation that store managers should work 70 to 80 hours per week.”Part-time workers sometimes encounter the opposite problem of not having enough work. As a store manager, Ms. Beadling said, she was constantly trying to find additional hours to give to her employees who needed the money, including one worker who was living in a tent because she couldn’t afford rent.But the allotted hours for the store were limited by higher-up managers, she said. This summer, social media buzzed with photos of dollar stores, from Lincoln, Neb., to Pittsburgh and beyond, where employees had taped up signs in the front door announcing that they had walked off the job.“Capitalism will destroy this country,” read one sign in the window of a Dollar General in Eliot, Maine, this spring. “If you don’t pay people enough to live their lives, why should they slave away for you?”Paige Murdock, the former Dollar General manager in Eliot, now works in a coffee warehouse and delivers for DoorDash.Simon Simard for The New York TimesPaige Murdock, a manager of the Eliot store, was the first to quit. The company limited the hours she could give to her staff, she said, which often meant she was running the store short-handed.She went weeks without getting a day off or seeing her family but, as a salaried employee, did not receive overtime pay. When a manager said Ms. Murdock, 44, couldn’t take her previously approved vacation week to help her daughter, who is in the military, move to Texas, she decided to quit.“If you look at my résumé, I am a very loyal employee,” Ms. Murdock said. “I will work my heart out. All the other jobs I left I would give two weeks’ notice. I don’t call out. I don’t ask for much.”Mr. Murdock now works in a warehouse for a coffee company and picks up delivery jobs at DoorDash to fill in the gaps.In its statement, Dollar General said its manager turnover “has been at historically low levels over the past few years.”Chris Burton started working at a Dollar General in New Orleans in the spring of 2020, earning $10 an hour. A saxophonist, he took the job because his work as a substitute teacher and his musical performances had been put on hold during the pandemic. More than a year later, his hourly pay has nudged up only to $11.“Walmart will move you up to $15 much faster,” said Mr. Burton, 34, who works with Step Up Louisiana, a labor advocacy group that has been pushing for improved working conditions in dollar stores. “But Dollar General is never going to pay as much as Walmart. That’s how they keep their prices lower. Fountain for The New York TimesWall Street is also taking note of the low pay and the complaints from employees about working conditions.“We regularly see shelves that are stocked in a disorganized manner,” said Brad Thomas, an analyst at KeyBanc Capital Markets. “As a retail analyst that indicates that the store doesn’t have enough labor or the right labor.”Mr. Mushkin of R5 Capital said other major retailers had responded faster to the changing labor conditions by raising wages when their sales were booming last year. Those early moves resulted in a smaller hit to their bottom line than what the dollar stores are experiencing.“We provide our associates with flexible schedules and market-competitive pay, and in all cases, we are at or above minimum wage in the markets we operate in,” Dollar Tree said in a statement.Political attitudes toward dollar stores in some communities are also shifting. Since the start of the pandemic, nearly three dozen communities have passed limits on dollar store developments or rejected stores outright, according to the Institute for Local Self-Reliance.The dollar stores say those are the exceptions. “We are always disappointed when local lawmakers choose to limit our ability to serve their community, but these relatively few situations have not materially impaired our ability to grow,” Dollar General said.The company added, “We provide our customers with convenient access to essential items and quality brands they want and need, including components of a nutritious meal,” including fresh produce, which is being offered in an increasing number of stores.Although the opposition hardly makes a dent in the more than 1,620 dollar stores slated to open this year, some measures have happened in major markets such as the Atlanta area and Cleveland, and in small towns like Warrensburg, N.Y.There has been considerable opposition on Warrensburg’s governing board to a Dollar General that was proposed to be built on Main Street.Bryan Rounds, a member of the board, said Warrensburg, in the southern Adirondacks, had long been mostly a “drive-through town” on the road to lakeside camps or ski slopes farther north. But during the pandemic, Warrensburg, like many rural areas, became a popular spot for Airbnb rentals. “Things are happening around here,” Mr. Rounds said. “We don’t need one of these stores.” More

    Top Fed officials say the labor market needs more time to heal.

