    California Tribal Casinos May Sue to Curb City Card Rooms

    In the sprawl of Los Angeles County, a handful of casinos have operated for decades.There’s the crescent-shaped casino in Commerce, an industrial city off Interstate 5. A warehouse-like gambling parlor in Hawaiian Gardens, a short drive south. Two card rooms in Gardena, a nearby suburb.Beyond being places to gamble and unwind, they have two things in common. They generate a large portion of their cities’ revenue. And their existence may soon be challenged in court by California’s tribal nations.After a multimillion-dollar lobbying battle, state legislation signed into law last month allows Native American tribes, which own some of California’s largest and most lucrative casinos, to dispute the legality of certain games played inside these small, privately owned gambling halls.Tribes have argued that such casinos — also known as card rooms because they have only table games and not slot machines — have siphoned millions of dollars away from them.The new law opened a window until April 1 for tribes to take their case to state courts, where they had lacked legal standing.     He Won by a Landslide. Why Is He Fighting for His Political Life?

    Ben Houchen, a regional mayor in the north of England, faces a close re-election race, partly thanks to the broader troubles of Britain’s Conservative Party.The last time Ben Houchen ran to be mayor of Tees Valley, a struggling, deindustrialized region in northeastern England, he stormed to victory with almost 73 percent of the vote.Three years on, Mr. Houchen, a Conservative politician, faces a re-election contest in which even a narrow win would do.As voters in England prepare to vote in Thursday’s local and mayoral elections, the governing Conservatives, led by Prime Minister Rishi Sunak, are trailing badly in the opinion polls to the opposition Labour Party ahead of a general election expected later this year.So Mr. Houchen has campaigned on his own achievements, relying on his personal brand as the poster boy for “leveling up” — the Conservatives’ flagship policy of bringing prosperity to disadvantaged regions of England.But with Britain’s economy stagnating and its health service in crisis, will that be enough to outweigh the backlash facing the broader Conservative Party?“If Houchen loses, given the profile that he has, and given that in mayoral elections people are more likely to vote for the individual, that would suggest that it is actually his Conservative links that have done for him,” said Paul Swinney, director of policy and research at the Center for Cities, a research institute. “Him losing would be bad news for Rishi Sunak.”The result in Mr. Houchen’s region could determine not just his fate, but that of the embattled Mr. Sunak.     Federal Money Is All Over Milwaukee. Biden Hopes Voters Will Notice.

    White House officials have barnstormed Wisconsin to make the connection between big changes and their signature laws.Across Milwaukee, residents can see evidence of federal money from laws passed under the Biden administration, if they know where to look.It shows up in a growing array of solar panels near the airport. Ramshackle houses rehabilitated and sold to first-time buyers. The removal of lead paint and pipes. The demolition of a derelict mall. A crime lab and emergency management center. A clinic and food pantry for people with H.I.V. Funding to help dozens of nonprofits provide services like violence prevention efforts and after-school programs.But of the more than $1 billion for Milwaukee County in the American Rescue Plan Act, the Bipartisan Infrastructure Law and the Inflation Reduction Act — legislation that President Biden counts among his greatest accomplishments — much is harder to see, like funds to prevent drastic cuts to public safety during the pandemic. Some money has yet to be spent, like $3.5 million to rebuild the penguin exhibit at the local zoo and $5.1 million to repair the roof of Milwaukee Mitchell International Airport.That presents both an opportunity and a challenge to Mr. Biden’s re-election campaign as it seeks to show Americans how federal investments have improved their lives.     Jobs Sit Empty in the Public Sector, So Unions Help Recruit

    Shortages of state and city personnel, especially those who must work on site, are so dire that unions are helping to get people in the door.The State of Minnesota, like nearly every public-sector employer across the country, is in a hiring crunch.Not just for any job, though. The desk jobs that can be done remotely, with flexible schedules? Applicants for those positions are relatively abundant. It’s the nurses, groundskeepers, plumbers, social workers and prison guards — those who are on site, sometimes at odd hours — that the state really can’t find.