Guests have returned, filling the blackjack and roulette tables amid the cacophony of jingling slot machines — the sound of money.She started in the hospitality industry busing tables when she was only 16. Her paychecks have allowed her to purchase a home, raise three children and buy each of them their first car. But as she contemplates the future, she cannot shake a sense of foreboding.The outlook of people like Ms. Irizarry could be crucial in determining who occupies the White House.     Mortgage Rates and Inflation Could Draw Attention to the Fed This Election

    The Federal Reserve is poised to cut rates in 2024 while moving away from balance sheet shrinking. Yet a key event looms in the backdrop: the election.This year is set to be a big one for Federal Reserve officials: They are expecting to cut interest rates several times as inflation comes down steadily, giving them a chance to dial back a two-year-long effort to cool the economy.But 2024 is also an election year — and the Fed’s expected shift in stance could tip it into the political spotlight just as campaign season kicks into gear.By changing how much it costs to borrow money, Fed decisions help to drive the strength of the American economy. The central bank is independent from the White House — meaning that the administration has no control over or input into Fed policy. That construct exists specifically so that the Fed can use its powerful tools to secure long-term economic stability without regard to whether its policies help or hurt those running for office. Fed officials fiercely guard that autonomy and insist that politics do not factor into their decisions.That doesn’t prevent politicians from talking about the Fed. In fact, recent comments from leading candidates suggest that the central bank is likely to be a hot topic heading into November.Former President Donald J. Trump, the front-runner for the Republican nomination, spent his tenure as president jawboning the Fed to lower interest rates and, in recent months, has argued in interviews and at rallies that mortgage rates — which are closely tied to Fed policy — are too high. It’s a talking point that may play well when housing affordability is challenging many American families.Still, Mr. Trump’s history hints that he could also take the opposite tack if the Fed begins to lower rates: He spent the 2016 election blasting the Fed for keeping interest rates low, which he said was giving incumbent Democrats an advantage.President Biden has avoided talking about the Fed out of deference to the institution’s independence, something he has referenced. But he has hinted at preferring that rates not continue to rise: He recently called a positive but moderate jobs report a “sweet spot” that was “needed for stable growth and lower inflation, not encouraging the Fed to raise interest rates.”The White House did not provide an on-the-record comment.Such remarks reflect a reality that political polling makes clear: Higher prices and steep mortgage rates are weighing on economic sentiment and turning voters glum, even though inflation is now slowing and the job market has remained surprisingly strong. As those Fed-related issues resonate with Americans, the central bank is likely to remain in the spotlight.“The economy is definitely going to matter,” said Mark Spindel, chief investment officer at Potomac River Capital and co-author of a book about the politics of the Fed.Fed policymakers raised interest rates from near zero to a range of 5.25 to 5.5 percent, the highest in 22 years, between early 2022 and summer 2023. Those changes were meant to slow economic growth, which would help to put a lid on rapid inflation.But now, price pressures are easing, and Fed officials could soon begin to debate when and how much they can lower rates. Policymakers projected last month that they could cut borrowing costs three times this year, to about 4.6 percent, and investors think rates could fall even further, to about 3.9 percent by the end of the year.Officials have also been shrinking their big balance sheet of bond holdings since 2022 — a process that can push longer-term interest rates up at the margin, taking some vim out of markets and economic growth. But officials have signaled in recent minutes that they might soon discuss when to move away from that process.Already, the mortgage costs that Mr. Trump has been referring to have begun to ease as investors anticipate lower rates: 30-year rates peaked at 7.8 percent in late October, and are now just above 6.5 percent.While the Fed can explain its ongoing shift based on economics — inflation has come down quickly, and the Fed wants to avoid overdoing it and causing a recession — it could leave central bankers adjusting policy at a critical political juncture.Jerome H. Powell, the Fed chair, was nominated to the role by former President Donald J. Policymakers try to ignore politics when they are making interest rate decisions, and the Fed has changed rates in other recent election years, including at the onset of the pandemic in 2020.“I don’t think politics enters the debate very much at the Fed,” said James Bullard, who was president of the Federal Reserve Bank of St. Louis until last year. “The Fed reacts the same way in election years as it does in non-election years.”But some on Wall Street think that cutting interest rates just before an election could put the central bank in a tough spot optically — especially if the moves occurred closer to November.