    Top Federal Reserve officials emphasized on Monday that the labor market was far from completely healed, underlining that the central bank will need to see considerably more progress before it will feel ready to raise interest rates.“We still have a long way to go until we achieve the Federal Reserve’s maximum employment goal,” John C. Williams, the president of the Federal Reserve Bank of New York, said in a speech Monday afternoon.Leading Fed officials — including Mr. Williams, Lael Brainard and Jerome H. Powell, the Fed chair — have given similar assessments of the outlook in recent days and weeks. They have pointed out that the economy is swiftly healing, bringing back jobs and normal business activity, and that existing disruptions to supply chains and hiring issues will not last forever.But they say that the recovery is incomplete and that it’s worth being modest about the path ahead, especially as the Delta variant demonstrates the coronavirus’s ability to disrupt progress.“Delta highlights the importance of being attentive to economic outcomes and not getting too attached to an outlook that may get buffeted by evolving virus conditions,” Ms. Brainard, a Fed governor, said on Monday.Those comments came on the heels of the Fed’s September meeting, at which the central bank’s policy-setting committee clearly signaled that officials could begin to pare back their vast asset-purchase program as soon as November. They have been buying $120 billion in government and government-backed securities each month.The speeches on Monday emphasized that as officials prepare to make that first step away from full-fledged economic support, they are trying to separate the decision from the Fed’s path for its main policy interest rate, which is set to zero.Central bankers have said they want to see the economy return to full employment and inflation on track to average 2 percent over time before lifting rates away from rock bottom.That makes the debate over the labor market’s potential a critical part of the Fed’s policy discussion.Some regional Fed presidents, including James Bullard at the Federal Reserve Bank of St. Louis and Robert S. Kaplan at the Federal Reserve Bank of Dallas, have suggested that the labor market may be tighter than it appears, citing data including job openings and retirements.But Mr. Williams said on Monday that the job market still had substantial room to improve. While the unemployment rate has fallen from its pandemic high, he said the Fed was looking at more than just that number, which tracks only people who are actively looking for work. The Fed also wants the employment rate to rebound. He pointed out that a high level of job openings is not a clear signal that the job market has healed.“Even if job postings are at a record high, job postings are not jobs,” Mr. Williams said. “These vacancies won’t be filled instantly.”Although Mr. Williams said he had been watching the impact of school reopenings on the labor market, he said he did not think they would cause a huge surge in people returning to work this month or in October.“It may take quite a bit longer for the labor supply to come fully back,” he said.Ms. Brainard batted back the idea that labor force participation — the share of adults who are working or looking for jobs — might not return to its prepandemic level.“The assertion that labor force participation has moved permanently lower as a result of a downturn is not new,” she said.     'Every Day Is Frightening': Working For Walmart Amid Covid

    It was a hot morning in Baton Rouge, La., the day that Peter Naughton woke up on the floor.Sore, disoriented, he’d already grasped what his mother was now telling him: He’d had another seizure. But he also grasped a larger truth: He needed to pull it together and somehow go to work.A cashier and self-checkout host at the nearby Walmart, Mr. Naughton dreaded depleting his limited paid time off in the midst of a pandemic. His mother, for her part, insisted that her epileptic son, then 44, stay home and rest. The hours after a seizure were difficult enough. Toss in the stress of Covid-19 and a customer base that largely — and often angrily — rejected mask use, and a day at work seemed anything but recuperative.In the end, Mr. Naughton’s growing headache and general fogginess were intense enough that he conceded to his mother’s wishes. He dialed once, twice, three times. No answer. Given the penalty for missing work without giving notice — and the fear of risking his job during uncertain times — he saw what he had to do. Reeling, he made the trip to the store and clocked in.That was the summer of 2020, and in the bewildering year since, the stakes and strain around low-wage frontline jobs like Mr. Naughton’s seem only to have multiplied.As shuttered offices cautiously debate the merits and logistics of reopening, a parallel sphere of workers — retail employees, day laborers, emergency personnel, medical staff, and so on — seemingly inhabit another country entirely. In their case nothing ever shuttered. Often their jobs just got really, really hard.“Every day is frightening,” Mr. Naughton said recently, now nearly two years into his employment at Walmart.Mr. Naughton said this in the dark, his power still out days after Hurricane Ida had barreled through Louisiana. It was 93 degrees. Later he would take another cold shower, also in the dark, in hopes of cooling off before bed.Mr. Naughton lives on a quiet, grassy street of low brick homes with his aging parents, not far from where he attended high school some two decades prior. He had an apartment of his own for a while last year, but his $11.55 hourly wage wasn’t enough to pay the rent, even working full time. So he moved back in with his mother and father, and now lives in fear of bringing the highly contagious Delta variant home to them. (Mr. Naughton is fully vaccinated. But at 78, his father has health issues that prevent him from getting the shots, Mr. Naughton said — health issues that make severe illness likelier should he contract the disease.)Mr. Naughton, 45, lives with his aging parents and worries about bringing the highly contagious Delta variant home to them.Emily Kask for The New York TimesElsewhere in the country, the conversation has begun to move on, away from early Covid alarm and into something more guardedly speculative. What will post-pandemic life look like? How have our priorities shifted? But for vast swaths of the nation, largely untouched by doses from Pfizer and Moderna, it remains late 2020 in many ways.