    A key measure of inflation jumped sharply in June, a gain that is sure to keep concerns over rising prices front and center at the White House and Federal Reserve.The Consumer Price Index climbed by 5.4 percent in the year through June, the Labor Department said, as prices for used cars and trucks increased rapidly. The increase was more than the 5 percent increase reported in May and was the largest year-over-year gain since 2008.Investors, lawmakers and central bank officials are closely watching inflation, which has been elevated in recent months by both a quirk in the data and by mismatches between demand and supply as the economy rebounds. Quick price gains can squeeze consumers if wages do not keep up, and the pickup could prod the central bank to pull back on support for the economy if it looks if the inflation is going to prove sustained. The Fed’s cheap-money policies are generally good for markets, so a rapid withdrawal would be bad news for investors in stocks and other asset classes.Policymakers expect inflation will fade as the economy gets through a volatile pandemic reopening period, but how quickly that will happen is unclear. Prices have climbed faster than officials at the Fed had predicted earlier this year, certain measures of consumer inflation expectations have risen — something that could make inflation a self-fulfilling prophecy if it becomes more extreme — and some officials at the central bank are increasingly wary. At the same time, markets have become more sanguine about the outlook for inflation. The index rose 0.9 percent from May to June, faster than the 0.6 percent month-over-month increase the prior month and far more than economists had expected.Stripping out volatile food and fuel costs, the C.P.I. also climbed 0.9 percent over the month, up from 0.7 percent the prior month.Part of the annual jump owes to a data quirk. The “base effect” is a wonky way to say that because prices fell last year, gains in the price index look artificially high this year.     A Great Inflation Redux? Economists Point to Big Differences.

    Prices climbed for years before the runaway inflation of the 1970s. Economists see parallels today, but the differences are just as important.The last time big government spending, supply chain shocks and rising wages threatened to keep inflation meaningfully higher, President Biden’s top economic adviser was in diapers.Jump forward half a century, and some aspects of 2021 look a little bit like a do-over of the late 1960s and the 1970s, which many economists think laid the groundwork for the breakaway inflation that took hold and lasted into the 1980s. At a time when prices have popped and debate rages over how quickly they will moderate, those comparisons have become a hot topic.Yet many inflation experts point out critical differences between this era and that one, from the decline of unionization to the ascent of globalization and shifting demographics, and say those discrepancies are part of the reason faster inflation is likely to be short-lived this time around. White House officials — including Brian Deese, Mr. Biden’s top economic adviser, who is 43 — say they expect price pressures to calm.“We’re looking at the implications of an economy that comes out of a policy-induced coma and comes roaring back,” Mr. Deese said at a recent event, explaining why prices have moved up.Inflation concerns may already be easing among investors. Yields on government debt rose earlier this year as investors demanded higher interest rates to compensate for the risk of higher inflation, among other factors. But yields have since fallen amid signs that the economic recovery is proceeding more slowly than initially expected.The main certainty that emerges from the debate is this: Like half a century ago, the American economy is being rocked by big and unusual changes that have hit all at once. But those trends make it hard for analysts to guess what will happen, since their tools use the past to predict the future — and there’s no historical precedent for reopening from a global pandemic. This won’t be 1969 or 1978 again, but what it will look like is difficult to foresee.“History doesn’t repeat itself,” said Rebecca L. Spang, a historian at Indiana University who has studied money and inflation. “Recognizing the complexity of any particular moment is something that economics, with its ahistorical models, is not very good at.”Monetary policy: Fine tuning, take two?The Federal Reserve entered the 1960s with the same two-part job that it has now: fostering stable inflation and maximum employment by keeping the economy growing at an even keel using its monetary policies, which influence how expensive it is to borrow money.Back then, the Fed was very focused on the employment part of its goal. The Employment Act of 1946 had instructed the government to dedicate itself to creating a strong job market. Years of weak price gains made runaway inflation seem like a distant risk, and a growing number of economists had come to believe that higher employment levels could be “bought” with slightly more inflation.Even when the then-Fed chair, William McChesney Martin, grew worried about price pressures in the