“It’s terrifying, if I’m being honest,” said Mitchell Kuhne, a sergeant with the Department of Corrections staffing a table at a state jobs fair in Minneapolis this week. “People just don’t know about the opportunities that exist. It’s a great work force, it’s a great field to be in, but it’s a really intimidating thing that isn’t portrayed accurately in the movies and media.”Understaffing requires employees to pick up many hours of mandatory overtime, Mr. Kuhne said. The additional income can be welcome, but also makes home life difficult for new recruits, and many quit within a few weeks. So his union, the American Federation of State, County and Municipal Employees, is playing an unusual role — helping their bosses recruit workers.It’s a nationwide quandary. While private-sector employment fully regained its prepandemic level a year ago — and now sits 3 percent above it — state and local governments remain about 1 percent below the 20 million people they had on staff in February 2020. The job-opening rate for public-sector positions is below that of private businesses, but hasn’t come down as much from the highs of 2022.Private-Sector Employment Bounced Back.     Source: Bureau of Labor StatisticsBy The New York TimesIn historical perspective, it could be worse: State and local government employment had only barely recovered from a long slide after the 2007-9 recession, which left many public services underpowered as states and cities lacked the funding to return to full strength.This time, the problem is different. Tax collections recovered more quickly than expected, and the federal government helped with transfers of cash to local jurisdictions to offset the effects of the Covid-19 crisis. That helped many governments award temporary pay increases to retain key personnel, and hire others into departments that had been cut to the bone, such as public health.But officials then faced a new twist. Wages in the private sector were growing faster than they had in decades, drawing people away from government jobs that had, for some, become too stressful. Civil servants also tend to be older than other workers, and more of them retired early rather than put up with mounting strain. As federal relief funds peter out, governments face difficult questions about how to maintain competitive pay.Public needs, however, have only increased. Minnesota, along with recovering from a hiring freeze early in the pandemic, has passed larger budgets and new laws — regulating cannabis sales, for example — that have added hundreds of positions across several agencies. At the same time, the federal infrastructure bill is supercharging demand for people to manage construction projects.That’s a victory for labor unions, which typically push for more hiring, higher wages and better benefits. But it doesn’t help them much if positions stay empty. A survey of local government human resource officers, released in June by the nonprofit research organization Mission Square, found that more than half the respondents had to reopen recruitment processes very often or frequently for lack of enough applications. In Minnesota, the vacancy rate for state government jobs rose to 11.5 percent in the 2023 fiscal year from 7.5 percent in 2019.That’s why the American Federation of State, County and Municipal Employees, known as AFSCME, decided it needed to pitch in on a function usually reserved for human resources departments: getting people in the door. The union has started a national campaign to generate buzz around frontline positions, while locals are contacting community organizations and even families of union members to spotlight opportunities.“Our employers are feeling the heat,” said Lee Saunders, the union’s president. “They understand that services are not being provided at the level that they should be provided. It’s a team effort as far as bringing fresh blood into the public service.”That was the point of the hiring fair in Minneapolis. Seventy-five job seekers filtered through, often looking for more stable or higher-paying positions than the ones they held, usually referred by a friend or relative in the union.Cassandra Crawford spoke to someone at nearly every table, looking for something better paid and more active than her remote job in health care administration. “The older you get, the more you want to move your body,” she said. Speaking with recruiters in person was also more encouraging than sending her résumé to an automated portal. “I think they might remember me,” she said, laughing.Joel Shanight, 43, a disabled Army veteran and Peace Corps volunteer with experience in hostile environments, expressed confidence that he had landed a job doing roadway assistance on state highways. After doing unsatisfying accounting work in the private sector, he was glad to have learned about positions that could allow him to help people again.“I can’t find that in the corporate world,” Mr. Shanight said. “There’s no compassion anymore.”Also present were high-level officials from the state government, including Jamie Long, the House majority leader, who praised the union for helping out. Other government unions — like the American Federation of Teachers, which represents a field that saw an exodus during the pandemic — also have programs to try to bring more people into the classroom.AFSCME plans to create a national training and development center that will maintain a database of available union-represented jobs and centralize apprenticeship programs to build the next generation of public servants.Joseph McCartin, the executive director of the Kalmanovitz Initiative for Labor and the Working Poor at Georgetown University, said he hadn’t seen anything similar since World War II, when unions joined the federal government to fill positions essential to the military effort. But they still deal with their