    Workers' Pay Is in a Tug of War With Inflation

    American workers are taking home bigger paychecks as employers pay up to attract and retain employees. But those same people are shelling out more for furniture, food and many other goods and services these days.It is not yet clear which side of that equation — higher pay or higher prices — is going to win out, but the answer could matter enormously for the Federal Reserve and the White House.There are a few ways this moment could evolve. Wage growth could remain strong, driven by a tight labor market, and overall inflation could simmer down as supply chain snarls unravel and a surge in demand for goods eases. That would benefit workers.But troubling outcomes are also possible, and high on the list of worries is what economists call a “wage-price spiral.” Employees could begin to demand higher pay because they need to keep up with a rising cost of living, and companies may pass those labor costs on to their customers, kicking off a vicious cycle. That could make today’s quick inflation last longer than policymakers expect.The stakes are high. What happens with wages will matter to families, businesses and central bankers — and the path ahead is far from certain.“It’s the several-trillion-dollar question,” said Nick Bunker, director of research for the hiring site Indeed.Inflation-Adjusted Wages and SalariesOver the past five years, wages are up sharply in leisure and hospitality even after adjusting for inflation. One way to measure the dynamic is through the Employment Cost Index, which is reported by the Labor Department every quarter. In the year through September, the index’s measure of wages and salaries jumped by 4.2 percent. But an inflation gauge that tracks consumer prices rose by 5.4 percent over the same period.A different measure of pay, an index that tracks hourly earnings, did rise faster than inflation in August and September after lagging it for much of the year.And an update to that gauge, set for release in the jobs report on Friday, is expected to show that wages climbed 0.4 percent in October, which is roughly in line with recent monthly price increases. But the data on hourly earnings have been distorted by the pandemic, because low-wage workers who left the job market early in 2020 are now trickling back in, jerking the average around.The upshot is that the tug of war between price increases and pay increases has yet to decisively swing in workers’ favor.Whether wage gains eventually eclipse inflation — and why — will be crucial for economic policymakers. Central bankers celebrate rising wages when they come from productivity increases and strong labor markets, but would worry if wages and inflation seemed to be egging each other upward.The Federal Reserve is “watching carefully,” for a troubling increase in wages, its chair, Jerome H. Powell, said on Wednesday, though he noted that the central bank did not see such a trend shaping up.Recruiters do report some early signs that inflation is factoring into pay decisions. Bill Kasko, president of Frontline Source Group, a job placement and staffing firm in Dallas, said that as gas prices in particular rise, employees are demanding either higher pay or work-from-home options to offset their increased commuting costs.“It becomes a topic of discussion in negotiations for salary,” Mr. Kasko said.But for the most part, today’s wage gains are tied to a different economic trend: red-hot demand for workers. Job openings are high, but many would-be employees remain on the labor market’s sidelines, either because they have chosen to retire early or because child care issues, virus concerns or other considerations have dissuaded them from working.Emily Longsworth Nixon, 27 and from Dallas, is one of Mr. Kasko’s employees.     U.S. Economy Added 531,000 Jobs in October

    The American economy added 531,000 jobs in October, the Labor Department said Friday, a sharp rebound from the prior month and a sign that employers are feeling more optimistic as the latest coronavirus surge eases.Economists polled by Bloomberg had been looking for a gain of 450,000 jobs. The unemployment rate declined to 4.6 percent, from 4.8 percent.The October gain was an improvement from the 312,000 positions added in September — a number that was revised upward on Friday.Hiring has seesawed this year along with the pandemic, especially in vulnerable sectors like hospitality and retail, where workers must deal face to face with customers. White-collar employees have fared better, since many can work remotely.Some employers are complaining of a shortage of workers, as many people remain on the sidelines of the job market. The labor force participation rate — the share of the working-age population employed or looking for a job — was flat in October.In theory, the demand for workers should be drawing more people into the labor force, but the participation rate is nearly two percentage points below where it was before the pandemic. Automobile manufacturers have been particularly hurt by a shortage of semiconductors, while many companies are dealing with rising prices for raw materials and transportation.The Commerce Department reported last week that the economy grew by 0.5 percent in the third quarter, compared with 1.6 percent in the second quarter. Economists attributed the slowdown to the resurgent pandemic and the supply chain holdups.Still, there are reasons to be optimistic.     John Deere Says Contract That Workers Rejected Was Its Final Offer

