    California Senate Passes Bill Reining In Amazon Labor Model

    The bill would curb production quotas at Amazon and other companies that critics say are excessive and force workers to forgo bathroom breaks.In the latest sign of the growing scrutiny of Amazon’s labor practices, the California State Senate on Wednesday approved a bill that would place limits on production quotas for warehouse workers.The bill, which passed the Senate 26-to-11, was written partly in response to high rates of injuries at Amazon warehouses. The legislation prohibits companies from imposing production quotas that prevent workers from taking state-mandated breaks or using the bathroom when needed, or that keep employers from complying with health and safety laws.The Assembly, which passed an initial version in May, is expected to approve the Senate measure by the end of the state’s legislative session on Friday.“In the Amazon warehouse space, what we’re trying to take on is this increased use of quotas and discipline based on not meeting the quotas, without a human factor in dealing with a reason why a worker might not make a quota,” Assemblywoman Lorena Gonzalez, the bill’s author, said in an interview last week.Gov. Gavin Newsom had not indicated before the vote whether he would sign the bill, but his staff was involved in softening certain provisions that helped pave the way for its passage.Experts said the bill was novel in its attempts to regulate warehouse quotas that are tracked by algorithms, as at Amazon, and make them transparent.“I believe one of Amazon’s biggest competitive advantages over rivals is this ability to monitor their work force, prod workers to work faster and discipline workers when they fail to meet quotas,” said Beth Gutelius, research director at the Center for Urban Economic Development at the University of Illinois Chicago.“It’s unprecedented for a bill to intervene like this in the ways that technology is used in the workplace,” added Dr. Gutelius, who focuses on warehousing and logistics.Business groups have strongly opposed the bill, complaining that it will lead to costly litigation and hamstring the entire industry even though it is primarily intended to address labor practices at a single company.Amazon has not commented on the bill but has said that it tailors performance targets to individual employees over time based on their experience level and that the targets take into account employee health and safety. The company has emphasized that fewer than 1 percent of terminations are related to underperformance.The bill would require Amazon and other warehouse employers to disclose productivity quotas to workers and regulators, and would allow workers to sue to eliminate quotas that prevent them from taking breaks and following safety protocols.While it is unclear how big an impact the bill would have on Amazon’s operations, limiting the company’s hourly productivity quotas would probably affect its costs more than its ability to continue next-day and same-day delivery.“I think it’s all about money, not about what the system is set up to handle,” said Marc Wulfraat, president of the supply-chain and logistics consulting firm MWPVL International. “If you said to me, ‘Bring the rate down from 350 to 300 per hour,’ I’d say, ‘OK, we need to add more people to the operation — maybe we need 120 people instead of 100.’”A report by the Strategic Organizing Center, a group backed by four labor unions, shows that Amazon’s serious-injury rate nationally was nearly double that of the rest of the warehousing industry last year.“They would say, ‘Always pivot, never twist,’ all this stuff you’re supposed to do,” said Nathan Morin, who worked in an Amazon warehouse in California for more than three years packing and picking items before leaving in December. “But it’s oftentimes impossible to follow the proper body movements while also making rate.”The company has vowed to improve worker safety and said it had spent more than $300 million this year on new safety measures.Amazon is under growing pressure from unions and other groups over its labor practices. A regional office of the National Labor Relations Board has indicated that it is likely to overturn a failed union election at an Amazon warehouse in Alabama on the grounds that the company improperly interfered with the voting.The objections to the election were brought by the Retail, Wholesale and Department Store Union, which spearheaded the organizing campaign.The International Brotherhood of Teamsters, which backed the California bill and whose local officials have helped to derail a tax abatement for Amazon in Indiana and approval for an Amazon facility in Colorado, has committed to providing “all resources necessary” to unionize Amazon workers.“This is a historic victory for workers at Amazon and other major warehouse companies,” Ron Herrera, a Teamsters official who is president of the Los Angeles County Federation of Labor, said in a statement. “These workers have been on the front lines throughout the pandemic, while suffering debilitating injuries from unsafe quotas.” More

Her effort is indicative of the difficult slog ahead as the business lobby mobilizes to chip away at Democrats’ tax-raising ambitions, which some lawmakers say will have to be scaled back to maintain party unity, an assessment the White House has disputed.On Thursday, the House Ways and Means Committee is set to begin formally drafting its voluminous piece of the 10-year measure to combat climate change and reweave the nation’s social safety net, with paid family and medical leave, expanded public education, new Medicare benefits and more. Those taxes would be levied on inherited assets based on the gain in value from when those assets were initially purchased.Ms. Heitkamp, who said she was recruited to the opposition campaign by the Democratic former senator-turned-superlobbyist John Breaux, is adamant that taxation upon death, regardless of wealth, is deadly politics. Ms. Heitkamp said she was finding a receptive audience among potential swing voters in rural areas, especially owners of family farms, even though Democrats say such voters would never be affected by the changes under consideration. Lobbyists already expect this piece of the estate tax changes to wash out in the lobbying deluge.