“It will be increasingly uncomfortable,” said Laura Rosner-Warburton, senior economist and founding partner at MacroPolicy Perspectives, an economic research firm. Cutting rates sooner rather than later could help with those optics, several analysts said.And Mr. Spindel predicted that Mr. Trump was likely to continue talking about the Fed on the campaign trail — potentially amplifying any discomfort.Since the early 1990s, presidential administrations have generally avoided talking about Fed policy. But Mr. Trump upended that tradition both as a candidate and then later when he was in office, regularly haranguing Jerome H. Powell, the Fed chair, on social media and in interviews. He called Fed officials “boneheads,” and Mr. Powell an “enemy.”Mr. Trump had nominated Mr. Powell to replace Janet L. Yellen as Fed chair, but it did not take long for him to sour on his choice. Mr. Biden renominated Mr. Powell to a second term. Mr. Trump has already said he would not reappoint Mr. Powell as Fed chair if he was re-elected.Of course, this would not be the first time the Fed adjusted policy against a politically fraught backdrop. There was concern among some economists that rate cuts in 2019, when the Trump administration was pushing for them, would look like caving in. Central bankers lowered rates that year anyway.“We never take into account political considerations,” Mr. Powell said back then. “We also don’t conduct monetary policy in order to prove our independence.”Economists said the trick to lowering rates in an election year would be clear communication: By explaining what they are doing and why, central bankers may be able to defray concerns that any decision to move or not to move is politically motivated.“The key thing is to keep it legible and legitimate,” said Matthew Luzzetti, chief U.S. economist at Deutsche Bank. “Why are they doing what they are doing?” More

    Even Most Biden Voters Don’t See a Thriving Economy

    A majority of those who backed President Biden in 2020 say today’s economy is fair or poor, ordinarily a bad omen for incumbents seeking re-election.Presidents seeking a second term have often found the public’s perception of the economy a pivotal issue. It was a boon to Ronald Reagan; it helped usher Jimmy Carter and George H.W. Bush out of the White House.Now, as President Biden looks toward a re-election campaign, there are warning signals on that front: With overall consumer sentiment at a low ebb despite solid economic data, even Democrats who supported Mr. Biden in 2020 say they’re not impressed with the economy.In a recent New York Times/Siena College poll of voters in six battleground states, 62 percent of those voters think the economy is only “fair” or “poor” (compared with 97 percent for those who voted for Donald J. Those groups tend to be hit hardest by inflation, which has yet to return to 2020 levels, and high interest rates, which have frustrated first-time home buyers and drained the finances of those dependent on credit.But if the election were held today, and the options were Mr. Biden and Mr. Trump, it’s not clear whether voter perceptions of the economy would tip the balance.“The last midterm was an abortion election,” said Joshua Doss, an analyst at the public opinion research firm HIT Strategies, referring to the 2022 voting that followed the Supreme Court’s decision to overturn the Roe v. Wade ruling. “Most of the time, elections are about ‘it’s the economy, stupid.’ Republicans lost that because of Roe. So we’re definitely in uncharted territory.”There are things working in Mr. Biden’s favor. First, Mr. Doss said, the economic programs enacted under the Biden administration remain broadly popular, providing a political foundation for Mr. Biden to build on. And second, social issues — which lifted the Democrats in the midterms — remain a prominent concern.Take Oscar Nuñez, 27, a server at a restaurant in Las Vegas. Foot traffic has been much slower than usual for this time of year, eating into his tips. He’d like to start his own business, but with the rising cost of living, he and his wife — who works at home answering questions from independent contractors for her employer — haven’t managed to save much money. It’s also a tough jump to make when the economy feels shaky.Mr. Nuñez expected better from Mr. Biden when he voted blue in 2020, he said, but he wasn’t sure what specifically the president should have done better. And he is pretty sure another Trump term would be a disaster.“I’d prefer another option, but it seems like it will once again be my only option again,” Mr. Nuñez said of Mr. Biden. For him, immigrants’ rights and foreign policy concerns are more important. “That’s why I was picking him over Trump in the first place — because this guy’s going to do something that’s real dangerous at some point.”Mr. Nuñez isn’t alone in feeling dissatisfied with the economy but still bound to Mr. Biden by other priorities. Of those surveyed in the six battleground states who plan to vote for Mr. Biden in 2024, 47 percent say social issues are more important to them, while 42 percent say the economy is more important — but that’s a closer split than in the 2022 midterms, in which social issues decisively outweighed economic concerns among Democratic voters in several swing states. (Among likely Trump voters, 71 percent say they are most focused on the economy, while 15 percent favor social issues.)Kendra McDowell thinks President Biden is doing the best he can given the continuing challenges of the wars in Ukraine and Gaza. “People are shopping — you know why? Because they’ve got jobs,” she said.Hannah Yoon for The New York TimesDour sentiment about the economy also isn’t limited to people who’ve been frustrated in their financial ambitions.Mackenzie Kiser, 20, and Lawson Millwood, 21, students at the University of North Georgia, managed to buy a house this year. Mr. Millwood’s income as an information-technology systems administrator at the university was enough to qualify, and they worried that affordability would only worsen if they waited because of rising interest rates and prices. Still, the experience left a bitter taste.