    One day after workers at the agriculture equipment maker Deere & Company voted down a second contract proposal, the company said Wednesday that the proposal was its best and final offer and that it had no plans to resume bargaining.The rejection of the contract by roughly 10,000 workers extended a strike that began in mid-October, after workers based primarily in Iowa and Illinois voted down an earlier agreement negotiated by the United Automobile Workers union.The company confirmed its position in an email after it was reported by Bloomberg. A U.A.W. spokesman said only that the union’s negotiating team was continuing “to discuss next steps.”Marc A. Howze, a senior Deere official, said in a statement Tuesday night that the agreement would have included an investment of “an additional $3.5 billion in our employees, and by extension, our communities.”“With the rejection of the agreement covering our Midwest facilities, we will execute the next phase of our Customer Service Continuation Plan,” the statement continued, alluding to Deere’s use of salaried employees to run facilities where workers are striking.Many workers had complained that wage increases and retirement benefits included in the initial proposal were too weak given that the company — known for its distinctive green-and-yellow John Deere products — was on pace for a record of nearly $6 billion in annual profits.According to a summary produced by the union, wage increases under the more recent proposal would have been 10 percent this year and 5 percent in the third and fifth years. During each of the even years of the six-year contract, employees would have received lump-sum payments equivalent to 3 percent of their annual pay.That was up from earlier proposed wage increases of 5 or 6 percent this year, depending on a worker’s labor grade, and 3 percent in 2023 and 2025.The more recent proposal also included traditional pension benefits for future employees and a post-retirement health care fund seeded by $2,000 per year of service, neither of which were included in the initial agreement.Chris Laursen, a worker at a John Deere plant in Ottumwa, Iowa, who was president of his local there until recently, said he voted in favor of the new agreement after voting to reject the previous one.“We have the support of the community, we have the support of workers all around the country,” Mr. Laursen said. “If we turned down a 20 percent increase over a six-year period, substantial gains to our pension plan, I’m afraid we would lose that.”But Mr. Laursen said he still had concerns about the vagueness of the company’s commitment to improving its worker incentive plan, and such concerns appeared to weigh on his co-workers, 55 percent of whom voted to reject the newer contract.Another Iowa-based worker, Matt Pickrell, said that some co-workers skeptical of the second proposal had expressed a desire for a larger initial increase than the 10 percent the company offered.Mr. Pickrell said that he, too, had opposed the initial agreement but had voted in favor of the more recent one because of the improvements in retirement benefits.Larry Cohen, a former president of the Communications Workers of America, said the second “no” vote could indicate that members felt that the strike was working and that further gains were possible, despite the company’s declaration that it was finished bargaining.“They’re saying what they believe — their feelings are hurt,” Mr. Cohen said of Deere. “But what are they going to do about it?     How the Pandemic Has Added to Labor Unrest

    While big companies wield considerable power, Covid’s economic disruption has given workers new leverage, contributing to a recent upturn in strikes.When 420 workers at the Heaven Hill spirits bottling plant near Louisville went on strike in September, they were frustrated that the company’s proposed contract could reduce their overtime pay. Many had earned extra income working seven days a week during the pandemic.“We were essential,” said Leslie Glazar, recording secretary of the local union representing spirits workers. “They kept preaching, ‘You get us through that, we’ll make it worth your time.’ But we went from heroes to zero.”The recent strike at Heaven Hill, which ended in late October after the company softened its overtime proposal, appears to reflect the current moment: Buoyed by shortages in labor and supplies that leave employers more vulnerable, and frustrated by what they see as unfair treatment during the pandemic, workers are standing up for a better deal.Data collected by the School of Industrial and Labor Relations at Cornell University shows the number of workers on strike increased in October, to more than 25,000, versus an average of around 10,000 in the previous three months.“Labor market leverage and the fact that workers have been through incredibly difficult working conditions over the past year and a half with the pandemic are combining to explain a lot of this labor activism now,” said Johnnie Kallas, a Ph.D. student and the project director of Cornell’s Labor Action Tracker.Large companies continue to have considerable power, and it is not clear that the recent job actions point to a new era of widespread strikes. Many workers who were nearing a strike appear to have pulled back from the brink, including 60,000 film and television production workers, whose strike threat was at least temporarily defused when their union reached tentative agreements with production studios. And even a doubling or tripling of strike activity would fall well below levels common in the 1960s and 70s.But the fitful economic recovery from the pandemic has eroded