mid-1960s, the institution was slow to move, because some of his colleagues hoped to drive unemployment down to 4 percent. When it did raise rates, it did so slowly — a situation that was exacerbated in the 1970s, when Mr. Martin’s successor, Arthur Burns, came under intense political pressure from the Nixon White House to keep easy-money policies in place.By the time the Fed began to fight inflation in earnest, it was too late. Some economists draw parallels between that era and now. The Fed last year renewed its focus on the labor market, calling full employment a “broad-based and inclusive” goal. And after years of tepid price gains, officials have signaled that they would be willing to accept periods of higher prices.Yet unlike in the 1960s, the Fed now has a clear framework for dealing with inflation. It no longer has a specific numeric goal for full employment — it looks for signs like faster wage growth. It has given no signal that it would again tolerate years and years of higher prices. “The Fed is very focused on keeping inflation relatively settled,” said Alan Detmeister, a former central bank economist who is now at the bank U.B.S. President Lyndon Johnson began ramping up U.S. troop levels in the mid-1960s, and with public opposition to the war rising, he was reluctant to pay for it by raising taxes or cutting spending elsewhere in the budget. The result was what amounted to a jolt of fiscal stimulus at a time when the U.S. economy was already strong — a classic recipe for inflation.Today, the economy is growing quickly, and many companies have complained of difficulties in finding enough workers, suggesting that the United States might be closer to full employment than standard measures propose.“We’re not beyond full employment at this point, but a number of people are predicting that we will be, and there’s very little question that we are experiencing a big surge in demand,” said Alan Blinder, a Princeton economist and former Fed vice chairman.But there are obvious differences between the two periods. The 1960s saw historically low unemployment while the current economy is still missing millions of jobs. According to many standard measures, the recovery remains fragile enough that government spending should lead to faster job growth, not more inflation. Plus, fiscal stimulus will likely slow with time as pandemic-era programs such as enhanced unemployment benefits end. Supply shocks: Then it was oil, now it’s computer chips.In the 1960s, an overheating economy gradually pushed up prices, but it was in the 1970s when inflation really took off. Inflation jumped to 12 percent in late 1974, then moderated, and hit a peak of more than 14 percent in early 1980.The cumulative effects of that much inflation were eye-popping. In January 1970, $100 would have been able to buy as many goods and services as $280 could buy in January 1985. By comparison, $100 of purchases in 2005 would only have cost $135 by 2020.The immediate culprit, in both big 1970s spikes, was oil. The Arab oil embargo of 1973-74 and the Iranian revolution of 1979 both contributed to an oil slump, leading to price spikes and gas shortages, which in turn pushed up prices elsewhere in the economy. Shortages in commodities including lumber and agricultural goods also contributed.Oil prices are also rising now, jumping higher this week after talks between the Organization of the Petroleum Exporting Countries and its allies failed to reach a deal to ramp up production — but the situation is not as dire as the disruptions half a century ago. The economy is also facing snarls as it reopens and a dearth of computer chips is pushing up prices for video game systems and used cars. The Biden administration, much like the Nixon, Ford and Carter administrations, has been examining what it can do to ease the bottlenecks, including creating a task force to look into disruptions affecting construction, transportation, semiconductor production and agriculture.“It gave me a feeling of déjà vu, because that’s what we were doing in the ’70s — we were trying to get supply-side effects,” said Barry P. Bosworth, a senior fellow at the Brookings Institution who led the Council on Wage and Price Stability under President Jimmy Carter. The efforts failed to control overall inflation, he said.“It doesn’t work,” he said. “As a macro policy, you can’t go around trying to put your finger in the dike everywhere it pops up.”Wages: The trouble with spirals.The big price spikes in the 1960s and 1970s reversed once the underlying conditions that created them eased. But not all the way — in each case, the rate of inflation bottomed out a bit higher than the time before. Many economists believe that pattern had to do with human psychology: Workers and businesses had come to expect a higher rate of inflation, and had adapted their behavior accordingly, creating a self-sustaining cycle.Economists particularly highlight the role of wages. Businesses can cut prices just as easily as they can raise them, but cutting wages is harder. No worker wants to be told that a job that was worth $10 an hour yesterday is worth just $9.50 an hour today. And if workers expect prices to rise at 5 percent per year, they will want