share of difficulty in hiring.Take Idaho, whose population boomed during the pandemic. By the 2022 fiscal year, the state was facing vacancy rates as high as 20 percent at the Department of Corrections and 15 percent in the Department of Health and Welfare. A benchmarking analysis found that state jobs paid 24.6 percent less than the private sector for comparable positions, and annual turnover had reached 21.8 percent.The state ramped up recruiting, eased formal education requirements for some positions and brought on contractors to fill labor gaps, which is expensive. Those moves didn’t solve the problem, especially for less attractive shifts at hospitals, prisons and veterans’ homes, which couldn’t fill available beds because of understaffing.So in early 2023, Gov. Brad Little, a conservative Republican, asked for an 8.5 percent across-the-board pay increase for state workers over two years, with another 6 percent for those in public safety. Next year the governor plans to seek the same bump for workers in health care, information technology and engineering.The Legislature generally went along with those recommendations, with a few tweaks. But given the continuing constraints, Lori Wolff, head of the Division of Human Resources, said she was looking for ways to provide services with fewer people, especially for tasks like enrolling people in state benefits.“There’s a lot of jobs that we’re going to have to start looking at technology to solve,” Ms. Wolff said.The state’s 199 municipalities have an even tougher time increasing pay and adopting automated services. The state has limited their ability to raise revenue through property taxes, so it has been more difficult to compete. Skyrocketing housing costs are compounding that problem, fueled by high-income remote workers who moved out of bigger cities during the pandemic.Kelley Packer, director of the Association of Idaho Cities, said she had recently spoken with a member whose public works director had been forced to live in his car.“It’s a really interesting balancing act to allow for the growth to happen, and meet the needs of the housing crisis that we’re in, and still be able to provide services with a restricted property tax system,” Ms. Packer said.Of course, it’s not all about salary. Rivka Liss-Levinson, research director with Mission Square, said people usually listed three primary motivations to work for governments: job security, job satisfaction and robust retirement benefits. Conveying the value of comparatively generous health care coverage and pensions, plus the public service mission, is still the basic strategy.“Those things haven’t really changed over time,” Dr. Liss-Levinson said. “States and localities that are able to address these needs and concerns are the ones that are going to thrive when it comes to recruitment and retention.” More

    In California’s Housing Fight, It’s Newsom vs. NIMBY

    Laws to encourage more development and denser housing don’t do much good if no one enforces them. As the state political calculus shifts, Gavin Newsom is trying to change that.By any objective measure, nothing that happens in Woodside, Calif., is going to make much difference to a state whose housing crisis is characterized by some of the nation’s highest rents and home prices and has more than 100,000 people living on its streets. The town, a wealthy enclave of the Silicon Valley, is less than 12 square miles and contains about 5,000 of California’s 40 million residents.But earlier this year, when Woodside’s government made a curious announcement that the town was being designated a sanctuary for mountain lions — a move that, as it happened, would also protect a hamlet of multimillion-dollar homes from a new law allowing duplexes across the state — the response was an object lesson in how California politics have shifted as housing has become voters’ primary concern.The Department of Housing and Community Development, California’s main housing agency, said it was investigating the mountain lion plan. The state attorney general followed with a letter (and a news release announcing the letter) that said the proposed sanctuary was illegal, and accused the town of “deliberately attempting to shut off the supply of new housing opportunities.”Along the way legislators, housing advocates and even the Sacramento-based Mountain Lion Foundation pilloried the move. Woodside reversed course after the Department of Fish and Wildlife advised city officials that it was impossible for the entire town to be considered a cougar habitat. Shortly after, the city announced it was taking applications for duplexes.Woodside, Calif., tried to declare itself a mountain lion habitat, a move that would have barred duplex housing in the town. The state pushed back.Jim Wilson/The New York TimesFor the past six years, through boom, bust and pandemic, California’s Legislature has ended each session with a blitz of new laws that aim to make housing more plentiful and affordable. Statewide rent control. Moves to encourage backyard units. A dismantling of single-family zoning rules. The barrage continued in this year’s session, concluded on Wednesday, when lawmakers passed a pair of measures that aim to turn retail centers, office buildings and parking lots into potentially millions of future housing units — moves that