    Drought Saps the Panama Canal, Disrupting Global Trade

    For over a century, the Panama Canal has provided a convenient way for ships to move between the Pacific and Atlantic Oceans, helping to speed up international trade.But a drought has left the canal without enough water, which is used to raise and lower ships, forcing officials to slash the number of vessels they allow through. That has created expensive headaches for shipping companies and raised difficult questions about water use in Panama. The passage of one ship is estimated to consume as much water as half a million Panamanians use in one day.“This is the worst we have seen in terms of disruption,” said Oystein Kalleklev, the chief executive of Avance Gas, which transports propane from the United States to Asia.The problems at the Panama Canal, an engineering marvel that opened in 1914 and handles an estimated 5 percent of seaborne trade, is the latest example of how crucial parts of global supply chains can suddenly seize up. In 2021, one of the largest container ships ever built got stuck for days in the Suez Canal, choking off trade. And the huge demand for goods like surgical masks, home appliances and garden equipment during the pandemic strained supply chains to their breaking point.Before the water problems, the canal handled some 38 ships a day. In July the authorities cut that to 32 vessels.Fewer passages could deprive Panama of tens of millions of dollars in revenue, push up the cost of shipping and increase greenhouse gas emissions when ships travel longer routes.In Panama, a lack of water has hampered canal operations in recent years, and some shipping experts say vessels may soon have to avoid the canal altogether if the problem gets worse. Fewer passages could deprive Panama’s government of tens of millions of dollars in annual revenue, push up the cost of shipping and increase greenhouse gas emissions when ships travel longer routes.Though Panama has an equatorial climate that makes it one of the wettest countries, rainfall there has been 30 percent below average this year, causing water levels to plunge in the lakes that feed the canal and its mighty locks. The immediate cause is the El Niño climate phenomenon, which initially causes hotter and drier weather in Panama, but scientists believe that climate change may be prolonging dry spells and raising temperatures in the region.Before the water problems, as many as 38 ships a day moved through the canal, which was built by the United States and remained under its control until 2000. The canal authority in July cut the average to 32 vessels, and later announced that the number would drop to 31 on Nov. 1. Further reductions could come if water levels remain low. The canal authority is also limiting how far a ship’s hull can go below the water, known as its draft, which significantly reduces the weight it can carry.Container ships, which transport finished consumer goods, typically reserve passage well in advance, and have not faced long delays. But ships carrying bulk commodities generally don’t book passage.Tree trunks are visible due to low levels of water. The passage of one ship is estimated to consume as much water as half a million Panamanians use in one day.This presents bulk shipping companies with an expensive calculus: They can risk waiting for days, pay a big fee to jump the line or avoid the canal entirely by taking a longer route.Mr. Kalleklev, the shipping executive, said his company decided in August to pay $400,000 in a special auction to move a ship ahead in the queue, roughly doubling the total cost of using the canal. Other companies have paid over $2 million, a cost they will sometimes bear to ensure ships don’t miss their next assignment. A portion of these extra costs will be passed on to consumers, already pummeled by inflation.The pain, however, has been limited because the U.S. economy is not running very hot and demand for imported goods is relatively muted.“If this was a year ago, when we still had record high freight rates and consumers still spending a lot on containerized goods from the Far East, then you would see more drama than you have now,” said Peter Sand, chief analyst at Xeneta, a shipping market analytics company.But traffic through the canal is likely to remain at lower levels in the coming months. Reducing passages helps conserve water, because huge amounts are used up every time a ship goes through the locks as it travels the 40 miles across Panama.The drought also presents tough choices for Panama’s leaders, who must balance the water needs of the canal with those of residents, over half of whom rely on the same sources of water that feed the canal.The canal’s board recently proposed building a new reservoir in the Indio River to bolster the water supply and increase traffic through the canal, which generates over 6 percent of Panama’s gross domestic product. Under the plan, the new water supply could allow for an additional 12 to 15 passages daily.For over a century, the Panama Canal has provided a convenient way for ships to move between the Pacific and Atlantic Oceans.The canal’s board recently proposed building a new reservoir in the Indio River to bolster the water supply and increase traffic through the canal.