“The housing market is absolutely insane,” said Ms. Kiser, who wasn’t old enough to vote in 2020 but leans progressive. “We paid the same for our one-story, one-bedroom cinder-block 1950s house as my mom paid for her three-story, four-bedroom house less than a decade ago.”Ms. Kiser doesn’t think Mr. Biden has done much to help the economy, and she worries he’s too old to be effective. But Mr. Trump isn’t more appealing on that front.“It’s not that I think that anybody of a different party could do better, but more that someone with their mental faculties who’s not retirement age could do a better job,” Ms. Kiser said. “Our choices are retirement age or retirement age, so it’s rock and a hard place right now.”Generally, voters don’t think Republicans are fixing the economy, either. In a poll conducted this month by the progressive-leaning Navigator Research, 70 percent of voters in battleground House districts, including a majority of Republicans, said they thought Republicans were more focused on issues other than the economy.The health of the economy is still a major variable leading up to the election. A downturn could fray what the president cites as a signal accomplishment of Bidenomics: low unemployment. A study of the 2016 election found that higher localized unemployment made Black voters, an overwhelmingly Democratic constituency, less likely to vote at all.“I think the likelihood that they would choose Trump is not the threat,” Mr. Doss said. “The threat is that they would choose the couch and stay home, and enough of them would stay home for an electoral college win for Trump.”But in the absence of a competitive Democratic primary, the campaigning — and television spots — have yet to commence in earnest. When they do, Mr. Doss has some ideas.So far, Mr. Biden’s messaging has focused on macroeconomic indicators like the unemployment rate and tackling inflation. “The truth is, that’s not the economy to most people,” Mr. Doss said. “The economy to most people is gas prices and food and whether or not they can afford to throw a birthday party for their kid.”Mr. Millwood supports a higher federal minimum wage, and is impatient with the bickering and finger pointing he hears about in Washington.Audra Melton for The New York TimesIt’s difficult for presidents to directly control inflation in the short term. But the White House has addressed a few specific costs that matter for families, by releasing oil from the Strategic Petroleum Reserve to contain surging oil prices in late 2022, for example. The Inflation Reduction Act reduced prescription drug prices under Medicare and capped the cost of insulin for people with diabetes. The administration is also going after what it calls “junk fees,” which inflate the prices of things like concert tickets, airline tickets and even birthday parties.The more the administration talks about its concrete efforts to lower prices, the more Mr. Biden will benefit, Mr. Doss said. At the same time, Mr. Biden can lessen the blowback from persistent inflation by deflecting blame — an out-of-control pandemic was the original cause, he could plausibly argue, and most other wealthy countries are worse off.That’s how it seems to Kendra McDowell, 44, an accountant and single mother of four in Harrisburg, Pa. She feels the sting of inflation every time she goes to the grocery store — she spent $1,000 on groceries this past month and didn’t even fill her deep freezer — and in the health of her clients’ balance sheets. Despite her judgment that the economy is poor, however, she still has enough confidence to start a business in home-based care, a field in greater demand since Covid-19 ripped through nursing homes.“When I talk about the economy, it’s just inflation, and to me inflation is systemic and coming from the Trump administration,” Ms. McDowell said. If the pandemic had been contained quickly, she reasoned, supply chains and labor disruptions wouldn’t have sent prices soaring in the first place.Moreover, she sees the situation healing itself, and thinks Mr. Biden is doing the best he can given the challenges of the wars in Ukraine and now Gaza. “People are shopping — you know why? Because they’ve got jobs,” Ms. McDowell said. “God forbid, today or tomorrow, if I had to go find a job, it’s easier than it was before.”Ms. McDowell is what’s known in public opinion research as a high-information voter. Polls have shown that those less apt to stay up on the news tend to change their views when provided with more background on what the Biden administration has both accomplished and attempted.Ms. McDowell, a mother of four, said that she felt the sting of inflation every time she went to the grocery store, but that she didn’t blame Mr. Biden.Hannah Yoon for The New York TimesThe 15-month-old Inflation Reduction Act is still little known, for example. But this past March, the Yale Program on Climate Change Communication found that 68 percent of respondents supported it when filled in on its main components.A frequent theme of conversations with Democratic voters who see the economy as poor is that large corporations have too much power and that the middle class is being squeezed.Mr. Millwood, Ms. Kiser’s partner, said that he was concerned that society had grown more unequal in recent years, and that he didn’t see Mr. Biden doing much about it.“From what I see, it really doesn’t look like the working class is benefiting from many things recently,” said Mr. Millwood, who supports a higher federal minimum wage and is impatient with the bickering and finger pointing he hears about in Washington.After the phone conversation ended, Mr. Millwood texted to say that upon reflection, he would also like to see Mr. Biden push to lower taxes for low-income families and make it more difficult for the wealthiest to dodge them. After being sent news articles about Mr. Biden’s support for the extension of the now-expired Child Tax Credit and the appropriation of $80 billion for the Internal Revenue Service, in part to pursue tax evaders, he seemed surprised.“That is absolutely what I had in mind,” Mr. Millwood texted. “It’s been so noisy in the media lately I haven’t seen much that is covering things like that,” adding, “Biden doesn’t seem so bad after all haha.”Ruth Igielnik More