“This is very consistent with my concern about revitalizing the Democratic Party in rural America,” Ms. Heitkamp said. “You may want to do this,” she said she had counseled her former colleagues, “but understand there will be risk, and risk is the entire agenda.”Even more significantly, the Finance Committee is looking at taxing the accumulated wealth of billionaires, regardless of whether it is sold. Extremely wealthy Americans like the Amazon founder Jeff Bezos would have a decade to pay a one-time tax on the value of assets like stocks that have been accruing value for years. They would then pay taxes each year on the annual gain in value of their stocks, bonds and other assets, much like many Americans pay property taxes on the annually assessed value of their homes.Another key component is the international tax code. The Biden administration has called for doubling the tax that companies pay on foreign earnings to 21 percent, so the United States complies with an international tax deal that the administration is brokering, which would usher in a global corporate minimum tax of at least 15 percent.The Organization for Economic Cooperation and Development announced in July that more than 130 countries had agreed to the new framework, which aims to eliminate tax havens and end a race to the bottom on corporate tax rates. Representative Lloyd Doggett of Texas, a senior Democrat on the Ways and Means Committee, and 40 other members of his party on Tuesday backed the White House. Yet some Democratic lawmakers have expressed concern that U.S. companies would still be at a competitive disadvantage if other countries enacted minimum tax rates as low as 15 percent and the United States had a higher rate.Treasury Secretary Janet L. Yellen addressed those concerns in a Twitter post on Friday.“As Congress begins to finalize their legislation, I urge them to remember the historic opportunity that we have to end the race to the bottom and finally have a foreign policy and a tax code that works for the middle class,” she wrote.Republicans are already on the attack. After the disappointing monthly jobs report on Friday, Representative Kevin Brady of Texas, the ranking Republican on the Ways and Means Committee, said the slowing economy would “only get worse if the Democrats’ trillions in tax hikes and welfare spending is rammed through Congress in September.”Senator Ron Wyden of Oregon, the chairman of the Finance Committee, said he understood that business groups and Republicans would howl that the tax increases would kill jobs, stifle the economy and hurt ordinary, struggling Americans.“The big lobbies are going to attack you under any circumstance,” he said, “and half the time they’re just making it up.”But he insisted that the politics had changed. Americans who struggled during the coronavirus pandemic can see how rich others have become. New revelations from a trove of tax records leaked to ProPublica showed that household names like Mr. Bezos and Elon Musk paid virtually no federal taxes.Other lawmakers are not so sure, especially in the House, where midterm campaigns loom and a razor-thin Democratic majority is clearly at risk. Among the most vulnerable members are those from conservative-leaning districts where tax increases are particularly unpopular.“No one wants to throw the House away,” said Representative Donald S. A corporate tax rate increase at home and abroad is likely to pass, though it may not be as high as some Democrats would like. So is a higher top income tax rate on individuals.     California Bill Could Alter Amazon Labor Practices

    The bill would rein in production quotas at warehouses that critics say are excessive and force workers to forgo bathroom breaks.Among the pandemic’s biggest economic winners is Amazon, which nearly doubled its annual profit last year to $21 billion and is on pace to far exceed that total this year.The profits flowed from the millions of Americans who value the convenience of quick home delivery, but critics complain that the arrangement comes at a large cost to workers, whom they say the company pushes to physical extremes.That labor model could begin to change under a California bill that would require warehouse employers like Amazon to disclose productivity quotas for workers, whose progress they often track using algorithms. “The supervisory function is being taken over by computers,” said Assemblywoman Lorena Gonzalez, the bill’s author. “But they’re not taking into account the human factor.”The bill, which the Assembly passed in May and the State Senate is expected to vote on this week, would prohibit any quota that prevents workers from taking state-mandated breaks or using the bathroom when needed, or that keeps employers from complying with health and safety laws.The legislation has drawn intense opposition from business groups, which argue that it would lead to an explosion of costly litigation and that it punishes a whole industry for the perceived excesses of a single employer.“They’re going after one company, but at the same time they’re pulling everyone else in the supply chain under this umbrella,” said Rachel Michelin, the president of the California Retailers Association, on whose board Amazon sits.California plays an outsize role in the e-commerce and distribution industry, both because of its huge economy and status as a tech hub and because it is home to the ports through which much of Amazon’s imported inventory arrives. The Inland Empire region, east of Los Angeles, has one of the highest concentrations of Amazon fulfillment centers in the country.Kelly Nantel, an Amazon spokeswoman, declined to comment on the bill but said in a statement that “performance targets are determined based on actual employee performance over a period of time” and that they take into account the employee’s experience as well as health and safety considerations.