“In optimal terms, the canal can handle 38 transits per day, so 12 to 15 is a lot,” said Rodrigo Noriega, a lawyer and a columnist for Panama’s La Prensa newspaper.Building the reservoir is expected to cost nearly $900 million, and the canal authority could start accepting bids from contractors toward the middle of next year with construction starting early in 2025. But that timeline could well be delayed; the construction of larger locks was completed two years late, in 2016, and that project was marred by cost disputes.The new reservoir would also involve acquiring land that is protected by a 2006 law, and displace at least some of its inhabitants. Mr. Noriega said he expected Panama’s legislature to pass a law that would lift the ban on acquiring land. But he and others note that new water sources could also be built in other places.Without a new water source, the canal could lose significant amounts of business. Other ocean routes are, of course, longer and more expensive, but they are less likely to have unpredictable delays. One alternative is to transport goods between Asia and United States through the Suez Canal to the East Coast and Gulf Coast. Another is to ship goods from Asia to the West Coast ports — and then transport them overland by train or truck.“In theory, something that offers a cheaper, shorter route should always be in favor, but it’s the uncertainty that can be a killer,” said Chris Rogers, head of supply chain research at S&P Global Market Intelligence.Protracted disruptions at the canal could stoke interest in building land routes in Mexico, Colombia and other countries that have coastlines on both oceans, said Richard Morales, a political economist who is running as an independent candidate for vice president in an election next year.The efforts to secure new water supplies could be a race against climate change.Because interest in building a canal dates to the 19th century, Panama has rainfall records going back some 140 years. That gives scientists more confidence when concluding that a weather change is a permanent shift and not merely random, said Steven Paton, a director of the Smithsonian Tropical Research Institute’s Physical Monitoring Program on an island in Lake Gatun, which makes up a large part of the canal and supplies most of its water.He said that while scientists were unsure about climate change’s impact on El Niño, two of the driest El Niño periods of the last 140 years had occurred in the last quarter-century, and that the current one could be the third.“It doesn’t say that this is climate change,” Mr. Paton said, “but it does say that this is wholly consistent with almost all of the climate change models.”Sol Lauría More

    As Infrastructure Money Flows, Wastewater Improvements Are Key

    The new law allocates $11.7 billion for wastewater and stormwater projects. Will it get to the impoverished communities who need it most?HAYNEVILLE, Ala. — What babbles behind Marilyn Rudolph’s house in the rural countryside is no brook.A stained PVC pipe juts out of the ground 30 feet behind her modest, well-maintained house, spewing raw wastewater whenever someone flushes the toilet or runs the washing machine. It is what is known as a “straight pipe” — a rudimentary, unsanitary and notorious homemade sewage system used by thousands of poor people in rural Alabama, most of them Black, who cannot afford a basic septic tank that will work in the region’s dense soil.“I’ve never seen anything like it. It’s kind of like living with an outhouse, and I can never, ever get used to it,” said Ms. Rudolph’s boyfriend Lee Thomas, who moved in with her three years ago from Cleveland.“I’ve lived with it all my life,” said Ms. Rudolph, 60.If any part of the country stands to see transformational benefits from the $1 trillion infrastructure act that President Biden signed in November, it is Alabama’s Black Belt, named for the loamy soil that once made it a center of slave-labor cotton production. It is an expanse of 17 counties stretching from Georgia to Mississippi where Black people make up three-quarters of the population.About $55 billion of the infrastructure law’s overall funding is dedicated to upgrading systems around the country that handle drinking water, wastewater and stormwater, including $25 billion to replace failing drinking-water systems in cities like Flint, Mich., and Jackson, Miss.Hayneville’s town square. The infrastructure package targets funding toward “disadvantaged” areas like Hayneville and surrounding towns, part of the Biden administration’s goal of redressing structural racism.Charity Rachelle for The New York TimesLess attention has been paid to the other end of the pipe: $11.7 billion in new funding to upgrade municipal sewer and drainage systems, septic tanks, and clustered systems for small communities. It is a torrent of cash that could transform the quality of life and economic prospects for impoverished communities in Alabama, Mississippi, North Carolina, Oklahoma, Illinois, Michigan and many tribal areas.In this part of Alabama, the center of the civil rights struggle 60 years ago, the funding represents “a once-in-a-lifetime chance to finally make things right, if we get it right,” said Helenor Bell, the former mayor of Hayneville in Lowndes County, who runs the town’s funeral home.But while the funding is likely to lead to substantial improvements, there are no guarantees it will deliver the promised benefits to communities that lack the political power or the tax base to employ even the few employees needed to fill out applications for federal aid.