    Economic despair dominates social media as young people fret about the cost of living. It offers a snapshot of the challenges facing Democrats ahead of the 2024 election.Look at economic data, and you’d think that young voters would be riding high right now. Unemployment remains low. Job opportunities are plentiful. Inequality is down, wage growth is finally beating inflation, and the economy has expanded rapidly this year.Look at TikTok, and you get a very different impression — one that seems more in line with both consumer confidence data and President Biden’s performance in political polls.Several of the economy-related trends getting traction on TikTok are downright dire. The term “Silent Depression” recently spawned a spate of viral videos. Clips critical of capitalism are common. On Instagram, jokes about poor housing affordability are a genre unto themselves.Social media reflects — and is potentially fueling — a deep-seated angst about the economy that is showing up in surveys of younger consumers and political polls alike. It suggests that even as the job market booms, people are focusing on long-running issues like housing affordability as they assess the economy.The economic conversation taking place virtually may offer insight into the stark disconnect between optimistic economic data and pessimistic feelings, one that has puzzled political strategists and economists.Never before was consumer sentiment this consistently depressed when joblessness was so consistently low. And voters rate Mr. Biden badly on economic matters despite rapid growth and a strong job market. The platforms are also an important disseminator of information and sentiment.“A lot of people get their information from TikTok, but even if you don’t, your friends do, so you still get looped into the echo chamber,” said Kyla Scanlon, a content creator focused on economic issues who posts carefully researched explainers across TikTok, Instagram and X.Ms. Scanlon rose to prominence in the traditional news media in part for coining and popularizing the term “vibecession” for how bad consumers felt in 2022 — but she thinks 2023 has seen further souring.“I think people have gotten angrier,” she said. “I think we’re actually in a worse vibecession now.”Surveys suggest that people in Generation Z, born after 1996, heavily get their news from social media and messaging apps. And the share of U.S. adults who turn to TikTok in particular for information has been steadily climbing. Facebook is still a bigger news source because it has more users, but about 43 percent of adults who use TikTok get news from it regularly, according to a new survey by the Pew Research Center.It is difficult to say for certain whether negative news on social media is driving bad feelings about the economy, or about the Biden administration. Data and surveys struggle to capture exactly what effect specific news delivery channels — particularly newer ones — have on people’s perceptions, said Katerina Eva Matsa, director of news and information research at the Pew Research Center.“Is the news — the way it has evolved — making people view things negatively?” she asked. But the “Silent Depression” posts have garnered hundreds of thousands — a sign of how much negativity is winning out.In those videos, influencers compare how easy it was to get by economically in 1930 versus 2023. The videos are misleading, skimming over the crucial fact that roughly one in four adults was unemployed in 1933, compared with four in 100 today. And the data they cite are often pulled from unreliable sources.But the housing affordability trend that the videos spotlight is grounded in reality. It has gotten tougher for young people to afford a property over time. The cost of a typical house was 2.4 times the typical household income around 1940, when government data start. Today, it’s 5.8 times.Nor is it just housing that’s making young people feel they’re falling behind, if you ask Freddie Smith, a 35-year-old real estate agent in Orlando, Fla., who created one especially popular “Silent Depression” video. Recently, it is also the costs of gas, groceries, cars and rent.“I think it’s the perfect storm,” Mr. Smith said. “It’s this tug of war that millennials and Gen Z are facing right now.”Inflation has cooled notably since peaking in the summer of 2022, which the Biden administration has greeted as a victory. Still, that just means that prices are no longer climbing as rapidly. Key costs remain noticeably higher than they were just a few years ago. Groceries are far more expensive than in 2019.     ‘Morning in America’ Eludes Biden, Despite Economic Gains

