    While the Public Awaited Jobs Data, Wall Street Firms Got a Look

    A report was delayed on the Bureau of Labor Statistics website, but some investors got it in the meantime, raising new questions about agency practices.For more than half an hour on Wednesday morning, economists and investors were stuck repeatedly refreshing their browsers, looking for a delayed report on the U.S. job market from a government website.Not everyone had to wait that long.A number of Wall Street investment firms obtained details about the report — which showed a large downward revision to job growth in 2023 and early 2024 — at least 15 minutes before the information was posted on the Bureau of Labor Statistics website. That head start could, at least in theory, have given in-the-know investors an opportunity to profit on the information before the public at large.It isn’t clear how many people got early access to the data, or whether anyone actually traded on it. Markets seemed to react little to the revision in jobs data either before or after the general release. But the episode was the latest in a series of incidents in which the agency provided information to investors that wasn’t available to the general public.In February, an employee of the labor bureau sent information about housing inflation — at the time, an issue of intense interest to many investors — to a group of “super users” that included a number of hedge funds. The information turned out to be inaccurate, but even if that had not been the case, agency leaders said, it was inappropriate to share information selectively.Then, in May, the agency said it had inadvertently posted data on the Consumer Price Index — one of the highest-profile monthly economic reports — 30 minutes before the scheduled release time.     U.S. Added 818,000 Fewer Jobs Than Reported Earlier

    The Labor Department issued revised figures for the 12 months through March that point to greater economic fragility.The U.S. economy added far fewer jobs in 2023 and early 2024 than previously reported, a sign that cracks in the labor market are more severe — and began forming earlier — than initially believed.On Wednesday, the Labor Department said monthly payroll figures overstated job growth by roughly 818,000 in the 12 months that ended in March. That suggests employers added about 174,000 jobs per month during that period, down from the previously reported pace of about 242,000 jobs — a downward revision of about 28 percent.The revisions, which are preliminary, are part of an annual process in which monthly estimates, based on surveys, are reconciled with more accurate but less timely records from state unemployment offices. The new figures, once they’re made final, will be incorporated into official government employment statistics early next year.The updated numbers are the latest sign of vulnerability in the job market, which until recently had appeared rock solid despite months of high interest rates and economists’ warnings of an impending recession. More recent data, which wasn’t affected by the revisions, suggests job growth slowed further in the spring and summer, and the unemployment rate, though still relatively low at 4.3 percent, has been gradually rising.Federal Reserve officials are paying close attention to the signs of erosion as they weigh when and how much to begin lowering interest rates. In a speech in Alaska on Tuesday, Michelle W. Bowman, a Fed governor, highlighted “risks that the labor market has not been as strong as the payroll data have been indicating,” although she also said the increase in the unemployment rate could be overstating the extent of the slowdown.This year’s revision was unusually large. Over the previous decade, the annual updates had added or subtracted an average of about 173,000 jobs. Still, substantial updates are hardly without precedent.     Reliability of U.S. Economic Data Is in Jeopardy, Study Finds

    A report says new approaches and increased spending are needed to ensure that government statistics remain dependable and free of political influence.Federal Reserve officials use government data to help determine when to raise or lower interest rates. Congress and the White House use it to decide when to extend jobless benefits or send out stimulus payments. Investors place billions of dollars worth of bets that are tied to monthly reports on job growth, inflation and retail sales.But a new study says the integrity of that data is in increasing jeopardy.The report, issued on Tuesday by the American Statistical Association, concludes that government statistics are reliable right now. But that could soon change, the study warns, citing factors including shrinking budgets, falling survey response rates and the potential for political interference.The authors — statisticians from George Mason University, the Urban Institute and other institutions — likened the statistical system to physical infrastructure like highways and bridges: vital, but often ignored until something goes wrong.“We do identify this sort of downward spiral as a threat, and that’s what we’re trying to counter,” said Nancy Potok, who served as chief statistician of the United States from 2017 to 2019 and was one of the report’s authors. “We’re not there yet, but if we don’t do something, that threat could become a reality, and in the not-too-distant future.”The report, “The Nation’s Data at Risk,” highlights the threats facing statistics produced across the federal government, including data on education, health, crime and demographic trends.But the risks to economic data are particularly notable because of the attention it receives from policymakers and investors. Most of that data is based on surveys of households or businesses. And response rates to government surveys have plummeted in recent years, as they have for private polls. The response rate to the Current Population Survey — the monthly survey of about 60,000 households that is the basis for the unemployment rate and other labor force statistics — has fallen to about 70 percent in recent months, from nearly 90 percent a decade ago.