“Terminations for performance issues are rare — less than 1 percent,” Ms. Nantel added.The company faces growing scrutiny of its treatment of workers, including an expected ruling from a regional director of the National Labor Relations Board that it unlawfully interfered in a union vote at an Alabama warehouse. The finding could prompt a new election there, though Amazon has said it would appeal to preserve the original vote, in which it prevailed.In June, the International Brotherhood of Teamsters passed a resolution committing the union to provide “all resources necessary” to organize Amazon workers, partly by pressuring the company through political channels. Teamsters officials have taken part in successful efforts to deny Amazon a tax abatement in Indiana and approval for a facility in Colorado and are backers of the California legislation.Both sides appear to regard the fight over Amazon’s quotas as having high stakes. “We know that the future of work is falling into this algorithm, A.I. kind of aspect,” said Ms. Gonzalez, the bill’s author. “If we don’t intervene now, other companies will be the next stage.”Ms. Michelin, the retail association president, emphasized that the data was “proprietary information” and said the bill’s proponents “want that data because it helps unionize distribution centers.”A report by the Strategic Organizing Center, a group backed by four labor unions, shows that Amazon’s serious-injury rate nationally was almost double that of the rest of the warehousing industry in 2020 and more than twice that of warehouses at Walmart, a top competitor.Asked about the findings, Ms. Nantel, the Amazon spokeswoman, did not directly address them but said that the company recently entered into a partnership with a nonprofit safety advocacy group to develop ways of preventing musculoskeletal injuries. She also said that Amazon had invested over $300 million this year in safety measures, like redesigning workstations.Amazon employees have frequently complained that supervisors push them to work at speeds that wear them down physically.“There were a lot of grandmothers,” one worker said in a study underwritten by the Los Angeles County Federation of Labor, another backer of the California bill. Managers would “come to these older women, and say, ‘Hey, I need you to speed up,’ and then you could see in her face she almost wants to cry. She’s like, ‘This is the fastest my body can literally go.’”Yesenia Barrera, a former Amazon worker in California, said that managers told her she needed to pull 200 items an hour from a conveyor belt, unbox them and scan them. She said she was usually able to reach this target only by minimizing her bathroom use.“That would be me ignoring using restroom-type things to be able to make it,” Ms. Barrera said in an interview for this article. “When the bell would ring for a break, I felt like I had to do a few more items before I took off.”An employee sorted items at a Staten Island warehouse in May. Lee/The New York TimesEdward Flores, faculty director of the Community and Labor Center at the University of California, Merced, says repetitive strain injuries have been a particular problem in the warehousing industry as companies have automated their operations.“You’re responding to the speed at which a machine is moving,” said Dr. Flores, who has studied injuries in the industry. “The greater reliance on robotics, the higher incidence of repetitive motions and thus repetitive injuries.” Amazon has been a leader in adopting warehouse robotics.Ms. Gonzalez said that when she met with Amazon officials after introducing a similar bill last year, they denied using quotas, saying that they relied instead on goals and that workers were not punished for failing to meet them.During a meeting a few days before the Assembly passed this year’s bill, she said, Amazon officials acknowledged that they could do more to promote the health and safety of their workers but did not offer specific proposals beyond coaching employees on how to be more productive.At one point during the more recent meeting, Ms. Gonzalez recalled, an Amazon official raised concerns that some employees would abuse more generous allotments of time for using the bathroom before another official weighed in to de-emphasize the point.“Someone else tried to walk it back,” she said. “It’s often said quietly. It’s not the first time I’ve heard it.”The bill’s path has always appeared rockier in the State Senate, where amendments have weakened it. The bill no longer directs the state’s occupational safety and health agency to develop a rule preventing warehouse injuries that result from overwork or other physical stress.Instead, it gives the state labor commissioner’s office access to data about quotas and injuries so it can step up enforcement. Workers would also be able to sue employers to eliminate overly strict quotas.Ms. Gonzalez said she felt confident about the Senate vote, which must come by the close of the legislative session on Friday, but business groups are still working hard to derail it.Ms. Michelin, the retailer group president, said that the Senate committees’ changes had made the bill more palatable and that her members might support a measure that gave more resources to regulators to enforce health and safety rules.     The $3.5 trillion social policy bill that lawmakers begin drafting this week would touch virtually every American, at every point in life, from conception to old age.WASHINGTON — When congressional committees meet this week to begin formally drafting Democrats’ ambitious social policy plan, they will be undertaking the most significant expansion of the nation’s safety net since the war on poverty in the 1960s, devising legislation that would touch virtually every American’s life, from conception to aged infirmity.Passage of the bill, which could spend as much as $3.5 trillion over the next decade, is anything but certain. President Biden, who has staked much of his domestic legacy on the measure’s enactment, will need the vote of every single Democrat in the Senate, and virtually every one in the House, to secure it. And with two Democratic senators, Joe Manchin III of West Virginia and Kyrsten Sinema of Arizona, saying they would not accept such a costly plan, it will challenge Democratic unity like nothing has since the Affordable Care Act.That is largely because the proposed legislation would be so transformative — a cradle-to-grave reweaving of a social safety net frayed by decades of expanding income inequality, stagnating wealth and depleted governmental resources, capped by the worst public health crisis in a century.The pandemic loosened the reins on federal spending, prompting members of both parties to support showering the economy with aid. It also uncorked decades-old policy desires — like expanding Medicare coverage or paid family and medical leave — that Democrats contend have proved to be necessities as the country has lived through the coronavirus crisis.