caused many political observers to reconsider what is politically possible.The laws received a decent amount of fanfare at each signing, signaling a turn in state policy and priorities. Until recently though, no one put much effort into enforcing them.That has started to change as Gov. Gavin Newsom has, for reasons practical and political, shifted toward an increasingly aggressive effort to enforce laws already on the books. This ranges from small-scale stings, like the state housing agency’s sending letters to local governments telling them that they are out of compliance with state housing regulations, to much larger efforts, like a first-of-its-kind investigation into San Francisco’s notoriously complex development process.In some cases, the governor’s office is working with the attorney general to initiate lawsuits against localities that they believe are breaking the law. Rob Bonta, the California attorney general, who along with Mr. Newsom is running for re-election this year, said he expected this to only get more intense.“We are just getting started,” he said in an interview.The policy is simple: Laws that are good enough to sign should be good enough to enforce. But there are political calculations as well, and they begin with a harsh reality. Or the mad rush to condemn Woodside. Or the Housing Strike Force that Mr. Bonta announced in November.“Over the last 50 or 60 years, cities have not made the right decisions collectively on housing,” said Jason Elliott, a senior counselor to Mr. Newsom who oversees housing policy. “That has left us in a place where the state has no choice but to enforce the law.”The notoriously complex development process in San Francisco is the focus of a state investigation.Jim Wilson/The New York TimesCalifornia has long been described as a look at the nation’s future, and in the case of housing, the good and bad, this frame has held true since the end of World War II. Today, as the rising cost of housing has ballooned into a national problem, state legislatures across the country have mirrored California by passing a host of new laws that aim to speed new development and allow denser forms of housing.The Biden administration is hoping to encourage these efforts with a “Housing Supply Action Plan,” which, among other things, would use grant funding as a carrot for local governments that liberalize their housing laws.Those reforms won’t amount to much if cities never follow them, however. And while that might sound obvious, passing laws that nobody follows has historically been where state housing policy began and ended. That’s because, in California and elsewhere, most of the power about where and how to build has traditionally been left to local governments, on the theory that land use is better handled by people closest to the problem.“The role the state was playing is that they would mostly advise cities on what to do and make recommendations,” said Ben Metcalf, who is managing director of the Terner Center for Housing Innovation at the University of California, Berkeley. He ran California’s Department of Housing and Community Development from 2016 to 2019.The problem is that homeowners and renters from a wide range of income levels are frequently antagonistic to having anything, and especially anything dense, built in their neighborhoods. And local elected officials are beholden to them. The result is that even though California has had various housing laws on its books for decades, cities regard them as pliable, and the state, in deference to local control, has rarely challenged them.“For decades there has been a pattern where cities flagrantly ignore state housing law and the state responds by halfheartedly saying, ‘Can you pretty please follow the law?’” said Laura Foote, executive director of YIMBY Action, a San Francisco Bay Area-based nonprofit that supports building more housing around the country. “Then the cities ignore them, and the state says, ‘OK, we’ll get you next time.’”Laura Foote, the executive director of YIMBY Action.Andrew Burton for The New York TimesUntil 2017, when a suite of new laws expanded the Department of Housing and Community Development’s authority, it wasn’t even clear if it had the power to penalize cities that weren’t following state housing dictates. Mr. Newsom’s administration has since used $4 million to create a housing Accountability and Enforcement unit to investigate cities and implement the laws, while legislators have usurped local authorities by forcing them to plan for more and denser housing, hemmed their options for stopping it, and created measures to strip them of land use power when they don’t comply.“It gives us something to ensure that these programs aren’t just writing,” said David Zisser, who heads the housing department’s new enforcement unit.As affordable housing problems spread, California’s enforcement kick could be an indication of an increasingly pitched battle between cities and states over housing. It also gives a clue into how Mr. Newsom might defend himself from political attacks over California’s housing and homelessness problems, something that is all but guaranteed to happen if he seeks higher office. (A Newsom run for the Democratic presidential nomination in 2024 is currently the stuff of political parlor games, and despite the chatter, the governor and everyone in his camp dismiss such ambitions.)In the interview, Mr. Elliott, the housing adviser, noted that the advantage the governor has in enforcing tough housing measures is that he draws votes from around the state instead of locally. The administration can play the heavy in a local dispute without having to worry about alienating its entire voting base.