“A lot of people here still don’t believe the virus is real — even when the hospitals are full, even when they have family dying,” Mr. Naughton said. “With the vaccines, one co-worker told me getting it would go against her faith. Another told me it contains baby fetuses and mercury. Someone else said it was created by Bill Gates to insert microchips to track you. I said, ‘Why would he want to track you?’”The conversations Mr. Naughton describes may be epidemiologically out of step, but he and thousands of others seem trapped in an America-right-now vortex, a swirl of politics, belief, resentment and fear. At fast food restaurants, grocery stores, warehouses, nursing homes and anywhere else frontline workers show up each day, a deep schism has taken hold. Workers nervous about the virus find themselves at the mercy of those who aren’t.“If I ask people to wear a mask or socially distance at work, they get mad and tell the manager. Then I have to get coached. If you get coached too many times, you lose your job,” Mr. Naughton said, referring to the company’s system for managing worker infractions. (Charles Crowson, a Walmart spokesman, did not dispute that an accumulation of coachings could lead to termination.)Draped over this dynamic are often the stark realities of poverty, and the stresses of navigating a low-paying job in a high-pressure situation. And so an already strained situation strains further. Bitterness over masking requests, job insecurity, a run on bottled water, vaccine politics — tensions routinely boil over in his store and beyond, Mr. Naughton said.“It wasn’t always like this. It used to be more friendly here. It’s become hostile. People are really on edge. They fight with you in the store, or with each other,” he said. “The other day a woman wanted to fight over the price of potatoes. You can even see it in how people drive, like they have a death wish.”These days Mr. Naughton passes a fair amount of time alone. He burns off stress at the gym, goes on hikes, reads books on politics. (By flashlight, in the days after Hurricane Ida.) The Delta resurgence also dealt a blow to his social life — at one point, concerned about the alarming spread in Louisiana, he canceled plans to see live comedy with a co-worker. She went on without him; “she wasn’t worried about it,” he said.Over the last few months, Mr. Naughton has pinned his hopes on a transfer — there’s another nearby Walmart he believes to be less stressful. After extensive lobbying, he said the move was finally approved. This past April the group released a report with the public health nonprofit Human Impact Partners, finding that Walmart could have prevented at least 7,618 Covid cases and saved 133 lives with a more robust paid sick time policy. (Researchers have estimated that some 125,000 Walmart workers nationwide likely contracted Covid between February 2020 and February 2021.)United for Respect is pushing for five measures in response: hazard pay of $5 per hour; access to adequate paid and unpaid leave; immediate notification of positive cases within a given store; the inclusion of workers in the creation of safety protocols; and protection from retaliation. In the meantime, it has created a Covid reporting tool for workers at Amazon and Walmart. So far almost 1,900 cases have been claimed at 360 stores and facilities.“Walmart lets in people without masks all the time, and social distancing isn’t enforced,” Mr. Naughton said. “Our lives are constantly in danger. They have ‘health ambassadors,’ but all they do is sit at the door offering customers masks. I’ve had to fill in for them. A lot of people just ignore you, or else get angry.”In response, Mr. Crowson, the Walmart spokesman, replied that the company “has worked hard to protect the health and safety of associates and customers. This includes administering no-cost vaccinations, enhanced cleaning practices, daily health screenings and temperature checks for our associates, special bonuses and an emergency leave policy.”For Mr. Naughton, donning his yellow “Proud Walmart Associate” vest each morning and going to work is basic survival in perilous economic times.Emily Kask for The New York TimesFor his part, Mr. Naughton continues fearing work while also fearing the idea of missing any. That’s partly the work ethic he inherited from his father, who never once called in sick to the chemical plant where he spent his career. But it’s also basic survival in perilous economic times. Putting aside any medical implications for him or his loved ones, he worries that contracting Covid could cost him his job. At 45, reliant on Medicaid for health coverage and having no retirement plan to speak of, he continues to don his yellow “Proud Walmart Associate” vest each morning.Over the years Mr. Naughton has worked at fast food restaurants, grocery stores and an amusement park. The idea of finding a more Covid-safe work-from-home gig appeals to him, but his hours at Walmart leave little time for job hunting. Regardless, he says the positions he comes across are “the kind you can’t get without experience, but you can’t get experience without a job.”Asked about the distant universe of office careers and mask-wars-free remote work, Mr. Naughton, he replied that it all feels “unfair.”“They say we’re essential,” he said, “but they treat us like we’re disposable.” More

    What Will It Take for Electric Vehicles to Create Jobs, Not Cut Them?