The revelation is likely to prompt further scrutiny of the way the government shares economic data at a time when such information keenly interests investors.An economist at the agency set off a firestorm in February when he sent an email to a group of data users explaining how a methodological tweak could have contributed to an unexpected jump in housing costs in the Consumer Price Index the previous month. The email, addressed to “Super Users,” circulated rapidly around Wall Street, where every detail of inflation data can affect the bond market.At the time, the Bureau of Labor Statistics said the email had been an isolated “mistake” and denied that it maintained a list of users who received special access to information.But emails obtained through a Freedom of Information Act request show that the agency — or at least the economist who sent the original email, a longtime but relatively low-ranking employee — was in regular communication with data users in the finance industry, apparently including analysts at major hedge funds.     Traders are closely watching once-obscure economic data, prompting more scrutiny of how widely the government distributes the information.One afternoon in late February, an employee at the Bureau of Labor Statistics sent an email about an obscure detail in the way the government calculates inflation — and set off an unlikely firestorm.Economists on Wall Street had spent two weeks puzzling over an unexpected jump in housing costs in the Consumer Price Index. Several had contacted the Bureau of Labor Statistics, which produces the numbers, to inquire. Now, an economist inside the bureau thought he had solved the mystery.In an email addressed to “Super Users,” the economist explained a technical change in the calculation of the housing figures. Then, departing from the bureaucratic language typically used by statistical agencies, he added, “All of you searching for the source of the divergence have found it.”To the inflation obsessives who received the email — and other forecasters who quickly heard about it — the implication was clear: The pop in housing prices in January might have been not a fluke but rather a result of a shift in methodology that could keep inflation elevated longer than economists and Federal Reserve officials had expected.     Why The Times Is Resuming its Emphasis on Annualized Figures for GDP

    When the pandemic first disrupted the U.S. economy — and economic data — in 2020, The New York Times changed the way it reported certain government statistics. Now, with the pandemic shock no longer producing exceptional economic gyrations, it is changing back.On Thursday, with coverage of the Commerce Department’s preliminary estimate of U.S. gross domestic product for the fourth quarter of 2022, The Times is again emphasizing the annualized rate of change from the prior quarter, rather than the simple percentage change from one period to the next.In the United States, G.D.P. figures have traditionally been reported at an annualized rate, meaning the amount the economy would have grown or shrunk if the quarter-to-quarter change had persisted for an entire year. Annual rates make it easier to compare data collected over different periods, allowing analysts to see quickly whether growth in a quarter was faster or slower than in 2010, for example, or in the 1990s as a whole. But annual rates can also be confusing, particularly during periods of rapid change. When shutdowns crippled the economy early in the pandemic, G.D.P. contracted at an annual rate of nearly 30 percent. To nonexperts, that might sound as if economic output had shrunk by nearly a third, when in reality the decline was less than 10 percent. As a result, The Times decided to emphasize the quarterly change in its coverage, a decision explained in detail at the time. (The Times continued to provide the annualized figures as well.) But now — despite ongoing disruptions tied to the pandemic and new challenges, like high inflation — economic data is beginning to look more normal.     White House Aims to Reflect the Environment in Economic Data