“It’s very logical, politically, for an individual city council person or an individual member of a board of supervisors to be against an individual project,” he said. “I think the job of the state is to change the political calculus so ‘yes’ becomes the default instead of ‘no.’”There is already some indication that years of state housing bills, combined with rising voter frustrations, have started to create such a shift. When the state housing department opened its investigation into San Francisco in August, London Breed, the city’s mayor, welcomed it with a tweet.“When I ran in 2018, it was a vulnerability to be an unapologetically pro-housing candidate,” said Buffy Wicks, a Democratic Assembly member from Oakland who wrote one of the two main housing bills passed by the Legislature this week. “Now it is absolutely an asset. I get up on the floor of the Assembly and I say, 10 times a week, ‘We have to build more housing in our communities, all of our communities need more housing, we need low-income, middle-income, market rate.’ You couldn’t do that in a comfortable way four years ago.”Cities seem to have absorbed the new reality of a state on closer watch.     The Rise of the Crypto Mayors

    This new political breed accepts paychecks in Bitcoin. The mayors also want to use buzzy new tech like NFTs to raise money for public projects.Scott Conger, the mayor of Jackson, Tenn., campaigned on a modest promise to improve local infrastructure. He planned to build sidewalks, open a senior center and repair the aging storm-water disposal system in his city of 68,000, about halfway between Nashville and Memphis.But as he begins his fourth year in office, Mr. Conger, 38, has adopted a new favorite cause: cryptocurrencies. He has pledged to give city employees the option of converting their paychecks into Bitcoin and has outlined plans to install a digital mining network in a deserted wing of City Hall. The aim, he said, is to make Jackson a Southeastern tech center.Like many Americans, Mr. Conger discovered crypto during the pandemic and soon fell down an internet rabbit hole. His plans have turned him into something of a celebrity in the crypto world, a strange distinction for the leader of a midsize industrial hub where Pringles potato chips are manufactured.“Bitcoin is a great financial equalizer,” Mr. Conger declared this month in an interview at City Hall. “It’s a hedge against inflation. It can bridge that wealth gap.”The ballooning popularity of Bitcoin and other digital currencies has given rise to a strange new political breed: the crypto mayor. Eric Adams, New York’s new mayor, accepted his first paycheck in Bitcoin and another cryptocurrency, Ether. Francis Suarez, Miami’s mayor, headlines crypto conferences. Now even mayors of smaller towns are trying to incorporate crypto into municipal government, courting start-ups and experimenting with buzzy new technologies like nonfungible tokens, or NFTs, to raise money for public projects.Their growing ranks reflect the increasing mainstream acceptance of digital currencies, which are highly volatile and have fallen in value in recent days. The mayors’ embrace of crypto is also a recognition that its underlying blockchain technology — essentially a distributed ledger system — may create new revenue streams for cities and reshape some basic functions of local government.“Mayors rationally want to attract high-income citizens who pay their taxes and impose few costs on the municipality,” said Joseph Grundfest, a business professor at Stanford. “Crypto geeks fit this bill perfectly.”But as with many ambitious crypto projects, it’s unclear whether these local initiatives will ultimately amount to much. So far, most are either largely symbolic or largely theoretical. A broad-shouldered former college football player, Mr. Conger sometimes goes to work wearing socks emblazoned with tiny orange Bitcoins.But his crypto ambitions have already encountered obstacles. While he’s close to establishing a system for city employees to invest a portion of their paychecks in Bitcoin, his mining proposal has proved impossible to institute under existing laws.Mr. Conger wants to use public money to plug a bank of computers into the Bitcoin network, an energy-guzzling process that could generate new coins for the city. He has even found a place to put the hardware: a suite of rooms in City Hall that have remained unfinished since the building opened in 1998. But a state law limits the types of assets that cities can invest in, partly to protect residents from market volatility. Mr. Conger and other local officials are working on new legislation to add Bitcoin to the list of permissible investments.In many ways, Mr. Conger is following in the footsteps of Miami’s Mr. Suarez, who has emerged as the crypto-bro-in-chief of mayors. (The two men occasionally text; Mr. Conger’s communications director calls it a “Bitcoin bromance.”) Mr. Suarez has positioned Miami as a “crypto capital” and thrown his support behind MiamiCoin, a crypto token that anyone can buy or mine, with a portion of the proceeds flowing into city coffers. He recently jousted on Twitter with Mr. Adams of New York over which of them loves crypto more.“Every time I would talk about crypto, my analytics would go through the roof,” Mr. Suarez, 44, said in an interview. “The analytics went crazy.”Mr. Suarez now styles himself as a kind of crypto diplomat.     Most Rental Assistant Funds Not Yet Distributed, Figures Show

