    Trump Trade Policies and Federal Cuts Shake Consumer Confidence

    Americans are increasingly anxious about their jobs and finances as the Trump administration’s trade policies and government cutbacks stoke concern about the economy.Consumer confidence tumbled this month to its lowest level since January 2021, the Conference Board reported on Tuesday, extending a decline that has been underway since shortly after President Trump was elected last fall. The short-term outlook for “income, business and labor market conditions” fell to its lowest reading in 12 years, the business group reported, signaling consumer angst about a deterioration in economic conditions in the coming year.Economists have warned that Mr. Trump’s plans for sweeping tariffs on the United States’ biggest trading partners could reignite inflation. Whiplash from shifting trade policies, and investors’ concern about a potential slowdown in the American economy, fueled a stock-market sell-off earlier this month. Households are bracing for higher inflation over the next year, according to the survey, with 12-month inflation expectations rising to 6.2 percent, from an outlook of 5.8 percent in February. (Over the most recent 12 months, the inflation rate was 2.8 percent, according to the Consumer Price Index for February.)Consumers are “spooked” by the Trump administration’s trade wars, cuts to the federal government by the so-called Department of Government Efficiency and the recent stock market sell-off, said Bill Adams, the chief economist for Comerica Bank.“When people fear for their jobs, they will cut back on discretionary spending on vacations and going out, and delay big purchases like new houses, cars or appliances,” Mr. Adams said. He added that the length of the downturn in consumer sentiment was hard to predict.Stephen Miran, the chair of the White House Council of Economic Advisers, played down the drop in consumer confidence in an interview with CNBC on Tuesday. “Folks often let their political views influence their views of the economy,” he said.The latest Conference Board survey added to growing evidence that uncertainty about tariff policies is making consumers less confident about the economic outlook and more worried about inflation. Data from the University of Michigan released this month showed consumer sentiment plummeting 11 percent from February as Americans of all ages, income groups and political affiliations turned even more downbeat.Some company executives warn of a pullback in consumer spending, too. Delta Air Lines cut its financial forecast for the first three months of the year, citing lower demand for domestic travel, while the chief executive of the clothing retailer Burlington cautioned its investors that tariffs “could hurt discretionary spending.” More

    Americans Brace for Inflation as Trump’s Tariffs Start to Take Effect

    Fresh off the worst inflation shock in decades, Americans are once again bracing for higher prices.Expectations about future inflation have started to move up, according to metrics closely watched by officials at the Federal Reserve. So far, the data, including a consumer survey from the University of Michigan and market-based measures of investors’ expectations, does not suggest that price pressures are perceived to be on the verge of spiraling out of control.But the recent jump has been significant enough to warrant attention, stoking yet more uncertainty about an economic outlook already clouded by President Trump’s ever-evolving approach to trade, immigration, taxation and other policy areas. On Tuesday, a survey from the Conference Board showed that consumer confidence fell sharply in February and inflation expectations rose as Americans fretted about the surging price of eggs and the potential impact of tariffs.If those worries persist, it could be a political problem for Mr. Trump, whose promise to control prices was a central part of his message during last year’s campaign. It would also add to the challenge facing policymakers at the Fed, who are already concerned that progress against inflation is stalling out.“This is the kind of thing that can unnerve a policymaker,” Jonathan Pingle, who used to work at the Fed and is now chief economist at UBS, said about the overarching trend in inflation expectations. “We don’t want inflation expectations moving up so much that it makes the Fed’s job harder to get inflation back to 2 percent.”Most economists see keeping inflation expectations in check as crucial to controlling inflation itself. That’s because beliefs about where prices are headed can become a self-fulfilling prophecy: If workers expect the cost of living to rise, they will demand raises to compensate; if businesses expect the cost of materials and labor to rise, they will increase their own prices in anticipation. That can make it much harder for the Fed to bring inflation to heel.That’s what happened in the 1960s and 1970s: Years of high inflation led consumers and businesses to expect prices to keep rising rapidly. Only by raising interest rates to a punishing level and causing a severe recession was the Fed able to bring inflation fully back under control.

    Republicans and Democrats Highly Divided in Economic Outlook Under Trump

    Consumer sentiment among Republicans has soared to its highest point since Donald J. Trump left the White House, while declining among Democrats.Donald J. Trump won last week’s election in part by promising to fix an economy many voters believed was broken.Republicans, at least, seem to believe him.Consumer sentiment among Republicans has soared nearly 30 percent in the week since Election Day, according to data from Morning Consult, an online survey firm. Republicans, according to the survey, now feel better about the economy than at any time since Mr. Trump lost his bid for re-election four years ago.Democrats, unsurprisingly, have had a very different reaction. Sentiment in that group has dropped 13 percent since Election Day, its lowest level since early 2023. For political independents, relatively little has changed in their attitudes toward the economy in recent days.