“Polls have shown for a very long time that these issues to support American families were important, and were popular, but all of a sudden they became not a ‘nice to have’ but a ‘must have,’” said Heather Boushey, a member of Mr. Biden’s Council of Economic Advisers who has been developing such policies for decades.Democrats say they will finance their spending with proposed tax increases on corporations — which has already incited a multifaceted, big-budget effort by business groups working to kill the idea — and by possibly taxing wealth in ways that the United States has never tried before.“We’re talking about free or affordable child care where no one pays more than 7 percent of their income; we’re talking about universal pre-K programs with two years of formal instruction; we’re talking about two years of postsecondary education,” said Representative Jamaal Bowman of New York, a former teacher and principal who is vice chairman of the House Education and Labor Committee. “This is how you build a strong nation.”To Republicans, who are readying a counteroffensive, the Democratic plans are nothing short of socialism. When that child turns 3, another part of the bill, universal prekindergarten, would ensure public education can begin at an earlier age, regardless of where that child lives.Most families with children would continue to receive federal income supplements each month in the form of an expanded child tax credit that was created temporarily by Mr. Biden’s pandemic-rescue law and would be extended by the new social policy bill. School nutrition programs, expanded on an emergency basis during the pandemic, would continue to offer more children free and reduced-price meals long after the coronavirus retreats.And at high school graduation, most students would be guaranteed two years of higher education through expanded federal financial aid, geared toward community colleges.Even after that, income supplements and generous work force training programs — including specific efforts to train home health and elder-care workers — would keep the government present in many adult lives. In old age, people would be helped by tax credits to offset the cost of elder care and by an expansion of Medicare to cover dental, hearing and vision services.“Many of us feel that this is the biggest opportunity we will have in our careers to do something deeply structural and transformational to our economy,” Representative Donald S. Beyer Jr., Democrat of Virginia, said, “and we should not miss it.”To critics, the legislation represents a fundamental upending of American-style governance and a shift toward social democracy. With it, they worry, would come European-style endemic unemployment and depressed economic dynamism.“There’s always been difference of opinion on the role of government in people’s lives, and the United States has long taken a different approach than Western Europe,” said N. Gregory Mankiw, a Harvard economist who was chairman of President George W. Bush’s Council of Economic Advisers. “This is clearly designed to take a big step toward the Western European model.”Defenders shrug off such concerns. Representative Robert C.     As his poll numbers slide, the president and his aides have mounted an aggressive pitch in Congress and around the country for his spending plans on infrastructure and more.WASHINGTON — President Biden, his aides and his allies in Congress face a September sprint to secure a legislative victory that could define his early presidency.Democrats are racing the clock after party leaders in the House struck a deal this week to advance the two-track approach that Mr. Biden hopes will deliver a $4 trillion overhaul of the federal government’s role in the economy. That agreement sets up a potentially perilous vote on one part of the agenda by Sept. 27: a bipartisan deal on roads, broadband, water pipes and other physical infrastructure. It also spurred House and Senate leaders to intensify efforts to complete a larger, Democrats-only bill to fight climate change, expand educational access and invest heavily in workers and families, inside that same window.If the party’s factions can bridge their differences in time, they could deliver a signature legislative achievement for Mr. Biden, on par with the New Deal or Great Society, and fund dozens of programs for Democratic candidates and the president to campaign on in the months to come.If they fail, Mr. Biden could find both halves of his economic agenda dashed, at a time when his popularity is slumping and few if any of his other top priorities have a chance to pass Congress.The president finds himself at a perilous moment seven months into his term. Private forecasters have marked down their expectations for growth in the back half of the year, citing supply constraints and the threat from the Delta variant.White House economists still expect strong job gains through the rest of the year and a headline growth rate that far exceeds what any forecasters expected at the start of 2021, before Mr. Biden steered a $1.9 trillion stimulus plan through Congress. Trump’s desk without a single Democratic vote.Sticking to it will require sustained support from administration officials both in and out of Washington. In the first three weeks of August, Mr. Biden dispatched cabinet members to 31 states to barnstorm for the infrastructure bill and his broader economic agenda, with events in the districts of moderate and progressive members of Congress, according to internal documents obtained by The New York Times. His secretaries of transportation, labor, interior, energy, commerce and agriculture sat for dozens of local television and radio interviews to promote the bills.Even with those efforts, the initial clash over advancing the budget this week was resolved with a flurry of calls from Mr. Biden, top White House officials and senior Democrats to the competing factions in the House.Congressional leaders say they have spent months laying the groundwork so that their party can move quickly toward consensus. Speaker Nancy Pelosi of California told colleagues in a letter on Wednesday that “we have long had an eye to having the infrastructure bill on the president’s desk by the Oct. 1,” the date when many provisions in the bipartisan package are slated to go into effect.Committee leaders have been instructed to finish their work by Sept. 15, and rank-and-file lawmakers have been told to make their concerns and priorities known quickly as they maneuver through substantive policy disagreements, including whether it should be as much as $3.5 trillion and the scope of Mr. Biden’s proposed tax increases.