    Just $1.7 billion in funds intended to prevent eviction were disbursed in July as the White House braces for a Supreme Court decision that could strike down its eviction moratorium.The $46.5 billion rental aid program created to pay rent accrued during the pandemic continues to disburse money at a slow pace, as the White House braces for a Supreme Court order that could strike down a new national moratorium on evictions.The Emergency Rental Assistance Program, funded in the two federal pandemic relief packages passed over the last year, sputtered along in July, with just $1.7 billion being distributed by state and local governments, according to the Treasury Department, which oversees the program.The money meted out was a modest increase from the prior month, bringing the total aid disbursed to about $5.1 billion, figures released early Wednesday showed, or roughly 11 percent of the cash allocated by Congress to avoid an eviction crisis that many housing experts now see as increasingly likely.That cash was slated to be spent over three years, but White House officials — who have spent months pressuring local officials and tweaking the program to make access easier — had hoped states would have spent much more by now.“About a million payments have now gone out to pay back rent for families — it is starting to help a meaningful number of families,” said Gene Sperling, who oversees the operation of federal pandemic relief programs for President Biden.“It’s just not close to enough in an emergency like this to protect all the families who need and deserve to be protected. So there is still way more to do and to do fast,” he added.Data released by the Census Bureau on Wednesday illustrated the magnitude of the eviction risk.An estimated 1.2 million households are very likely to face eviction for nonpayment of rent over the next two months, according to the bureau’s periodic Pulse survey, which extrapolated national totals from a pool of about 70,000 respondents who answered a survey this month.Of the roughly 2.8 million households that have applied for aid, only about 500,000 reported receiving assistance — another 1.5 million are waiting for approvals, while nearly 700,000 have been rejected, according to the estimates.And those are just the tenants who have tried to get access to the program: Over 60 percent of vulnerable renters have not even applied.To speed things up, Treasury announced another round of changes to the program, including a directive to local officials that they allow tenants to use self-reported financial information on aid applications as a first, rather than a last, resort, while granting permission for states to send out bulk payments to landlords and utility companies in anticipation of federal payouts to tenants.They are also expanding existing initiatives to prevent evictions at properties funded by the Department of Housing and Urban Development, the Agriculture Department and the Department of Veterans Affairs.Mr. Biden’s domestic policy staff has mapped out policy contingencies if the Supreme Court strikes down the moratorium, which is the administration’s principal safeguard for hundreds of thousands of low-income and working-class tenants hit hardest by the pandemic. White House lawyers expect a court decision this week.Mostly, the response will entail doubling down on existing efforts to speed up flow of the aid. But officials are likely to switch to a triage model, focusing on a handful of states and cities that have weak tenant protections, high backlogs of unpaid rent and low use of the federal rental assistance fund.The moratorium was initially put into effect by the Centers for Disease Control and Prevention in September under President Donald J. Trump. Mr. Biden extended it several times this year, but allowed it to briefly expire earlier this month. He reinstated it, in a slightly modified form, on Aug. 3 under pressure from congressional Democrats.That final 60-day extension, enacted over the objection of White House lawyers, was intended to buy more time to distribute the emergency rental assistance.The program is administered by the federal government, but it is up to states to build out a system to deliver aid to struggling renters and landlords, and that has been the main source of its problems.Treasury Department and White House officials acknowledged on a conference call Tuesday evening that the program was not ramping up fast enough to entirely prevent a wave of evictions, even if the justices allow it to remain in place until its scheduled expiration on Oct. 2.