“I am very worried,” said Catherine Coleman Flowers, a MacArthur fellow whose 2020 book “Waste” highlighted the sanitation crisis in Lowndes County. “Without federal intervention, we would have never had voting rights. Without federal intervention, we will never have sanitation equity.”Mark A. Elliott is an engineering professor at the University of Alabama who works with an academic consortium that is designing a waste system optimized for the region’s dense clay soil. He said he was concerned that more affluent parts of the state might siphon off federal assistance intended for the poor.“My hope is that at least 50 percent of this money goes to the people who are in most desperate need, not for helping to subsidize the water bills of wealthy communities,” Mr. Elliott said. “Sanitation is a human right, and these people need help.”Straight pipes are just one element of a more widespread breakdown of antiquated septic tanks, inadequate storm sewers and poorly maintained municipal systems that routinely leave lawns covered in foul-smelling wastewater after even a light rainstorm.The infrastructure package targets funding toward “disadvantaged” areas like Hayneville and surrounding towns, part of the Biden administration’s goal of redressing structural racism. As an additional enticement, Congress cut the required state contribution from 20 percent to 10 percent.“A lot of people know that the bill isn’t just about drinking water, but the wastewater part is just as important,” said Senator Tammy Duckworth, Democrat of Illinois, who helped draft the provisions after assisting two small cities in her state, Cahokia Heights and Cairo, upgrade failing sewer systems that flooded neighborhoods with raw sewage.The Environmental Protection Agency, which is administering the program, said in November that the first tranche of funding for drinking water and wastewater projects, $7.4 billion, would be sent to states in 2022, including about $137 million for Alabama.Biden administration officials are confident the scale of the new spending — which represents a threefold increase in clean water funding over the next five years — will be enough to ensure poor communities gets their fair share. “We want to change the way E.P.A. and states work together to ensure overburdened communities have access to these resources,” said Zachary Schafer, an agency official overseeing the implementation of the program. But major questions remain — including whether individual homeowners without access to municipal systems can tap the money to pay for expensive septic systems — and the guidelines will not be ready until late 2022. While the revolving loan fund is generally regarded as a successful program, a study last year by the Environmental Policy Innovation Center and the University of Michigan found that many states were less likely to tap revolving loan funds on behalf of poor communities with larger minority populations.Alabama’s revolving loan fund has financed few projects in this part of the state in recent years, apart from a major wastewater system upgrade in Selma, according to the program’s annual reports.The water funding is not likely to be divvied up in Alabama until later this year. The Republican-controlled state legislature is still negotiating with Gov.     Senate Passes $35 Billion Water Bill, but Bigger Infrastructure Fights Loom

    The lopsided vote was a reminder that bipartisan cooperation on public works projects is possible, but lawmakers in both parties said the spirit of compromise could be fleeting.WASHINGTON — The Senate on Thursday overwhelmingly approved a $35 billion measure to clean up the nation’s water systems, offering a brief moment of bipartisan cooperation amid deep divisions between the two parties over President Biden’s much larger ambitions for a multitrillion-dollar infrastructure package.Republicans and Democrats alike hailed passage of the bill on an 89-to-2 vote as evidence that bipartisan compromise is possible on infrastructure initiatives, but lawmakers in both parties suggested that the spirit of deal-making could be fleeting.Mr. Biden and Democratic leaders have said they want Republican support for a broad infrastructure package that aims to improve the nation’s aging public works system and address economic and racial inequities, after pushing a nearly $1.9 trillion pandemic relief bill into law with just Democratic votes. But Republicans have panned those proposals, which are to be financed with tax increases on high earners and corporations, and Democrats have said they may have to move them unilaterally if no compromise can be reached.