    A report by a liberal think tank tries to quantify the potential employment gains and losses, concluding that subsidies will be crucial.When President Biden announced his multitrillion-dollar jobs plan in March, it included nearly $175 billion in spending to encourage Americans to buy electric vehicles.The money would help ensure “that these vehicles are affordable for all families and manufactured by workers with good jobs,” the White House wrote at the time.Now, as Mr. Biden’s plan wends its way through Congress, a liberal think tank has tried to flesh out the number of jobs to be gained or lost in the transition away from internal-combustion vehicles.The report, released Wednesday by the Economic Policy Institute, concluded that it would take government subsidies focused on developing a domestic supply chain and increasing demand for U.S.-made vehicles to avoid job losses.It found that without additional government investment, the industry could lose about 75,000 jobs by 2030, the year by which Mr. Biden wants half the new vehicles sold in the country to be electric.By contrast, the report said, if government subsidies were targeted to increase the portion of electric vehicle components that are manufactured domestically, and to increase the market share of U.S.-made vehicles, the industry could add about 150,000 jobs by the end of the decade.“That’s the payoff — making the sector a center of good jobs again,” said Josh Bivens, an economist who is one of the report’s authors. “If we don’t try to react proactively with good policy we’ll see continued downward pressure on the number of good jobs.”Looming over the transition to electric vehicles is the fact that they have substantially fewer moving parts than gasoline-powered ones and require less labor to manufacture — about 30 percent less, according to figures from Ford Motor. Ford and General Motors have said they are taking on a greater role in battery production.Rebecca Cook/ReutersThere are essentially two ways to offset the projected job losses: to increase the proportion of each vehicle’s parts that are made domestically — specifically in the powertrain, the key parts and systems that power a car — and to sell more vehicles assembled in the United States.Mr. Bivens and his co-author, James Barrett, an economic consultant, examine the effects of doing both. They note that roughly three-quarters of the parts in the powertrain for a U.S.-made gasoline vehicle are produced domestically, versus less than half of the parts in the powertrain of a U.S.-made electric vehicle.Raising the proportion of domestic content in electric vehicles so that it mirrors gas-powered ones could save tens of thousands of jobs a year, they estimate — potentially more than half the likely job losses that would arise without additional government action.But to transform likely job deficits into job gains, Mr. Barrett and Mr. Bivens find, it is necessary to increase the market share of vehicles made in the United States. According to the study, the percentage of vehicles sold in the United States that are made domestically has hovered around 50 percent over the past decade. If it were to rise to 60 percent, the authors conclude, the industry could gain over 100,000 jobs in 2030.If market share were instead to drop to 40 percent by the end of the decade and there were no increase in the domestic content of electric vehicle powertrains, the industry could lose more than 200,000 jobs, the report finds.Under the Democratic plan circulating in Congress, a current $7,500 tax credit for the purchase of a new electric vehicle would rise as high as $12,500. An extra $4,500 would apply to vehicles assembled at unionized factories in the United States. Consumers would receive the final $500 if their vehicle had a U.S.-made battery.     They Never Could Work From Home. These Are Their Stories.