    Seeking re-election in 1984, Ronald Reagan presided over an economy similar in many ways to today’s. But he sold a message of progress and promise.President Ronald Reagan rode a “Morning in America” message to a blowout re-election victory in 1984, based partly on warm feelings about his economic performance. Today’s economy is similar in many ways to Mr. Reagan’s as he entered that campaign, with one big difference: There is widespread voter angst over the incumbent’s economic stewardship.A New York Times/Siena College poll shows President Biden trailing his likely Republican opponent, former President Donald J. Trump, in key battleground states. Poll respondents rate the economy poorly and say they trust Mr. Trump more to fix it. That’s true even though the economy grew faster and added more jobs over the last year than forecasters expected, while inflation fell sharply from what had been a four-decade high.In public and private conversations, and in consultation with outside economists and other experts, Mr. Biden’s economic team has been consumed with that disconnect: Why do Americans remain so down on the economy when economic data are trending up?The answer is almost certainly some combination of how Americans process the economic moment and how Mr. Biden communicates about it.In both cases, the contrast with Mr. Reagan — and with the economic environment of the early 1980s — is instructive.In the fall of 1983, Mr. Reagan’s re-election was not assured. The nation was still emerging from a recession that had marred his first two years in office. Consumer prices had risen more than 15 percent since he took office — nearly as much as they have risen on Mr. Biden’s watch. Translated into today’s dollars, the price of a gallon of gasoline was about $3.80, about 40 cents higher than it is now. Polls showed his approval rating climbing, including sentiment on the economy, in a reversal from the start of the year.A year later, Mr. Reagan would air “Prouder, Stronger, Better,” a television ad that began with the words “It’s morning again in America.” It highlighted falling inflation and lower interest rates allowing more Americans to buy a home.Mr. Reagan’s appeals worked in part because Americans had just endured more than a decade of persistently high prices and high interest rates. Economists and historians generally agree that voters came to see the progress under Mr. Reagan as relief from a long, difficult period.Voter psychology is very different under Mr. Biden. The 9 percent annual inflation rate that the country experienced last year was more than triple the average rate from the end of Mr. Reagan’s time in the White House to the start of Mr. Biden’s. Those mortgage rates Mr. Reagan trumpeted? They were around 14 percent in 1984. Right now, rates are just below 8 percent. The difference is that under Mr. Reagan, rates fell, and under Mr. Biden, they’ve gone up.For Mr. Biden and his economic team, “the problem is really in the way people think about and process economic information, rather than the economic fundamentals,” said Francesco D’Acunto, an economist at Georgetown University’s McDonough School of Business who recently briefed the White House Council of Economic Advisers.Mr. D’Acunto presented slides at the White House highlighting work he and colleagues have done, drilling down into how consumers process price increases. They find that consumers’ attitudes are shaped most by the products they buy most often — like milk, gasoline, bread and beer — and not by the things they spend the most money on.They also find that unexpected price surges stick in shoppers’ minds, negatively. They linger in a way that slower-building price increases, or even prolonged periods of high prices, do not.That research helps explain why voters did not punish Mr. Reagan for inflation even though the price growth he oversaw never reversed itself: They were accustomed to rapid price growth and grateful for improvement.One overly simplistic explanation for Mr. Biden’s woes is that voters are waiting for prices to fall back to their prepandemic levels. If that were true, Mr. Biden would almost certainly be doomed electorally. On the whole, the path of prices across American history is an upward march.But Mr. D’Acunto says his research suggests that Mr. Biden might be able to brighten voters’ moods by mounting a public persuasion campaign, focusing on prices that have begun to come down from recent highs. That includes consumer electronics like smartphones and computers, which are less expensive today than they were a year ago, on average, and which are often large-dollar purchases.For Mr. Biden and his economic team, “the problem is really in the way people think about and process economic information,” said Francesco D’Acunto, a Georgetown University economist.Desiree Rios for The New York TimesMr. Biden’s campaign recently spent $25 million on television ads to promote “Bidenomics” — a mix of the president’s blue-collar background and policy blueprint that is meant to resonate with the working class. Campaign aides say it is scoring well in surveys with viewers.There is little evidence in polls that those efforts have broken through. Biden aides say they did not expect immediate results. They are testing messages, they say, including how best to talk about Mr. Biden’s economic record, as the president prepares to spend $1 billion or more in advertising before the election.Aides also insist that continued economic improvement will eventually punch through to the public. They contend that continued wage growth will restore some of the buying power Americans lost to recent inflation, and that consumers will gradually acclimate to prices that are higher than what they were used to before the pandemic.