management’s advantages. Employers are having unusual difficulty in filling jobs — this summer, the Labor Department recorded the highest number of job openings since it began keeping such data in 2000. And for some companies, supply-chain disruptions have taken a toll on the bottom line.In a recent survey by IPC, a trade association representing the electronics industry, nine out of 10 manufacturers complained that the time it takes to make their goods had increased. With workers in both Democratic and Republican states feeling wronged, the strike impulse tends to transcend partisan divides.One increasingly common complaint is the so-called two-tier compensation structure, in which workers hired before a certain date may earn a higher wage or a traditional pension, while more recent hires have a lower maximum wage or receive most of their retirement benefits through a variable plan like a 401(k).Frustration with the two-tier system helped propel a six-week strike at General Motors in 2019, and has loomed over several strikes this year, including Kellogg and Deere. Deere workers hired after 1997 have much smaller traditional pensions.In some cases, workers have even grown skeptical of their union leadership, worrying that negotiators have become too remote from the concerns of the rank and file.This is particularly true at the United Automobile Workers, which has been wracked by a corruption scandal in which more than 15 people have been convicted, including two recent presidents. Some Deere workers cited discontent with their union’s leadership in explaining their vote against the initial contract the union had negotiated.It is also a feeling that some Hollywood crew members have expressed about negotiations handled by their union, the International Alliance of Theatrical Stage Employees. “They’re not bad people, they’re working in good faith,” said Victor P. IATSE leaders are endorsing the tentative agreements they reached with the studios in October, and even those who oppose them believe it will be a long shot for the membership to vote them down.Matthew Loeb, the IATSE president, said that 36 locals were closely involved in developing the union’s bargaining objectives and that “our members demonstrated incredible union solidarity that stunned the employers and helped us to achieve our stated goals.”For their part, companies often pre-empt a labor action by improving compensation, something that appears to be happening as employers raise wages, though that is also to attract new workers. (It’s less clear if the wage increases are keeping up with inflation outside leisure and hospitality industries.)Manufacturing workers contemplating strikes may have jobs that are relatively sought-after in their cities and towns, making workers less keen to risk their jobs in the event of a strike, and potentially easier to fill than a quick glance at the number of local openings would suggest.And the mere act of striking can exert an enormous psychological and financial toll in an economy where workers have a limited safety net. When unionized workers receive strike pay, it’s typically a fraction of their usual pay, and they must often picket outside their workplace to receive it.Companies can use the legal system to place restrictions on them — as with Warrior Met Coal in Alabama, where about 1,000 workers represented by the United Mine Workers of America have been on strike for seven months. Nonunionized workers often find strikes harder to organize and harder to endure because of the lack of pay. They are typically more vulnerable to potentially unlawful responses by employers, which unions have the legal muscle to resist.It is perhaps no surprise that as the rate of union membership has fallen, so has the number of strikes. Until the early 1980s, the country typically saw more than 200 a year involving 1,000 or more workers, versus 25 in 2019, the highest in almost two decades. An analysis by the employment site ZipRecruiter showed that when the strike vote was taken in September, job postings in the Louisville area had increased by almost twice the percentage they had nationwide during the pandemic.After the company threatened to bring in replacement workers, the employees were dismissive. “No one can find workers now — where do they think they’ll find 400?” Ms. Glazar, the local union official, said shortly before the strike ended. “That’s the only thing that keeps us smiling out there.”There were also indications that Heaven Hill was running low on inventory as the strike wore on, crimping the company’s ability to age and bottle alcohol that it produced in Louisville. “We could see the truck movement had slowed down from week one to week six — there were not near as many trucks in and out,” Ms. Glazar said.Josh Hafer, a company spokesman, said, “There may have been some small-scale products impacted, but not to any large degree.”Still, the workers were under enormous stress. Their health benefits ended when their contract expired, and some workers found their insurance was no longer valid while trying to squeeze in a final doctor’s appointment.And while jobs in the area appeared plentiful, many workers preferred to stay in the whiskey-making business. “I like what I do, I enjoy everything about bourbon,” said Austin Hinshaw, a worker who voted to strike at the Heaven Hill plant. “I have worked at a factory before, and it’s not my thing.” In late October, Mr. Hinshaw accepted a job at a distillery in town where he had been applying for months.A few days earlier, Heaven Hill management had worked out a new agreement with the union. The proposed contract included a commitment to largely maintain the existing overtime pay rules for current workers, though it left open the possibility that future workers would be scheduled on weekends at regular pay, which grated on union members. The company also offered a slightly larger pay increase than it had offered just before the workers’ contract expired in September.In a statement, Heaven Hill pointed to the generous health benefits and increased wages and vacation time in the new contract.The company’s proposal divided the members, many of whom wanted to keep fighting, but more than one-third voted in favor of the contract, the minimum needed to approve it and end the strike.