    Day after day, they went to work.While white-collar America largely worked from the cocoons of their homes, these workers left for jobs elsewhere. Most had no choice.For many workers around the country, the Delta variant’s surge this summer upended long-awaited plans to return to the office this fall. But millions more — including nurses, cashiers, restaurant and grocery workers, delivery drivers, factory workers, janitors and housekeepers — never worked from home in the first place.“They’re the people who often are working around the public, often working in jobs that are requiring them to be at particular risk from the virus,” said Eliza Forsythe, an economist at the University of Illinois. “All of these types of jobs where you’re not sitting at a computer — that’s what’s really been the backbone for allowing the rest of the economy to go remote.”More than a year and a half after the pandemic disrupted nearly all aspects of everyday life, one of the starkest economic divides to emerge has been between workers who can work from home and those who cannot.We asked six never-remote workers about their experiences and they shared their stories below.Just 35 percent of Americans — fewer than 50 million people out of 137 million — worked from home at some point in May 2020 because of the pandemic, when remote work was at its peak, according to the Bureau of Labor Statistics.Those who could not work from home were employed in a wide array of industries, including health care, agriculture, leisure and hospitality, retail, transportation, construction and manufacturing. Many were considered part of the army of frontline and essential workers, with jobs that were considered so critical that they could not be put on hold even during a public health crisis. They were typically lower-wage, less educated and disproportionately people of color. During a time when millions of Americans lost their jobs, a portion of these workers — those who worked throughout the pandemic or who were only unable to work in the early days of the virus — could be considered relatively lucky. At the same time, many of these never-remote workers could not afford, or did not have the necessary skills, to find other jobs despite the fear of contagion. And a large share also lost their jobs completely, in part because they were unable to work remotely when their businesses temporarily or permanently closed during the pandemic. Many of these workers had jobs in the service industry. We’re constantly apologizing.I was recently hurt from pushing too many wheelchairs. My whole arm felt like needles and pounding. The doctor said I had a tear. I was off for two weeks. I didn’t get paid for that.I earn $7.58 an hour plus tips. You don’t get sick pay. You don’t get vacation pay. There’s no retirement pay. There are other people who are injured and still pushing chairs. There’s people with back ulcers and shoulder pain. Co-workers are getting sick. I tell them, “Go home.” But they don’t. They rely on the tips to survive.Even though I’m going through this, I don’t feel safe getting another job out there. If there’s another breakout, we’ll feel safer at the airport. This is the only place that kept on going because they needed to move people around — people who were sick, doctors, lawyers.     Biden’s New Vaccine Push Is a Fight for the U.S. Economy

    The effort reflects the continuing and evolving threat the coronavirus pandemic poses to the economic recovery.WASHINGTON — President Biden’s aggressive move to expand the number of vaccinated Americans and halt the spread of the Delta variant is not just an effort to save lives. It is also an attempt to counter the continuing and evolving threat that the virus poses to the economy.Delta’s rise has been fueled in part by the inability of Mr. Biden and his administration to persuade millions of vaccine-refusing Americans to inoculate themselves against the virus. That has created another problem: a drag on the economic recovery. Real-time gauges of restaurant visits, airline travel and other services show consumers pulled back on some face-to-face spending in recent weeks.After weeks of playing down the threat that a new wave of infections posed to the recovery, the president and his team blamed Delta for slowing job growth in August. “We’re in a tough stretch,” he conceded on Thursday, after heralding the economic progress made under his administration so far this year, “and it could last for a while.”The virus threatens the recovery even though consumers and business owners are not retrenching the way they did when the coronavirus began to spread in the United States in the spring of 2020. Far fewer states and cities have imposed restrictions on business activity than in previous waves, and administration officials vowed on Thursday that the nation would not return to “lockdowns or shutdowns.”But a surge in deaths crippled consumer confidence in August and portends a possible chill in fall spending as people again opt for limited in-person commerce. The unchecked spread of the virus has also contributed to a rapid drop in the president’s approval ratings — even among Democrats.The explosion of new cases and deaths also appears to have deterred many would-be workers from accepting open jobs in businesses across the country, economists say. That comes as businesses and consumers are complaining about a labor shortage and as administration officials pin their hopes on rising wages to power consumer spending in place of fading government support for distressed families.The plan Mr. Biden announced on Thursday would mandate vaccinations for federal employees and contractors and for millions of health care workers, along with new Labor Department rules requiring vaccines or weekly tests for employees at companies with more than 100 employees. It would push for more testing, offer more aid to small businesses, call on schools to adopt vaccine requirements and provide easy access to booster shots for eligible Americans. The president estimated the requirements would affect 100 million Americans, or about two-thirds of all workers.