“What the president brings to the table is a deep and effective pro-worker agenda that’s maintaining a great job market, putting downward pressure on prices,” Jared Bernstein, the chair of the Council of Economic Advisers, said in an interview. “I understand that hasn’t reached the sentiment indexes yet. But I’m confident it will.”Some Democrats worry that Mr. Biden himself is a barrier to getting that message through, particularly to younger voters who express concerns over his age. Campaign officials say his direct appeals resonate well in tests. The Reagan comparison offers evidence for both sides.Economic surveys have become more politicized in recent years, with Republicans in particular resistant to praising the economy’s performance with a Democrat in office. Still, components of the Michigan survey suggest that Mr. Reagan had far more success than Mr. Biden as an economic cheerleader.Mr. Reagan made a habit of both championing the economy’s performance and critiquing press coverage of its flaws. At this point in his presidency, Americans were far more likely to report hearing positive news about the economy and prices than they do under Mr. Biden. They even reported hearing better news on unemployment, at a time when the rate was near 9 percent. It is under 4 percent today.Mr. Biden has often tried to strike more of a balance between celebrating strong job growth and acknowledging the pain of high prices. Trump did and accusing his predecessor’s congressional allies of undercutting working-class Americans.While Mr. Trump has long made his stewardship of the economy his most salient bragging point, Mr. Biden declared that his “Bidenomics” program had done more to help everyday Americans make a living than what he termed “MAGAnomics” ever did. He framed the argument in terms of the fall’s coming budget battles, but it also represented a preview of next year’s campaign.“They have a very different vision for America,” Mr. Biden said in a speech at Prince George’s Community College in Largo, Md., just outside the nation’s capital, where he held up a copy of budget plans by House Republicans. “Their plan, MAGAnomics, is more extreme than anything America has ever seen before.”Mr. Biden trained his criticism on Republicans who are threatening to shut down the federal government if their plans are not enacted. The president accused the Republicans of caring more about the wealthy than the working class, pointing to proposals to cut taxes for high-income households and corporations; wring savings from Social Security, Medicare and Medicaid; and reverse initiatives to lower the cost of insulin and other prescription medicine.The intensified criticism of Republicans follows months of speeches and other messaging by the president and his team promoting the benefits of Bidenomics, a phrase used by critics that they have chosen to embrace. But the credit-taking has not budged Mr. Biden’s poll numbers, and so White House officials now plan to spend the next few weeks or longer emphasizing the contrast with his opponents.“House Republicans have understandably been reluctant to tout the MAGAnomics Budget — but the White House is going to spend much of this fall doing it for them,” Anita Dunn, a senior adviser to the president, wrote in a memo released to reporters.Mr. Biden faces strong political headwinds on the economy. A new poll released on Thursday by USA Today and Suffolk University found that only 22 percent of Americans think the economy is improving while 70 percent think it is getting worse. Asked to volunteer a single word to describe the economy, a majority came up with terms like “horrible,” “terrible,” “crashing,” “shambles,” “chaotic” and “expensive.”Just 34 percent of Americans approved of Mr. Biden’s handling of the economy and, when asked to choose, more expressed faith in his predecessor to improve the country’s economic health than they did in the incumbent, 47 percent to 36 percent.Mr. Trump sought to rebut Mr. Biden even before the speech. “The public has not been fooled,” his campaign said in a statement. “They see Bidenomics for what it is: inflation, taxation, submission and failure.”“With polls confirming that Americans overwhelmingly reject Biden’s effort to whitewash his abysmal economic record,” the statement added, “he will now attempt to reverse his message 180 degrees, ludicrously trying to blame President Trump for the destruction and misery that Joe Biden himself has wrought.”Mr. Trump has always used superlatives to exaggerate the strength of the economy while he was in office. While he presided over a strong and generally healthy economy, it was not the best in history, as he has often stated, and before the pandemic it was roughly comparable in many ways to the economy of the last few years of his predecessor, President Barack Obama.During Mr. Trump’s first two years in office, the economy grew an average of 2.5 percent per quarter on an annualized basis, while it grew an average of 3.1 percent per quarter in Mr. Biden’s first two years coming out of the pandemic, according to a comparison by Barron’s. The stock market soared by 21 percent during the early part of Mr. Trump’s tenure compared with 8.5 percent during a comparable period under Mr. Biden.Unemployment has been roughly similar during the two administrations, at 3.8 percent near a record low, but job growth under Mr. Biden has far surpassed that under Mr. Trump as the economy rebounds from Covid-19 lockdowns. By last spring, monthly job growth had averaged 470,000 since Mr. Biden took office, compared with 180,000 in the start of Mr. Trump’s administration, Barron’s calculated.Where Mr. Biden has struggled most economically is with inflation, which averaged around 2 percent under Mr. Trump but peaked at 9 percent last year under Mr. Biden before falling to about 3.7 percent now. Inflation has increased the cost of groceries, clothes, household goods and housing, while eating away at rising wages. The federal deficit is also rising sharply, as have interest rates.Still, the recession many feared has yet to materialize, and many experts now are more optimistic about what they call a soft landing. Mr. Biden argues that his expansive legislative program has positioned the country for the future better than Mr. Trump ever did through new or repaired airports, roads, bridges and other infrastructure; vast investment in the semiconductor industry; ambitious clean energy programs to combat climate change; and initiatives to bring down the cost of prescription drugs.“America has the strongest economy in the world of all major economics,” Mr. Biden said. “But all they do is attack it. But you notice something?     Wrestling With Inequality, Some Conservatives Redraw Economic Blueprint