    The Biden administration has set out to measure the economic value of ecosystems, offering new statistics to weigh in policy decisions.Forests that keep hillsides from eroding and clean the air. Wetlands that protect coastal real estate from storm surges. Rivers and deep snows that attract tourists and create jobs in rural areas. All of those are natural assets of perhaps obvious value — but none are accounted for by traditional measurements of economic activity.On Thursday, the Biden administration unveiled an effort to change that by creating a system for assessing the worth of healthy ecosystems to humanity. The results could inform governmental decisions like which industries to support, which natural resources to preserve and which regulations to pass.The administration’s special envoy for climate change, John Kerry, announced the plan in a speech at the World Economic Forum, the annual gathering of political and business leaders in Davos, Switzerland. “With this plan, the U.S. will put nature on the national balance sheet,” he said.The initiative will require the help of many corners of the executive branch to integrate the new methods into policy. The private sector is likely to take note as well, given rising awareness that extreme weather can wreak havoc on assets — and demand investment in renewable energy and sustainable agriculture.In the past, such undertakings have been politically contentious, as conservatives and industry groups have fought data collection that they saw as an impetus to regulation.A White House report said the effort would take about 15 years. When the standards are fully developed and phased in, researchers will still be able to use gross domestic product as currently defined — but they will also have expanded statistics that take into account a broader sweep of nature’s economic contribution, both tangible and intangible.Those statistics will help more accurately measure the impact of a hurricane, for example. As currently measured, a huge storm can propel economic growth, even though it leaves behind muddied rivers and denuded coastlines — diminishing resources for fishing, transportation, tourism and other economic uses.“You can look at the TV and know that we’ve lost beaches, we’ve lost lots of stuff that we really care about, that makes our lives better,” said Eli Fenichel, an assistant director at the White House Office of Science and Technology Policy. “And you get an economist to go on and say, ‘G.D.P.’s going to go up this quarter because we’re going to spend a lot of money rebuilding.’ Being able to have these kinds of data about our natural assets, we can say, ‘That’s nice, but we’ve also lost here, so let’s have a more informed conversation going forward.’”John Kerry, the White House’s special envoy on climate, in Davos, Switzerland, this week. As early as the 1910s, economists began to think about how to put a number on the contribution of biodiversity, or the damage of air pollution. Prototype statistics emerged in the 1970s, and in 1994, the Commerce Department’s Bureau of Economic Analysis proposed a way to augment its accounting tools with measures of environmental health and output.But Congress ordered the bureau to halt its efforts until an independent review could be completed. States whose economies depend on drilling, mining and other forms of natural resource extraction were particularly worried that the data could be used for more stringent regulation.“They thought that anything that measured the question of productivity of natural resources was inherently an environmental trick,” a Commerce Department official said afterward. Five years later, that independent review was completed in a report for the National Academy of Sciences. The academy panel — led by the Yale economist William Nordhaus, who went on to win the Nobel Prize for his work on the economic impact of climate change — said the bureau should continue.“Natural resources such as petroleum, minerals, clean water and fertile soils are assets of the economy in much the same way as are computers, homes and trucks,” the report read. “An important part of the economic picture is therefore missing if natural assets are omitted in creating the national balance sheet.”While the United States lagged, other countries moved ahead with incorporating nature into their core accounting. The United Nations developed a framework for doing so over the last decade that supported decisions such as assessing the impact of shrinking peat land and protecting an endangered species of tree. Britain has been publishing environmental-economic statistics for several years as well. Now, it’s going to affect the size of your paycheck in 2023.Benjamin Zycher, a senior fellow at the right-leaning American Enterprise Institute, expressed concern Thursday that the new approach would introduce a degree of subjectivity.“I think there’s a real danger that if in fact they’re trying to put environmental quality values into the national accounts, there’s no straightforward way to do that, and it’s impossible that it wouldn’t be politicized,” Dr. Zycher said in an interview. “That’s going to be a process deeply fraught with problems and dubious interpretations.”Few economic statistics are a perfect representation of reality, however, and all of them have to be refined to make sure they are consistent and comparable over time. Measuring the value of nature is inherently tricky, since there is often no market price to consult, but other sources of information can be equally illuminating. The Bureau of Economic Analysis has undertaken other efforts to measure the value of services that are never sold, like household labor.“That’s exactly why we need this sort of strategy,” said Nathaniel Keohane, president of the Center for Climate and Energy Solutions, a research and advocacy group. “To really develop the data we need so that it’s not subjective, and make sure we are really devoting the same quality control and focus on integrity that we do to other areas of economic statistics.”The strategy does not pretend to cover every aspect of nature’s value, or solve problems of environmental justice simply by more fully incorporating nature’s contribution, particularly for Indigenous communities. Those concerns, said Rachelle Gould, an associate professor of environmental studies at the University of Vermont, will need to be prioritized separately.“There are a lot of other ways nature matters that can’t be accounted for in monetary terms,” Dr. Gould said. “It’s appropriately cautious about what might be possible.” More

    Climate Change Is Probably a Drag on Growth, but It’s Unclear How Much

    It’s been hot out there. Like water-main-breaking, train-slowing, corn-scorching, road-buckling hot — not to mention heat’s effects on human bodies, making it harder to work in construction and harvest crops.All of that must be playing into the gross domestic product reading for the second quarter, right?The short answer is yes. The longer answer is that it’s very hard to track that impact in real time, but economists are working on doing it better.For more than a decade, researchers have constructed forecasts of climate change’s likely economic impact. A 2018 paper found, for example, that the annual growth rate of state-level economic output declined 0.15 to 0.25 percentage points for every degree the average temperature crept higher in the summer — which could take up to a third off economic growth over the next century. And that’s just in the United States.Those estimates, however, benefit from long-term data sets that allow analysts to compare the effects of temperature and extreme weather events over time. They also tend to project further into the future, which generally yields more eye-popping outcomes, and is more relevant for evaluating the effects of policy interventions meant to curb emissions.“As a profession, we’ve been really focused on future economic impacts from climate change, because we’ve been focused on how you should be taxing carbon emissions,” said Derek Lemoine, an associate professor of economics at the University of Arizona. “We’ve been less focused on what climate change is doing already, partly because we didn’t realize it would happen this quickly.”But Dr. Lemoine is working on doing exactly that, with the goal of estimating how climate change is affecting the economy at nearly the same time that statistics like G.D.P. are being compiled.Other researchers are working on developing measures of economic growth that integrate not just production of goods and services — which themselves can accelerate climate change — but environmental and social elements as well.