There have been similar swings after past presidential elections, although the trend has become more pronounced in recent decades. And voters have said for months that their economic expectations would depend partly on whether their preferred candidate won the White House.“Consumers have been telling us all year long their expectation for the economy is contingent on the outcome of the election,” said Joanne Hsu, director of the University of Michigan’s long-running survey of consumer sentiment. She expects to see large partisan swings in that survey as well, she said, when data from after the election becomes available this month.Measures of consumer sentiment have been depressed for much of President Biden’s time in office, though indicators such as the unemployment rate and wage growth have indicated a strong economy. In polls and interviews, Americans have cited inflation as one of the main sources of their dissatisfaction with Mr. Biden, even as inflation has cooled.Economic sentiment has begun to improve in recent months, however, perhaps suggesting that more Americans are starting to see improvements in inflation in their daily lives — albeit too late to help Democrats in this month’s elections.“Consumers probably are seeing and to some extent digesting some of the good economic news,” said Deni Koenhemsi, head of economic analysis for Morning Consult.Ms. Koenhemsi noted that consumers’ expectations had improved more rapidly than their assessment of the economy’s current state. That suggests that many are still struggling with high prices but becoming more optimistic about the months ahead.That gradual process isn’t surprising, said Neale Mahoney, a Stanford University economist who worked in Mr. Biden’s administration. In research published last year, Mr. Mahoney and a colleague found that it takes time for sentiment to adjust as inflation cools and people become used to the new, higher price of many goods and services.“Even if measured inflation has decreased, the way people experience inflation, they may still be acclimatizing to the price increases that were most acute in summer of 2022 into 2023,” Mr. Mahoney said.The election, he added, could accelerate that process, at least for Republicans, who might be more inclined to reset their expectations once their preferred candidate is in office.     Kamala Harris’s plans offer a bigger boost for the working class, but Donald Trump seems to be convincing voters.Bernadette Daywalt had yet to decide whom to vote for in the presidential election. But the 69-year-old retiree said her decision would probably come down to economics.She and her 82-year-old sister have struggled to keep up with rising grocery prices over the past few years, and they now frequent a food pantry in the Philadelphia suburb where they live.“I think we’re headed downhill right now, with the cost of food, the cost of everything,” Ms. Daywalt said as she checked on her voter registration at an outreach van parked outside the Elmwood Park Zoo on a crisp October afternoon.     Inflation Is Basically Back to Normal. Why Do Voters Still Feel Blah?

    Consumers still give the economy poor marks, though the job market is strong and price increases have faded for months.Grocery inflation has been cooling sharply, but Tamira Flamer, 27, says she hasn’t noticed. What she knows is that paper plates and meat remain more expensive than they were a few years ago.“I feel like it’s been rough,” said Ms. Flamer, a mother of two who drives for Amazon, while standing outside a Dollar General near her home in Norristown, Pa., on Sunday.Ms. Flamer, an undecided voter who says she is most focused on economic issues, underscores a challenge for Vice President Kamala Harris as the presidential election barrels toward its final days.Voters say that they are very focused on the economy as they head to the polls, yet surveys suggest that they feel relatively glum about its recent track record. That could hurt Ms. Harris while helping her opponent, former President Donald J. Trump.The lingering pessimism is also something of a puzzle. The job market has been chugging along, although more slowly, overall growth has been healthy and even inflation is more or less back to normal.     Polls Show Trump’s Edge Shrinking on Voters’ Top Issue: The Economy

    It remains priority No. 1 for many voters, particularly those who are still undecided, according to Times/Siena polling. But can Kamala Harris translate her gains into votes?The economy is still the No. 1 issue in the presidential election. Voters rated it as their top priority in the latest New York Times/Siena College poll, as they have in every Times/Siena poll this year.And while former President Donald J. Trump remains the more trusted candidate in terms of handling the economy, Vice President Kamala Harris has closed much of the gap.Ms. Harris is in an unusual position, running as a sitting vice president alongside an unpopular president. Many voters say President Biden’s policies have hurt them — more than say the same about Mr. Trump’s policies — and economic concerns are a large driver of those feelings, recent polls show.Large majorities of voters rate the economy as only fair or poor, even though inflation has cooled and many other traditional indicators are positive. (Though experts note that concerns about inflation often linger, even as inflation rates lower.)But Ms. Harris has made some gains on the economy.     How Is the Economy for Black Voters? A Complex Question Takes Center Stage.

    The 2024 election could be won or lost on the strength of the Black vote, which could in turn be won or lost based on the strength of the American economy. So it is no surprise that candidates are paying a lot of attention — and lip service — to which of the past two administrations did more to improve the lives of Black workers.Former President Donald J. Trump, the Republican candidate, makes big claims about the gains Black workers made under his watch, saying that he had the “lowest African American unemployment rate” and “the lowest African American poverty rate ever recorded.” But those measures improved even more under the Biden administration, with joblessness touching a record low and poverty falling even further.“Currently, Black workers are doing better than they were in 2019,” said Valerie Wilson, a labor economist whose work focuses on racial disparities at the liberal-leaning advocacy organization EPI Action.That may sound like an unambiguous victory for Vice President Kamala Harris, the Democratic nominee, especially when paired with a recent increase in homeownership rates for Black families and the fact that the Black unemployment rate dipped in September.But even with those notable wins, the economy has not been uniformly good for all Black Americans. Rapid inflation has been tough on many families, chipping away at solid wage growth. Although the labor market for Black workers was the strongest ever recorded for much of 2022 and 2023, the long shadow of big price increases may be keeping people from feeling like they are getting ahead.In fact, nearly three in four Black respondents rated the economy as fair or poor, a recent New York Times/Siena College poll of Black likely voters found.