“I’m sure everybody’s going to try their best,” said Representative John Yarmuth of Kentucky, the House Budget Committee chairman. “Some committees will have it rougher than others.”Senator Ron Wyden of Oregon, the chairman of the Senate Finance Committee, has been releasing discussion drafts of proposals to fund the $3.5 trillion budget reconciliation spending — the larger bill that Democrats plan to move without any Republican support — including raising taxes on high earners and businesses.     After Trumka’s Death, A.F.L.-C.I.O. Faces a Crossroads

    For years, influencing political outcomes has been the priority. Some are calling for more emphasis on basic organizing.Richard Trumka’s 12 years as A.F.L.-C.I.O. president coincided with the continued decline of organized labor but also moments of opportunity, like the election of a devoutly pro-labor U.S. president. With Mr. Trumka’s death last week, the federation faces a fundamental question: What is the A.F.L.-C.I.O.’s purpose?For years, top union officials and senior staff members have split into two broad camps on this question. On one side are those who argue that the A.F.L.-C.I.O., which has about 12 million members, should play a supporting role for its constituent unions — that it should help build a consensus around policy and political priorities, lobby for them in Washington, provide research and communications support, and identify the best ways to organize and bargain.On the other side of the debate are those who contend that the federation should play a leading role in building the labor movement — by investing resources in organizing more workers; by gaining a foothold in new sectors of the economy; by funding nontraditional worker organizations, like those representing undocumented workers; and by forging deeper alliances with other progressive groups, like those promoting civil rights causes.As president, Mr. Trumka identified more with the first approach, which several current and former union officials said had merit, particularly in light of his close ties to President Biden. Liz Shuler, who has served as acting president since Mr. Trumka’s death and hopes to succeed him, is said to have a similar orientation.But as the federation contemplates its future, there is one inescapable fact that may color the discussion: Mr. Trumka’s approach did not appear to be resolving an existential crisis for the U.S. labor movement, in which unions represent a mere 7 percent of private-sector workers.“American workers’ level of collective bargaining coverage is not comparable to that of any other similar democracy,” said Larry Cohen, a former president of the Communications Workers of America. “If you’re not there to grow, you’re in trouble. You’re just playing defense. You’ll be here till someone turns the lights out.”Funding for a department specifically dedicated to organizing dropped substantially during Mr. Trumka’s presidency, to about 10 percent by 2019, according to documents obtained by the website Splinter. Ms. Shuler said in an interview on Friday that the department’s budget did not reflect other resources that go toward organizing, like the millions of dollars that the A.F.L.-C.I.O. sends to state labor federations and local labor councils, which can play an important role in organizing campaigns. Although the rate of union membership fell by about 1.5 percentage points during Mr. Trumka’s tenure to under 11 percent, his influence in Washington helped lead to several accomplishments. Among them were a more worker-friendly revision of the North American Free Trade Agreement, tens of billions of dollars in federal aid to stabilize union pension plans and a job-creating infrastructure bill now moving through Congress.The economic rescue plan that Mr. Biden signed in March sent hundreds of billions of dollars in aid to state and local governments, which public sector unions, increasingly the face of the labor movement, considered a lifeline.But the cornerstone of Mr. Trumka’s plan to revive labor was a bill still awaiting enactment: the Protecting the Right to Organize Act, or PRO Act. The legislation would make unionizing easier by forbidding employers from requiring workers to attend anti-union meetings and would create financial penalties for employers that flout labor law. The federation invested heavily in helping to elect public officials who could help pass the measure.During an interview with The New York Times in March, Mr. Trumka characterized the PRO Act as, in effect, labor’s last best hope. “Because of growing inequality, our economy is on a trajectory to implosion,” he said. “We have to have a way for workers to have more power and employers to have less. And the best way do that is to have the PRO Act.”Ms. Shuler echoed that point, arguing that labor will be primed for a resurgence if the measure becomes law. “We have everything in alignment,” she said. “The only thing left is the PRO Act to unleash what I would say is the potential for unprecedented organizing.”But so far, placing most of labor’s hopes on a piece of legislation strongly opposed by Republicans and the business community has proved to be a dubious bet. While the House passed the bill in March and Mr. Biden strongly supports it, the odds are long in a divided Senate.When asked whether the A.F.L.