raises to keep up with inflation.Most economists believe that the forces driving the current surge in inflation will ease in the months ahead. The question is whether that will happen before expectations shift. Some surveys have found that consumers are already beginning to anticipate faster inflation to stick around, although that evidence is mixed. Wages, too, have continued rising as employers struggle to rehire workers, although it’s not yet clear that they are taking off.One reason that temporary price increases turned into permanent wage increases in the middle of the 20th century is that many union contracts had escalator clauses that tied wage gains directly to inflation. Those provisions effectively helped lock in price increases, feeding into the price spiral, said David Card, an economist at the University of California, Berkeley, who has studied the role of union contracts in inflation. Far fewer workers are members of unions today, and few contracts have inflation clauses, in part because they haven’t been necessary in a period of low inflation.Perhaps the largest difference of all? Time. In the 1960s, it took years of price spikes and policy failures for Americans to lose confidence that their leaders could keep inflation under control. “What happened by the ’70s took almost 10 years to develop,” Mr. Card said. “I don’t think it’s that feasible that it could happen that quickly.” More

    Pandemic Wave of Automation May Be Bad News for Workers

    The need for social distancing led restaurants and grocery stores to seek technological help. That may improve productivity, but could also cost jobs.When Kroger customers in Cincinnati shop online these days, their groceries may be picked out not by a worker in their local supermarket but by a robot in a nearby warehouse.Gamers at Dave & Buster’s in Dallas who want pretzel dogs can order and pay from their phones — no need to flag down a waiter.And in the drive-through lane at Checkers near Atlanta, requests for Big Buford burgers and Mother Cruncher chicken sandwiches may be fielded not by a cashier in a headset, but by a voice-recognition algorithm.An increase in automation, especially in service industries, may prove to be an economic legacy of the pandemic. Businesses from factories to fast-food outlets to hotels turned to technology last year to keep operations running amid social distancing requirements and contagion fears. Now the outbreak is ebbing in the United States, but the difficulty in hiring workers — at least at the wages that employers are used to paying — is providing new momentum for automation.Technological investments that were made in response to the crisis may contribute to a post-pandemic productivity boom, allowing for higher wages and faster growth. But some economists say the latest wave of automation could eliminate jobs and erode bargaining power, particularly for the lowest-paid workers, in a lasting way.“Once a job is automated, it’s pretty hard to turn back,” said Casey Warman, an economist at Dalhousie University in Nova Scotia who has studied automation in the pandemic.The trend toward automation predates the pandemic, but it has accelerated at what is proving to be a critical moment. The rapid reopening of the economy has led to a surge in demand for waiters, hotel maids, retail sales clerks and other workers in service industries that had cut their staffs. At the same time, government benefits have allowed many people to be selective in the jobs they take. Together, those forces have given low-wage workers a rare moment of leverage, leading to higher pay, more generous benefits and other perks.Automation threatens to tip the advantage back toward employers, potentially eroding those gains. A working paper published by the International Monetary Fund this year predicted that pandemic-induced automation would increase inequality in coming years, not just in the United States but around the world.“Six months ago, all these workers were essential,” said Marc Perrone, president of the United Food and Commercial Workers, a union representing grocery workers. “Everyone was calling them heroes. Now, they’re trying to figure out how to get rid of them.”Checkers, like many fast-food restaurants, experienced a jump in sales when the pandemic shut down most in-person dining. But finding workers to meet that demand proved difficult — so much so that Shana Gonzales, a Checkers franchisee in the Atlanta area, found herself back behind the cash register three decades after she started working part time at Taco Bell while in high school.“We really felt like there has to be another solution,” she said.So Ms. Gonzales contacted Valyant AI, a Colorado-based start-up that makes voice recognition systems for restaurants. In December, after weeks of setup and testing, Valyant’s technology began taking orders at one of Ms. Gonzales’s drive-through lanes. Now customers are greeted by an automated voice designed to understand their orders — including modifications and special requests — suggest add-ons like fries or a shake, and feed the information directly to the kitchen and the cashier.The rollout has been successful enough that Ms. Gonzales is getting ready to expand the system to her three other restaurants.