“There are a lot of mixed emotions,” Ms. Glazar said. “Some of them are just disappointed.     Why Paid Family Leave’s Demise This Time Could Fuel It Later

    In failing to secure a benefit with bipartisan appeal, President Biden joins a long line of frustrated politicians. But some Republicans say it could be resurrected on its own.WASHINGTON — In late 2019, with bipartisan backing, including from the iconoclastic Senate Democrat Kyrsten Sinema of Arizona, President Donald J. Trump’s daughter Ivanka hosted a summit at the White House to promote her vision for paid family and medical leave.As with many domestic initiatives of the Trump years, the effort went nowhere, thanks in part to the former president’s lack of interest in legislating. But it also stalled in part because of opposition from Democrats like Senator Kirsten Gillibrand of New York, who saw the plan not as a true federal benefit but as a “payday loan” off future Social Security benefits.Ms. Gillibrand believed she could do much better.Last week was the Democrats’ turn to fail. A 12-week paid family and medical leave program, costing $500 billion over 10 years, was supposed to be a centerpiece of President Biden’s social safety net legislation. But it fell out of his compromise framework, a victim of centrists who objected to its ambition and cost.The demise of the effort, even amid bipartisan interest, in part reflected the polarization surrounding Democrats’ marquee domestic legislation, which Republicans are opposing en masse.Some business groups and G.O.P. proponents of a paid leave program believe that if it had been broken out and negotiated with Republicans, the way a $1 trillion infrastructure package was at Mr. Biden’s urging, it could have survived, and some think it still could resurrected as a bipartisan initiative.They said the problem lay with the Democrats’ decision to put paid family leave in the expansive social policy and climate bill — a multitrillion-dollar package financed by large tax increases on businesses and the wealthy — which they knew that Republicans and mainstream business groups would never support.“In any area that is substantive, when members sit down to actually walk through whether or not we can build good legislation, there are possibilities,” Senator Lisa Murkowski, Republican of Alaska, said. “We’re not being encouraged to work together to solve problems. What we’re being encouraged to do is line up with the team so that we can have the political messaging point.”At least for now, though, the United States is almost certain to remain one of only six countries with no national paid leave.“Fundamentally, to provide paid leave, you have to value women and value their work,” Ms. Gillibrand lamented, “and valuing women and their work is a hard thing for the United States.”The last-minute removal of the paid leave program underscored longstanding questions about how it can be that while 186 other countries have such a program, the United States does not.A rally for paid leave near the White House. She said she had been developing paid family and medical leave legislation for nearly a decade, had sought out numerous Republican and business partners, and had always found the parties too ideologically divided.But the issue driving interest in both parties — bringing more women into the work force and keeping them there — has only grown more acute since the coronavirus pandemic hit.White House officials say 95 percent of the lowest-wage workers lack any paid leave, and they are predominantly women and people of color. Some five million women lost their jobs during the pandemic, and many of them, struggling with access to child care and bedeviled by intermittent school closures and periodic Covid-19 outbreaks, have opted not to return.Mr. Trump campaigned on the issue and included six weeks of federally paid leave in his budgets, which were ignored by Republican leaders. Congressional Republicans had their own ideas. Legislation introduced in 2019 by Senators Sinema and Bill Cassidy, Republican of Louisiana, and Representatives Elise Stefanik, Republican of New York, and Colin Allred, Democrat of Texas, would offer new parents $5,000 during the first year of their baby’s life, which they would repay over the decade through cuts to their child tax credit.The Republican senators Marco Rubio of Florida, Mitt Romney of Utah, Joni Ernst of Iowa and Mike Lee of Utah similarly proposed offering workers parental leave benefits that would have to be repaid — with interest — through cuts in their Social Security retirement benefits.Senator Deb Fischer, Republican of Nebraska, championed and secured more modest legislation — tucked into the Republican tax cuts of 2017 — that gave small businesses a tax credit to fund family leave. She argued against broader versions, since many companies already offer employees paid leave.“If you have two or three employees, you cannot afford to do paid family leave because you can’t afford to hire somebody to take their place, which is why I think the tax credit that we have in law now is really beneficial,” Ms. Fischer said.According to the White House, fewer than a third of small businesses with 100 or more employees offer paid leave. Only 14 percent with fewer than 50 employees do. Ms. Fischer conceded that few small businesses have taken advantage of her credit, but she blamed the Treasury Department, under Mr. Trump and Mr. Biden, for dragging its feet on issuing detailed regulations and promoting it.To Democrats, those proposals are not true leave. They are either loans off other needed benefits or too limited to make a difference.     Missing Foreign Workers Add to Hiring Challenges