-C.I.O. could support Mr. Biden’s multitrillion-dollar jobs plan if it came to a vote with no prospect of passing the PRO Act as well, Mr. Trumka refused to entertain the possibility that he would have to make such a decision.Airport workers protested for a minimum wage of $15 in Newark in 2016. Lee/The New York Times“I don’t see that happening,” he said in the interview. “This president and this administration understand the power of solving inequalities through collective bargaining.”An alternative approach might have made building power outside Washington more of a priority by expanding the ranks of union members and increasing the leverage of workers who are not union members.In the view of Mr. Cohen, the former communications workers leader, one advantage of a large investment in organizing is that it allows the labor movement to place bets in a variety of industries and workplaces where workers are increasingly enthusiastic about unionizing, but where traditional unions don’t have a large presence — like the video game industry and other technology sectors.Such funding can help support workers who want to help organize colleagues in their spare time, as well as a small cadre of professionals to assist them. “You have 100 people who you pay $25,000 per year, and 15 people full time, and the people can build something where they live,” Mr. Cohen said.Stewart Acuff, the A.F.L.-C.I.O.’s organizing director from 2002 to 2008 and then a special assistant to its president, said the federation’s role in organizing should include more than just directly funding those efforts. He said it was essential to make adding members a higher priority for all of organized labor, as he sought to do under Mr. Trumka’s predecessor.“We were challenging every level of the labor movement to spend 30 percent of their resources on growth,” said Mr. Acuff, who has criticized the direction of the federation under Mr. Trumka. “That didn’t just mean organizers. It meant using access to every point of leverage,” like pressuring companies to be more accepting of unions.Mr. Acuff also said that the A.F.L.-C.I.O. must be more willing to place long bets on organizing workers that may not pay off with more members in the short term, but that help build power and leverage for workers.He cited the Fight for $15 and a Union, a yearslong campaign to improve wages for fast-food and other low-wage workers and make it easier for them to unionize. The campaign, which has received tens of millions of dollars from the Service Employees International Union, has succeeded in many ways even though it has produced few if any new union members. The A.F.L.-C.I.O. has supported the Fight for $15 but not provided direct financial backing.Mr. Cohen and Mr. Acuff both cited the importance of building long-term alliances with outside groups — like those championing civil rights or immigrant rights or environmental causes — which can increase labor’s power to demand, say, that an employer stand down during a union campaign.A protest for racial and economic justice organized by the A.F.L.-C.I.O. last year. Under its constitution, the A.F.L.-C.I.O. executive council will meet within three weeks to choose a successor to serve out Mr. Trumka’s term, which expires next year.A leading candidate will be Ms. Shuler, who as secretary-treasurer became acting president on Mr. Trumka’s death. If the council selects Ms. Shuler to fill out Mr. Trumka’s term, it could propel her to the presidency next year and cement the federation’s direction, a prospect that some reformers within the labor movement regard with concern.A number of these reformers back Sara Nelson, the president of the Association of Flight Attendants, as the federation’s next president. Ms. Nelson has argued for diverting much of the tens of millions of dollars the labor movement spends on political activities to help more workers unionize.But Ms. Shuler insists that deciding between investing in organizing and the federation’s other priorities is a false choice.“I don’t think that they are mutually exclusive,” she said. “The way modern organizations work, you no longer have heavy institutional budgets that are full of line items.     As Infrastructure Bill Nears Key Vote, Deficit Takes Back Seat

    Many Republicans are disregarding the deficit impact for the sprawling infrastructure bill, but intend to change course for looming battles on social spending and the debt ceiling.WASHINGTON — The bipartisan shrug that greeted the news that the Senate’s infrastructure bill contains $256 billion worth of deficit spending marked a new moment in the post-Trump era, one that highlighted how deficits matter only situationally to Republicans and inflation fears ebb and flow, depending on the politics of the issue.With a key test vote on the infrastructure measure expected around noon on Saturday, the Republican Party’s blasé attitude toward deficits will last only a matter of days.By early next week, with the bill likely passed, Democratic leaders will have to decide how to deal with a looming crisis: the approaching statutory limit on how much the Treasury can borrow to finance the government’s debt.They will also be pressing for Senate passage of a budget resolution intended to speed approval of $3.5 trillion in spending on health care, education, child care, immigration and other social policies, much of which would be paid for by tax increases on corporations and the wealthy.And the muffled murmurs from Republicans over infrastructure costs will give way to howls of outrage.