“We’ll look back and say why didn’t we do this sooner,” she said.Shana Gonzales, who owns four Checkers franchises in the Atlanta area, said she has had difficulty finding workers to meet demand.Lynsey Weatherspoon for The New York TimesThe push toward automation goes far beyond the restaurant sector. Hotels, retailers, manufacturers and other businesses have all accelerated technological investments. In a survey of nearly 300 global companies by the World Economic Forum last year, 43 percent of businesses said they expected to reduce their work forces through new uses of technology.Some economists see the increased investment as encouraging. For much of the past two decades, the U.S. economy has struggled with weak productivity growth, leaving workers and stockholders to compete over their share of the income — a game that workers tended to lose. Automation may harm specific workers, but if it makes the economy more productive, that could be good for workers as a whole, said Katy George, a senior partner at McKinsey, the consulting firm.She cited the example of a client in manufacturing who had been pushing his company for years to embrace augmented-reality technology in its factories. The pandemic finally helped him win the battle: With air travel off limits, the technology was the only way to bring in an expert to help troubleshoot issues at a remote plant.“For the first time, we’re seeing that these technologies are both increasing productivity, lowering cost, but they’re also increasing flexibility,” she said. “We’re starting to see real momentum building, which is great news for the world, frankly.”Other economists are less sanguine. Daron Acemoglu of the Massachusetts Institute of Technology said that many of the technological investments had just replaced human labor without adding much to overall productivity.In a recent working paper, Professor Acemoglu and a colleague concluded that “a significant portion of the rise in U.S. wage inequality over the last four decades has been driven by automation” — and he said that trend had almost certainly accelerated in the pandemic.“If we automated less, we would not actually have generated that much less output but we would have had a very different trajectory for inequality,” Professor Acemoglu said.Ms. Gonzales, the Checkers franchisee, isn’t looking to cut jobs. She said she would hire 30 people if she could find them. And she has raised hourly pay to about $10 for entry-level workers, from about $9 before the pandemic. Technology, she said, is easing pressure on workers and speeding up service when restaurants are chronically understaffed.“Our approach is, this is an assistant for you,” she said. “This allows our employee to really focus” on customers.Ms. Gonzales acknowledged she could fully staff her restaurants if she offered $14 to $15 an hour to attract workers. Automating that task doesn’t eliminate a job; it makes the job more manageable.“We’re not talking about automating an entire position,” he said. “It’s just one task within the restaurant, and it’s gnarly, one of the least desirable tasks.”But technology doesn’t have to take over all aspects of a job to leave workers worse off. If automation allows a restaurant that used to require 10 employees a shift to operate with eight or nine, that will mean fewer jobs in the long run. And even in the short term, the technology could erode workers’ bargaining power.“Often you displace enough of the tasks in an occupation and suddenly that occupation is no more,” Professor Acemoglu said. “It might kick me out of a job, or if I keep my job I’ll get lower wages.”At some businesses, automation is already affecting the number and type of jobs available. Meltwich, a restaurant chain that started in Canada and is expanding into the United States, has embraced a range of technologies to cut back on labor costs. Its grills no longer require someone to flip burgers — they grill both sides at once, and need little more than the press of a button.“You can pull a less-skilled worker in and have them adapt to our system much easier,” said Ryan Hillis, a Meltwich vice president. “It certainly widens the scope of who you can have behind that grill.”With more advanced kitchen equipment, software that allows online orders to flow directly to the restaurant and other technological advances, Meltwich needs only two to three workers on a shift, rather than three or four, Mr. Hillis said.Such changes, multiplied across thousands of businesses in dozens of industries, could significantly change workers’ prospects. Professor Warman, the Canadian economist, said technologies developed for one purpose tend to spread to similar tasks, which could make it hard for workers harmed by automation to shift to another occupation or industry.