[Read more on why it’s been so challenging getting aid to renters.]But they also cited progress. State and local agencies have begun to steadily increase payments to hundreds of thousands of households that were at risk of eviction, with most of those going to low-income tenants. They also believe the pace of payments has continued to accelerate in August.Administration officials continue to blame the program’s struggles on local officials, many of whom are reluctant to take advantage of the new fast-track application process, which allows tenants to self-certify on applications, freeing them from the need to provide detailed documentation.The new guidance emphasized that applicants can “self-attest” to declare their eligibility for rental aid without the need for additional documentation. The Treasury Department believes that this will expedite the process by reducing cumbersome paperwork requirements.The Treasury Department also took action to empower nonprofit organizations to more quickly provide relief to tenants who are facing eviction.In recent weeks, local officials have complained that moving too fast on aid applications could lead to errors, fraud and audits; the White House has countered by telling them that those risks are insignificant compared with a wave of evictions hitting tenants who did not get their aid quickly enough to keep a roof over their heads.“They can and should use simpler applications, speedier processes and a self-attestation option without needless delays,” Mr. Sperling said.Several states, including Texas, have been particularly effective in ramping up their aid distribution systems, officials said. But many others — especially New York, Florida, Tennessee, Ohio and South Carolina — have been sluggish, making tenants especially vulnerable to displacement once the moratorium is lifted, they said.But there are signs that things might be changing: New York released only a minuscule portion of its funding by Aug. 1, but has spent about $200 million in the last few weeks, according to a spokesman for the state agency that disburses the aid.Gov. Kathy Hochul of New York, who was sworn in this week, has said speeding up the system is one of her top priorities.States that have not used much of their money by the end of September could see their funds reallocated to other states that have been able to distribute it more effectively.It will take local housing courts weeks to clear the backlog of eviction cases delayed by the moratorium. But many owners, especially small landlords, have rejected the federal aid, arguing that evicting nonpaying tenants is not only their right but the most effective way of ensuring their revenue is not interrupted in the future.Last week, Wally Adeyemo, deputy Treasury secretary, traveled to Hyattsville, Md., to talk to landlords, tenants and administrators of a rental assistance program that has had success by using self-reported applications and census data to determine eligibility.Administration officials, worried that a new moratorium could be struck down at any time, are also turning to state courts — which adjudicate tenant-landlord disputes — to help deliver aid, by pressuring landlords to accept federal payments instead of proceeding with evictions, and educating tenants, who often have no legal representation in court, on their right to apply for assistance. Kentucky’s economy is reeling all the same, particularly in rural areas already struggling.“We were in dire need of help economically to start with, before Covid,” said Matthew C. Wireman, the judge-executive of Magoffin County, an Appalachian county where the unemployment rate was 16.7 percent in October, one of the highest in the country.The relief package passed by Congress this month and signed by President Trump on Sunday should provide help. The $600 payments to individuals, criticized by the president and many progressives as too small, would go a long way where the typical household earns less than $40,000 a year. So would the $300 weekly supplement to unemployment benefits. And the bill includes provisions meant to help rural areas, including subsidies for broadband infrastructure and help for small farmers.But the aid would come over the objection of one of Kentucky’s Republican senators, Rand Paul, who was one of just six to vote against the package in the Senate, on the grounds that it amounted to handing out “free money.” And it would be smaller and later than it might otherwise have been because of the work of the state’s other senator, Mitch McConnell, who as majority leader fought to limit the package.Mr. McConnell in particular worked to exclude broad-based aid to state and local governments — help that many local officials in his state say they desperately need.A spokesman for Mr. McConnell, however, said the lawmaker had not been a hindrance and had helped lead the multitrillion-dollar federal response to the pandemic.“The compromise bill is not perfect, but it will do an enormous amount of good for struggling Kentuckians and Americans across the country who need help now,” Mr. McConnell said in a statement Sunday evening.In an email, Mr. Paul blamed Kentucky’s economic problems on orders issued by the state’s governor, Andy Beshear, a Democrat.“The best way for Kentucky to recover is to repeal Governor Beshear’s lockdown edicts that have caused massive unemployment,” the senator said. “I support extending unemployment and paying for it by reducing foreign aid and nation-building expenditures in Afghanistan.”Unemployment rates in some rural counties are in the double digits.