    Fewer foreign people have been able to work in the U.S. amid the coronavirus, leaving a hole in the potential labor force.Neha Mahajan was a television journalist in India before her husband’s job moved her family to the United States in 2008. She spent years locked out of the labor market, confined by what she calls the “gilded cage” of her immigration status — one that the pandemic placed her back into.Ms. Mahajan started working after an Obama administration rule change in 2015 allowed people on spousal visas to hold jobs, and she took a new job in business development at an immigration law firm early in 2021. But processing delays tied to the pandemic caused her work authorization to expire in July, forcing her to take leave.“It just gets to you emotionally and drains you out,” said Ms. Mahajan, 39, who lives in Scotch Plains, N.J.Last week brought reprieve, if only temporarily. She received approval documents for her renewed work authorization, enabling her to return to the labor force. But a process that should have taken three months stretched to 10, leaving her sidelined all summer. And because her visa is linked to her husband’s, she will need to reapply for authorization again in December when his visa comes up for renewal.Hundreds of thousands of foreign workers have gone missing from the labor market as the global coronavirus pandemic drags on, leaving holes in white-collar professions like the one Ms. Mahajan works in and in more service-oriented jobs in beach towns and at ski resorts. Newcomers and applicants for temporary visas were initially limited by policy changes under former President Donald J. Trump, who used a series of executive actions to slow many types of legal immigration. Then pandemic-era travel restrictions and bureaucratic backlogs caused immigration to drop precipitously, threatening a long-term loss of talent and economic potential.Some of those missing would-be employees will probably come and work as travel restrictions lift and as visa processing backlogs clear, as Ms. Mahajan’s example suggests. But the recent immigration lost to the pandemic is likely to leave a permanent hole. Goldman Sachs estimated in research this month that the economy was short 700,000 temporary visa holders and permanent immigrant workers, and that perhaps 300,000 of those people would never come to work in the United States.Employers consistently complain that they are struggling to hire, and job openings exceed the number of people actively looking for work, even though millions fewer people are working compared with just before the pandemic. The slump in immigration is one of the many reasons for the disconnect. Companies dependent on foreign workers have found that waves of infections and processing delays at consulates are keeping would-be employees in their home countries, or stuck in America but simply unable to work.“Employers are having to wait a long time to get their petitions approved, and renewals are not being processed in a timely manner,” said Stephen Yale-Loehr, an immigration lawyer who teaches at Cornell Law School. “It’s going to take a long time for them to work through the backlog.”Worker inflows had already slowed sharply before the pandemic, the result of a crackdown by the Trump administration that made it harder for foreign workers, refugees and migrant family members to enter the United States. But the pandemic took that decline and accelerated it dramatically: Overall visa issuance dropped by 4.7 million last year.Many of those visas would have gone to short-term visitors and tourists — people who likely will come back as travel restrictions lift. But hundreds of thousands of the visas would have gone to workers. Without them, some employers have been left struggling.Guests at Penny Fernald’s inn on Mount Desert Island in Maine had to swing by the front desk to pick up towels this summer. Turndown service was limited, because only one of the four foreign housekeepers Ms. Fernald would employ in a typical summer could make it through a consulate and into the country this year.Vacationers who wanted a reimagined Waldorf salad at Salt & Steel, a nearby restaurant, needed to call ahead for reservations and hope it wasn’t Sunday, when the short-staffed restaurant was closed.