“If a whole sector of labor is hit, then where do those workers go?” Professor Warman said. Women, and to a lesser degree people of color, are likely to be disproportionately affected, he added.The grocery business has long been a source of steady, often unionized jobs for people without a college degree. But technology is changing the sector. Self-checkout lanes have reduced the number of cashiers; many stores have simple robots to patrol aisles for spills and check inventory; and warehouses have become increasingly automated. Kroger in April opened a 375,000-square-foot warehouse with more than 1,000 robots that bag groceries for delivery customers. The company is even experimenting with delivering groceries by drone.Other companies in the industry are doing the same. Jennifer Brogan, a spokeswoman for Stop & Shop, a grocery chain based in New England, said that technology allowed the company to better serve customers — and that it was a competitive necessity.“Competitors and other players in the retail space are developing technologies and partnerships to reduce their costs and offer improved service and value for customers,” she said. “Stop & Shop needs to do the same.”In 2011, Patrice Thomas took a part-time job in the deli at a Stop & Shop in Norwich, Conn. A decade later, he manages the store’s prepared foods department, earning around $40,000 a year.Mr. Thomas, 32, said that he wasn’t concerned about being replaced by a robot anytime soon, and that he welcomed technologies making him more productive — like more powerful ovens for rotisserie chickens and blast chillers that quickly cool items that must be stored cold.But he worries about other technologies — like automated meat slicers — that seem to enable grocers to rely on less experienced, lower-paid workers and make it harder to build a career in the industry.“The business model we seem to be following is we’re pushing toward automation and we’re not investing equally in the worker,” he said. “Today it’s, ‘We want to get these robots in here to replace you because we feel like you’re overpaid and we can get this kid in there and all he has to do is push this button.’” More

    Hiring leapt back up in June as employers added 850,000 workers, the government reported Friday, a fresh sign that the labor market’s recovery is gaining momentum.The unemployment rate rose slightly, to 5.9 percent, the Labor Department said.The report follows several promising economic developments this week. Consumer confidence, which surged in June, is at its highest point since the pandemic’s onset last year. Stocks closed out the first half of the year at record highs, and businesses’ plans for capital investments are rising. The Congressional Budget Office said Thursday that the economy was on track to recover all the jobs lost in the pandemic by the middle of next year.At the moment, more than six million fewer jobs exist than before the pandemic. Millions of people have dropped out of the labor force, however, and “job openings far outnumber the applicants,” said Karen Fichuk, chief executive of the staffing company Randstad North America. “It is truly across the board right now.”Aside from ever-present concerns about pay and benefits, workers are particularly interested in jobs that allow them to work remotely at least some of the time. Its lone factory, in Toronto, unionized in the mid-1980s.After Mr. Tick’s grandson Dani Reiss took over as chief executive in 2001, he sought to increase worldwide sales of what had largely been a North American operation. Still, he committed to making its parkas in Canada even as much of the country’s apparel industry was moving offshore.“By keeping the majority of our production domestic, we contribute to local job growth and can more easily maintain our high manufacturing and labour standards,” the company wrote in its 2020 sustainability report.But Mr. Reiss has seemed more skeptical of unions than his predecessors at Canada Goose.     Black Workers Stopped Making Progress on Pay. Is It Racism?

    William Spriggs, a professor at Howard University, wrote an open letter last year to his fellow economists. Reacting to the police killing of George Floyd in Minneapolis, he began the letter with a question: “Is now a teachable moment for economists?”Slamming what he saw as attempts to deny racial discrimination, Dr. Spriggs argued that economists should stop looking for a reason other than racism — some “omitted variable” — to account for why African Americans are falling further behind in the economy.“Hopefully, this moment will cause economists to reflect and rethink how we study racial disparities,” wrote Dr. Spriggs, who is Black. “Trapped in the dominant conversation, far too often African American economists find themselves having to prove that African Americans are equal.”After a year in which demands for racial justice acquired new resonance, Dr. Spriggs and others are pushing back against a strongly held tenet of economics: that differences in wages largely reflect differences in skill.While African Americans lag behind whites in educational attainment, that disparity has narrowed substantially over the last 40 years. Still, the wage gap hasn’t budged.In 2020, the typical full-time Black worker earned about 20 percent less than a typical full-time white worker.     Where Jobless Benefits Were Cut, Jobs Are Still Hard to Fill