“That will be an extraordinary debate of enormous dimension,” Senator Mitch McConnell of Kentucky, the Republican leader, predicted. “I can’t think of a single issue that underscores the difference between the two parties more than the reckless tax-and-spending spree that we’ll be dealing with here in the next week or two.”In the past, the Congressional Budget Office has loomed like the sword of Damocles over delicate legislative compromises, a nonpartisan scorekeeper whose rulings on the nation’s finances and fortunes could sink or propel hard-fought policy measures. The budget office’s prediction that successive Republican measures to replace the Affordable Care Act would cost tens of millions of Americans their health insurance effectively doomed those efforts.But the 10-year price tag the budget office put out this week for the bipartisan infrastructure bill changed no minds, even though it reported that the measure would tack a quarter trillion dollars to an already swollen sea of federal red ink. Many Republicans are beginning to regard spending on highways, bridges, rail lines and broadband the way Democrats have for years — as a long-term investment in the nation’s economic future that need not cause short-term deficit heartburn, especially when borrowing costs are at rock-bottom rates.The federal budget deficit has reached staggering proportions, driven by successive pandemic rescue packages, an economic collapse and the huge 2017 tax cut signed by President Donald J. Trump. Without counting the costs of the infrastructure or social policy bills, the C.B.O. had projected the deficit for the fiscal year that ends Sept. 30 would reach $3 trillion; the federal debt held by the public will exceed the size of the entire economy. Within 10 years, that debt is poised to equal 106 percent of the economy, the highest level in the nation’s history.Despite a resurgent coronavirus, the economy appears to be recovering. Employers added 943,000 jobs in July, the Labor Department reported Friday, and Jerome H. Powell, the Federal Reserve chair, acknowledged in late July that inflation remained a real risk in the near term“We think that some of it will fall away naturally as the process of reopening the economy moves through,” Mr. Powell said of inflation, before adding, “It could take some time.”But the federal spending of the Trump era appears to have given his party permission to put austerity in the rearview mirror, at least for some measures.In a statement on Thursday in response to the C.B.O. price tag, Senators Rob Portman, Republican of Ohio, and Kyrsten Sinema, Democrat of Arizona, the two lead negotiators on the infrastructure deal, defended the bipartisan legislation as “a historic investment in our nation’s core infrastructure needs.”That rationale reflected longstanding arguments from liberals, which Mr. Portman and Ms. Sinema decidedly are not.“Almost every state, county and private-sector organization pays for ongoing operating expenses with ongoing revenue, and pays for physical infrastructure with debt financing,” Senator Brian Schatz, Democrat of Hawaii, said on Friday. “Anything that provides value over a long period of time should be paid for over a long period of time. This isn’t some wacky new political philosophy; it’s just smart money management.”And because Democrats have vowed to pay for their social policy spending with tax increases and other measures, such as allowing Medicare to bargain for lower drug prices, that legislation will not increase the deficit, said Senator Chris Van Hollen, Democrat of Maryland and a member of the Senate Budget Committee.“We are going to be paying for the American Family Plan; we are going to offset those investments, and yet you’re going to have Republicans again shedding crocodile tears over the deficit,” he said.“There is a good faith discussion about how much spending is too much,” Treasury Secretary Janet L. The nation’s power grid would be upgraded to the tune of $73 billion.The sprawling, $1 trillion bill that the Senate took up on Monday — a 2,702-page bipartisan deal that is the product of months of negotiating and years of pent-up ambitions to repair the nation’s crumbling infrastructure — would amount to the most substantial government expenditure on the aging public works system since 2009.It is also stuffed with pet projects and priorities that touch on nearly every facet of American life, including the most obscure, like a provision to allow blood transport vehicles to use highway car pool lanes to bypass traffic when fresh vials are on board and another to fully fund a federal grant program to promote “pollinator-friendly practices” near roads and highways. (Price tag for the latter: $2 million per year.)The measure represents a crucial piece of President Biden’s economic agenda, and the agreement that gave rise to it was a major breakthrough in his quest for a bipartisan compromise. But it was also notable for the concessions Mr. Biden was forced to make to strike the deal, including less funding for clean energy projects, lead pipe replacement, transit and measures targeted to historically underserved communities.Some of those provisions could be included in Democrats’ budget blueprint, expected to amount to $3.5 trillion, which they plan to take up after completing the infrastructure bill and push through unilaterally over Republican objections.The infrastructure legislation, written by a group of 10 Republicans and Democrats, could still change in the coming days, as other senators eager to leave their imprint have a chance to offer proposals for changes. The Senate began considering amendments on Monday, with more possible in the coming days.But the legislation marks a significant bipartisan compromise, including $550 billion in new funds and the renewal of an array of existing transportation and infrastructure programs otherwise slated to expire at the end of September.For climate, a substantial investment that falls short of the administration’s goals.As states confront yet another consecutive year of worsening natural disasters, ranging from ice storms to wildfires, the measure includes billions of dollars to better prepare the country for the effects of global warming and the single largest federal investment in power transmission in history.Much of the money intended to bolster the country’s ability to withstand extreme weather would go toward activities that are already underway, but which experts say the government needs to do more of as the threats from climate change increase. It also would support new approaches, including money for “next-generation water modeling activities” and flood mapping at the National Oceanic and Atmospheric Administration, which would also receive funds to predict wildfires.The legislation also includes $73 billion to modernize the nation’s electricity grid, which energy analysts said would lay the groundwork for pivoting the nation off fossil fuels. But it contains only a fraction of the money Mr. Biden requested for major environmental initiatives and extends a