“We’re trying to work in a bipartisan way whenever we can — and this bill is a classic example,” Senator Chuck Schumer of New York, the majority leader, said of the water bill. “It doesn’t mean that we’ll be able to do the whole thing bipartisan, but we’ll do as much as we can.”The legislation approved on Thursday would authorize funding to shore up the nation’s water systems, particularly in rural and tribal communities that have long been neglected and suffer from poor sanitation and unclean drinking water. A House Democratic aide, speaking on the condition of anonymity, said House committees had their own substantial proposals and looked forward to negotiations.“I don’t want to overplay it, but I think it’s definitely a major positive,” Senator Shelley Moore Capito, Republican of West Virginia, said of the lopsided vote on the water infrastructure bill, which she helped spearhead. Yet Ms. Capito cautioned that the moment of cooperation might not last long if negotiations faltered.Republicans have “made it clear that we don’t see the definition of infrastructure — physical core infrastructure — the same way” that Mr. Biden does, she said. The two spoke on Thursday afternoon in what the White House described as a friendly conversation in which both sides reiterated a desire to negotiate.In his speech before a joint session on Congress on Wednesday, Mr. Biden applauded an infrastructure counteroffer put forward by Senate Republicans and called on lawmakers to “get to work.” Ms. Capito and other Republicans have been in touch with the White House over their $568 billion framework for roads, bridges, airports, ports and broadband.But that plan, which Republicans have said is the largest infrastructure proposal they have offered, is a fraction of the spending Mr. Biden outlined, even before he unveiled a $1.8 trillion plan for investing in workers, child care and schools on Wednesday. It notably excluded all of Mr. Biden’s suggestions for how to pay for the spending — including tax increases on corporations — and did not provide clear alternatives.It remains unclear whether Democrats will agree to winnowing down the scope of the economic platform or plans to pay for it by undoing key elements of the 2017 tax plan in order to win a handful of Republican votes. Some Democrats, including Senator Joe Manchin III of West Virginia, a key moderate, have urged their colleagues to negotiate with Republicans.“I think there is a good reason for us to proceed with sincere bipartisan negotiations in the next few weeks — not indefinitely,” Senator Chris Coons, Democrat of Delaware, told reporters on Thursday. He said that making the attempt would be crucial for getting the requisite 50 Democratic votes to pass something unilaterally if those talks stalled.Senator Rob Portman, Republican of Ohio, said he was optimistic, after conversations with Mr. Biden and White House staff members, that Senate Republicans and the administration could hatch a deal around a “narrower” definition of infrastructure, leaving other liberal proposals in Mr. Biden’s plans for a separate bill.“I don’t know where the White House ends up on it,” Mr. Portman said. “The president last night said the right things, both in his speech and private conversations. I think they want to do an infrastructure package. They also want to do the other things. They understand that they don’t work together.”Republican leaders, however, were more skeptical. Senator Mitch McConnell of Kentucky, the minority leader, said on Thursday that Mr. Biden had rattled off a “multitrillion-dollar shopping list that was neither designed nor intended to earn bipartisan buy-in.”With the nearly $1.9 trillion stimulus plan still popular with a majority of voters, some Democrats are eager to wield their slim majorities in both chambers to push as many liberal priorities into law as possible.Senator Bernie Sanders, the Vermont independent who is the chairman of the Budget Committee, said he and his panel had begun work on a budget resolution, legislation needed to unlock the reconciliation process that would allow them to circumvent a filibuster and push through a fiscal package without Republican votes. (Democrats have not yet committed to using the maneuver.)“The calculus is, we get a lot more than we would if we chase our tail around and hope for this bipartisan mirage that is just over the horizon and keeps moving over the horizon,” said Senator Richard Blumenthal, Democrat of Connecticut.Using reconciliation, Mr. Blumenthal acknowledged, could curtail certain provisions because of the strict rules that govern the process, and would not allow for any defections in the Senate. Even before Democrats try to muscle any legislation through that gantlet of parliamentary restrictions, they would have to ensure that the entire caucus in both chambers was united behind the contents.That prospect already appears charged, with several Democrats cautioning reporters in recent days that Congress, not Mr. Biden, is ultimately responsible for shaping the fine details of any legislative plan. Some Democrats are pushing to make certain provisions permanent, including an expanded monthly benefit to families with children that Mr. Biden has suggested extending through 2025.Other Democrats are advocating additional changes to the tax code, while several progressive lawmakers, including Mr. Sanders, are pushing to expand Medicare and include provisions to help lower the cost of prescription drugs.“What is going to happen is there is going to be a major, major piece of legislation that is going to go a long way to improving life for the American people,” Mr. Sanders said. “All of us are going to have to take a deep breath and understand that we have to go forward right now to address the crises facing the country even if the bill is not 100 percent of what we want.”Nicholas Fandos More