    Missouri scrapped federal pay to the unemployed, saying it kept people out of the labor market. But so far, workers still seem to be choosy.MARYLAND HEIGHTS, Mo. — By lunchtime, the representatives from the recruiting agency Express Employment Professionals decided to pack up and leave the job fair in the St. Louis suburb of Maryland Heights. Hardly anyone had shown up.“We were hoping we would see prepandemic levels,” said Courtney Boyle, general manager of Express. After all, Missouri had just cut off federal unemployment benefits.Business owners had complained that the assistance, as Gov. Mike Parson put it, “incentivized people to stay out of the work force.” He made Missouri one of the first four states to halt the federal aid; a total of 26 have said they will do so by next month. But in the St. Louis metropolitan area, where the jobless rate was 4.2 percent in May, those who expected the June 12 termination would unleash a flood of job seekers were disappointed.Work-force development officials said they had seen virtually no uptick in applicants since the governor’s announcement, which ended a $300 weekly supplement to other benefits. And the online job site Indeed found that in states that have abandoned the federal benefits, clicks on job postings were below the national average.Of course, it’s early. But conversations with employers who are hunting for workers and people who are hunting for jobs in the St. Louis area revealed stark differences in expectations and assumptions about what a day’s work is worth.The divide raises a fundamental question of what a healthy labor market looks like. Does it mean workers are on such a knife edge that they feel compelled to take the first job that comes along? Or is it one in which employers are the ones who have to scramble and feel pressured to raise wages and improve working conditions? Are the economy and the public better off when workers get to be choosy or when employers do?“One way you might define normal is when employers and workers have the same idea of what an appropriate package looks like, and then the issue is matching up the people with the jobs,” said Katharine G. Abraham, an economist at the University of Maryland and a former commissioner at the Bureau of Labor Statistics.“Clearly part of the problem now,” she said, “is that what employers and what workers think is out of whack.”Why businesses are having such trouble hiring when 9.3 million people were unemployed in May is a puzzle that has generated lots of speculation, but little hard evidence. Many economists are skeptical that enhanced jobless benefits have played an outsize role in the hiring squeeze. They are more likely to point to child care and continuing health fears with less than half the population fully vaccinated. Nor should it be surprising that the nation’s road back from the harrowing limbo of the pandemic, in which millions of jobs vanished and more than 600,000 people have died, is bumpy.In any case, the squeeze has given many job seekers the confidence that they can push for higher wages or wait until employers come around.“They know how in demand they are,” said Angelic Hobart, a client service manager at American Staffing who occupied a table at the Maryland Heights job fair. “And I think that is being taken advantage of.” She said she had dozens of manufacturing, warehouse, sales, office and technology positions to fill. But public benefits have made people “very complacent,” she said. And sometimes “their pay expectations are way over what their skill level is.”Many of the 34 employers and agencies at the job fair said they had raised wages by $1 an hour or more in recent months. And they shared a refrain: There were good jobs available but not enough good workers to fill them, those who were reliable and were willing to work hard.That’s not the way Elodie Nohone saw it. “They’re offering $10, $12, $13,” said Ms. Nohone, who already earns $15 an hour as a visiting caregiver and was hoping to find a higher-paying opportunity. “There’s no point in being here.”Her boyfriend, Damond Green, was making his way around the room. He holds two jobs, one at McDonald’s, where after seven years he earns $15 an hour, and another providing home health care. He and Ms. Nohone have a baby on the way, and Mr. Green is looking for one job with higher pay. “Two jobs stretch you thin,” he said.“I want to do something where my work is appreciated,” he said, “and pay me decent.” His goal is to earn $50,000 a year, or about $25 an hour — roughly the median earnings of wage and salaried employees in the United States.The labor market’s deeper problem, said Francine D. Blau, an economist at Cornell University, is the proliferation of low-paid jobs with few prospects for advancement and too little income to cover essential expenses like housing, food and health care.The pandemic focused attention on many of these low-wage workers, who showed up to deliver food, clean hospital rooms and operate cash registers. “The pandemic put their lives at risk,” Ms. Blau said, “and we began to wonder if we are adequately remunerating a lot of the core labor we need to function as an economy and society.”Many economists are skeptical that enhanced jobless benefits have played an outsize role in the hiring squeeze.Whitney Curtis for The New York TimesWorkers at a St. Louis restaurant. Her marketing business dried up when the pandemic hit, and while job-hunting, she has been working at a natural-food store for $11.50 an hour.