lifeline to natural gas and nuclear energy, provisions that have angered House progressives.There is also $7.5 billion for clean buses and ferries, but that is not nearly enough to electrify about 50,000 transit buses within five years, as Mr. Biden has vowed to do. Cardin and Chris Van Hollen of Maryland, all Democrats — there was a critical annual reauthorization of $150 million for the transit system over a decade.The legislation would authorize funding to reconstruct a highway in Alaska, the home state of Senator Lisa Murkowski, a key Republican negotiator. Special funds are set aside for the Appalachian Regional Commission, a federal economic development body whose co-chairwoman is Gayle Manchin, the wife of Senator Joe Manchin III of West Virginia, one of the bill’s principal authors and a key Democratic swing vote. Mr. Manchin also helped secure funds to clean up abandoned mine lands in states like his.The legislation would set aside funds for individual projects across the country, including $1 billion for the restoration of the Great Lakes, $24 million for the San Francisco Bay, $106 million for the Long Island Sound and $238 million for the Chesapeake Bay.It also includes $66 billion in new funding for rail to address Amtrak’s maintenance backlog, along with upgrading the high-traffic Northeast Corridor from Washington to Boston. For Mr. Biden, an Amtrak devotee who took an estimated 8,000 round trips on the line, it is a step toward fulfilling his promise to inject billions into rail.Unspent pandemic funds and tougher scrutiny of cryptocurrency help pay for the plan.With Republicans and some moderate Democrats opposed to adding to the nation’s ballooning debt, the legislation includes a patchwork of financing mechanisms, though some fiscal hawks have called many of them insufficient.To pay for the legislation, lawmakers have turned partly to $200 billion in unused money from previous pandemic relief programs enacted in 2020.That includes $53 billion in expanded jobless benefit money that can be repurposed since the economy recovered more quickly than projections assumed, and because many states discontinued their pandemic unemployment insurance payments out of concern that the subsidies were dissuading people from rejoining the work force.The bill claws back more than $30 billion that was allocated — but had not been spent — for a Small Business Administration disaster loan program, which offers qualified businesses low-interest loans and small grants. That program has been stymied by shifting rules and red tape, and has disbursed cash far more slowly than Congress (and many applicants) expected.Leftover funds from other defunct programs would also be reprogrammed. That includes $3 billion never deployed in relief funds for airline workers.Marc Goldwein of the Center for a Responsible Federal Budget said that only about $50 billion of the estimated $200 billion represented real cost savings. The rest, he said, amounted to “cherry picking” numbers and claiming savings from projected costs that did not transpire.An analysis of the legislation by the congressional Joint Committee on Taxation estimated that the legislation could raise $51 billion in revenue over a decade, while the Congressional Budget Office is expected to release projections on its overall cost as early as this week.The legislation also includes tougher scrutiny by the I.R.S. on cryptocurrency. But a last-minute lobbying push by the industry to water down the language succeeded, resulting in a scaling back of the new requirements.Still, the provision is projected to raise $28 billion over a decade.New resources for underserved communities — but far fewer than the president wanted.As the United States remains battered by both the toll of the coronavirus pandemic and an onslaught of wildfires, droughts, floods and other weather calamities, the legislation seeks to target its support toward underserved communities historically in need of additional federal support.But while Mr. Biden had called for $20 billion for projects designed to help reconnect Black neighborhoods and communities of color splintered or disadvantaged by past construction, the legislation includes just $1 billion, half of which is new federal funding, over five years for the program. The legislation also creates a new $2 billion grant program to expand roads, bridges and other surface transportation projects in rural areas.The bill would increase support for tribal governments and Native American communities, creating an office within the Department of Transportation intended to respond to their needs. It would provide $216 million to the Bureau of Indian Affairs for climate resilience and adaptation for tribal nations, which have been disproportionately hurt by climate change. More than half of that money, $130 million, would go toward “community relocation” — helping some Native communities move away from vulnerable areas.It would also help improve access to running water and other sanitation needs in tribal communities and Alaska Native villages, with lawmakers determined to take care of all existing project needs.“We are still in an extreme deficit when it comes to our tribal communities,” Ms. Murkowski said in a speech on the Senate floor, adding that the funding level was “unprecedented.” “We’ve got to do right by our Native people.”A major investment in closing the digital divide.Alongside old-fashioned public works projects like roads, bridges and highways, senators have included $65 billion meant to connect hard-to-reach rural communities to high-speed internet and help sign up low-income city dwellers who cannot afford it. Other legal changes seek to stoke competition and transparency among service providers that could help drive down prices.Official estimates vary, but most suggest that tens of millions of Americans lack reliable access to high-speed internet, many of them people of color, members of rural communities or other low-income groups. That need, lawmakers said, was exacerbated by lockdowns during the pandemic that required work and schooling from home.Mr. Biden had initially proposed $100 billion to try to bring that number to zero, but he agreed to lower the price to strike a compromise with Republicans.