“This was the busiest season Bar Harbor has ever seen, and we turned people away nightly,” said Bobby Will, the chef and co-owner of Salt & Steel.He usually hires a few foreign workers who perform day jobs for other local businesses then work for him at night. This year, that was basically impossible. He found himself down six of 18 workers. He modified dishes to make them easier to plate — a lobster risotto with roasted chanterelles and hand-placed garnished became a seafood cassoulet — but labor-saving innovations were not enough of a fix. The Goldman Sachs estimate that the U.S. is short 700,000 foreign workers was based on a rough methodology. The Congressional Budget Office estimated late last year that 2.5 million fewer people would immigrate in the 2020s than it had estimated before the pandemic. Immigration tends to build on itself as legal permanent residents bring in family members, so this decade’s decline is expected to lead to another 840,000 fewer immigrants between 2031 and 2040.The “reduction occurs in part because of travel restrictions and reduced visa-processing capabilities related to the pandemic,” the office wrote in its September 2020 long-term budget outlook.Either number amounts to a relatively small sliver of the American work force, which is today 161 million people strong. But from an economic perspective — and from the viewpoint of many American businesses — the timing could hardly be worse. America’s population is aging, and fertility rates have been declining. Work force growth in recent years has been heavily driven by immigrants and their children. Fewer immigrants means fewer future workers.Unless businesses can figure out how to produce more with fewer people, a future in which the nation’s working-age population grows more slowly means that the economy is likely to have less room for expansion.The pandemic immigration slump isn’t the cause of that economic sclerosis, but it could cause the condition to progress faster.While millions of Americans remain out of work and potentially available for jobs, employers say hiring has been complicated by pandemic aftershocks. Some households lack child care or are afraid of virus resurgence. Others are rethinking careers in backbreaking industries after a perspective-shifting collective public health trauma. Often immigrants work jobs that struggle to attract native workers.Some companies are reluctant to pay enough to attract locals. Ms. Fernald did receive some applications for housekeeping positions, but she pays $16.50 per hour and the applicants had hoped for $20 to $23.Even for those who were willing to pay what would-be laborers demand — Mr. Will paid cooks $22 per hour and guaranteed 10 hours a week in overtime — it was difficult to make up for missing local exchange student workers and temporary seasonal employees from abroad. He’s hoping hiring will be easier in 2022.“Honestly, I don’t know what to expect,” he said.Ms. Mahajan in New Jersey offered a glint of hope that some sort of normalcy could return, but also apprehension that it will not.“I couldn’t believe it — I was like, ‘Wow,’” she said of the moment she received her approval. But the relief may be short-lived since her visa is inextricably linked to her husband’s lapsing one.“Even before summer, I could be back in the same situation,” she said. “This is like an infinite rut.” More

    The Economic Rebound Is Still Waiting for Workers

    Despite school reopenings and the end of some federal aid, many people are in no rush to land a job. Savings and health concerns are playing a role.Fall was meant to mark the beginning of the end of the labor shortage that has held back the nation’s economic recovery. Expanded unemployment benefits were ending. Schools were reopening, freeing up many caregivers. Surely, economists and business owners reasoned, a flood of workers would follow.Instead, the labor force shrank in September. There are five million fewer people working than before the pandemic began, and three million fewer even looking for work.The slow return of workers is causing headaches for the Biden administration, which was counting on a strong economic rebound to give momentum to its political agenda. Forecasters were largely blindsided by the problem and don’t know how long it will last.Conservatives have blamed generous unemployment benefits for keeping people at home, but evidence from states that ended the payments early suggests that any impact was small. Progressives say companies could find workers if they paid more, but the shortages aren’t limited to low-wage industries.Instead, economists point to a complex, overlapping web of factors, many of which could be slow to reverse.The health crisis is still making it hard or dangerous for some people to work, while savings built up during the pandemic have made it easier for others to turn down jobs they do not want. Psychology may also play a role: Surveys suggest that the pandemic led many to rethink their priorities, while the glut of open jobs — more than 10 million in August — may be motivating some to hold out for a better offer.The net result is that, arguably for the first time in decades, workers up and down the income ladder have leverage. And they are using it to demand not just higher pay but also flexible hours, more generous benefits and better working conditions. Ms. Eager says she is still worried about catching Covid-19 — she would prefer to work remotely, and if she does end up taking an in-person job, she wants it to be worth the risk. And she doesn’t want another job with low pay, little flexibility and no benefits.