“We have the tools to combat the virus,” he said, “if we can come together and use those tools.”Mr. Biden faces political risks from his actions, which drew swift backlash from many conservative lawmakers who accused him of violating the Constitution and abusing his powers.But administration officials have always viewed vaccinating more Americans as the primary strategy for reviving the recovery.“This is an economic downturn that has been spawned from a public health crisis,” Cecilia Rouse, the chairwoman of the White House Council of Economic Advisers, said last month in an interview. “So we will get back to economic health when we get past the virus, when we return to public health as well.”That is likely true even in places that already have high inoculation rates. Mr. Biden’s inability thus far to break through vaccine hesitancy, particularly in conservative areas, has also become a psychological spending drag on those in highly vaccinated areas. That is because vaccinated Americans appear more likely to pull back on travel, dining out and other activity out of fear of the virus.“People who vaccinate themselves very early are people who are already very careful,” said Jesús Fernández-Villaverde, a University of Pennsylvania economist who has studied the interplay between the pandemic and the economy. “People who do not vaccinate themselves are less careful. So there is a multiplier effect” when it comes to those kinds of decisions.The economic effect from the virus varies by region, and it has changed in key ways over the course of the pandemic. In some heavily vaccinated parts of the country — including liberal states packed with Mr. Biden’s supporters — virus-wary Americans have pulled back on economic activity, even though infection rates in their areas are low. In some less-vaccinated states like Texas that have experienced a large Delta wave, data suggest rising hospitalization and death rates are not driving down activity as much as they did in previous waves.“It appears the latest Covid surge has been less impactful on the economy than previous surges in Texas,” said Laila Assanie, a senior business economist at the Federal Reserve Bank of Dallas, which surveys employers in the state each month about their activity during the pandemic.Business owners, Ms. Assanie said, “said they were better prepared this time around.”The threat of the Delta variant has caused consumers to pull back on some face-to-face spending.Brittainy Newman for The New York TimesRespondents to the survey said consumer spending had not fallen off as much this summer, compared with the initial spread of the coronavirus in March 2020 or a renewed spike last winter, even as case and hospitalization rates neared their previous peak from January. The share of businesses reporting that concerns about the pandemic were an impediment to hiring workers tripled from July to August.Data from Homebase, which provides time-management software to small businesses, show that employment in entertainment, dining and other coronavirus-sensitive sectors has fallen in recent weeks as the Delta variant has spread. But the decline is smaller than during the spike in cases last winter, suggesting that economic activity has become less sensitive to the pandemic over time. But there is a risk that it will be undercut by a continued pandemic dampening of labor force participation. Economists who have tracked the issue say that even if consumers have grown more accustomed to shopping or dining out as cases rise, there is little sign that would-be workers, even vaccinated ones, have become more accepting of the risks of returning to service jobs as the pandemic rages.“It’s becoming increasingly clear that employers are eager to hire,” said Andrew Atkeson, an economist at the University of California at Los Angeles who has released several papers on the economics of the pandemic. “The problem is not that people aren’t spending. It’s that people are still reluctant to go back to work”The Delta wave also appears to be sidelining some workers by disrupting child care and, in some cases, schools — forcing parents to take time off or to delay returning to jobs.Some forecasters believe the combination of rising vaccination rates and a growing share of Americans who have already contracted the virus will soon arrest the Delta wave and set the economy back on track for rapid growth, with small-business hiring and restaurant visits rebounding as soon as the end of this month. “Now is the time to start thinking about the post-Delta world,” Ian Shepherdson, the chief economist at Pantheon Macroeconomics, wrote in a research note this month.Other economists see the possibility that a continued Delta wave — or a surge from another variant in the months to come — will substantially slow the recovery, because potential workers in particular remain sensitive to the spread of the virus.“That’s a very real danger,” said Austan Goolsbee, a former head of the Council of Economic Advisers under President Barack Obama whose research earlier in the pandemic showed fear, not government restrictions, was the driving force behind lost economic activity from the virus.