    Drought and Abundance in the Mesopotamian Marshes

    On my most recent visit to the Mesopotamian marshes, in March, I arrived at Sayeed Hitham’s for breakfast. The pandemic had kept me away for more than a year.The sun was just rising, the sky pink and golden. Hana, Hitham’s wife, stood smiling near the door to their reed house. “Tea is ready, bread is ready,” she said. “Come on in.”We sat on the worn-out carpet around a glowing kerosene heater, sipping tea and dipping the flat naan Hana had just baked into hot buffalo milk. “What took you so long, Emi?” Sayeed asked with a tone of reproach. “We haven’t seen you in forever.”A woman floats past a mudhif, a traditional house made of reeds.Water buffaloes in the Central Marsh, one of three main areas in the Mesopotamian marshes.Indeed. A year was the longest I’d gone without visiting the Mesopotamian marshes since I began documenting the area in late 2016.At that time, when journalists and photographers were flocking to the north of Iraq, where the battle for Mosul was raging, I took the opposite path and headed south. The ruins of the ancient Sumerian cities of Ur, Uruk and Eridu are close at hand. The broader region, known as the cradle of civilization, saw early developments in writing, architecture and complex society.Iraq’s Central Marsh.The marshes are home to a people called the Ma’dan, also known as the Marsh Arabs, who live deep in the wetlands, mostly as buffalo breeders in isolated settlements, a majority of which are reachable only by boat. Others live in small cities on the banks of the Tigris or Euphrates rivers, which feed the marshes.Many of the Ma’dan left decades ago, when the marshes were ravaged by war, famine and repression.A Ma’dan with water buffaloes in the Central Marsh.Ma’dan children milking buffaloes at dawn.During the Iran-Iraq war, waged between 1980 and 1988, the wetland’s proximity to the Iranian border turned the area into a conflict zone, a theater for bloody battles. Later, in the early 1990s, in the aftermath of a Shiite uprising against his Baath Party, Saddam Hussein intentionally drained the region — where many of the Shiite rebels had fled — as a punishment and a way to stifle the insurrection.The marshes turned into a desert for more than a decade, until the United States-led invasion of Iraq in 2003.A boy carries reeds across the railway that passes through the marshes between Baghdad and Basra.The Central Marsh, as a sandstorm approaches. By the early 2000s, less than 10 percent of the area’s original wetland existed as a functioning marshland.A woman leads her water buffaloes.Today, after being re-flooded and partially restored, the marshes are once again endangered — by climate change, lack of ecological awareness on a local level and, perhaps most dramatically, by the construction of dams in Turkey and Syria and upriver in Iraq.Fishing with electricity, as these men are doing, is quite common in the marshes. The electricity kills everything within a few feet and can harm the ecosystem.The cultivation of reeds, which are used to build homes, is a key element of Ma’dan culture.In 2018, an extremely hot summer followed by a lack of rain caused a serious drought. In some areas, the water level fell by more than three feet.Once largely drained, the Mesopotamian Marshes have since been reflooded and partially restored.A man fishes at night on the Euphrates.“That’s it,” I remember thinking, as the small boat crossed the marsh where corpses of young buffaloes floated in the water. Buffalo breeders like Sayeed Hitham lost about a third of their livestock, and many had to leave when areas turned into a desert. They migrated to neighboring cities — or farther still, to the poor suburbs of Karbala, Basra or Baghdad.During a period of severe drought, a child, Zaineb, plays with a relative while her uncle, Sayeed Aqeel, watches.Fatma, at age 2, tries to kiss a young buffalo.But then, a few months later, the water began to rise. People returned. I photographed the renewal, just as I’d photographed drought the year before. But it felt then — it still feels now — like a sword of Damocles hung over the region.A family in the Hammar Marsh.The stakes are high, both ecologically and for the people who live here. Over the years, I’ve seen drought and abundance, freezing winters and burning summers. I’ve seen children born, and watched them grow up.