“It’s really demanding work, you’re on your feet and by the end of the day you’re tired and sore,” Ms. Waters said. She understood why many job hunters were demanding more. “It’s not that people are being lazy,” she said. “They just want something better to go back to.”Hundreds of jobs were being offered at the fair. A home health care agency wanted to hire aides for $10.30 an hour, the state’s minimum, to care for disabled children or mentally impaired adults. There were no benefits, and you would need a car to get from job to job. An ice rink, concert and entertainment center was looking for 80 people, paying $10.30 to $11.50 for customer service representatives and $13 for supervisors. But the jobs last just through the busy season, a few months at time, and the schedules, which often begin at 5 a.m., change from week to week.In St. Louis, a single person needs to earn $14 an hour to cover basic expenses at a minimum standard, according to M.I.T.’s living-wage calculator. Add a child, and the needed wage rises just above $30. Two adults working with two children would each have to earn roughly $21 an hour.The Biden administration has made clear that it seeks to tilt bargaining power toward workers. At the core of the president’s economic model, said Jared Bernstein, a member of the White House Council of Economic Advisers, “is the view that workers too often lack the necessary bargaining clout to claim their fair share of growth that they themselves are helping to produce.”In recent decades, a declining share of the country’s income and its productivity gains has gone to workers. And for adults without a four-year college degree, the options are especially bleak. From 1974 to 2018, for example, real wages for men with only a high school diploma declined by 7 percent. For those without that diploma, wages fell by 18 percent.For most of the last 40 years, less than full employment has tended to give employers the advantage. As it becomes harder to find qualified candidates, though, employers are often slow to adjust expectations.Among job seekers interviewed at job fairs and employment agencies in the St. Louis area the week after the benefit cutoff, higher pay and better conditions were cited as their primary motivations. Of 40 people interviewed, only one — a longtime manager who had recently been laid off — had been receiving unemployment benefits. (The maximum weekly benefit in Missouri is $320.)In St. Louis, the Element Hotel held a job fair to hire servers, bartenders and front-desk receptionists. Housekeepers were especially in demand. Janessa Corpuz, the general manager, had come in on a Sunday with her teenage daughter to do laundry because of the shortage.The hotel, which is on a major bus line, raised its starting wage to $13.50 an hour, the second increase in two months. It also offers benefits and a $50-a-month transportation allowance. The number of applicants shot up — to 40 from a handful the previous month — after the second wage increase.The search for higher pay and better conditions attracted people to a job fair held by the Element Hotel in St. Louis.Whitney Curtis for The New York TimesShaleece Carter, 27, had a housekeeping job at another hotel, but it was near the airport, and her two-bus commute took two hours each way on a good day, compared with 25 minutes by car. One Saturday, when buses tend to be more irregular, she left her job at 4 p.m. but didn’t get home until 8 p.m. “That was it,” she said.She got an offer on the spot and took it.Justin Johnson, too, already had a job when he showed up at an Express Employment Professionals office. He was working at a pet feed company, earning $14 an hour to shovel piles of mud or oats. But that week temperatures topped 90 degrees every day and were heading past 100.“The supervisor pushed people too hard,” Mr. Johnson said. He had to bring his own water, and if it was a slow day, he got sent home early, without pay for the lost hours.He accepted an offer to begin work the next day at a bottle packaging plant, earning $16.50.Amy Barber Terschluse, the owner of three Express franchises in St. Louis, handles mostly manufacturing, distribution and administrative jobs. Wages, hours and a short commute are what matter most to job seekers, she said, and few would work for less than $14 an hour.Ms. Terschluse said she had also had to educate employers, who have gotten used to low wages and the ability to dictate schedules and other conditions.Some employers, she said, have also gotten into “a vicious cycle of replace, replace, replace.”In industries like hospitality and warehousing, annual turnover rates can surpass 100 percent, which can pare overall growth. Mary C. Daly, president of the Federal Reserve Bank of San Francisco, said good job matches between employers and workers produced the most productivity and engagement.A dynamic labor market is one where the two sides negotiate over compensation, Ms. Daly said. If jobless benefits allow people to be a little more choosy because they are not destitute, she said, then “I, as an economist, predict that will be better for job matches and a better economy in the long run.” More