    A growing number of Republican politicians and theorists are challenging party orthodoxy on pocketbook issues, corporate power and government’s role.More Republicans are coming to the view that economic inequality, or a lack of social mobility, is a problem in the United States — and that more can be done to enable families to attain or regain a middle-class life.Though discussions about inequality tend to be most visible among liberals, about four in 10 Republican or Republican-leaning adults think there is too much economic inequality in the country, according to a Pew Research survey. And among Republicans making less than about $40,000 a year who see too much economic inequality, 63 percent agree that the economic system “requires major changes” to address it.But a growing debate among conservative thinkers, politicians and the party base — online, in books and in public forums — reveals a group divided about how, in practice, to address pocketbook issues and the extent to which the government should be involved.“I don’t think just having a bigger government is a solution to a lot of these problems,” said Inez Stepman, a senior policy analyst at the Independent Women’s Forum and a fellow with the Claremont Institute, a conservative think tank widely credited with giving Trumpism an intellectual framework. “But I do think that we could stand to think a little bit more on the right about how to make that 1950s middle-class life possible for people.”These yearnings and ideological stirrings have picked up as both whites without college degrees and the broader working class have grown as a share of Republican voters. (Hillary Clinton won college-educated white voters by 17 percentage points in her 2016 race against Donald J. Trump; four years earlier, Mitt Romney, the Republican nominee, carried that group.)A notable swipe against longtime Republican economic thinking has come from Sohrab Ahmari, a conservative who served as an editorial page writer for The Wall Street Journal and the opinion editor of The New York Post. The metamorphosis of his worldview is laid out in a recently published book, “Tyranny, Inc.: How Private Power Crushed American Liberty — and What to Do About It.”“I was writing editorials preaching the gospel of low taxes, free trade, et cetera,” Mr. Ahmari said in an interview. But Mr. Trump’s election inspired him to research how “American life in general for the lower rungs of the labor market is unbelievably precarious,” he said, and his politics changed.Mr. Ahmari recently endorsed a second term for Mr. Trump, but he has written that “while ferociously conservative on cultural issues,” he is also “increasingly drawn to the economic policies of the left — figures like Senators Elizabeth Warren or Bernie Sanders.”In their own ways, Republican presidential primary candidates are jostling for ways to validate the populist energy and financial unease that Mr. Trump tapped into with a mix of pronouncements and policy promises. Some have set out economic goals that, according to many experts, are hard to square with their promises to reduce public debt and taxes and make deep cuts to government programs — especially now that many Republicans have backed away from calls to cut entitlement benefits.In a campaign speech in New Hampshire this summer called “A Declaration of Economic Independence,” Gov. Ron DeSantis of Florida, a Republican presidential contender, sharply critiqued China, diversity programming, “excessive regulation and excessive taxes” — a familiar set of modern conservative concerns. Yet he also echoed complaints and economic goals often heard from the left.“We want to be a country where you can raise a family on one sole income,” he told the crowd.“We cannot have policy that kowtows to the largest corporations and Wall Street at the expense of small businesses and average Americans,” he added. “There’s a difference between a free-market economy, which we want, and corporatism.”Critics on the left and the right argue that Mr. DeSantis has failed to clearly define how he would achieve those goals. The DeSantis campaign declined to comment for this article, but he has cited pathways to broader prosperity that include bringing industrial jobs back from abroad, increasing work force education and technical training, removing “red tape” faced by small businesses and aiming for annual U.S. economic growth of at least 3 percent.Though the fissures on the right over economic issues were evident when Mr. Trump upended the political scene eight years ago, the realignments are maturing and deepening, causing fresh tensions as factions disagree on the extent to which inequality, globalization and growing corporate power should be seen as problems.Some conservatives remain more concerned with the trajectory of federal spending and unlocking greater overall prosperity, rather than its distribution.Last year, Phil Gramm, a Republican who steered the passage of major tax cuts and deregulation during his time representing Texas in Congress from the 1970s to the early 2000s, published a book with his fellow economists Robert Ekelund and John Early called “The Myth of American Inequality.” The book — filled with alternative tabulations of impoverishment and living standards — argues that inequality is not high and rising as “the mainstream” suggests.It argues that when including welfare transfers, income inequality has been more stable than government figures suggest, and that the share of Americans living in poverty fell from 15 percent in 1967 to only 1.1 percent in 2017.