“At the same time,” Mr. Goolsbee said, “it also shows promise: the fact that when we get control of the spread of the virus, or even stabilize the spread of the virus, the economy wants to come back.”The greatest lift to the country, and likely to Mr. Biden’s popularity, from finally curbing the virus would not be regained business sales or jobs created. It would be stemming a death toll that has climbed to about 650,000 since the pandemic began.“I always tell undergraduates, when they take economics with me, that economics is not about optimizing output,” said Mr. Fernández-Villaverde, the University of Pennsylvania economist. “It’s about optimizing welfare. The industry could face a shortage of at least two million workers through 2025, according to an estimate from Construction Industry Resources, a data firm in Kentucky.The pandemic has compounded labor shortages, as sectors like construction see a boom in home projects with more people teleworking and moving to the suburbs. Contractors have also faced a scarcity of supplies as prices soared for products like lumber and steel.Job openings in construction have picked up at a rapid clip after the sector lost more than one million jobs at the beginning of the pandemic. According to an Associated Builders and Contractors analysis, construction job openings have increased by 12 percent from prepandemic levels. But the sector is still down about 232,000 jobs from February 2020, according to data from the Bureau of Labor Statistics.The issue underscores a perennial challenge for the skilled trades. Not enough young people are entering the sectors, a concern for companies as older workers retire from construction, carpentry and plumbing jobs. And although many skilled trade positions have competitive wages and lower educational barriers to entry, newer generations tend to see a four-year college degree as the default path to success.Infrastructure workers tend to be older than average, raising concerns about workers retiring and leaving behind difficult-to-fill positions. The median age of construction and building inspectors, for instance, is 53, compared with 42.5 for all workers nationwide. Only 10 percent of infrastructure workers are under 25, while 13 percent of all U.S. workers are in that age group, according to a Brookings Institution analysis.“The challenge is, how are we going to replace — not just grow, but replace — many of the workers who are retiring or leaving jobs?” said Joseph W. Kane, a fellow at the Brookings Institution. “​A lot of people, especially younger people, just aren’t even aware that these jobs exist.”Community colleges, which offer a variety of vocational training programs, have suffered steep declines in enrollment. A recent estimate from the National Student Clearinghouse Research Center found that community colleges were the hardest hit among all colleges, with enrollment declining by 9.5 percent this spring. He said his company had already scheduled out work until June 2022.He wants to hire more skilled masons to finish the projects sooner, but he can’t find enough people to fill the dozen positions he has open, even though he is willing to pay up to $50 an hour — twice what he offered before the pandemic. He checks his email daily, waiting for more applications to come in.“My biggest struggle is finding guys that want to work,” Mr. Kadavy said.Even when he does hear from applicants, Mr. Kadavy said, he is unable to hire many of them because they are not qualified enough. He was already seeing a shortage of skilled masons before the pandemic, he said, and he worries that the craft is “dying” because newer generations are not pursuing the field.The nation’s public transit systems would receive $39 billion under the infrastructure bill, allowing agencies to expand service and upgrade decades-old infrastructure. But transit agencies are dealing with worker shortages of their own, facing a dearth of bus drivers, subway operators and maintenance technicians.Metro Transit in Minneapolis is trying to hire about 100 bus drivers by the end of the year, said Brian Funk, the agency’s acting chief operating officer. The agency had originally aimed to hire 70 workers by the end of June, but it met only about half of that goal.Although he is optimistic that the agency will be able to fill those remaining positions after ramping up efforts to promote the openings, he said he was still wary about some workers choosing to leave.“We know that every day that goes by, there’s the potential that somebody else is looking at either retirement or another job,” Mr. Funk said.Some are optimistic that policymakers will be able to scale up work force development programs to keep up with the demand the infrastructure bill would create. Projects could take several months to get started, economists said, giving the country time to train workers who are not yet qualified.“These problems are not insurmountable,” said Nicole Smith, the chief economist at the Georgetown University Center on Education and the Workforce. “Not having a sufficiently trained work force is something that can be addressed.”But others are worried that the bill does not do enough to draw more people into infrastructure fields, especially historically underrepresented groups like women and people of color. Although Mr. Biden originally proposed a $100 billion investment in work force development, that funding was left out in the latest version of the bipartisan infrastructure bill.