“Many, many people are realizing that the way things were prepandemic were not sustainable and not benefiting them,” she said. She has been applying for jobs in data analysis, nonprofit management and other fields that would offer better pay, benefits and a sense of purpose.Ms. Eager, who is vaccinated, said that she had always been careful with money and that she built savings this year by staying home and socking away unemployment benefits and other aid. “My financial situation is OK, and I think that is 99 percent of the reason that I can be choosy about my job prospects,” she said.Americans have saved trillions of dollars since the pandemic began. Much of that wealth is concentrated among high earners, who mostly kept their jobs, reduced spending on dining and vacations, and benefited from a soaring stock market. But many lower-income Americans, too, were able to set aside money thanks to the government’s multitrillion-dollar response to the pandemic, which included not only direct cash assistance but also increased food aid, forbearance on mortgages and student loans and an eviction moratorium. Economists said the extra savings alone aren’t necessarily keeping people out of the labor force. But the cushion is letting people be more picky about the jobs they take, when many have good reasons to be picky.In addition to health concerns, child care issues remain a factor. Most schools have resumed in-person classes, but parents in many districts have had to grapple with quarantines or temporary returns to remote learning. And many parents of younger children are struggling to find day care, in part because that industry is dealing with its own staffing crisis.Liz Kelly-Campanale left her job as a winemaker last year to care for her two children in Portland, Ore. She thought about going back to work when schools resumed in-person instruction this fall. But the Delta variant upended those plans.“If you have an exposure, all of a sudden your kids are out of school for 10 days,” she said. “For people who have jobs where they can work from home, it’s maybe a little more feasible, but I can’t really drive a forklift around the house.”Ms. Kelly-Campanale, 37, said she might go back to work once her children, now 6 and 3, are vaccinated and the pandemic seems under control. But she said the pandemic has led her to rethink her priorities.“So much of how I saw myself was tied up in what I did for a living — it was a huge adjustment to all of a sudden not be doing that all the time,” she said. “But once I made that adjustment, it also became apparent that there were also benefits to having that work-life balance.”Economists worry that if the pandemic leads many people to opt out of the work force, it could have long-term consequences for economic growth. Wages have risen, but many employers appear reluctant to make other changes to attract workers, like flexible schedules and better benefits. That may be partly because, for all their complaints about a labor shortage, many companies are finding that they can get by with fewer workers, in some instances by asking customers to accept long waits or reduced service.“They’re making a lot of profits in part because they’re saving on labor costs, and the question is how long can that go on,” said Julia Pollak, chief economist for the employment site ZipRecruiter. Eventually, she said, customers may get tired of busing their own tables or sitting on hold for hours, and employers may be forced to give into workers’ demands.Some businesses are already changing how they operate. When Karter Louis opened his latest restaurant this year, he abandoned the industry-standard approach to staffing, with kitchen workers earning low wages and waiters relying on tips. At Soul Slice, his soul-food pizza restaurant in Oakland, Calif., everyone works full time, earns a salary rather than an hourly wage, and receives health insurance, retirement benefits and paid vacation. Hiring still hasn’t been easy, he said, but he isn’t having the staffing problems that other restaurants report.Restaurant owners wondering why they can’t find workers, Mr. Louis said, need to look at the way they treated workers before the pandemic, and also during it, when the industry laid off millions.“The restaurant industry didn’t really have the back of its people,” he said.Still, better pay and benefits alone won’t bring back everyone who has left the job market. The steepest drop in labor force participation came among older workers, who faced the greatest risks from the virus. Some may return to work as the health situation improves, but others have simply retired.And even some nowhere near retirement have made ends meet outside a traditional job.When Danielle Miess, 30, lost her job at a Philadelphia-area travel agency at the start of the pandemic, it was in some ways a blessing. Some time away helped her realize how bad the job had been for her mental health, and for her finances — her bank balance was negative on the day she was laid off.     Inflation is likely getting a temporary boost from the $1.9 trillion coronavirus relief package that the Biden administration ushered in early this year, new Federal Reserve Bank of San Francisco research released on Monday suggested.The analysis may add fuel to a hot debate in Washington over whether the administration’s policies are contributing to a spike in prices. Critics of the government spending package that was signed into law in March, including former Treasury Secretary Lawrence H. Summers, have said it was poorly targeted and risked overheating the economy. Supporters of the relief program have said it provided critical aid to workers and businesses still struggling through the pandemic.The new paper comes down somewhere in the middle, finding that the spending had some effect on inflation but suggesting that it is most likely to be temporary. The economists estimated that it would add 0.3 percentage points to the core Personal Consumption Expenditures inflation index in 2021 and “a bit more” than 0.2 percentage points in 2022.