“The point of the book is to get the facts straight,” Mr. Gramm said in an interview, adding that “we’re having these debates” with numbers that are “verifiably false.” (Some scholars have vehemently disagreed with the authors’ analysis.)Scott Lincicome, a vice president at the libertarian Cato Institute, said that he largely agreed with Mr. Gramm’s thesis and that Americans were mostly wrestling with “keeping up with the Joneses,” not a loss of economic traction.“In general, folks at the bottom, up to the median, are doing better,” Mr. Lincicome concluded. “They’re not winning the game, but they’re doing better than the same group was 30-plus years ago.”He added: “You know, economists can debate all day long whether we’re better off, worse off overall or whatever. But when you factor in all the factors, I personally think things are fine.”To the extent that these debates have popular reach, the most public face of the revisionist camp may be Oren Cass, an adviser to Mr. Romney’s 2012 campaign, who has become immersed in a collective project among some right-leaning thinkers to “rebuild capitalism.”Mr. Cass and his allies want to use government spending and power to promote economic mobility with traditionalist goals in mind — like reducing the cost of living for the heads of married, two-parent households.Mr. Cass praised Mr. Ahmari’s book as one that “bravely goes where few conservatives dare tread, to the ideologically fraught realm in which the market appears inherently coercive and capitalism appears in tension with economic freedom.” (Senator Marco Rubio, Republican of Florida, is talking at a book event with Mr. Ahmari this month at the National Press Club in Washington.)Many economists and political scientists contend that the ideological realignment on the right is overblown, confused with a broader, hard-to-quantify loyalty to Mr. Trump rather than an explicit ideology giving life to Trumpism.“In a way,” Mr. Ahmari said, his critics — “the people who say, ‘Yeah, sure, you’re just a couple of guys: you, Oren, and a few others at magazines and think tanks’” — are “not wrong institutionally,” as there is little donor support for their efforts.“But they are wrong in terms of voters,” he added.Ms. Stepman of the Claremont Institute says she is personally “more traditional right” than thinkers like Mr. Ahmari but agrees they are tapping into something real. “There is a very underserved part of the political spectrum that is genuinely left of center on economic issues, right of center on cultural issues,” she said, pointing to issues including immigration, gun laws, education, gender norms and more.Gabe Guidarini is one of them.Growing up in Lake Bluff, Ill., in a working-class household where MSNBC often played in the background at night, Mr. Guidarini felt his view that “the status quo in this country is corrupt” was validated by the “anti-establishment” voices of both Mr. Sanders and Mr. Trump. But he came to the view that “you can’t get away with” social views that stray from progressive orthodoxy and still be accepted by Democrats. Now, at 19, he is the president of the University of Dayton College Republicans.In 2022, he worked as a campaign intern for J.D. Vance — the author of “Hillbilly Elegy: A Memoir of a Family and Culture in Crisis,” who aligned himself with Trumpism after his 2016 book was credited for providing a “reference guide” for Mr. Trump’s electoral success. Mr. Vance, an Ohio Republican, was elected to the U.S. Senate.In line with Tucker Carlson and some other conservatives, Mr. Guidarini thinks the party “should be taking policy samples from Viktor Orban in Hungary, and what he’s doing with family policies that aim to increase family creation, increase childbirth and make it easier to live a decent life as a working or middle-class taxpayer,” he said. “That’s what’s going to return the American dream for so many people, because to young people — and I feel like a lot of other people in America today — the American dream feels dead.”Mr. Guidarini, like many on the right, is wary of achieving those goals by increasing taxes on the wealthy. But according to Pew Research, more Republican or Republican-leaning adults support raising tax rates for those with incomes over $400,000 (46 percent) than say those rates should go unchanged (29 percent) or be lowered (24 percent). And more than half of low-income Republicans support higher taxes on the highest earners.For now, though, all economic debates are “tangential,” said Saagar Enjeti, a conservative millennial who is a co-host of two podcasts that often feature competing voices across the right.“‘What are we going to do when the Trump tax cuts expire?’ These are not the fights that are happening,” Mr. Enjeti said. “I wish they were, but they’re not. They’re just not.”With consensus on policy solutions elusive and “the culture wars” in the campaign forefront, Mr. Enjeti said, Republicans will mostly rally around what he believes will be Mr. Trump’s simple economic message: “Make America 2019 Again” — a time when unemployment, inflation and mortgage rates were low and, for all of life’s challenges, at least cultural conservatives were in the White House. More
